The production of Korean offshore fisheries has been gradually decreasing due to the severe depletion of offshore fisheries resources caused by excessive fishing efforts. The production of the offshore fisheries in 2016 was the lowest since 1975. So the federal and local governments in Korea adopted and implemented various fisheries management plans and policies in order to restore fisheries resources. However, these plans and polices have not been successful in re-establishing fisheries resources. Thus, in order to accurately diagnose the situation with regard to offshore fisheries, this study sought to estimate not only the return to scale by fishing gear of offshore fisheries, but marginal productivity of individual fishing gear based on production factors derived from offshore fisheries production functions. The study was organized in the following manner. First of all, this study estimates production functions of offshore fisheries. The Cobb-Douglas and the translog production functions are adopted as offshore fisheries production functions. Specifically, the functions are estimated by crew, vessels, and offshore resource as production factors. The offshore resource is estimated by the Clarke Yoshimoto Pooley model based on the surplus production model. Secondly, the fisheries production functions are extended to the fixed-effect model and the random-effect model with panel data. Thirdly, this study analyzes the return to scale of offshore fisheries and the marginal productivity of the production factors from the estimated offshore fisheries production function. In conclusion, this study suggests plans and countermeasures for productivity improvement by group (labor intensive or technology intensive) based on the characteristics of individual offshore fishing gear.
The economic feasibility analysis including benefit-cost ratio and internal rate of return of a land consolidation and on-farm development project was mainly depended upon the direct benefits and costs arising during project life. Therefore the projects were neglected in allocating the government's financial funds and loans on account of the low economic rate of return of the project. Accordingly the extended benefit-cost analysis method should be introduced and adapted to cover not only the benefit s such as non-market values of environmental and food security fun ct ions of the project but also market values of the project outputs. The main purposes of this study are (1) to prepare a guide line for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits from productivity increase, labor saving, savings of O&M cost of farm mechanization and project facilities, savings of farmer's burden for their public health, increasing environmental and public functional value of paddy fields, improving food security condition and formation of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible to be included the values of non-market goods such as the food security and the environmental public function of paddy fields. To carry out this study, the existing publications on the guidelines for economic agricultural projects were reviewed and consultation was made with a For the post evaluation study of the land consolidation and on-farm development project, field survey in Jigok and other comparative area were made to get available information. According to the project completion report, Jigok land consolidation and on-farm development project has 55ha of benefit area out of 69ha of gross area. The project was started in November 11th, 2000 and completed october 30th, 2001. The total project costs were amounted to 2,548 million won and the annual project benefits were estimated at 335million won evaluated by domestic market prices. The ERR(Economic Rate of Return) and SRR(Social Rate of Return) of the project based on the shadow pricing system were estimated at 4.4% and 16% respectively. On the other hand, the ERR and SRR based on the domestic market value system were amounted to 6.37% and 14.62%. In conclusion, Korean land consolidation and on-farm development projects have not carried out from the view point of economic rate of return under shadow pricing system but from the view point of domestic pricing system. For the future feasibility studies on land consolidation projects have to be carried out including the non-market values as environmental and food security function of the projects.
In this paper, I approach corporate social responsibility as a discourse metadiscursively shaping the social relationship between corporations and society. Using a discourse-centered approach to culture, I examine how early discussions (involving legal disputes) on the rights of corporations to give evolved into a public sphere discussion as to how corporations can be viewed and redefined as social actors with capabilities to perform socially meaning actions, which here is "responsibility." I discuss how corporate social responsibility currently operates as a metadiscourse of corporate personhood, ethics, and corporate citizenship. Then, using insights from Mauss, I analyze how corporate social responsibility might be comparable to a Maussian gift exchange. Corporate social responsibility actions that are performed, indeed, are gift exchanges in that they involve the ideology of the free gift and the implicit expectation of a return to the giver. In the meantime, I argue, that in the case of corporate social responsibility, it is not the act of giving gifts (e.g., grants) that can lead to social alliances but rather the talk of gift giving, a departure from the ceremonial gift exchanges observed by Mauss. That is, here, the talk of giving shapes social alliances, thus displacing this function from the act of giving itself. The PR strategies deploy talk of the gift as a metapragmatic strategy, inviting various forms of role alignment on the part of diverse, potential and actual, participants, in a framework of corporate-sponsored gift exchange in which potential recipients compete, again at the level of metapragmatic description, to become the chosen gift recipient.

