A Study on Facilities Damage Characteristics Caused by Forest Fire in Goseong-Gun (고성산불로 인한 시설물피해특성 연구)

  • Purpose: In this studies we examine the facilities damage characteristics caused by forest fire. Therefore, we surveyed damaged facilities from forest fire which was occurred on Goseong-Gun on march 28 in 2019.(damaged areas was 40ha) The types of facilities uses were house, public facility, warehouse and so on. 17 facilities were destroyed. The purpose of this study was to for establishing a disaster safety village in rural areas where damage from a similar type of disaster occurs repeatedly by conducting the consciousness survey targeting at experts and disaster safety officials in a local government. Method: We surveyed meteorological factors(temperature, wind speed, wind direction, humidity) per a minute for analyzing weather condition on Goseong-Gun when forest fire was occurred, spread and extinguished. And we surveyed forest fire risk factors(a slope degree, a slope direction, a geographical feature, a distance between forest and facility, main species, the existence of crown fire ignition, the direction of facility, the main material of building) around 10 damaged facilities. Finally, we analyzed damage pattern of facilities using meteorological factor and forest fire reisk fator Result: The weather condition of Kanseonng AWS (No.517) was high temperature, arid and strong wind, when the forest fire was occurred and spread. An average wind speed was 4.1m/s and the maximum wind speed was 11.6m/s. The main direction of wind was W(225~315°). Damaged facilities were located on the steep slope area and on the mountaintop. The forest density around facilities was high and main species was korean red pine. The crown fire was occurred in the forest around damaged facilities. The average distance was 13.5m from forest to facilities. When the main matarial of building was made by fire resistance materials (for example, rainforced concrete), the damage was slightly. on the other hand, when by flammable material (for example, a Sandwich Panel), the facilities were totally destroyed Conclusion: The results of this research which were the thinning around house, making a safety distance, the improvement of main material of building and etc, will be helpful for establishing a counter measure for a forest fire prevention of facilities in wild land urban interface

  • The cowpea aphid Aphis craccivora Koch (Hemiptera: Aphididae) is a polyphagous species with a worldwide distribution. We investigated the temperature effects on development periods of nymphs, and the longevity and fecundity of apterous female of A. craccivora. The study was conducted at six constant temperatures of 10.0, 15.0, 20.0, 25, 30.0, and $32.5^{\circ}C$. A. craccivora developed successfully from nymph to adult stage at all temperatures subjected. The developmental rate of A. craccivora increased as temperature increased. The lower developmental threshold (LT) and thermal constant (K) of A. craccivora nymph stage were estimated by linear regression as $5.3^{\circ}C$ and 128.4 degree-days (DD), respectively. Lower and higher threshold temperatures (TL, TH and TH-TL, respectively) were calculated by the Sharpe_Schoolfield_Ikemoto (SSI) model as $17.0^{\circ}C$, $34.6^{\circ}C$ and $17.5^{\circ}C$. Developmental completion of nymph stages was described using a three-parameter Weibull function. Life table parameters were estimated. The intrinsic rate of increase was highest at $25^{\circ}C$, while the net reproductive rate was highest at $20^{\circ}C$. Biological characteristics of A. craccivora populations from different geographic areas were discussed.

