Although the demand of Variable Message Sign(VMS) has become pervasive in fulfilling the ITS policy, there are still several unsolved problematic issues. The most critical ones of them are inequality and inefficiency of providing traffic information. This paper proposes the Infra-free Variable Message Sign in order to provide useful informations such as road condition, weather, and traffic of the area, where constructing the infrastructure of communication and power supply is relatively very hard. First of all, the characteristics of infra-free Variable Message Sign are studied and analyzed in deep because of differences between normal Variable Message Sign and Infra-free Variable Message Sign in the configuration and the operating method due to the nature of the Infra-free Variable Message Sign. Futhermore, for effective power management of operating Infra-free Variable Message Sign with limited power acquired through stand-alone PV system, new battery connection structure and dynamically variable power managements for the differently shown messages on Variable Message Sign are proposed. The proposed structure in this paper can be applied to not only power management for Infra-free Variable Message Sign but also power management for the various applications using parallel connection battery system.
When a children's school bus stops on the road, the operator enables an amber flashing light (indicating stopping or slowing) or a red flashing light (indicating that children are getting on and off). Drivers of vehicles passing by the stopped school bus, as well as vehicles in adjacent lanes to the school bus must stop temporarily. However, many drivers are not aware of the laws and do not comply with them, so children are exposed to an increased risk of being hit, especially at night as the color recognition of the vehicle is significantly lower than during the day. In our experiments, messages and shapes using light were projected to the front and rear of a parked school bus, in addition to its red lights flashing.

The provision of traffic information plays an important role in increasing social benefit not only by saving travel time for individuals but also by improving the efficiency of road operation. VMS(Variable Message Sign) helps on-wheel drivers easily understand the road situation, and also provides real-time traffic information to people on the streets. However, it has not been sufficiently studied on how traffic information based on VMS influences on the drivers' selection of route. This study investigated how drivers use VMS traffic information and how they are satisfied with it. Then, the model of drivers' route selection was specified with the types of traffic information and the expected travel time to examine the influence on the selection of drivers' route. The model was estimated and analyzed in three types according to the condition of detour roads, and the rate of route change and the degree of sensitivity was calculated from the estimation. The results of analysis are as follows. the $1^{st}$ type model showed the 10% of route change for the travel time saving of 5minutes, and the 81.6% of route change for the travel time saving of 20minutes. The $2^{nd}$ type led to the range of route change from 14.2% to 92.7% over the 5 through 20 minutes of travel time saving. The $3^{rd}$ model resulted in the 99.1% of route change. The sensitivity of route change showed the highest for the travel time saving of 11 minutes with the $1^{st}$ type model, 9 minutes with the $2^{nd}$ type model, and 5 minutes with the $3^{rd}$ type model respectively.
PURPOSES : The purpose of this study is to develop models of accidents occurring at circular intersections related to the time of day and night and driver gender, and to provide countermeasures for safer circular intersections. METHODS : Seventy intersections built before 2008 were surveyed for inclusion in the modeling. Traffic accident data from 2008 to 2014 were collected from the TAAS data set of the Road Traffic Authority. Sixteen variables explaining the accidents including geometry and traffic volume were selected from the literature and seven multiple linear regression models were developed using SPSS 20.0. RESULTS : First, the null hypotheses, that the number of traffic accidents are not related to driver gender or time of day, were rejected at a 5% level of significance. Second, seven statistically significant accident models with $R^2$ value of 0.643-0.890 were developed. Third, in daytime models by gender, when the right-turn-only lane was selected as the common variable, the number of lanes, presence of driveways and speed humps, diagrammatic exit destination sign, and total entering traffic volume were evaluated as specific variables. Finally, in nighttime models by gender, when the diagrammatic exit destination sign was selected as the common variable, total entering traffic volume, presence of right-turn-only lanes, number of circulatory road way lanes, and presence of splitter islands and driveways were identified as specific variables. CONCLUSIONS:This study developed seven accident models and analyzed the common and specific variables by time of day and gender. The results suggest approaches to providing countermeasures for safer circular intersections.

The Manual on Uniform Traffic Control Devices advises that, "Signs should be placed on the right side of the roadway where they are easily recognized and understood by road users." Guidance is provided on the spacing and prioritization of signs, and in some conditions, additional steps may be needed to ensure that signs are conspicuous. This study proposes a design methodology using ergonomics concepts applied to traffic sign and street name signs. Initially, a literature revision on cognitive ergonomics is performed. Several design methodologies are analyzed and the aspects to be considered in traffic signs are selected.. In this study, problems of traffic signs in Korea were identified through the comparative analysis of domestic and foreign traffic signs and a prototype of ergonomic traffic sign was developed based on the analysis results. And the driver's views on the developed traffic sign were investigated. In addition, based on the results of this study, this study is to provide the necessary foundation for improving traffic signs in order to help the various age groups of drivers to reach their destinations without difficulties when they drive.

Recently, various technologies have been developed for road facilities to reduce the load, some of which use technologies employing perforated plates for wind load reduction. Currently, there are no regulations concerning the drag coefficient of perforated plates for domestic road facilities. In the United States, the regulations regarding the drag coefficient of perforated plates in the 'Minimum design loads for buildings and other structures' were revised based on the studies of Letchford (2001) and Giannoulis (2012). In this study, a wind tunnel test was carried out to analyze the feasibility of applying regulations involving the perforated plates' drag coefficient. The results of the wind tunnel test and the drag coefficient used in the regulation were compared and analyzed. In addition, the reduction effect of the cross area of road signs calculated by applying the drag coefficient was analyzed. The results of the wind tunnel test and the value of the drag coefficient used in the regulation in the US were found to be very similar. Therefore, it was found that it is possible to apply the formula involving the drag coefficient of the perforated plate to the regulation and that the cross area of the perforated plate used for the post of the road sign is reduced by about 9.45% and that of the horizontal post by about 6.45%.

The system first detects candidates for traffic signs in the wide-angle image using color, intensity, and shape information. The recognition algorithm is designed by intensively using built in functions of an off-the-shelf mage processing board to realize both easy implementation and fast recognition. The purpose of this study is to construct a virtual reality simulation environment for searching and evaluating evaluation criteria for road safety facilities with new technologies. Virtual reality simulation requires high realism and accurate behavior data extraction. To do this, we used the Unreal Engine to create the environment by dividing it into an external environment and a vehicle environment. After that, a sample simulation for the luminescent road markers and preliminary experiments were conducted. As a result, luminescent road markers showed better 5m interval than 10m interval. It can be confirmed that it can be used in the simulation for searching the evaluation criteria for the new road safety facilities that incorporate the new technology in the future. In the future, it will be possible to simulate various environments by adding modeling and sample components for other road facilities.
The minimum distance between tunnel and interchange has several steps to go through for road users; when road user comes out of tunnel, he/she reads information on road sign and tries to change the lane, and then reaches the destination (interchange). So that's why that minimum distance between tunnel and interchange has to be designed to reflect human factors sufficiently for road's users. This study aims to set for minimum distance between tunnel and interchange with involved human factors. People aged from their twenties to their seventies took part in this experiment by using driving simulator. As a result, the minimum distance between them was loom long. When it comes to this study for minimum distance between tunnel and interchange, this study will be significant in some ways reason why this method can be applied to all road facilities for road safety on scientific basis. In the near future, It will make a recommendation concerning the most suitable data for road safety by contributing better guideline.
