The Citarum River Basin is the biggest river basin in West Java Province, Indonesia and it plays strategic roles in providing water for irrigation, domestic and industrial uses, and power generation, besides controlling the flood during rainy season. Flowing through seven major cities makes the river flow and water demand are vulnerable to land use change around the river. The present water resources management has involved the regulator, operator, and users in deciding an appropriate water management plan for the entire basin. The plan includes an operation plan for three reservoirs, construction or maintenance of the river channel, and water allocation for all users along the river. Following this plan, a smaller operation group will execute and evaluates the plan based on the actual flow condition. Recently, a deforestation, environment degradation, river sedimentation, a rapid growth of population and industry, also public health become new issues that should be considered in water basin planning. Facing these arising issues, a new development program named ICWRMIP was established to advance the existing management system. This program includes actions to strengthen institutional collaboration, do the restoration and conservation of the river environment, improve water quality and public health, also advance the water allocation system. At present, the water allocation plan is created annually based on a forecasted flow data and water usage prediction report. Sometimes this method causes a difficulty for the operator when the actual flow condition is not the same as the prediction. Improving existing system, a lot of water allocation studies, including a development of the database and water allocation simulation model have been placed to help stakeholders decide the suitable planning schemes. In the future, this study also tries to contribute in advancing water allocation planning by creating an optimization model which ease stakeholders discover a suitable water allocation plan for individual users.
Hai River Basin is one of China's major agricultural areas, with a huge rural population. Water conservancy is of great importance in this region. There are three integral elements in managing rural water resources: the consideration of current situation, the adoption of effective management measures, and the projection of future needs. In this study, we provide an in-depth investigation of current water resources situation of Hai River Basin. Five issues are analyzed: (1) the construction of conservancy projects; (2) the irrigation of farmland; (3)the safety of drinking water; (4)the protection of water environment; and (5)the model of management practice. Existing problems are diagnosed and possible solutions are discussed. Finally, a summary is made for managing water resources and meeting future needs.
The current Total Pollution Load Control (TPLC) sets the Target Water Quality (TWQ) by utilizing the delivery ratio, unit loads, and water quality modeling, it also allocates the watershed's permitted discharge load. Currently, common target pollutants of every unit watershed in TPLC are BOD and T-P. This study has reviewed the 1th and 2th of TWQ setting process for the Nakdong River 3th TWQ setting in Total Pollution Load Control (TPLC). As a result of review, 1th and 2th were divided into one management basin (mulgeum) for setting management goals. However, 3th was divided into six management basins (mulgeum, gnagjeong, geumho river, nam river, miryang river, end of nakdong river). The principle of management goal setting were to achieve the objective criteria of Medium Areas for the linkage of the water environment management policy. And Anti-Degredation (principle of preventing deterioration) were applied to the 3th TWQ. Also, additional indicators were considered in accordance with the reduction scenarios for the final management goals.
The applicability of a distributed rainfall-runoff model for large river basin flood forecasts is analyzed by applying the model to the Nakdong River basin. The spatially explicit hydrologic model was constructed and calibrated by the several storm events. The assimilation of the large scale Nakdong River basin were conducted by calibrating the sub-basin channel outflow, dam discharge in the basin rainfall-runoff model. The applicability of automatic and semi-automatic calibration methods was analyzed for real time calibrations. Further an ensemble distributed rainfall runoff model has been developed to measure the runoff hydrograph generated for any temporally-spatially varied rainfall events, also the runoff of basin can be forecast at any location as well. The results of distributed rainfall-runoff model are very useful for flood managements on the large scale basins. That offer facile, realistic management method for the avoiding the potential flooding impacts and provide a reference for the construct and developing of flood control facilities.
The Mekong which is one of the world's most significant rivers plays an extremely important role to South East Asia. Lying across six riparian countries including China, Myanmar, Thailand, Laos, Cambodia and Vietnam and being a greatly biological and ecological diversity of fishes, the river supports a huge population who living along Mekong Basin River. Therefore, much attention has been focused on the giant Mekong Basin River, particularly, the soil erosion and sedimentation problems which rise critical impacts on irrigation, agriculture, navigation, fisheries and aquatic ecosystem. In fact, there have been many methods to calculate these problems; however, in the case of Mekong, the available data have significant limitations because of large area (about 795 00 km2) and a failure by management agencies to analyze and publish of developing countries in Mekong Basin River. As a result, the Universal Soil Loss Equation (USLE) model in a GIS (Geographic Information System) framework was applied in this study. The USLE factors contain the rainfall erosivity, soil erodibility, slope length, steepness, crop management and conservation practices which are represented by raster layers in GIS environment. In the final step, these factors were multiplied together to estimate the soil erosion rate in the study area by using spatial analyst tool in the ArcGIS 10.2 software. The spatial distribution of soil loss result will be used to support river basin management to find the subtainable management practices by showing the position and amount of soil erosion and sediment load in the dangerous areas during the selected 56- year period from 1952 to 2007.
