Development of a Smart Device Utilization Education Program for Senior Citizens

  • Purpose: This study is based on the results of the National Information Society Agency's the Report on the Digital Divide in 2022. This study sought to develop digital literacy education programs for senior citizens, a digitally disadvantaged group, and to utilize smart devices to enhance their digital capabilities. Research design, data and methodology: Based on Gagné's nine events of instruction, a total of 7-session educational programs using smart devices were developed, and teaching-learning goals were set at a level that older learners can realistically perform. In preparation for the era of digital transformation, AI utilization methods are introduced and utilized in some sessions of the educational program. Results: Among a total of 7 sessions of the educational program, 5 sessions using KakaoTalk and Naver App, and 2 sessions using other apps were developed. There are a total of three sessions using AI. Conclusions: This study presented a digital literacy education program that combined AI, addressing the insufficiency of AI-based education programs targeting senior citizens. It is expected that this educational program will be able to improve the digital literacy skills and provide a basis for fulfilling their responsibilities as digital citizens by suggesting a direction for AI utilization education for senior citizens.

국제방사선방호위원회와 방사선방호체계 (The ICRP and Its System of Radiological Protection)

  • International Commission on Radiological Protection (ICRP) is an independent international organization that advances the science of radiological protection for the public benefit, particularly by providing recommendations and guidance on all aspects of protection against ionizing radiation. The ICRP is a community of more than 380 globally-recognized experts in radiological protection science, policy, and practice from more than 50 countries. As of January 2024, the ICRP is comprised of a Main Commission, the Scientific Secretariat, four Standing Committees, and 30 Task Groups under the four committees. The ICRP has released well over one hundred publications on all aspects of radiological protection. Most address a particular area within radiological protection, but a handful of the publications, the so-called fundamental recommendations, describe the overall system of radiological protection. The system for radiological protection is based on the current understanding of the science of radiation exposure and its effects along with value judgements. The ICRP offers recommendations to regulatory and advisory agencies and provides advice to management and professional staff with responsibilities for radiological protection. Legislation in most countries adheres closely to ICRP recommendations. The International Atomic Energy Agency's (IAEA) International Basic Safety Standards are based heavily on ICRP recommendations. ICRP recommendations form the core of radiological protection standards, legislation, programs, and practice worldwide.

  • Since the recently established obligation to implement safety and health measures for specialized workers as outlined in the Occupational Safety and Health Act (OSHA) for nine occupations in January 2020 and five occupations in November 2021, there is a need to verify and inspect the on-site operation of related systems. After a comprehensive fact-finding survey and risk factor analysis, it is necessary to examine the responsibility for on-site safety and preventive measures, along with the roles and responsibilities of specialized workers. Stakeholder analysis is essential to identify the fundamental problems related to the responsibility stipulated in the purpose of OSHA and to explore the entity responsible for implementing safety measures. Therefore, in this paper, we discuss the topic of implementation based on legal standards for on-site safety and preventive measures. Additionally, we develop a role model for appropriate safety measures, outlining the dynamic relationship between those who provide labor and those who provide labor in the context of specialized workers.

A central facility concept for nuclear microreactor maintenance and fuel cycle management

  • Commercial deployment of nuclear microreactors presents an opportunity for the industry to rethink its approach to manufacturing, siting, operation and maintenance, and fuel cycle management as certain principles used in grid-scale nuclear projects are not applicable to a decentralized microreactor economy. The success of this nascent industry is dependent on its ability to reduce infrastructure, logistical, regulatory and lifecycle costs. A utility-like 'Central Facility' that consolidates the services required and responsibilities borne by vendors into one or a few centralized locations will be necessary to support the deployment of a fleet of microreactors. This paper discusses the requirements for a Central Facility, its implications on the cost structures of owners and suppliers of microreactors, and the impact of the facility for the broader microreactor industry. In addition, this paper discusses the pre-requisites for eligibility as well as the opportunities for a Central Facility host site. While there are many suitable locations for such a capability across the U.S., this paper considers a facility co-located with the Vogtle Nuclear Power Plant and Savannah River Sites to illustrate how a Central Facility can leverage the existing infrastructure and stimulate a local ecosystem.

Biosafety Risk Control Strategies in Laboratory Animal Research

  • To understand biosafety's current situation in laboratory animal research and risk factors affecting occupational health. Compliance surveys were conducted by questionnaire via Questionnaire Star (an application app on the Internet) in Chinese. Thirty-nine anonymous questionnaires were collected. The surveyed institution has established 24 types of ABSL (Animal Biosafety Laboratory) and biosafety management organizations and systems equipped with safety equipment. Our study also suggests that the principal of the laboratory establishment fails to perform supervision and inspection responsibilities, the inappropriate design of the animal biosafety laboratory, non-standardized personnel training and health management, non-strict waste management, and insufficient emergency management. The administrative department and work units should address certain safety and occupational health risks in laboratory animal research. The author proposes control strategies based on organizational guarantee, personnel management, emergency management, etc., to help prevent risks and ensure occupational health. Due to regional limitations and small sample size, the results may not be generalisable to all parts of the world. However, some of the key common issuesmay also be present in other regions, sowe believe that this research still has some relevance.

