The OBCS(On-Board Computer System) achieves train system diagnosis and control. For commercial train operation, it must guarantee the reliability for safe and have low cost operational algorithm. To guarantee the diagnosis function and the control ability of OBCS, sufficient actual railway running test under severe conditions is required. But, running test has some limitations for making severe conditions because of safety and it demands quite long time and a lot of costs. So simulator is required and is utilized in many countries. We designed a simulator to test various functions and performance of controllers for high speed train's power car under various conditions and it is represented briefly.

Recently, freight cars for diverse purposes were developed to increase the speed of freight car in conventional line. The welded type bogies are applied to these vehicles like container car, gondola car, hopper car, etc. This study was focused on the dynamic characteristics and the stability of freight car to guarantee the running safety. We have conducted the running tests of freight cars in conventional line and described the test results in this paper.

In Korea's drama industry, a production factor has several prices, not one, bucking the general economic theory. The price changes depending upon the broadcaster, the producer, and even the genre. The price gets determined by such factors as the scarcity, the substitutability, the overall budget size, and so on. For star actors, the price stands for their popularity and ego, which makes them strive so desperately for a higher pay than competitors. The rise of the production factor price has outpaced that of the production budget, to cause undesirable structural problems. It is deemed that the running guarantee could be a way to rationalize the pricing system for production factors in Korea.

Maglev vehicle has two parts a vehicle body and a series of bogies. The vehicle body is connected through a pneumatic suspension on the bogie frame operating loads, vehicle weight and passengers, repeatedly during the service life. The bogie frame plays an important role in sustaining the weight of the vehicle body and controlling the magnets in the correct alignment to meet requirements of stable running on railway. It is also subjected to the levitation and guidance force and propulsion force generated by electromagnets and linear induction motor (LIM) respectively. To guarantee a vehicle system, it is necessary to identify a load test method with proper loads that the vehicle is expected to experience while in service. In this paper, a test method was proposed to verify the structural safety of vehicle body and bogie frame that are applied to an EMS(electromagnetic suspension)-type urban Maglev vehicle considering in case of not only running on the ground but also levitated running.

The railway signaling systems are computerized vital equipments for safety guarantee of train running. And also it is important to prepare the reliable communication link between signalling equipments. In this paper the review of network technology for railway signalling is presented and reliable network technology for network is represented. And also the direction for our further study on these is discussed.

Korean government had used public 'credit guarantee schemes' (CGS) as a counter-cyclical measure. However, it is still controversial about the effectiveness of policy financing on the SMEs. Criticism on policy financing involves the argument that supporting enterprises hampers competition and innovation of SMEs by increasing their dependence on the government and delays the exit of marginal firms. In this paper, we investigate how to effectively build up the rationale of running public CGSs. At the same time, we propose the ways to coexist of public credit guarantee and market-based private finance system for SMEs. First, CGS, as a counter-cyclical function, must coexist with the private financial system by compensating the market failure caused by pro-cyclical behavior of the private financial market. Second, CGS has the comparative advantages, compared to both the interest rate policy of the central bank and fiscal policy of the government. The credit guarantee is the symptomatic treatment that could revitalize the economy shortly by providing liquidity. Also, knowing that CGS is provided based on the leverage ratio defined by outstanding guarantee divided by capital fund, public 'credit guarantee' (CG) has an advantage that is free from the risk of government deficit. Third, the reason for existence of the CGS should be founded in supporting services for SMEs, available only in a public sector that is difficult to expect from private banks. In this regard, it is desirable to strengthen the publicness of credit guarantee over the support for start-ups, growing companies, the improvement of productivity, increase of exports, a long-term investment in facilities, the employment-creating businesses, and innovative enterprises.

PURPOSES: Road Design Consistency Evaluation can guarantee road alignments with safety factors, however it can be hard work to deal with general car accident factors in only this evaluation index. Ideal Road Design Consistency Evaluation is show the mutual balance of road alignment and human factors with a variety of factors for road safety. METHODS: This study carried out overall road safety evaluations which are methods of running speeding consistency and car platoon safety analysis (driver's behaviors factors) as well. RESULTS: Out of 13 sections in a experimental road layout, safety factors of 8 sections showed 'Good' or 'Fair' status. However, 'Poor' results were found out in 5 sections. Particularly, it showed the different outcomes among the 4 evaluation methods used in this study. CONCLUSIONS: Road safety countermeasures were proposed for the potentially dangerous sections in road which failed to identify in the other methods. This study will contribute toward future study of more reliable Road Design Consistency Evaluation in the future for road safety.

Due to overuse of commercial network systems such as bluetooth and WI-FI, the problems of frequency interruption and line-crossing may arise. For this reason, wireless communication frequency ISM 2.4GHz, a recently adapted concept in Korea which is employeed by RF-CBTC system, is predicted not to have guarantee for outstanding and continuous performance. Therefore in this study, considering these problems, 5GHz capacity wireless Lans with international standard 802.11a/b/g applied were installed in the underground urban transit areas and it was proved that these lans exceeded the performance level of 2.4GHz with international standard 802.11b which is being introduced in the nation. In addition, it was verified through carrying out an application test that the communication condition was stable in a running train with high speed in the tunnel.

The increasing use of Ethernet-TCP/IP network in industry has led to the growing interest in its reliability in real-time applications such as automated manufacturing systems and process control systems. However, stochastic behavior of its medium access scheme makes it inadequate for time-critical applications. In order to guarantee hard real-time communication service in Ethernet-TCP/IP network, we proposed an algorithm running over TCP/IP protocol stack without modification of protocols. In this paper, we consider communication services guaranteeing deadlines of periodic real-time messages over MAC protocols that have unbounded medium access time. We propose a centralized token scheduling scheme for multiple access networks. The token is used to allow a station to transmit its message during the time amount that is appended to the token. The real-time performance of the proposed algorithm has been described.

This paper presents evaluating procedure for engine generator operated over 13 years which are usually installed at the island and therefore, isolated to the main distribution line. To decide continual operation of the generator, their diagnosis results should guarantee safety running. So the determination of criteria for continual usage or replacement is essential for economical and reliable maintenance. We present all the courses of evaluating the condition which includes the processes from acquiring basic data to comprehensive determination of generators. All the test was applied to serial number 3 generator in Jodo Engine Power Plant.