  • Situated close to Heathrow Airport, and adjacent to the M4 and M25 Motorways, the site at Axis Park is considered a prime location for business in the UK. In consequnce two of the UK's major property development companies, MEPC and Redrew Homes sought the expertise of Intergeo to remediate the contaminated former industrial site prior to its development. Industrial use of the twenty-six hectare site, started in 1936, when Hawker Aircraft commence aircraft manufacture. In 1963 the Firestone Tyre and Rubber Company purchased part of the site. Ford commenced vehicle production at the site in the mid-1970's and production was continued by Iveco Ford from 1986 to the plant's decommissioning in 1997. Geologically the site is underlain by sand and gravel, deposited in prehistory by the River Thames, with London Clay at around 6m depth. The level of groundwater fluctuates seasonally at around 2.5m depth, moving slowly southwest towards local streams and watercourses. A phased investigation of the site was undertaken, which culminated in the extensive site investigation undertaken by Intergeo in 1998. In total 50 boreholes, 90 probeholes and 60 trial pits were used to investigate the site and around 4000 solid and 1300 liquid samples were tested in the laboratory for chemical substances. The investigations identified total petroleum hydrocarbons in the soil up to 25, 000mg/kg. Diesel oil, with some lubricating oil were the main components. Volatile organic compounds were identified in the groundwater in excess of 10mg/l. Specific substances included trichloromethane, trichloromethane and tetrachloroethene. Both the oil and volatile compounds were widely spread across the site, The specific substances identified could be traced back to industrial processes used at one or other dates in the sites history Slightly elevated levels of toxic metals and polycyclic aromatic hydrocarbons were also identified locally. Prior to remediation of the site and throughout its progress, extensive liaison with the regulatory authorities and the client's professional representatives was required. In addition to meetings, numerous technical documents detailing methods and health and safety issues were required in order to comply with UK environmental and safety legislation. After initially considering a range of options to undertake remediation, the following three main techniques were selected: ex-situ bioremediation of hydrocarbon contaminated soils, skimming of free floating hydrocarbon product from the water surface at wells and excavations and air stripping of volatile organic compounds from groundwater recovered from wells. The achievements were as follows: 1) 350, 000m3 of soil was excavated and 112, 000m3 of sand and gravel was processed to remove gravel and cobble sized particles; 2) 53, 000m3 of hydrocarbon contaminated soil was bioremediated in windrows ; 3) 7000m3 of groundwater was processed by skimming to remove free floating Product; 4) 196, 000m3 of groundwater was Processed by air stripping to remove volatile organic compounds. Only 1000m3 of soil left the site for disposal in licensed waste facilities Given the costs of disposal in the UK, the selected methods represented a considerable cost saving to the Clients. All other soil was engineered back into the ground to a precise geotechnical specification. The following objective levels were achieved across the site 1) By a Risk Based Corrective Action (RBCA) methodology it was demonstrated that soil with less that 1000mg/kg total petroleum hydrocarbons did not pose a hazard to health or water resources and therefore, could remain insitu; 2) Soils destined for the residential areas of the site were remediated to 250mg/kg total petroleum hydrocarbons; in the industrial areas 500mg/kg was proven acceptable. 3) Hydrocarbons in groundwater were remediated to below the Dutch Intervegtion Level of 0.6mg/1; 4) Volatile organic compounds/BTEX group substances were reduced to below the Dutch Intervention Levels; 5) Polycyclic aromatic hydrocarbons and metals were below Inter-departmental Committee for the Redevelopment of Contaminated Land guideline levels for intended enduse. In order to verify the qualify of the work 1500 chemical test results were submitted for the purpose of validation. Quality assurance checks were undertaken by independent consultants and at an independent laboratory selected by Intergeo. Long term monitoring of water quality was undertaken for a period of one year after remediation work had been completed. Both the regulatory authorities and Clients representatives endorsed the quality of remediation now completed at the site. Subsequent to completion of the remediation work Redrew Homes constructed a prestige housing development. The properties at "Belvedere Place" retailed at premium prices. On the MEPC site the Post Office, amongst others, has located a major sorting office for the London area.   • National parks, which are located mainly in mountainous areas, are always at risk of damage by landslides. The goal of this study is to establish a method for systematically maintaining hazardous steep slopes along trails in national parks. We produced a checklist suitable for each of the 19 national parks nationwide and investigated 183 slopes. The aim of these investigations is to recommend appropriate slope-stability countermeasures, including field investigations and stability analysis. We made preliminary investigations at specific sites, evaluating the slope hazard using specialized equipment such as terrestrial LiDAR. An investment priority formula was developed, and ranking and hazardous grades were calculated as part of a long-term maintenance plan. Finally, to systematically manage dangerous slopes and to house all the field data within one system, we developed the "Slope Maintenance System in National Parks" based on web server that can show various information for slopes.

  • Korea has set up a radiation emergency planning zone based on the 「Act on Physical Protection and Radiological Emergency」 to protect residents living near nuclear power plants in the event of nuclear disasters. Little research has been conducted on the appropriateness of existing nuclear evacuation facilities because of a general lack of interest in nuclear accidents. This research addresses this gap by analyzing the location adequacy of evacuation facilities in Busan's emergency protection planning area based on vulnerable populations and accessibility analyses. The Gijang-gun which has the greatest risk, shows that only 4.05% of the total urban area was included in the evacuation service area within 5 minutes while only 36.93% of Geumjeong-gu and 37.23% of Haeundae-gu were included in the evacuation-enabled area. In addition, evaluation facilities in the elderly population hotspots were lacking, and there was a wide gap between dongs within the same Gu. Thus, additional evacuation facilities need to be designated and installed considering the spatial equity between areas and safety of both the public and vulnerable populations.

  • In this study, It is conducted for novice drivers about driving behavior and psychological characteristics analysis to reduce traffic accident risk and provide the basic data of education program development. Therefore, this study classified by the category-specific characteristics and hazard prediction through survey of the novice driver and unpredictable behavior and psychological characteristics were studied. The novice and general characteristics and driving behavior with vehicle simulators, comparison and analysis of the novice driver traffic safety education basic research direction based on the statistical results. Prediction the results of this study, the Hazard of the driver, speeding, traffic violation, information providing omission, abrupt change, the number of accidents in all areas novice driver is high compared to the general driver. In addition, Novice driver showed a statistically significant level of Hazard compared to the general driver target novice drivers and the general ability to predict Hazard of violation, abrupt change, and a number of traffic accidents were omitted level of speeding and other information providing level drivers all showed similar results. Vehicle simulator. The experimental results showed that novice drivers compared to drivers poorly overall driving performance. It showed a notable difference in the number of collisions, especially novice drivers compared to drivers in complex road traffic conditions due to a lack of driving experience and learning ability are considered.

