自然景觀水系의 體系樹立을 위한 基礎硏究(I) -美國의 自然景觀水系制度 紹介 및 國內適用 事例硏究- (A Study on the Wild and Scenic Rivers System(I) -American Experience, and Suggestions for System Building in Korea-)

  • This study is on system building and model case study to establish a new framework of "The Wild and Scenic Rivers System" and to apply this to Korean rivers. The Wild and Scenic Rivers System of the U. S. , which had become law in 1968 for establishing wild scenic and recreational river areas, was investigated. The techniques of two American case studies about the National Wild and Scenic Rivers System designation were investigated and synthesized, and study process was adjusted to Korean river system. Additionally, pilot study was carried out by the method and results were as follows : 1) In the American Wild and Scenic Rivers System, each river was evaluated based on eligibility criteria for designation, such as remarkable scenic, recreational, fish and wildlife, cultural or other ecological values. Segmented river areas were classified into three or four grades and management plans were prepared accordingly. 2) The management of rivers in Korea has emphasized on the flood control and water resources management up to the present, and now takes a growing interest in water quality. But it has been concerned very little with wild and scenic resources conservation of river corridors. It is strongly recommended to build Wild and Scenic Rivers System in Korea for rational management and conservation of the valuable natural resource. 3) Suggested evaluation criteria for the Korean Wild and Scenic Rivers System were wildness, wildlife and plants, hydrology, scenic quality, and historical and cultural resources. The river areas may be graded into four : Positive conservation area(I), Negative conservation area(II), Negative development area(III), Positive development area(IV). Management guidelines were proposed for each grade. 4) To test the applicability of the approach, one of the major tributary of the Han-River was selected for pilot study. The result showed that the evaluation and grading system worked well. Finally, it is recommended to incorporate the Wild and Scenic Rivers System into Korean national park system, and to amend the Korean National Park Act to enable this.

Fractal 나무의 개념을 기반으로 한 설마천 시험유역의 Fractal 차원 추정 (Estimation of fractal dimension for Seolma creek experimental basin on the basis of fractal tree concept)

  • 본 연구에서는 Fractal 나무의 개념을 이용하여 자연유역의 두 가지 개별적 Fractal 차원을 추정하는 방법을 제시하고자 한다. 이를 위하여 Fractal 나무의 성장 과정을 기반으로 유역 내부에서 발생 가능한 모든 배수 경로를 추출하여 완전한 배수망을 구성하고 이에 해당하는 Fractal 특성을 분석해 보고자 한다. 유역 내부에서 Fractal 나무의 성장 과정은 하천 유동의 특성을 가지는 배수 경로에서만 제한적으로 나타날 수 있다. 소규모 유역의 경우 Fractal 나무의 성장 단계에 따라 망상 구조의 분기 특성이 단일 하천 구간의 사행 특성에 비하여 민감하게 변화하여 단일한 망상 구조 속에서도 다양한 분기 구조가 생성될 수 있다. 따라서 소규모 유역을 대상으로 한 망상 구조에 대한 Fractal 차원은 단일한 수치의 고정된 형태보다는 범위의 형태로 취급되어야 하는 것이 타당한 것으로 판단된다. 또한, 소규모 유역의 배수 구조에 대한 분석에는 지형도나 수치지도로부터 추출한 하천망보다 본 연구에서 제시한 Fractal 나무의 성장에 따른 망상 구조와 같은 정보가 더 유용할 수 있을 것으로 판단된다.

권역별 충적층 지하수의 해안 유출량 분포 (Distribution of Coastal Ground Water Discharge from Surficial Aquifers of Major River Districts)

  • 낙동강, 섬진강, 영산강, 그리고 금강 권역의 충적 대수층에서 해안선을 통하여 바다로 유출되는 지하수 해안유출량이 평가되었다. 증반산, 하천 유출과 같은 수문학적 주요 인자와 양적으로 비교하면 지하수 해안유출량은 상대적으로 많은 양이 아니다. 하지만 수문순환 과정에서 최하류라는 특징에 의하여 지하수 해안 유출의 개발은 환경적인 영향을 상대적으로 적게 받으며, 현재 물 부족으로 어려움을 겪고 있는 많은 해안지역에서 유용하게 사용될 수 있는 중요한 수자원이다. 유출량 평가를 위하여 기 조사된 지하수위 조사 자료와 Darcy의 법칙에 기반을 둔 평가방법을 이용하였다. 주요 변수의 산정에는 해안선의 복잡성과 해수쐐기의 영향을 고려할 수 있는 기술을 적용하였다. 연구결과 조사 대상 4개 하천 권역의 지하수 해안 유출량은 연간 18억$m^3$에 달하는 것으로 나타났다. 이는 권역별 강수총량의 2.3%에 이르는 수치이다. 지하수 개발 측면에서 는 낙동강 권역이 가장 유리한 것으로 나타났다.

