Applying Game Theory for Strategy Transboundary River : the case of Han River in North and South Koreans (게임이론을 통한 남북 공유하천 관리 전략 도출)

  • This study aims to set up the appropriate strategies for the transboundary river between South and North Korea. We took the example of Bukhan River which penetrates both Koreas to illustrate this idea, and applied Game Theory to get the solutions. Previous studies have mainly dealt with counterplan in case of confliction. On the contrary, this study has the premise that there could be much more cooperations. The analysis shows that the best choice is to develop the basin together. For example, they can make up development plan for Imjin basin which ranges from North Korea and South. As the result, South Korea can get the stable water volume in the river and North Korea can have the chances for economic revitalization.

SIMULATION OF REGIONAL DAILY FLOW AT UNGAGED SITES USING INTEGRATED GIS-SPATIAL INTERPOLATION (GIS-SI) TECHNIQUE

  • The Brazos River is one of the longest rivers contained entirely in the state of Texas, flowing over 700 miles from northwest Texas to the Gulf of Mexico. Today, the Brazos River Authority and Texas Commission on Environmental Quality interest in drought protection plan, waterpower project, and allowing the appropriation of water system-wide and water right within the Brazos River Basin to meet water needs of customers like farmers and local civilians in the future. Especially, this purpose of this paper primarily intended to provide the data for the engineering guidelines and make easily geological mapping tool. In the Brazos River basin, many stream-flow gage station sites are not working, and they can not provide stream-flow data sets enough for development of the Probable Maximum Flood (PMF) for use in the evaluation of proposed and existing dams and other impounding structures. Integrated GIS-Spatial Interpolation (GIS-SI) tool are composed of two parts; (1) extended GIS technique (new making interface for hydrological regionalization parameters plus classical GIS mapping skills), (2) Spatial Interpolation technique using weighting factors from kriging method. They are obtained from the relationship among location and elevation of geological watershed and existing stream-flow datasets. GIS-SI technique is easily used to compute parameters which get drainage areas, mean daily/monthly/annual precipitation, and weighted values. Also, they are independent variables of multiple linear regressions for simulation at un gaged stream-flow sites. In this study, GIS-SI technique is applied to the Brazos river basin in Texas. By assuming the ungaged flow at the sites of Palo Pinto, Bryan and Needville, the simulated daily/monthly/annual time series are compared with observed time series. The simulated daily/monthly/annual time series are highly correlated with and well fitted to the observed times series.

  • The environmental ecological flow (EEF) of stream or river will be designated according to the enforcement of the Water Environment Preservation Act. Previous researches by Ministry of Environment have proposed agricultural reservoirs as alternative resources to secure river flow where multi-purpose dam does not exist. However, agricultural reservoirs are constructed for the supply of agricultural water, and in fact, there is not a sufficient amount of water to be supplied to rivers as EEF. Therefore, this study examines the economic feasibility of securing EEF through the remodeling or construction of agricultural reservoirs. We investigated water balance of reservoir through simulation of three types of water supply demands such as agricultural water, agricultural water and river maintenance flow, and agricultural water and environmental ecology flow. The economics analysis was conducted on water supply demands and corresponding remodeling or construction of reservoirs. As a result, it was found that the method of securing through heightening existing reservoir enhancement is economically feasible. However, it was not possible to secure all the amount of the EEF due to the size limitation of existing reservoirs or constrain of the watershed for newly built reservoir. Therefore, in order to secure all of the EEF, the utilization of other alternatives as well as agricultural reservoirs should be considered. This study demonstrated the method of economical feasibility study of securing river maintenace flow and EEF using agricultural reservoirs and other considerations.

  • The objective of this paper is to quickly examine the prosperity of a marine transportation system and port development in the Han river Estuary and Yellow Sea border areas and to establish a cooperative management plan for the development of marine transportation and port service for cargo transportation in Seoul, as well as between South Korea and North Korea. Specifically, a development plan with a sincere effort to preserve the environment surrounding Marine Peace Park. The intent is to prove that prosperity is possible through the development of marine transportation and port service. Considering conditions of navigation, site, cost, and transportation, four port candidates are proposed for the port in near Seoul and we performed the analysis of candidates to develop the port.

  • The need for economical and accurate presentations of equivalent radar reflectivity( $Z_e$) data in an orthogonal coordinate system has existed for some time. So, in this study, a fast and efficient procedure has been developed which allows the systematic interpolation of digital reflectivity data from radar space into Cartesian space. At first, QC(Quality Control) of radar data has been executed for extracting uncontaminated Constant Altitude Plan Position Indicator(CAPPI) data. The algorithm is designed so that only one ordered pass through the original Plan Position Indicator(PPI) scan data is necessary to complete the interpolation process. The model can calculate various resolution and altitude reflectivity data for many kinds of hydrological usage.

