화학물질관리법상 화학사고 정의에 관한 소고 (A Brief Review of the Legal Definition of Chemical Accident under the Current Chemical Substances Control Act)

  • The Chemical Substances Control Act has been legislated to counter the risks posed by chemical substances to public health and the environment, but a number of small- and large-scaled incidents related to hazardous chemicals continue to occur every year. The Korean Ministry of Environment takes legal responsibility for prevention, preparedness, and response to nationwide chemical accidents under the Chemical Substances Control Act. The determination of chemical accidents that occur during hazardous chemical handling processes is based on the Article 2 (Definitions) of the law and the administrative criteria for judgement of chemical accidents. However, there are certain ambiguities in the scientific basis for determining chemical accidents under the current regulations. Whether or not a chemical accident has a direct influence on penalties and administrative measures for a workplace where an accident occurred, it is necessary to find reasonable criteria for determining chemical accident based on legal and scientific evidence.

금호강 유역의 오염총량 관리 대책 수립 (The Management Planning of Pollutant Loading Allocation in the Kumho River Basin)

  • This study was performed to plan pollutant loading allocation by sub-watershed at Kumho river basin located in the north Kyeongsang province. HEC-geoHMS which is extension program of ArcView was used to extract sub-watershed. To simulate water quality, Qua12eu model was calibrated and validated. BOD was simulated under several scenarios to evaluate reduction effects of pollutant loading. Uniform treatment and transfer matrix method was considered. Effects of headwater flow rate and efficiency waste water treatment plant were also considered.

Soil Erosion Modeling in the 3S Basin of the Mekong River Basin

  • The 3S Basin is described as an important contributor in terms of many aspects in the Mekong River Basin in Southeast Asia. However, the 3S Basin has been suffering adverse consequences of changing discharge and sediment, which are derived from farming, deforestation, hydropower dam construction, climate change, and soil erosion. Consequently, a large population and ecology system that live along the 3S Basin are seriously affected. Accordingly, the calculating and simulating discharge and sediment become ever more urgent. There are many methods to simulate discharge and sediment. However, most of them are designed only during a single rainfall event and they require many kinds of data. Therefore, this study applied a Catchment-scale Soil Erosion model (C-SEM) to simulate discharge and sediment in the 3S Basin. The simulated results were judged with others references's data and the observed discharge of Strung Treng station, which is located in the mainstream and near the outlet of the 3S Basin. The results revealed that the 3S Basin distributes 31% of the Mekong River Basin's total discharge. In addition, the simulated sediment results at the 3S Basin's outlet also substantiated the importance of the 3S Basin to the Mekong River Basin. Furthermore, the results are also useful for the sustainable management practices in the 3S Basin, where the sediment data is unavailable.

유역통합관리를 위한 재원분담방안 연구 (Financial Resources allocation criteria for Integrated River Basin Management)

  • 본 연구의 핵심은 유역별 통합관리에 필요한 재원을 중앙과 지방정부 그리고 유역내의 지자체간에 어떠한 기준으로 분담하느냐를 다루는 것이다. 이를 위하여 본 연구에서는 재원의 배분을 유역 내의 이수, 치수, 수질개선에 따른 분담원칙과 이를 현실적으로 적용할 공통기준과 개별기준을 설정하고, 설정된 기준에 대한 가중치를 계층적 의사결정기법을 통하여 산정하였다. 재원분담 방안을 유역별로 적용한 결과, 합리적인 재원의 조달 방법이 유역별로 매우 상이함을 발견하였다. 한강과 영산강 섬진강 유역은 개별기준과 수익자 부담원칙에 충실한 부담금적 성격이 타당한 반면, 낙동강과 금강유역은 공통기준과 부담능력에 충실한 조세적성격의 재원배분이 합리적임을 발견하였다.

수문학적 접근법에 의한 환경유량 산정기법의 적용성 평가 (The Applicability Assessment of Environmental Flows Method by Hydrological Approach)

  • This study aimed at the introduction of desktop method for assessment of environmental flows developed by International Water Management Institute (IWMI) recently and its application to Geum river basin. This scheme simulated the influence on aquatic ecosystem caused by watershed development and in turn the decrease of water quantity keeping the river's own flow regime. It was found to be as very effective method although it had simple structure. Flow duration curves for different environmental classes at Sutong and Gongjoo sites were estimated according to the natural conditional scenario of Geum river basin and the results were relatively compared well with the previous studies. The behaviors of monthly average runoff time series of both sites showed the level of A class. The results of this study would provide the fundamental data to establish the future plans of monitoring or management for aquatic ecosystem of Geum river basin.