청계천에서의 하천 유사 측정 및 분석(I) - 수리량 및 유사량 - (Field Measurement and Analysis of Fluvial Sediment in the Cheongmi-Stream(I) - Hydraulic and Sediment Characteristics)

  • 한 시험하천에서 평균유속, 수면경사, 통수단면, 수온 등 수리량과 부유사 농도, 부유사 및 하상도의 입경분포 등 유사량을 측정하였다. 측정 대상하천은 남한강의 제1지류인 청미천으로, 경기도 한평교 지점과 장호원의 원부교 지점을 택하였다. 청미천은 그 하상이 완전히 모래로 구성된 하천으로 전형적인 충적하천으로 간주된다. 본 연구에서 측정된 자료의 주요 분석결과는 다음과 같다: 1)시험하천의 경우, 홍수시에만 실질적인 유사이동이 있다; 2)수위-유량관계는 특히 저수시에 자주 변한다; 3)유량의 증가에 따라 하천의 마찰 역시 증가한다; 4) 평수나 저수시에는 부유사중에 이토나 점토가 지배적이나, 홍수시에는 모래가 지배적이다; 5) 유속및 부유사 농도의 연직분포는 각각 Prandt1-von Karman의 대수분포식과 Rouse의 지수분포식으로 표시될 수 있다. 이상의 결과들은 청미천에서의 측정결과에 의한 것이나, 이는 청미천에 국한되지 않고 하상이 모래로 구성된 충적하천의 경우 일반적으로 적용될 것으로 유추된다.

Urban Park and Green Space Planning System according to Newly Enacted Land Planning Related Laws, South Korea

  • Newly revised Urban Park Act and Land Planning Law are evaluated. Through exploring their functions and limits. Critical guidelines for Green Space Preservation and Planning Law are suggestec. The following is the summary of the findings: 1. New urban and regina! planning system has the foundation for green space plannig expressed as environmental planning, green space planning, landscape planning and park planning. 2. New Urban park act broadens and diversifies the range of urban park and green space(eg, stream and river, road, detention pond etc.) 3. The Urban Natural park items are removed because of long tenn unconstructed urban facilities and the new concept of 'Urban Park Zone' are inserted. And Green Space Preservation District and Urban Greening District's were introduced. And system of Contract of green space utilization and Agreement of Greening were adapted. 4. There exists new emerging needs for establishment of comprehensive green space preservation and planning law. 5. And the green space system can be classified to preservation system, recreation system and scenery system .. 6. The types of proposed green space planning are regional green space plg. urban green space plg, and district unit green space plg.

EU Water Framework Directive-River Basin Management Planning in Ireland

  • The European Union (EU) Water Framework Directive (WFD) (2000/60/EC) was transposed into Irish law by Statutory Instrument Nos. 722 of 2003, 413 of 2005 and 218 of 2009, which set out a new strategy and process to protect and enhance Ireland's water resources and water-dependent ecosystems. The Directive requires a novel, holistic, integrated, and iterative process to address Ireland's natural waters based on a series of six-year planning cycles. Key success factors in implementing the Directive include an in-depth and balanced treatment of the ecological, economic, institutional and cultural aspects of river basin management planning. Introducing this visionary discipline for the management of sustainable water resources requires a solemn commitment to a new mindset and an overarching monitoring and management regime which hitherto has never been attempted in Ireland. The WFD must be implemented in conjunction with a myriad of complimentary directives and associated legislation, addressing such key related topics as flood/drought management, biodiversity protection, land use planning, and water/wastewater and diffuse pollution engineering and regulation. The critical steps identified for river basin management planning under the WFD include: 1) characterization and classification of water bodies (i.e., how healthy are Irish waters?), 2) definition of significant water pressures (e.g., agriculture, forestry, septic tanks), 3) enhancement of measures for designated protected areas, 4) establishment of objectives for all surface and ground waters, and 5) integrating these critical steps into a comprehensive and coherent river basin management plan and associated programme of measures. A parallel WFD implementation programme critically depends on an effective environmental management system (EMS) approach with a plan-do-check-act cycle applied to each of the evolving six-year plans. The proactive involvement of stakeholders and the general public is a key element of this EMS approach.