This research evaluates cooperation in transboundary rivers with special reference to the Great Mekong Subregion (GMS) program in the Mekong River Basin. The benefit sharing approach has been deployed as a theoretical framework to analyze the extent to which the riparian states have achieved cooperation. The river basin governance led by the Mekong River Commission since 1995 has not adequately performed due to non-participation of upstream countries and the lack of law enforcement mechanism. Since the late 1980s, China has undertaken hydropower development unilaterally, thereby triggering discomfort from the Lower Mekong countries. The GMS program has led China to strengthening economic ties with the downstream countries through hydropower development as investors and developers. The program has also supported the establishment of economic corridors, and removal of physical barriers and has paved the way for cooperation in other sectors, such as the environment, agriculture, tourism and energy. There are challenges for further cooperation, including the development gaps between China and the downstream countries, political tensions and environment impacts of hydropower dams in the river basin. The Mekong River Basin shows the possibility of cooperation through benefit sharing. Sharing benefits accrued from the river and beyond the river between China and the downstream countries have enhanced economic ties, thereby consolidating cooperation each another.
The Amazon River basin is one of the largest basins in the world, and its ecosystem is vital for biodiversity, hydrology, and climate regulation. Thus, understanding the hydrometeorological process is essential to the maintenance of the Amazon River basin. However, it is still tricky to monitor the Amazon River basin because of its size and the low density of the monitoring gauge network. To solve those issues, remote sensing products have been largely used. Yet, those products have some limitations. Therefore, this study aims to do bias corrections to improve the accuracy of Satellite Precipitation Products (SPPs) in the Amazon River basin. We use 331 rainfall stations for the observed data and two daily satellite precipitation gridded datasets (CHIRPS, TRMM). Due to the limitation of the observed data, the period of analysis was set from 1st January 1990 to 31st December 2010. The observed data were interpolated to have the same resolution as the SPPs data using the IDW method. For bias correction, we use convolution neural networks (CNN) combined with an autoencoder architecture (ConvAE). To evaluate the bias correction performance, we used some statistical indicators such as NSE, RMSE, and MAD. Hence, those results can increase the quality of precipitation data in the Amazon River basin, improving its monitoring and management.
Amount of soil loss is important information for the proper water quality management, In this research, annual average soil loss of the Geum River basin was estimated using RUSLE (Revised Universal Soil Loss Equation) and GIS (Geographic Information System). Input data were manipulated using ArcGIS ver. 8.3. From crop field which constitute 8.2% of the Geum River Basin, annual average soil loss was estimated as 53.6 ton/ha/year. From the rice paddy field which constitutes 20% of the Geum River Basin, soil loss was estimated as 33.5 ton/ha/year, In comparison, forestry area which constitutes 61.8% of the basin discharged 2.8 ton/ha/year, It could be known from this research that appropriate measures should be implemented to prevent excessive soil loss from the agricultural areas.
In this study, a one-dimensional numerical model was constructed to propose a flood control plan linked with the dam and river basin for the flood events of the Seomjin River in 2020. The flood level reduction of the downstream river was tested based on a scenario operation of the Seomjingang Dam and was also analyzed when a storage pocket was newly constructed as one of the river basin measures. It was confirmed that Seomjingang Dam's flood control capacity would be increased if the flood limit level was drastically lowered from the current EL. 196.5 m to EL. 188.0 m. In addition, if the upper area of the (old) Geumgok Bridge (which suffered great damage due to the loss of the levee) is used as a storage pocket, it would be effective in preventing floods in the lower area of it. In the era of the climate crisis, more integrated flood management is needed and basic river management must be observed.

This study aims to establish basic data for efficient management of rural water by analyzing regional irrigation facilities and benefitted areas in the statistical yearbook of land and water development for agriculture at the watershed level. For 511 domestic rural water use areas, water storage facilities (reservoirs, pumping & drainage stations, intake weirs, infiltration galleries, and tube wells) are spatially distributed, and the benefitted areas provided at the city/county level are divided by water use area to provide agricultural water supply facilities. The characteristics of rural water district areas such as benefitted area, were analyzed by basin. The average area of Korea's 511 rural water districts is 19,638 ha. The average benefitted area by rural water district is 1,270 ha, with the Geum River basin at 2,220 ha and the Yeongsan River basin at 1,868 ha, which is larger than the overall average. The Han River basin at 807 ha, the Nakdong River basin at 1,121 ha, and the Seomjing River basin at 938 ha are smaller than the overall average. The results of this basic analysis are expected to be used to set the direction of various supply and demand management projects that take into account the rational and scientific use and distribution of rural water and the characteristics of water use areas by presenting a quantitative definition of Korea's agricultural water districts.
