The purpose of this paper is to suggest a set of base data which can provide direction when proposing prospective housing policies which comply the peculiar and changing needs of rural communities. To establish the base data, the study reviewed all the relevant issues, requirements and resources in the course of developing rural housing regulations and policies. Some municipal organizations have implemented independent housing programs for returning farmers. They provide one-stop service corners to provide returning farmers comprehensive counseling and information about employment, child-rearing and education, housing, and etc. in their municipals. Agricultural housing projects nowadays focus on promoting voluntary establishments of local communities by providing comprehensive plans for public housing, idyllic housing and other interchange facilities. Recent trends on housing project take into consideration both residential areas and their surrounding landscapes at minimum investment possible. The efficient investment of regional housing development lies in the simultaneous consideration on both the construction and operation and management of housing development from beginning to end.

Also the interview method was used for collecting the data. The results were as follows: 1) Most of the rural elderly had some problems in their health. Thus, the housing for them should be planned on the basis of their health conditions. 2) The rural elderly had active interaction with their neighborhoods. Therefore, the housing for them should be planned for maintaining this active relation. 3) The rural elderly has lived in their housing for long time and wanted to live there as long as possible. This implies that the concept of 'aging in place' should be considered as one of the Important design issues in the rural housing for the elderly. 4) Even though many rural elderlies didn't know about the planned housing facilities for the elderly, they had intentions to live in there if they were provided in rural area. 5) The rural elderly preferred the monthly payment system or the life long payment system as the payment system of the planned housing facilities for the elderly. Also, they wanted that facility to be maintained by the government. 6) The detached housing type or three story townhouse type which is located in each rural village as small size would be desirable as the housing for the rural elderly. 7) The 10-30 pyung would be desirable as the size of housing unit. Also, 2-6 persons per room in case of sharing a bedroom. 8) Ondol-bang would be desirable however the size of the bedroom should be determined by considering using the bed.
The purpose of this study is to analyze the changes of rural housing conditions by comparing the general housing indicators of rural area and those of urban. For those purposes, the indicators that present the housing conditions are set up, and the changes of average housing conditions are analyzed by a region : Shis(cities), Ups, Myons. For the analysis, Population and Housing Census Report and related data were used. Rural housing conditions have become better since the 1960s in the aspect of quality. They are, however, relatively much worse than those of urban areas. The gap of housing conditions between urban and rural housing is big, especially in qualitative indicators, which are housing facilities. Quantitative indicators, which are housing supply rate and ownership rate, are better than urban conditions.