This study aims to analyze the economies of scale of the cottage industry for coconut sugar production in Banyumas, Indonesia. This study applies a survey method to coconut sugar craftsmen. Data analysis was performed by regression analysis based on the Cobb-Douglas production function approach. The findings indicated that decreasing returns to scale was a problem for the domestic production of coconut sugar. These findings show that the production of coconut sugar is not very productive. Labor and financial capital inputs have a significant positive share but the resulting increase in output is less proportional than the increase in the two inputs. Social capital, experience, and education do not affect industrial performance. To increase input productivity and production efficiency, it is necessary to apply more effective production techniques and technologies to produce quality products so that the selling price can be higher. Additionally, it is required to enhance the sap's quality through its extraction methods and the regrowth of high-yielding coconut tree varieties. From the institutional aspect, the development of this industry requires stronger partnerships with related parties such as local governments, exporting companies, cooperatives, and universities through research and development.
Purpose: This study is to propose the establishment and direction of a public health-medical cooperation system for rehabilitation medical services for people with physical and brain disabilities in Gangneung, Korea. Research design, data and methodology: The study focused on 30 individuals with these disabilities registered. Data was collected from December 20, 2021, to December 31, 2021, through structured surveys administered by researchers visiting disability-related facilities, utilizing convenience and random sampling methods. Descriptive statistics and cross-analysis were applied for analysis. Results: Specifically, among respondents with physical disabilities, a total of 20 needs were identified, with 'Visiting health services' (25.0%) and 'Oral health services' (20.0%) ranking highest. The survey results regarding visit-based rehabilitation services for disability support showed a high demand, emphasizing the necessity of service provision tailored to the needs of recipients, focusing on disability prevention, health management, and motor function recovery, rather than solely medical or therapeutic concepts. Conclusions: Gangwon National University Hospital, as the regional referral hospital in Gangwon, should collaborate with Gangwon Province Rehabilitation Hospital to provide prompt acute rehabilitation services. Moreover, cooperation and collaboration with Gangneung Asan Hospital, the tertiary hospital in the region, are essential to ensure continued acute and recovery phase rehabilitation therapy for a certain period in the Gangneung area.
High-rise buildings often can accommodate the population of small horizontal cities. The investment in high-rise buildings is considerable and therefore a rapid return on investment is necessary. The immediate availability of high-rise buildings can be achieved by automated prefabrication of highly finished modules and their instant on-site assembly by robotic and automated construction sites. A high-rise building as a vertical city can be considered as a sophisticated organism that can constantly change throughout its lifecycle in response to economic growth, demographic change, and environmental pressures. To date, many new urban high-rise developments claim to be "vertical cities", yet few represent this important characteristic. This article analyzed the technological readiness and innovations in the field of construction automation and robotics including single-task construction robots, automated on-site construction factories, and ambient assisted living. These technological advances enable the realization of future vertical cities that are able to continuously grow and transform in terms of form and function. Finally, the article proposes a visionary archetype of vertical city in the name of "dynamic vertical urbanism" that is easy to expand vertically and horizontally in order to achieve instant availability and full life cycle resilience thanks to advanced building technologies.
1) Purpose: The goal of this study is to examine the association between independent external financial audits and uncompensated care. Not-for-profit hospitals are required to provide uncompensated care in return for tax exemption. These tax exemption benefits are applied to all activities that contribute to the enhancement of uncompensated care. However, some researchers argue not-for-profit hospitals do not provide uncompensated care as expected by their tax exemption. Thus, this paper examines whether independent external financial audits can help the not-for-profit hospitals to function as designed and ultimately for meeting the objectives of the not-for-profit organization, which are the clearest examples of charitable activities performed by not-for-profit hospitals. 2) Methodology: Panel data analysis was utilized with fixed effect using California hospital financial data from 2002 to 2011. 3) Findings: We found that hospitals receiving independent external financial audits provide more uncompensated care than their counterparts which do not receive audits. 4) Practical Implications: Not-for-profit hospitals provide uncompensated care to people in welfare blind spots. Therefore, they fulfill what governments cannot afford, and play a social role as a ʻnonprofitʼ organization with independent external financial audits.

