This study is to find the proper method of estimating urban road traffic capacity. To estimate road traffic capacity, the following methods are chosen ; 1) crossing point of Q-V and S-V, 2) critical velocity and density of Q-V-K model, 3) V-K model with density parameter. The density estimated through S-V relation is 174 veh./km. The methods used in this paper yields more stable values with 2286 veh./h/ in average. The estimated average capacity by three methods are 2272 veh./h. in multilane road. 2411 veh./h in three lane road and 2185 veh./h. in two lane road.
Congestion problems can be approached from the viewpoint of system dynamics theory. The relationship between road capacity and congestion can be explained by the 'relative control' archetype among four system archetypes suggested by Wolstenholme. There is a balancing feedback loop between road capacity and road congestion. However, there is another balancing loop between road congestion and car traffic volume, which keeps disrupting the equilibrium of the former loop. A system dynamics model, which is based on a partial adjustment model of induced traffic in the literature, is built to simulate three road building scenarios: 'Expanding investment', 'Balancing investment' and 'Frozen road investment' scenarios. The 'Expanding investment' scenario manages to drop congestion levels by 9% over 30 years, however, causing much higher emissions of $CO_2$ than other scenarios. The trade-off relationship between congestion levels and environmental costs must be taken into consideration for road investment policies.
The autonomous vehicles (AVs) could make a positive or negative impact on reducing mobile emissions. This study investigated the changes of mobile emissions that could be caused by large-scale adoption of AVs. The factors of road capacity increase and speed limit increase impacts were simulated using a conceptual modeling approach that combines a hypothetical speed-emission function and a traffic demand model using a virtual transportation network. The simulation results show that road capacity increase impact is significant in decreasing mobile emissions until the market share of AVs is less than 80%. If the road capacity increases by 100%, the mobile emissions will decrease by about 30%. On the other hand, driving speed limit increase impact is significant in increasing mobile emissions, and the environmentally desirable speed limit was found at around 95 km/h. If the speed limit increases to 140 km/h, the mobile emissions will increase by about 25%. This is because some vehicles begin to bypass the congested routes at high speeds as speed limit increases. Based on the simulation results, it is clear that the vehicle platooning technology implemented at reasonable speed limit is one of the AV technologies that are encouraging from the environmental point of view.
PURPOSES : The key point of a multimodal LOS (level-of-service) evaluation system is that all of the modes are mutually associated to determine each mode's LOS. For example, the LOS of the bicycle mode is measured based on not only bicycle volumes, but also automobile volumes. However, the Korea Highway Capacity Manual (KHCM) still focuses on the automobile mode in evaluating the LOS of the roads. Additionally, the KHCM's LOS of the other modes, except for the automobile, is not consistent with actual road conditions. The KHCM, therefore, needs to develop and introduce a multimodal LOS system in order to evaluate the service conditions more accurately. METHODS: As a preliminary step to the introduction of multimodal LOS research, in this study the current problem of the KHCM's LOS system through a close review and comparison with other HCMs (highway capacity manuals) was identified. Secondly, a field survey and investigation of the urban streets to apply the HCM's multimodal LOS system was conducted. Finally, a comparison analysis of the results of the HCM and KHCM LOS was performed. RESULTS: In the study, it was found that the results of the LOS for the automobile mode did not show a significant difference between the HCM and KHCM. However, the LOS of the bicycle and pedestrian mode tended to be worse in the multimodal LOS system, which results from considering the effects of the automobile mode. Moreover, it was found that many cases have the potential to improve the overall LOS conditions, while reducing the automobile capacity. CONCLUSIONS: With the introduction of the multimodal LOS system, road diet and complete streets can be easily applied to ans actual road improvement project. Ultimately, the multimodal LOS system should be introduced into the KHCM, which can then be applied to traffic impact studies and other road improvement projects for more accurate evaluations.
PURPOSES : Capacity is a main factor of determining the number of lane in highway design or the level of service in road on operation. Previous studies showed that breakdown may occur before capacity is reached, and then it was concluded that capacity is a stochastic value rather than a deterministic one. In general, estimating capacity is based on average over maximum traffic volume observed for capacity state. This method includes the empirical distribution method(EDM) and would underestimate capacity. This study estimated existing empirical methods of estimating stochastic highway capacity. Among the studied methods are the product limit method(PLM) and the selected method(SM). METHODS : Speed and volume data were collected at three freeway bottleneck sites in Cheonan-Nonsan and West Sea Freeway. The data were grouped into a free-flow state or capacity state with speeds observed in the bottlenecks and the upstream. The data were applied to the empirical methods. RESULTS : The results show that the PLM and SM estimated capacity higher than EDM. The reason is that while the EDM is based on capacity observations only, the PLM and SM are based on free-flow high volumes and capacity observations. CONCLUSIONS : The PLM and SM using both free-flow and capacity observations would be improved to enhance the reliability of the capacity estimation.
