  • 유해물질 제한지침(Restriction of Hazardous Substances Directive)은 유럽연합(EU)에서 시행되며 해로운 물질을 사용한 전자제품이나, 전기기기를 제한하는 지침이다. 일반적으로 RoHS(알오에이치에스)라고 적는다. 2003년 2월에 WEEE(Waste Electrical and Electronic Equipment)에 의해 제정 공포되고 2006년 7월 1일 발효되어 카드뮴, 납, 수은, 6가 크롬, 브롬계 난연제(PBBs, PBDEs)의 사용이 금지되었다. 중국에서도 이와 비슷한 제도 RoHS(일명 China RoHS)를 시행을 하고 있어 유럽에서 정한 6가지 품목과 규제 대상이 아니지만, 과학기기나 의학장비도 중국의 RoHS에는 규제 대상에 포함되어 있다.

  • The Directive on the Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment commonly referred to as the Restriction of Hazardous Substances Directive or RoHS was adopted in February 2003 by the European Union. The RoHS directive took effect on 1 July 2006, and is required to be enforced and become law in each member state. This directive restricts the use of six hazardous materials in the manufacture of various types of electronic and electrical equipment. It is closely linked with the waste electrical and electronic equipment directive (WEEE) 2002/96/EC which sets collection, recycling and recovery targets for electrical goods and is part of a legislative initiative to solve the problem of huge amounts of toxic e-waste.

  • 유해물질제한지침(RoHS)의 제6조항에 따라 유럽위원회가 지침을 재검토 중이다. 유럽의회는 RoHS 규제에 현 8종의 전기전자 제품군에서 모든 제품으로의 규제 시행 확대와 기존 4종의 중금속과 2종의 난연제 규제에서 브롬계 난연제, 크롬계 난연제, PVC, 유해 플라스틱 첨가제 등의 즉각적 규제를 목표로 하고 있다.

Analysis of the hazardous RoHS materials in polyethylene and polypropylene samples by bench-top and portable XRF methods (탁상형 및 휴대형 X-선 형광 분석기를 이용한 폴리에틸렌 및 폴리프로필렌 시료 중 RoHS 규제 물질의 비교 분석)

  • As a basic research for development of the domestic portable XRF spectrometer, we discussed the analytical results of bench-top and portable XRF methods for RoHS materials of the Cd, Pb, Hg, Cr(IV), polybrominated biphenyls(PBB) and polybrominated diphenyl ehters(PBDE). The instrumental parameters such as measurement time of bench-top and portable XRF were optimized using certified reference materials of polyethylene and polypropylene with 5 hazardous materials of 0~1,200 mg/kg. The quantitative analysis of total-Cr, total-Br, Cd, Hg and Pb in certified reference materials and plastic samples were compared by empirical method, fundamental parameter method of bench-top XRF and portable XRF.

  • This study set the hypothesis to develop the method that was analysis and application of a reliability evaluation method of environmental material for the Computer, Color TV, Monitor, Microwave oven, Electric Refrigerator, Automobile parts, other goods. RoHS management and product reliability ensure method for the conservation of environment. Especially, this study emphasis on regulate export of the EU and North America that it's a environmental material problem. Therefore, this study emphasis on the application of a reliability ensure method of environmental material and the use of other parameter by environmental reliability test data. The result of this study is as follows. 1) There is relationship between regulate material and technical protecting system. 2) Characteristics of hazard material is operating a healthcare damage factor as well as regulate environmental factors.

Case Study on Determination of the Level of New RoHS II Substances in Domestic Electronic and Electrical Equipments (국내 전기전자 제품에 함유된 신규 RoHS II 물질 검출 사례 연구)

  • In addition to six substances regulated in EU RoHS including lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB) and polybrominated diphenyl ethers (PBDE), priority substances are identified in new RoHS II as hexabromocyclododecane (HBCDD), dibutyl phthalate (DBP), butyl benzyl phthalate (BBP) and diethylhexyl phthalate (DEHP). In this study, 20 plastic samples were collected from 12 domestic electrotechnical companies and levels of four restricted substances were determined by gas chromatography-mass spectrometry, Among 20 parts that compose washer, refrigerator or microwave oven, HBCDD was detected in three samples of NBR material with the amount of 42~381 mg/kg while DBP and BBP was not detected in any samples collected respectively, implying that these substance may not be used widely in plastic materials for EEE. However, DEHP was detected in all samples of NBR, PP, PBT, EPDM and PVC materials with the amount of 42 up to 59,400 mg/kg that exceeds the limit value of 0.1 wt% (1,000 mg/kg). Presence of a restricted substance in polymer material makes a great negative influence on a number of final product. To cope with coming RoHS II as well as REACH, action not to use DEHP in plastic material or the relevant notification in case of REACH seems to be needed. Screening test of Arsenic compounds such as diarsenic pentaoxide, diarsenic trioxide, lead hydrogen arsenate, triethyl arsenate that are included in REACH SVHC was done by ICP measurement Arsenium was detected in four samples made of NBR and PBT materials in the level of 15~700 mg/kg. By considering the screening method used in this study, the amount of arsenium compounds in the thermistor made of PBT material has a high chance of exceeding the regulated limit value.