A Study on the Administration for the Han River Water Quality Control (漢江 水質保全 行政에 관한 硏究)

  • This thesis purports to overview the diverse administrative and organizational factors and plannings developed by the government organizations, municipal or otherwise, to tackle the Han River water pollution issues in the past years. This thesis also looks into the ever-worsening Han River water pollution problems, in particular, in terms of the various government plans ostensibly designed to reduce the pollution level but with little success. Also dealt with are the efficiencies with which the laws and decrees on water pollution the administrative organizations put to use in the prosecution of the diverse antiwater pollution projects involving the Han River basin. From the early 1960's up to the 1970's the government had concentrated on the growth-oriented economic policy with the result that little attention had been paid to the water pollution and other environmental issues that are bound to arise from the massive economic growth. Belatedly, the five-year Hah River Development Project was initiated in 1982 with emphasis on reducing the water pollution level at Hah River to the minimum. The following are the gists of the thesis and recommendations for the future antiwater pollution plans by the administrative organizations: 1. Documents to date indicate that the irrigation projects along the Han River area had been the main focus of attention during the Yi Dynasty and under the Japanese rule of the country. 2. Despite that the water pollution issue became the subject of many debates among the academic and research institutions in the 1960's and in the 1970's, the administrative organizations in charge of the Han River water quality control failed to come up with a concrete plan for the river's water quality control. 3. Nevertheless, the water pollution of the Han River area in fact began in the 1950's, with the unprecedented concentration into Seoul of population and the industrial facilities on a larger scale, in particular, enforced by the government's strong growthoriented policy in its Economic Development plans in the 1960's. 4. Starting in the 1960's, the Han River water pollution level dramatically increased, but the government was reluctant to promulgate or put into effect strong measures to curb the many factors contributing to the river water pollution, thus worsening the environmental issues along the Han River basin. 5. The environmental protection law and other laws and decrees relating to the antiwater and air pollution issues that were subsequently put into effect underwent so many changes that efficient anti-water pollution policies could not be effected for the Han River basin. The frequent organizational reshuffle within the administrative units concerned with environmental problems has resulted in the undue waste in personnel management and finance. 6. The administration on the environmental protection could not be efficiently carried out due to the organizational overlapping. Under the existing law, frequent organizational frictions and inefficiency are bound to occur among the central government offices themselves, as well as between the central government and the Seoul city administration, and among the city's administrative offices over the conservation of the Han River basin and over the river's anti-water pollution issue. 7. In the planning and prosecution of the Han River project, political influences from the president down to the lower-level politicious appear to have been involved. These political influences in the past had certainly had negative influence on the project, nevertheless, it appears that in the recent years, these political influences are not all that negative in view of the fact that they serve as a positive contributing factor in developing a better water quality control project along the Han River basin. The following are a few recommendations based on the data from the thesis: First, officials in charge of the Han River water quality control should pay attention to a careful screening of the opinions and recommendations from the academic circles and from the public should be made so that the government could better grasp the core issues in the environmental problems that require preventive and other necessary measures. Second, vigorous redistribution policies of population and industrial facilities away from the Seoul area should be pursued. Third, the government should refrain from revising or revamping too frequently the laws and decrees on the anti-water pollution, which is feared to cause undue inconveniences in the environmental administration. Fourth, a large-scale streamlining should be made to the existing administrative organization in an effort to do away with the inter- and intra-organizational friction. It is recommended that a secretariat for the Hah River basis conservation be established. Fifth, High-level administrative officials, with a thorough knowledge and vision on the Han River water quality control, should be prepared to better deal with the budgeting and personnel management for the Han River water pollution control not only at the control government, but also at the Seoul city municipal government levels. Environmental issues should be kept distinct from political issues. Environmental issues should not serve as a window-dressing for sheer political purposes. Sixth, the Hah River proiect should also include, along with the main Han River basin, those areas covering North Han River, South Han River, and the tributaries to the main river basin. The 'Han River Basin Water Quality Control Board' should be established immediately as a means of strengthening the current Han River basin water quality control policy. Seventh, in drawing up the Han River proiect, the administrative officials should be aware that Han River basin is a life line for those people in the region, providing them with not only a sheer physical space, but with a psychological living space for their everyday life.