Therefore the projects were neglected in allocation of the government's financial funds and loans on account of undervaluation of the project benefits including socio-economic and environmental values of the projects. Accordingly the Extended Benefit Cost Analysis Method should be adapted to cover not only the benefits such as non-market values of environmental functions of the projects and but also the economic market values of the project outputs. The main objectives of this study is (1) to provision of the guideline for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits such as Productivity increase effect, labor saving effect, off-farm income increase effect during off-farm season, saving of O&M cost of farm mechanization, enhance of farmer's public health, increase of environmental public function of paddy fields, effect of food security and establishment of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible the analysis of non-market goods such as the food security value and the environmental public value of paddy fields. To carry out the study, the publication on the guideline for economic analysis of agricultural projects were reviewed and consulted and for the post evaluation of the land consolidation and on-farm development project, field survey in Jeongja area were made for the feasibility study of the project by new method. According to the initial project plan, Jeongja land consolidation and on-farm development project has 96ha of benefit area and the project was started in 1989 and completed in the spring, 1990. The total project costs were amounted to 1,052 million won and the annual project benefits were estimated at 135.4 million in 1989 constant market prices. On the other hand, the newly estimated project benefits as a part of post evaluation of the project were amounted to 602.1 million won including all the benefits from the market and non-market commodities of the project as mentioned above column. The original IRP(Internal rate of return) of the project was estimated at 15.81%. On the other hand, the IRR of the post evaluation of the project was amounted to 16.83%. In case of including the benefit from the environment public function of paddy field, the SRR(Social Rate of Return) was reached to 38.81% and when we added the benefit from food security of the project, the SRR showed very high rate as 46.41%. In conclusion, the project were verified socio-economically feasible and environmentally sustainable considering the above decision making criteria.
This study has been performed to come up with any rational way for responding to the functions of fire-fighting spaces newly required by the changing social paradigms and to seek for the approach to designing fire-fighting spaces by taking into account the psychological and behavioral factors of fire-fighters who are exposed stress of operations. In particular, it is to satisfy any physical and functional requirements as special working-spaces and to reflect the psychological and behavioral approach to the workers who are forced to be at standby for a long time, which is the characteristic of their operation, to designing. Accordingly, for fundamental appreciation of whether or not such space programs as space organization needed for operational function are being practiced actively, the fire-fighting headquarters of Incheon City has been selected for the research. First, in the process of assessing the trend of organizing the space at safety centers for the recent 20 years, those built more than 20 years ago were left out from the space selection for the research. Second, those with less than 20 operators also were excluded. Third, among those completed in the same year, only one was selected, which was to avoid overlapping, with the consideration its regional representative nature for applying the safety centers in the jurisdiction of the headquarters equally. The study was performed through the visits to and the actual inspections by surveys at the selected 119 Safety Centers as well as the reviews of literature based on case studies. And for the assessment of significance, surveys and analysis of reliability and factors were carried out. The actual users of Safety Centers were picked as objects for the assessment of significance of space factors at 119 Safety Centers, which revealed that there are five types of dimensions for factor-analyzing standard with which users estimate any significance, which are "Area of Mobilization Preparation and Return" "Area of Standby" "Area of Working Activities" "Area of Employ Welfare" and "Area of Support".
Purpose: First, this paper suggests an alternative approach to find optimal portfolio (stocks, bonds and ESG stocks) under the maximizing utility of investors. Second, we include ESG stocks in our optimal portfolio, and compare improvement of welfares in the case with and without ESG stocks in portfolio. Methods: Our main method of analysis follows Brennan et al(2002), designed under the continuous time framework. We assume that the dynamics of stock price follow the Geometric Brownian Motion (GBM) while the short rate have the Vasicek model. For the utility function of investors, we use the Power Utility Function, which commonly used in financial studies. The optimal portfolio and welfares are derived in the partial equilibrium. The parameters are estimated by using Kalman filter and ordinary least square method. Results: During the overall analysis period, the portfolio including ESG, did not show clear welfare improvement. In 2017, it has slightly exceeded this benchmark 1, showing the possibility of improvement, but the ESG stocks we selected have not strongly shown statistically significant welfare improvement results. This paper showed that the factors affecting optimal asset allocation and welfare improvement were different each other. We also found that the proportion of optimal asset allocation was affected by factors such as asset return, volatility, and inverse correlation between stocks and bonds, similar to traditional financial theory. Conclusion: The portfolio with ESG investment did not show significant results in welfare improvement is due to that 1) the KRX ESG Leaders 150 selected in our study is an index based on ESG integrated scores, which are designed to affect stability rather than profitability. And 2) Korea has a short history of ESG investment. During the limited analysis period, the performance of stock-related assets was inferior to bond assets at the time of the interest rate drop.
