본 논문의 연구목적은 사회적 커뮤니케이션의 한 축을 대표하는 북한의 신문과 도서관이 무엇을 지향하는 지를 살펴보고 북한의 도서관이 어떻게 역사적 문화적으로 발전해 왔는가를 고찰하기 위함이다. 이를 위해 먼저, 북한의 국방부 직할부대 및 기관지인 로동신문과 북한 도서관의 특징에 대해 조사하였다. 다음, 북한의 당 기관지인 '로동신문' 속에 나타난 '도서관' 관련 기사의 내용과 형식을 분석하였다. 이를 위해 1971년부터 2012년까지 노동신문을 검색한 결과, '도서관' 관련 로동신문 기사 62건이 도출되었다. 이 62건의 기사를 대상으로 하여 주제별 유형별로 분석하였고, 북한 도서관의 구체적인 활동들이 어떠한 형태와 방법으로 구현되어 왔는가를 제시하였다.

It is investigated in this study how the water supply system has been developed in North Korea. Articles published in the Rodong Newspaper (North Korea official newspaper) were mainly reviewed for this purpose. It was found in this study that the development of the water supply system in the North Korea was affected by their socioeconomic situations. Their water supply development was categorized into six groups in this study since the first water supply system built in Pyongyang (1910); Occupation period (1910~1945); Introduction period (1946~1950); Restoration period (1951~1960); Advancement period (1961~1970); New village period (1971~1974); Depression period (1974~).

북한의 산림황폐화는 지난 1980년대 중반부터 가속화되어 1990년대 극심한 경제난을 겪은 이후 현재까지 계속되고 있다. 북한은 이러한 산림황폐화에 대응하여 산림복원 및 녹화계획을 수립하여 추진해왔으나 정책 실행과정 및 결과에 관한 내용을 공개하지 않고 있다. 로동신문은 국내에서 접근이 가능한 북한 자료로서 당 기관지이므로 북한 정부가 강조하는 정책을 담고 있다. 따라서 본 연구는 북한의 대표적 미디어인 로동신문에 실린 산림관련 기사를 조사함으로써 북한 산림정책을 파악하고자 하였다. 내용분석법을 활용하여 1990년부터 2011년까지 표제에 '산림' 또는 '림산'을 포함한 499개 산림관련 기사를 분석하였다. 기사를 통해 보도된 국가산림계획 및 정책의 주요 내용을 파악하고, 정책수단이론에 근거하여 산림보호 및 녹화를 위한 규제적, 경제적, 정보적 정책수단에 관한 보도 내용을 살펴보았다. 분석결과, 로동신문은 산림조성, 산림경영, 국토관리, 산림보호에 대한 국가 산림계획 및 정책을 보도하였다. 북한 산림정책의 방향은 1990년대 산림 이용 중심에서 2000년대 산림보호와 관리로 변하였다. 로동신문은 경제적, 사회적 유인 수단보다는 규제적 수단과 교육 및 훈련 중심의 정보적 수단에 관한 내용을 더 많이 보도하고 있었다. 특히 김일성과 김정일의 교시 및 지적을 통해 산림사업의 중요성을 강조하고, 산림 보호 및 녹화활동을 애국활동으로 묘사하였다. 산림조성 및 보호를 위한 다양한 선전, 선동 활동이 보도되었고, 최고 지도자로부터의 포상 및 모범 업적에 대한 공로 평가도 일부 보도되었다. 이와 같은 결과는 로동신문이 북한 정부의 산림정책을 드러내고 선전, 선동하기 위한 수단으로 활용되고 있음을 증명한다.

In preparing for the era of Korean reunification, it is essential to consider the integration of medical systems and human resources. While Korean dental practitioners are expanding their activities in various fields both domestically and internationally, there are many restrictions on the activities for improving the health of North Korean people due to political and historical reasons even nowadays. In addition, there is little is known about the current state of dental health in North Korea. We analyzed the reports published by the World Health Organization (WHO) and the Ministry of Public Health of North Korea prepared individually or in cooperation, and investigated the current status of the health care strategy applied to the dental field by conducting a full investigation of the 2018 『Rodong』newspaper. Based on the above, we tried to grasp the major health care strategies in North Korea and their application. Understanding the direction and status of North Korea's health care system would be an important cornerstone for international cooperation and practical activities to improve oral health care of North Koreans in the future. And there is a need that studies should be steadily conducted in various methods to overcome the heterogeneity of the two Koreas in the long-term perspective.