낙동강 유역의 수질관리를 위한 유역모델링 적용 연구 (Watershed Modeling Application for Receiving Water Quality Management in Nakdong River Basin)

  • SWAT model was applied for the Nakdong River Basin to characterize water quality variability and assess the feasibility of using the load duration curve to water quality management. The basin was divided into 67 sub-basins considering various watershed environment, and rainfall runoff and pollutant loading were simulated based on 6 year measurements of meteo-hydrological data, discharge data of treatment plants, and water quality data (SS, T-N and T-P). The results demonstrate that non-point source loads during wet season increase by 80 ~ 95% of total loads. Although the rate of water flow governs the amount of SS that is transported to the main streams, nutrient concentrations are highly elevated during dry season by being concentrated. This phenomenon is more pronounced in the lower basin, receiving large amounts of urban point source discharges such as treated sewages. Also, the load duration curves (LDC) demonstrate dominant source problems based on the load exceedances, showing that SS concentrations are associated with the rainy season and nutrients, such as T-P, may be more concentrated at low flow and more diluted at higher flow. Overall, the LDC method could be used conveniently to assess watershed characteristics and pollutant loads in watershed scale.

RCP 기후변화 시나리오를 활용한 남북공유하천유역 미래 극한강수량 변화 전망 (Prospects of future extreme precipitation in South-North Korea shared river basin according to RCP climate change scenarios)

  • 남한과 북한이 군사분계선을 경계로 공동으로 점유하고 있는 남북공유하천유역은 과거부터 하천관리, 홍수조절 등 다양한 문제가 지속적으로 발생해 왔다. 그러나 협력과 조정에 한계가 있어 유역 관리에 대한 지속적인 연구와 협력이 진행되지 못하였다. 기후변화로 인해 수문현상의 규모와 빈도가 변화하고 있어 공유하천유역의 강수변동성에 관한 대비책 마련이 필요하지만, 이에 대한 연구는 미비한 실정이다. 따라서 본 연구에서는 13개 전 지구 기후 모델의 RCP (Representative Concentration Pathway, 이하 RCP)4.5와 RCP8.5 시나리오를 공유하천유역 인접 11개 관측소에 적용하여 극한강수량 변동성을 규모와 빈도의 측면에서 분석하였다. 분석 결과 공유하천유역의 참조기간(1981-2005) 대비 확률강우량은 RCP4.5 시나리오와 RCP8.5 시나리오 모두 전 기간에서 증가하였다. 또한 재현기간 20년 규모의 강우 빈도는 RCP4.5 시나리오의 중반기(2041-2070)와 후반기(2071-2100)를 제외하고 전 기간에서 증가하여 극한강수의 출현빈도가 점차 빨라지고 있음을 확인할 수 있었다. 결과적으로 공유하천유역 내 극한강수량은 그 규모와 빈도가 모두 증가하여 기후변화로 인한 상당한 영향이 있을 것으로 전망되며, 이에 대한 대비가 필요할 것으로 판단된다.

한강 및 낙동강 유역의 양수장 지구 물관리효율 평가 (Assessment of Water Management Efficiencies for Irrigation Pumping Stations in the Han River and Nakdong River Basins)

  • The objective of this study is assessing water management efficiency using water withdrawals from rivers and water requirements for paddies. The water management efficiency was defined by the ratio of water requirements and water withdrawals. Water withdrawals were estimated using the operating times and pumping capacity of the pumping stations from 1992 to 1999 in the Han River and Nakdong River basins. Water requirements were estimated by adding the evapotranspiration of the crops and infiltrations in the irrigated area. Evapotranspiration from the paddies was calculated by the FAO modified Penman method with observed daily weather data. The monthly water management efficiency was analyzed for each pumping stations and the district offices of KARICO (Korea Agricultural and Rural Infrastructure Corporation). The efficiencies of 59 pumping stations in the Han River basin varied from 19% to 135%, and the average was 61%. The efficiencies of 146 pumping stations in the Nakdong River basin ranged from 17% to 190%, and the average was 72%. There were no good correlations between the water management efficiency and pump capacity or irrigated area, it showed that the water management efficiency was affected by the traditional water management practices rather than the scale of irrigation district.