강변 토양내 중금속 분석에서 시료 채취 지점 선정방법에 따른 결과들의 통계적 비교 (Statistical comparison of the analytical results of heavy metal contents in the riverside soil from the various methods of selecting sampling points)

  • In investigating heavy metal contents at specific areas, the method of selecting sampling points is Important A general method is, according to the law , random sampling of zigzag-form in the selected field. In this work, we studied whether the measured values obtained from a certain method of selecting sampling points is a representative of heavy metal contents in the selected field or not. The selected field for this study is located on the lower Yangsan-river: Gasan-li, Mulgum-myon, Yangsan-gun, KyoungNam, 1 km away from the mi, h stream of Nakdong river. The heavy metals investigated were Cd, Cr, Cu, Fe, Mn, Ni, Pb, and Zn. The inductively coupled plasma(ICPI atomic emission spectrometer was used to measure these metals quantitatively. The number of total sampling points were 24. We compared the total mean values with the mean obtained from various methods of selecting sampling points.

Social Responsibility, Organizational Commitment, and Organizational Performance: Food Processing Enterprises in the Mekong River Delta

  • This study aims to measure the relationship between corporate social responsibility (CSR) and affective commitment (ACO), normative commitment (NCO), and organizational performance in food processing enterprises (FPEs) in the Mekong River Delta, Vietnam. To test the initial model proposed in this paper, a total of 422 owners, directors and managers of FPEs were interviewed from some provinces in the Mekong River Delta. The method of exploratory factor analysis (EFA) is initially employed, then confirmatory factor analysis (CFA) and structure equation modelling (SEM) are used. The results of SEM showed that higher affective commitment was correlated with normative commitment. The results showed that four aspects of CSR toward employees, customers, environment and legal are significant factors. As a result, ACO and NCO act as mediators between CSR and organizational performance. This finding provides strong evidence of the important role of CSR to support positive impacts on ACO, NCO, and orgazational performance (OP). In addition, the success of the organizational performance is also found by contributions of CSR and NCO to its changes. Although ACO does not directly affect performance, it has a positive effect on the NCO. Therefore, it is necessary to enhance the implementation of CSR to promote implementation of organizational commitments.

비점오염원 관리지역 도출에 관한 연구 (A Study on the Designation of Nonpoint Pollution Management Region)

  • Amended Water Quality Environment Preservation Law enacted that the areas where nonpoint pollution is serious can be designated as Nonpoint Source Management Region. According to Section 54 of Water Quality Environment Preservation Law, corresponding watersheds are areas where runoff from nonpoint pollution source may deteriorate river and lake water quality, residents' health and property, and ecosystem. The criteria are as followings; i) where nonpoint source contribution result in or will result in significant ecological destruction, iii) national or local industrial complexes and cities having population greater than one million where nonpoint source managements are necessary, iv) where specific measurement is necessary because of its geological and stratigraphic characteristics. In this research, detailed designation criteria was developed reflecting current nonpoint source management situation and its discharge characteristics. Depending on the result, target regions were also suggested. In additions, it will be desirable that the target regions are prioritized considering institutional execution availability, stakeholder's agreement, and connection with existing nonpoint source pollution management measures.

자동유량측정에 의한 한강대교 조석영향 분석 (Analysis of Tidal Effect in Hangang Bridge by Automatic Discharge Measurement)

  • 한강대교지점은 조석의 영향을 받고 노들섬으로 인해 흐름이 나누어지는 특수한 지형조건을 가지고 있으며, 홍수예보지점이고 한강유역의 유출량을 분석하는 대표지점이기도 하다. 따라서 정확한 수위-유량관계를 도출하기 위하여 많은 노력을 기울였으나 조석의 영향을 받지 않는 홍수기 이외의 기간에 대한 정확도의 확보가 곤란하였다. 이러한 문제를 해결하기 위한 대책으로 최근 자동유량측정에 관한 연구가 진행되었고, 실무에 적용되어 한강대교지점에서 실시간 유량자료의 획득이 가능하게 되었다. 한강대교지점에는 남단(노량진방향)과 북단(용산방향)에 2대의 자동유량측정 시설을 설치하여 운영하고 있다. 수중에 설치된 도플러방식 수평초음파유속계(H-ADCP)가 23개 각도로 회전하며 10분마다 단면의 유속자료를 생산하고, Chiu의 유속분포(Chiu, 1988)를 이용하여 유량을 계산한다. 본 고에서는 자동으로 측정된 성과와 기존의 유량측정 방법에 의한 성과를 비교하였으며, 월별 유출량에 대한 분석결과를 제시하였다.
