  • The objective of the Maintenance Rule (MR) is to require monitoring of the overall continuing effectiveness of licensee maintenance programs to ensure that the safety related and certain nonsafety-related SSCs are capable of performing their intended functions. In Korea, as risk informed applications and regulation become active, the necessity of Performance Based Regulation (PBR) has increased. The objective of this article is to study the effectiveness of MR based on performance and feasibility of MR adoption at Korean Nuclear Power Plants (NPPs) for effective maintenance and regulation.

Evaluation of the Humpty Dumpty Falls Scale: An Analysis of Electronic Medical Records (소아 낙상위험 측정도구 (Humpty Dumpty Falls Scale) 평가: 전자의무기록을 이용하여)

  • Purpose: The aim of this study was to evaluate the efficiency of the Humpty Dumpty Falls Scale as one of the falls risk assessment tools, and also to evaluate risk factors as predictors of falls in pediatric patient populations. Methods: In a retrospective, case-control design with data from the electronic medical records of 13 pediatric patients who fell and 1,941 who did not fall before matching and 429 who did not fall after matching by gender, age, diagnosis, and length of stay. Results: All the variables showed no significant differences after matching. At the cutoff score of 13, sensitivity, specificity, negative and positive predictive values were 92.3%, 37.1%, 99.9%, and 0.01%, respectively. The area under the Receiver Operating Characteristics was 0.597. The results from the logistic regression showed that the pediatric inpatient population who had higher risk scores was significantly associated with falls. The odds ratios ranged from 1.31 to 4.71 with 90% confidence interval. Conclusion: The saturation impairments criterion as one of the diagnostic parameter was negatively associated with falls, but the relative risk score was higher than the other criteria. Therefore, it seems that the diagnostic parameter seems to be required to verify results through large sample studies.

  • Typical probabilistic safety assessment (PSA) results were used to estimate the performance indicator (PI) thresholds of unplanned reactor scram (URS) and safety system unavailability (SSU) for Korean nuclear power plants (NPPs). The changes in core damage frequency (${\Delta}$CDFs) of $10^{-6}/yr$, $10^{-5}/yr$, and $10^{-4}/yr$ were adopted as the risk criteria in setting up the PI thresholds. The PI thresholds for the URS were estimated using information pertaining to the initiating event frequencies, the CDF, and the CDF contribution of each initiating event. The PI thresholds of the SSU were estimated using information on the unavailability, the Fussell-Vesely importance, and the CDF.

  • The issue of method of software testing process implementation has recently been in the spotlight in korea and some vendor make every effort to improve the software testing process through the evaluation of TMMi. The level of software process is at initial level, nevertheless, so the high quality of software is not guaranteed. This paper apply to the TMMi Level2 Assessment criteria of Automobile control software testing process. The test policy and strategy, test planning, test monitoring and control, test design and execution, test environment goal. The result need to emerge development process connection on the test policy and strategy process, test planning process etc. Also, the study analyzed the infra structure to reach the repeated level via key process area. As the result the process implementation in organization suggests the policy development and the implementation activity. Finally, the practical can refer to this paper in order to implementation the software testing process.

  • A lot of hazardous materials have been used for product processing and utility plant. Many accidents including toxic release, fire and explosions occur in the ammonia related facility and plant. Various safety and environment management program including PSM, SMS, ORA etc. are being implemented for risk management and accident prevention in the production industry. Also much study and research have been carried about risk assessment of accident scenario in the academic and research area. In this paper, firstly risk level was assessed by using a typically used KORA program and LOPA PFD method for the selected ammonia unloading and storage facility. And then risk reduction measures for the risk assessed facility were studied in 3 aspects and some measures were proposed. Those Risk Reduction measures are including a leak detection and emergency isolation, water spray, dilution tank, dike and trench, scattering protection in hardware impovement aspect, and a applicable risk criteria, conditional modifier for existing LOPA PFD, alternative supporting modeling program in risk estimation methodology aspect, and last RBPS(Risk Based Process Safety) program, re-doing of process hazard analysis, management system compliance audit in managerial activity aspect.

Maintenance of the Sea-crossing Bridge for Ship Collision Problems (선박충돌 문제에 대한 해상교량의 유지관리)

  • Damage of sea-crossing bridge by ship collision is related to estimate frequencies of overloading due to impact, and bridge accordingly must be designed to satisfy related acceptance criteria. Another important aspect is the management on increment of collision risk during the service period. In this study, related plan, main span length, air draft clearance and collision risk are analyzed for the interim assessment of Incheon Bridge focusing on the ship collision problem. In particular, for the increment of collision risk, the optimized navigation speed is proposed by reviewing the research findings and navigation guidelines etc. as a temporary expedient. Also basic procedure for reasonable prediction of target vessel and passage is established and probabilistic prediction method to embrace the uncertainty of the prediction is proposed as a fundamental solution. It is necessary to conduct further research on collision risk management and promptly carry out interim assessments of other marine bridges.