漢江 水質保全 行政에 관한 硏究 (A Study on the Administration for the Han River Water Quality Control)

  • This thesis purports to overview the diverse administrative and organizational factors and plannings developed by the government organizations, municipal or otherwise, to tackle the Han River water pollution issues in the past years. This thesis also looks into the ever-worsening Han River water pollution problems, in particular, in terms of the various government plans ostensibly designed to reduce the pollution level but with little success. Also dealt with are the efficiencies with which the laws and decrees on water pollution the administrative organizations put to use in the prosecution of the diverse antiwater pollution projects involving the Han River basin. From the early 1960's up to the 1970's the government had concentrated on the growth-oriented economic policy with the result that little attention had been paid to the water pollution and other environmental issues that are bound to arise from the massive economic growth. Belatedly, the five-year Hah River Development Project was initiated in 1982 with emphasis on reducing the water pollution level at Hah River to the minimum. The following are the gists of the thesis and recommendations for the future antiwater pollution plans by the administrative organizations: 1. Documents to date indicate that the irrigation projects along the Han River area had been the main focus of attention during the Yi Dynasty and under the Japanese rule of the country. 2. Despite that the water pollution issue became the subject of many debates among the academic and research institutions in the 1960's and in the 1970's, the administrative organizations in charge of the Han River water quality control failed to come up with a concrete plan for the river's water quality control. 3. Nevertheless, the water pollution of the Han River area in fact began in the 1950's, with the unprecedented concentration into Seoul of population and the industrial facilities on a larger scale, in particular, enforced by the government's strong growthoriented policy in its Economic Development plans in the 1960's. 4. Starting in the 1960's, the Han River water pollution level dramatically increased, but the government was reluctant to promulgate or put into effect strong measures to curb the many factors contributing to the river water pollution, thus worsening the environmental issues along the Han River basin. 5. The environmental protection law and other laws and decrees relating to the antiwater and air pollution issues that were subsequently put into effect underwent so many changes that efficient anti-water pollution policies could not be effected for the Han River basin. The frequent organizational reshuffle within the administrative units concerned with environmental problems has resulted in the undue waste in personnel management and finance. 6. The administration on the environmental protection could not be efficiently carried out due to the organizational overlapping. Under the existing law, frequent organizational frictions and inefficiency are bound to occur among the central government offices themselves, as well as between the central government and the Seoul city administration, and among the city's administrative offices over the conservation of the Han River basin and over the river's anti-water pollution issue. 7. In the planning and prosecution of the Han River project, political influences from the president down to the lower-level politicious appear to have been involved. These political influences in the past had certainly had negative influence on the project, nevertheless, it appears that in the recent years, these political influences are not all that negative in view of the fact that they serve as a positive contributing factor in developing a better water quality control project along the Han River basin. The following are a few recommendations based on the data from the thesis: First, officials in charge of the Han River water quality control should pay attention to a careful screening of the opinions and recommendations from the academic circles and from the public should be made so that the government could better grasp the core issues in the environmental problems that require preventive and other necessary measures. Second, vigorous redistribution policies of population and industrial facilities away from the Seoul area should be pursued. Third, the government should refrain from revising or revamping too frequently the laws and decrees on the anti-water pollution, which is feared to cause undue inconveniences in the environmental administration. Fourth, a large-scale streamlining should be made to the existing administrative organization in an effort to do away with the inter- and intra-organizational friction. It is recommended that a secretariat for the Hah River basis conservation be established. Fifth, High-level administrative officials, with a thorough knowledge and vision on the Han River water quality control, should be prepared to better deal with the budgeting and personnel management for the Han River water pollution control not only at the control government, but also at the Seoul city municipal government levels. Environmental issues should be kept distinct from political issues. Environmental issues should not serve as a window-dressing for sheer political purposes. Sixth, the Hah River proiect should also include, along with the main Han River basin, those areas covering North Han River, South Han River, and the tributaries to the main river basin. The 'Han River Basin Water Quality Control Board' should be established immediately as a means of strengthening the current Han River basin water quality control policy. Seventh, in drawing up the Han River proiect, the administrative officials should be aware that Han River basin is a life line for those people in the region, providing them with not only a sheer physical space, but with a psychological living space for their everyday life.