Polycyclic Aromatic Hydrocarbons in Agricultural Waterways in Gyeonggi and Gangwon Provinces, Korea (경기 및 강원지역 농업용수 중 PAHs의 모니터링 연구)

  • Level and distribution of fourteen polycyclic aromatic hydrocarbons (PAHs) in the agricultural water samples collected in the waterways located in Gyeonggi and Gangwon, Korea were determined for monitoring and risk assessment. A simplified, fast but effective extraction and clean-up methods combined with gas chromatography tandem mass spectrometry (GC-MS/MS) was employed to measure the concentration of the target compounds. The extraction of the analytes of interest in water sample (10 mL) was performed with acetonitrile (10 mL) and the salt. To purify the target PAHs, the clean-up procedure was employed with 2 mL tubes of dispersive solid phase extraction. The optimized method was validated with recoveries, method detection limit (MDL), accuracy and precision. Good recoveries for each PAHs at 10 and $25{\mu}g\;L^{-1}$ were achieved (60 to 110%, with RSD <20%) with linearity (>0.99). MDL for all the analytes was achieved with $0.2{\mu}g\;L^{-1}$. GC-MS/MS results showed that concentration of phenanthrene in the water samples from Gyeonggi (20 sites) ranged from 0.82 to $2.56{\mu}g\;L^{-1}$ and from Gangwon (15 sites) ranged from 0.83 to $1.62{\mu}g\;L^{-1}$. Other PAHs were not found in the water samples but the continuous monitoring for these areas were required.

  • The frequency of official injury of fire-fighting officers exposed to an extreme situation in disaster areas has been continuously increased. In spite of increase of injury, procedures of injury approval are complex, so the working environment of fire-fighting officers is very poor in terms of safety management. This study was, therefore, conducted to provide basic data for improvement of the injury management system for fire-fighting officers, by empirically analyzing the system for those in Busan city. The findings of the empirical analysis are as follows: first, the frequency of injury experienced by them is higher than that of other occupations; second, application for injury is not actively made; third, fire-fighting officers should bear the expense if injury is approved. On the basis of such an analysis on actual conditions, an analysis on policy factors for improving the injury management system shows; first, various high-risk matters should be considered in the review of application for injury, for improvement factors of the application for injury, while it is necessary to extend the benefit and support project for injured officers, for operation improvement factors of the injury management system, and the compensation act should be improved, for the improvement factors of the injury system. Second, it is urgent to develop damage prevention and coping education program for improving the injury management system. In addition, the simplification of administrative procedures of application for injury and the extension of benefit and support project for injured officers should be realized as soon as possible, moreover, the enhancement of directors' interest and support is also required.

Setting Up of VTS Areas Around Jeju Using AIS Data (AIS 데이터를 활용한 제주지역 VTS 관제구역 설정)

  • On the Jeju coast, international cruise ships, passenger ships, and other ships pass frequently, as well as many fishing boats. Thus, there is a high risk of marine accidents and frequent ship collisions. Accordingly, it is urgent to establish a coastal VTS for systematic safety management of ships passing through the coastal waters of Jeju. The purpose of this study was to set the area of the VTS to be newly established. In this study, to calculate the workload of the VTS operators, a formula was proposed that reflects the monitoring workload considering the monitoring frequency and required time for target as well as non-target ships and the workload for ship collision situations. The proposed formula was applied to the newly established VTS area in Jeju. Three control sectors were set up in each VTS center. The average number of workstations per hour was approximately 1, so the division between sectors was appropriate. Thus, it was deduced that there would be no workload for the VTS operators. It is expected that the method proposed in this study can be used as primary data for calculating the appropriate number of workstations for the current VTS, and setting the VTS area for a new coastal VTS in the future.

  • Recently, ground subsidence has been continuously occurring in downtown areas, threatening the safety of citizens. Various underground facilities such as water and sewage pipelines and communication pipelines are buried under the road. It is reported that the cause of ground subsidence is the deterioration of various facilities and the reckless development of the underground. In particular, it is known that the biggest cause of ground subsidence is the aging of sewage pipelines. As an existing study related to this, several representative factors of sewage pipelines were selected and a study to predict the risk of ground subsidence through statistical analysis has been conducted. In this study, a data SET was constructed using the characteristics of OO city's sewage pipe characteristics and ground subsidence data, The data set constructed from the characteristics of the sewage pipe of OO city and the location of the ground subsidence was used. The goal of this study was to present a classification model for the occurrence of ground subsidence according to the characteristics of sewage pipes through machine learning. In addition, the importance of each sewage pipe characteristic affecting the ground subsidence was calculated.