Combining Two Scales to Assess Risk Factors of Falling in Community-Dwelling Elderly Persons: A Preliminary Study (노인의 낙상에 영향을 주는 요인을 평가하기 위한 ABC-BBS의 적용: 사전연구)

  • The purpose of this preliminary study was to develop a measurement for assessing risk factors for falling in community-dwelling elderly persons. Rasch analysis and principal component analysis were performed to examine whether items on the Activities-Specific Balance Confidence (ABC), assessing self-efficacy, and items on the Berg Balance Scale (BBS), assessing balance function, contribute jointly to a unidimensional construct in the elderly. A total of 35 elderly persons (4 men, 31 women) participated. In this study, each item of ABC (16 items) and BBS (14 items) was scored on a 5-point ordinal rating scale from 0 to 4. The initial Rasch and principal component analysis indicated that 3 of the ABC items and 2 of the BBS items were misfit for this study. These 5 items were excluded from further study. After combining ABC and BBS, Rasch and principal component analyses were examined and finally 23 items selected; 12 items from ABC, 11 items from BBS. The 23 combined ABC-BBC items were arranged in order of difficulty. The hardest item was 'walk outside on icy sidewalks' and the easiest item was 'pivot transfer'. Although structural calibration of each 5 rating scale categories was not ordered, the other three essential criteria of Linacre's optimal rating scale were satisfied. Overall, the ABC-BBS showed sound item psychometric properties. Each of the 5 rating scale categories appeared to distinctly identify subjects at different ability levels. The findings of this study support that the new ABC-BBS scale measure balance function and self-efficacy. It will be a clinically useful assessment of risk factors for falling in the elderly. However, the number of subjects was too small to generalize our results. Further study is needed to develop a new assessment considering more risk factors of falling in elderly.

Significance of Biomarkers in the Assessment of Dredged Materials for Beneficial Reuses and Disposal (준설물질 유효활용 및 처분을 위한 평가에 있어 생체지표 활용의 재고)

  • Dredging is inevitably necessary for the management of water infrastructure such as waterways and polluted bottom sediment. Dredged material management options may be offshore dumping, wetland creation, beach nourishment and various other engineering uses depending on the given circumstances at the time of dredging. Among those options, wetland creation and beach nourishment are the preferred ones in Korea considering significant loss of wetland and beach erosion due to various development projects along the coastal region. In order to use dredged material beneficially, however, dredged material needs to be assessed its suitability with respect to its engineering purpose and environmental criteria. In this paper, we demonstrate that environmental risk of dredged material to be introduced into the marine environment can be easily assessed using biomarkers with relative low cost. Biomarkers can also compliment pollutant contents analysis that may not be specific to their impact on biological response. Biomarker information may be used to assist decision making process in selecting suitable treatment or beneficial use options for dredged materials.

Factors associated with the decision to undergo risk-reducing salpingo-oophorectomy among women at high risk for hereditary breast and ovarian cancer: a systematic review

  • Purpose: This systematic review aims to identify factors associated with risk-reducing salpingo-oophorectomy (RRSO), including the uptake rate and decision timing, among women at high risk for hereditary breast and ovarian cancer (HBOC). Methods: We found 4,935 relevant studies using MEDLINE, Embase, CINAHL, and PsycINFO on July 6, 2020. Two authors screened the articles and extracted data. Twenty-four studies met the inclusion criteria. Quality assessment of articles was conducted using the Risk of Bias for Nonrandomized Studies tool. Results: Five types of factors were identified (demographic factors, clinical factors, family history of cancer, psychological factors, and objective cancer risk). The specific significant factors were older age, having child(ren), being a BRCA1/2 carrier, mastectomy history, perceived risk for ovarian cancer, and perceived advantages of RRSO, whereas objective cancer risk was not significant. The uptake rate of RRSO was 23.4% to 87.2% (mean, 45.2%) among high-risk women for HBOC. The mean time to decide whether to undergo RRSO after BRCA testing was 4 to 34 months. Conclusion: RRSO decisions are affected by demographic, clinical, and psychological factors, rather than objective cancer risk. Nonetheless, women seeking RRSO should be offered information about objective cancer risk. Even though decision-making for RRSO is a complex and multifaceted process, the psychosocial factors that may influence decisions have not been comprehensively examined, including family attitudes toward RRSO, cultural norms, social values, and health care providers' attitudes.

Study on the Establishment of a Safety Allowance Level of Disastrous and Hazardous Facilities in Large Cities (대도시 위해.위험시설에 대한 안전도 수용기준 정립에 관한 연구)

  • In today's world, rise in the establishment of social infrastructure resulting from population saturation in large cities has led to more extensive and frequent use of chemical materials on facilities. A result, unexpected and serious accidents, hazards, contingencies and disasters are more prevalent than ever. Such phenomenon calls for more devoted and concerted efforts towards finding ways to reduce the safety hazards that are seen to take place more often than before with the increase in the number of facilities that are prone to bring disaster and hazard coupled with the conventional safety problems that continue to exist even today. In developed countries, such challenge is addressed by various appropriate countermeasures drawn up by local professional committees on industrial facilities, whose members conduct offsite and onsite evaluation un the potential industrial disasters and its seriousness and provide their advice thereof. Against this backdrop, this study aims at identifying a comprehensive safety allowance level (safety acceptable level) when imposing limitation on the development of conventional or new facilities, for the fur pose of establishing a safety allowance level of disastrous and dangerous facilities in Korea. This is done by assessing and applying the level of danger each individual is exposed to in a randomly selected region (disastrous and dangerous areas in Seoul) based on probability of quantitative hazards, as well as simulation and calculation methods which include: i) social disaster evaluation method applying Quantified Risk Assessment of Health & Safety Executive of UK and Matrix of Risk of Evaluated Sources of Hazard; ii) Fault Tree or Event Tree Analysis and etc.
