A Study on the Exchange Cooperation of Circulation·Distribution between South and North Korea. (남북한 유통·물류 교류협력에 관한 연구)

  • It remains that South and North Korea are the most conflict ridden region of the world and at high risk of military collision despite the appropriateness and necessity of unification between South and North Korea. Meanwhile, our government has pushed ahead with exchange between the two countries in many different fields to defuse this conflict and tension. But, these efforts have made it less meaningful as South-North relations are strained again. This can be because temporary recovery of political relation didn't proceed to system improvement and economic cooperation. This study on exchange cooperation of circulation · distribution between South and North Korea begins with expectation that this study will be based on realizing free circulation · distribution for the unification and making an economic bloc through exchange cooperation of circulation · distribution. To expand economy exchange and cooperation between the two nations, the field of circulation · distribution should be developed. On the basis of this discussion, this study suggests that cooperation relation and the mood of reconciliation created by political declaration are institutionalized in the national consensus and exchange should be expanded in the economic field as well as political field.

Quality Evaluation of Edible Ices on the Microbiological Risk Factors (빙과류의 미생물학적 위해요소에 대한 품질 평가)

  • This study was conducted to determine microbiological assessment on edible ices, which is one of mandatory items for HACCP application, and to provide basic scientific data for the improvement of HACCP system. In HACCP applied edible ice companies, the contamination levels of total counts, yeast and mold, and coliform from raw materials, mixed samples before sterilization, mixed samples after sterilization, and final products of edible ices were lower than those of non-HACCP applied edible ice companies. Foodborne pathogens, such as L. monocytogenes, Salmonella spp., B. cereus, B. aureus, Y. enterocolitica were not detected in all samples of edible ices from HACCP applied edible ice companies, but S. aureus was isolated1 from 1 raw material, 1 mixed samples before sterilization and 1 final product of edible ices from non-HACCP applied edible ice companies, respectively.

Development of the Hospital Foodservice Facility Evaluation tools based on the General HACCP-based Sanitation Standards and Guidelines (병원급식에 일반위생관리기준과 HACCP 제도 적용을 위한 시설ㆍ설비 위생관리 점검도구 개발)

  • The rapid increase in food borne illness outbreaks in Korea has been one of the major threats to the Nation's Health. Foodservice establishments have been identified as the major place for these outbreaks, mainly due to the lack of sanitary management and sanitary facility management practices. The purposes of the study were to develop hospital foodservice facility evaluation tools, based on the general HACCP-based standards and guidelines, for hospital food service establishments, to ensure the safety of these foodservices and to reduce the risk of food home illness. The scope of this study included: 1) an assessment of the current foodservice sanitation practices and managements for 6 general hospitals, with more than 400 beds, and 3 general hospitals, with less than 400 beds; 2) the development of foodservice establishments sanitation evaluation tools and sanitation standards, based on the HACCP system. The survey data showed varied results between the hospitals surveyed. Most of the hospital foodservice operations had many problems with ventilation and the plumbing. The total dimensional mean scores for the hospitals with more than 400 beds and less than 400 beds were 31.5 and 27.0, respectively. The highest dimension scores were for the water supply facility and lighting, with the lowest for insect and rodent control and toxic materials management. The levels of the mean scores were very low, especially for the general hospitals with less than 400 beds. These low mean scores may have arisen from critical problems within the hospital foodservice operations. The most needed facility management items for improvement were: storage shelf should be spaced 6 inches from the floor and walls, the use of three compartment sinks, utility sinks and cleaning facilities, with a floor drain for cleaning mops or liquid wastes, a ventilation hood designed to prevent dripping onto food, cooking facilities should be disassembled for washing and sanitizing, a separated hand washing sink and a sanitized food board for each area should be provided, all toxic material must have warning labels attached, and be stored in an area away from food preparation under padlock. The evaluation tool consisted of 14 dimensions, with 65 check-off items. The results of this study will provide basic facilities' guidelines to regulators, or foodservice industry personnel, wishing to build, or expend, and establish an efficient flow of food. As a result, food borne illnesses will be effectively prevented, and the Nation's health will be promoted for the development of their own sanitation standards, with a checklist for the safe production of foods.