  • The stage-discharge relation curve(rating curve) is the basic formula in hydrologic analysis. It plays an important role in converting to the discharge from available flood water level data including the daily mean stage. However, the river induces a cross section change at the gauging station because of the composed material of the river bed and three processes of the stream flow; i.e., erosion, transportation, and sedimentation. Rating curve has to be revised according to the temporal variation of the river bed due to the those factors. In this study, the basic rating curve is developed with respect to the current river bed to convert the existing rating curves and also to seize the hydraulic and geometric characteristics for the temporal variation of the river bed, relationships among the basic rating curve and the existing rating curves, water level, cross sectional area, and flow velocity are analyzed. Indogyo station, which is not only the key station of the Han river but also greatly changed the river bed after completion of the Han river development plan during the year 1983 to 1986, was chosen for the study. In this study, the river bed is assumed in a dynamic equilibrium condition. The basic rating curve is developed using hydrologic data of the physical year of 1987. For a given discharge, relationships for conversion of previous data, stage and velocity, the current one are formulated. To verify the usefulness of the relationships, stage-cross sectional area and stage velocity formula are also derived. Both hydrologic method using continuity equation and statistical method by the rating curve are compared and checked, then the validation of the both are positively shown.

Optimization of Multi-reservoir Operation with a Hedging Rule: Case Study of the Han River Basin (Hedging Rule을 이용한 댐 연계 운영 최적화: 한강수계 사례연구)

  • The major reason to construct large dams is to store surplus water during rainy seasons and utilize it for water supply in dry seasons. Reservoir storage has to meet a pre-defined target to satisfy water demands and cope with a dry season when the availability of water resources are limited temporally as well as spatially. In this study, a Hedging rule that reduces total reservoir outflow as drought starts is applied to alleviate severe water shortages. Five stages for reducing outflow based on the current reservoir storage are proposed as the Hedging rule. The objective function is to minimize the total discrepancies between the target and actual reservoir storage, water supply and demand, and required minimum river discharge and actual river flow. Mixed Integer Linear Programming (MILP) is used to develop a multi-reservoir operation system with the Hedging rule. The developed system is applied for the Han River basin that includes four multi-purpose dams and one water supplying reservoir. One of the fours dams is primarily for power generation. Ten-day-based runoff from subbasins and water demand in 2003 and water supply plan to water users from the reservoirs are used from "Long Term Comprehensive Plan for Water Resources in Korea" and "Practical Handbook of Dam Operation in Korea", respectively. The model was optimized by GAMS/CPLEX which is LP/MIP solver using a branch-and-cut algorithm. As results, 99.99% of municipal demand, 99.91% of agricultural demand and 100.00% of minimum river discharge were satisfied and, at the same time, dam storage compared to the storage efficiency increased 10.04% which is a real operation data in 2003.

A Study on Upper-Class House in North Kyeung-Buk Region (경북북부지역의 상류주택에 관한 조사연구)

  • This paper was made to examine floor plan and block plan of traditional upper-class houses in the north Kyeungsangbukdo region with consideration into city and country each. The results of this study were as following; First, Munkyung area is latitudinally located in northern area along with the Yechon and Andong. However, Munkyung area has open plot system while Yechon and Andong has not. It is because even if Munkyung area is located in the western of Nak-Dong river and belongs to the northern region, it has belonged to the cultural area which is developed around Sangju area. Second, Youngduk area belongs to the east-coast but it had frequent cultural exchange and marriage with Andong which is located on the road along with Tae-Baek Mountain. Due to the cultural exchange, their housing type is very similar to those of Andong which is close plot plan of "ㅁ" type. Therefore, even if Youngduk is located in the east-coast area, it should belong to the cultural background of Andong area. Regionally, the culture of Kyongsangbukdo has been divided into northern area, southern area, and east-coast area. But, the findings of this study indicate that the analysis of location and floor plan of housing should not be based on the natural environment oand geographic characteristics. Hence, it should be based on the all aspects of environment, including social and cultural nature to find more reliable and accurate results.e results.

A Study of Information Update and Framework for Intergrated Maintenance and Operation of River Facilities (하천시설 통합 유지운영을 위한 정보 현행화 및 프레임워크 구축방향 연구)

  • Recently, it has become necessary to consider climate change when managing multi-purpose river functions. However, in terms of domestic rivers, the management of national and local rivers is separated and the river information cannot be integratedly handled. Especially, it is not sufficient to collect and update information by recycling reports for design and construction. In addition, the basic information of the rivers is dependent on the GIS-based RIMGIS system, but the reliability of the information is deteriorating due to the construction of spatial information using the river basement planning results. The purpose of this study is to investigate the current status of the information system with regard to the maintenance and operation of the river facilities. Through the verification of actual cases, the optimal solution was suggested from the point of view of practical information. As a result, we constructed an information system for the reliable maintenance of river facilities and examined the integrated information management plan. The results of this study can be used to improve the existing information and technical and institutional procedures for the integrated maintenance and operation of river facilities. It will be helpful to introduce the BIM as well as solve to the information gap with other fields through the establishment of an information framework to improve the information construction of river areas.