A Study on Safety and Performance Evaluation of Smart All-in-one Cardiopulmonary Assist Device (스마트올인원 심폐순환보조장치의 안전성 및 성능평가에 관한 연구)

  • The existing Extracorporeal membrane oxygenation(ECMO) and Cardiopulmonary bypass system(CPB) have been developed and applied to various devices according to their respective indications. However, due to the complicated configuration and difficult usage method, it causes inconvenience to users and there is a risk of an accident. Therefore, smart all-in-one cardiopulmonary circulation device is being developed recently. The smart all-in-one cardiopulmonary assist device consists of a blood pump for cardiopulmonary bypass, a blood oxidizer for cardiopulmonary bypass, a blood circuit for cardiopulmonary bypass, and an artificial cardiopulmonary device. It is an integrated cardiopulmonary bypass device that can be used for a variety of purposes such as emergency, intraoperative, post-operative intensive care, and long-term cardiopulmonary assist, combined with CPB used in open heart surgery and ECMO used when patient's cardiopulmonary function does not work normally. The smart all-in-one cardiopulmonary assist device does not exist as a standard and international standard applicable to advanced medical devices. Therefore, in this study, we will refer to the International Standard for Blood Components, the International Standard for Blood, the Guideline for Blood Products, and prepare applicable performance and safety guidelines to help quality control of medical devices, and contribute to the improvement of the health of people. The guideline, which is the result of conducted a survey of the method of safety and performance test, is based on the principle of all-in-one cardiopulmonary aiding device, related domestic foreign standards, the status of domestic and foreign patents, related literature, blood pump(ISO 18242), blood oxygenator (ISO 7199), and blood circuit (ISO 15676) for cardiopulmonary bypass.The items on blood safety are as follows: American Society for Testing and Materials ASTM F1841-97R17), and in the 2010 Food and Drug Administration's Safety Assessment Guidelines for Medical Assisted Circulatory Devices. In addition, after reviewing the guidelines drawn up through expert consultation bodies including manufacturers / importers, testing inspectors, academia, etc. the final guideline was established through revision and supplementation process. Therefore, we propose guidelines for evaluating the safety and performance of smart all-in-one cardiopulmonary assist devices in line with growing technology.

Estimation of Traffic Safety Improvement Effect of Forward Collision Warning (FCW) (전방충돌경보(FCW)의 교통안전 증진효과 추정)

  • The Forward Collision Warning, a representative technology of the Advanced Driver Assistance Systems, was selected as the target technology. The cognitive response time, deceleration, and impact were selected as the measures of effectiveness. And the amount of change with and without the Forward Collision Warning was measured. The experimental scenarios included a sudden stop event (1) of the vehicle in front of the driver and an event (2) in which the vehicle intervened in the next lane. All experiments were divided into day and night. As a result of the analysis, response time and the deceleration rate decreased when the forward collision warning system was installed. It was analyzed that the driver's risk situation could be detected quickly and the number of front-end collisions could be reduced as a result. Reflecting the driver's operating habits and diversifying the experimental scenarios will increase the installation effectiveness of ADAS and be used to estimate the effectiveness of other technologies.

A Study on the Establishment of Quantitative Standards of Landslides Vulnerability by Climate Change (기후변화에 따른 산사태 취약성의 정량적 평가기준 설정 연구)

  • Average cumulative precipitation in summer have increased by 350 mm compared with 1980s. As precipitation is expected to increase, the risk of landslides by heavy rainfall also is expected to rise. Therefore, establishment of adaptation plan for landslides is urgently needed. In 2011, Korea Ministry of Environment(KME) conducted vulnerability assessment to support establishment of adaptation plan for local governments. However, the result of vulnerability assessment had three limitations. First, KME didn't use standard scenario of Korea Meteorological Administration(KMA). Second, They conducted same standardization method for all variables. Third, They derived relative vulnerability which is not quantitative. The purpose of this study is to improve the limitations of existing vulnerability assessment and identify quantitative criteria to ensure scientific reliability. To achieve this purpose, we carried out three ways of advancement. First, application of new climate scenario, which is RCP 8.5 from KMA. Second, improvement of variables of vulnerability assessment. Third, derivation of quantitative criteria of vulnerability. The findings can support establishment of adaptation plan for local governments more effectively.

Application of Integrated Modelling Framework Consisted of Delft3D and HABITAT for Habitat Suitability Assessment (생물서식지 적합성 평가를 위한 Delft3D와 HABITAT 모델의 연계 적용)

  • This paper discusses a methodology where an integrated modelling framework is used to quantify the risk derived from anthropic activities on habitats and species. To achieve this purpose, a tool comprising the Delft3D and HABITAT model, was applied in the Yeongsan river. Delft3D effectively simulated the operational condition and flow of weirs in river. In accuracy evaluation of the Delft3D-FLOW, the Bias, Pbias, Mean Absolute Error (MAE), Nash-Sutcliffe Efficiency (NSE), and Index of Agreement (IOA) were used, and the result was evaluated as grade above 'Satisfactory'. The HABITAT calculated Habitat Suitability Value (HSV) for the following eight species: mammal, fish, aquatic plant, and benthic macroinvertebrate. An Area was defined as a suitable habitat if the HSV was larger than 0.5. HABITAT was judged accurately by measuring the Correct Classification rate (CCR) and the area under the ROC curve (AUC). For benthic macroinvertebrate, the CCR and AUC were 77% and 0.834, respectively, at thresholds of 0.017 and 4 inds/m2 for HSV and individuals per unit area. This meant that the HABITAT model accurately predicted the appearance of the benthic macroinvertebrates by approximately 77% and that the probability of false alarms was also very low. As a result of evaluating the suitability of habitats, in the Yeongsan river, if the annual "lowest level" (Seungchon weir: 2.5 EL.m/ Juksan weir: -1.35 EL.m) was maintained, the average habitat improvement effect of 6.5%P compared to the 'reference' scenario was predicted. Consequently, it was demonstrated that the integrated modelling framework for habitat suitability assessment is able to support the remedy aquatic ecological management.

Effects of Intensive Course Program on the Sexual Violence for the Re-crime Risky Group in the Sex Offender: Focused on Impulsivity, Anger Expression, Rape Myth, and Self Esteem (재범위험 성폭력사범 집중교육 프로그램의 효과: 충동성, 분노표현, 강간통념, 자기존중감을 중심으로)

  • The purpose of this study was to find out how effect does the second-stage which is the intensive course program for sexual offenders of three-stage(basic, intensive and advanced remedial) on impulsivity, anger expression, rape myth and self-esteem of sexual offenders. To this end, 10 people waiting for the second-stage intensive education among sexual violence offenders serving at M prison located in J province were selected as subjects for the study. To verify the effectiveness of the program, repeated measurement design(pre, post and one month post test) was conducted, and a total of 200 hours of 'Intensive Course Program on the Sexual Violence' was conducted to the subjects. The results of this study are as follows. It was confirmed that the intensive course program on the sexual violence for the re-crime risky group in the sex offender is effective in reducing impulsivity and anger expression, which are risk factors of sexual crime, bringing positive changes to rape myths, which are distorted sexual perceptions of sexual violence criminals, and improving self-esteem. Finally, it suggested the necessity of continuous development and improvement of sexual violence preventive programs targeting sexual offenders, and construction of systematic supervision and related system to ensure the effectiveness of remedial after release of sexual offenders.

Improvement for Technology Readiness Assessment with Weighting Method for Defense Acquisition Project (가중치 산출방법을 활용한 획득방안 분석단계의 기술성숙도평가 개선방안)

  • Technology readiness assessment is a procedure for managing defense project risk factors based on the preemptive identification of technical risks. Under current regulations, technology readiness is determined based on considerations of the ratings of factors itemized on a checklist, whether unsatisfied factors have a fatal impact on the project, and whether countermeasures for unsatisfied factors have been established. However, objective criteria for assessing the impact of unsatisfied factors have not been presented, and thus, at present, the results of technology readiness level determinations are largely subjective. In addition, the importance of questions on the checklist is dependent on individual project characteristics and this is not considered during the assessment process. In this paper, we propose an improved technology readiness assessment procedure that considers the characteristics of each project. Using the proposed procedure, we quantitatively determined the importance of each checklist item using a weighting method. We found the devised procedure improved the reliability and objectivity of technology readiness assessment results. A case analysis of a complex weapons system is presented to demonstrate these improvements.

A comparative study of management system of unregulated agricultural pesticides in Korea, the European Union, and the United States of America: a review (비규제 농약 관리를 위한 한국, 유럽, 미국의 농약관리체계 비교분석)

  • Pesticide residue in the eggs in the market has become a significant problem in Korea. In particular, the detection of fipronil indicated that unregulated pesticide residue can be present in livestock products, including eggs. Institutionally unregulated pesticides are a risk to human health and the ecosystem. In this study, we analyzed the system of agricultural pesticide management in Korea, the European Union, and the United States of America (USA) and discussed the problems of the Korean management system and the possible improvement directions. Based on the analysis, we considered three tasks: registration of pesticides, pesticide residue levels in food, and pesticide residue levels in environmental media. The registration of pesticides was conducted by the Ministry of Agriculture, Food, and Rural Affairs in Korea; the Directorate-General for Health and Food Safety in the European Commission (EC); and the US Environmental Protection Agency (USEPA) in the USA. The work regarding pesticide residue levels in food was conducted by the Ministry of Food and Drug Safety in Korea, the Directorate-General for the Health and Food Safety in the EC, and the USEPA and Food and Drug Administration in the USA. The work regarding pesticide residue levels in environmental media was conducted by the Ministry of Environment in Korea, the Directorate-General for Environment in the EC, and the USEPA in the USA. Therefore, Korea should review the extension of pesticide residue standards in the environmental media for strengthening the system of management of unregulated agricultural pesticides.