Guidelines for Packaging, Transport, and Storage of Source Cells for Organoids

  • This report presents guidelines for the systematic management of packaging, storage, transportation, and traceability of source cells used for organoid research. Given the important role of source cells in organoid studies, it is important to ensure the preservation of their quality and integrity throughout transportation and distribution processes. The proposed guidelines, therefore, call for a cohesive strategy through these stages to minimize the risks of contamination, deterioration, and loss-threats that significantly compromise the safety, efficacy, and efficiency of source cells. Central to these guidelines is the quality control measures that include roles and responsibilities across the entire supply chain, with recommendations specific to packaging materials, transportation facilities, and storage management. Furthermore, the need for an integrated management system is emphasized, spanning from source cell collection to the final application. This system is crucial for maintaining the traceability and accountability of source cells, facilitating the sharing, distribution, and utilization on a global scale, and supporting to advance organoid research and development.

Health and Safety Performance of UK Universities and How to Improve It

  • Background: This research suggested a method for evaluating health and safety performance as a combination of reactive and active monitoring. Methods: A number of Freedom of Information requests (FoI) were sent to the Health and safety Executive (HSE) and 100 UK universities. Data on the number of reportable incidents, diseases and dangerous occurrences were compiled for UK universities and combined with the Impact Ranking for good health and well-being. A semi-structured survey was used to identify best H&S practices. Subsequently, the effect of workers' involvement in H&S management on RIDDOR and near-miss reports, was investigated using statistical analysis. Results: A ranking of UK universities that perform highly in Health and Safety (H&S) was assembled and selected universities were contacted to identify best practices. Best practices were divided into three categories: team management, roles and responsibilities, and H&S performance monitoring. One of the findings demonstrated a reverse dependence between provision of a refresher training in risk assessments and a number of reported RIDDOR incidents. Conclusion: Health and Safety professionals in the universities may find it useful to reflect on these findings and the identified best practices in order to improve the H&S performance in their own organisations.

공영방송의 '설명책임'에 관한 연구: NHK의 '개혁재생사업'을 중심으로 (Public Service Broadcasting and Accountability: Case Study on NHK)

  • 일본의 공명방송 NHK가 위기에 직면해있다. NHK의 위기는 제도적 규범과 실태 간의 모순에 기인한다. 시청자의 신뢰를 회복하기 위해 NHK에서는 '개혁재생사업'을 추진하고 있다. 그러나 이러한 개혁사업은 감사, 기업통치, 법령 준수 등 관리체제의 강화에 초점이 맞춰져 있으며, 결과적으로 제작진의 내부적 자유, 전문주의, 저널리즘을 위축시키고 있다. 또한 시청자 시민에 대한 설명책임에도 해결해야 할 과제가 많은 것으로 나타났다. 공영방송이 설명책임을 실천하기 위해서는 기업통치의 변용, 구체적으로 독립규제기관의 설립, 경영위원회의 강화 등 제도적 개혁이 선행되어야 한다. 이와 함께 제작진에게 내부적 자유를 보장해야 하며, 공영방송은 시민에게 보다 많은 책임을 짊어져야 한다는 인식이 필요하다. 이를 바탕으로 시청자에게 공영방송의 운영, 사업계획, 업무성과, 편성, 프로그램 내용 등의 차원에서 공익적 역할을 성실하게 수행하고 있는가를 스스로 측정 평가하여 그 내용을 공개하고 설명해야 하며, 시청자의 의견과 요구에 성실하게 답변하고 해명하려는 노력이 필요하다. 시청자는 적극적인 참여를 통해 공영방송을 지탱하는 제도적 부담을 분담해야 한다.

이혼자들의 이혼 인식에 관한 질적 연구 (A Qualitative Study on the Divorced People`s Perception of Divorce)

  • This study examined, through a qualitative approach, the viewpoints and beliefs toward divorce held by people who have experienced a divorce. In-depth interviews with divorced individuals (two males and twelve females) were conducted for this study. The findings of the study are summarized as follows. First, the participants of the study had a tendency to withdraw. In other words, they felt powerless and lonely, and they think of themselves as a failure. Second, they clearly recognized the double standard in society toward divorce. They strongly felt that people who had shown tolerant attitudes toward divorce when it was a distant phenomenon suddenly took a different attitude when a divorce occurred to a relative. The fact that openly stated viewpoints toward divorce can be significantly different than unstated attitudes made the participants' lives still harder by adding another burden to the difficulties they already faced from the divorce. As a result, they would rather hide the fact that they were divorced than be open about it with other people. Aside from highly significant others, they attempted to conceal their divorce from others whenever possible. Third, as people who have already experienced divorce, they seem to take a more careful attitude toward divorce than those who have not experienced a divorce. The participants pointed to the social responsibilities to promote public understanding and a sense of value about divorce, and they hoped that our society would communicate better about the difficulties of getting divorced from the perspective of those who have experienced divorce. The participants believed this would ultimately contribute to preventing divorce among others. This study is expected to expand understanding toward the phenomenon of divorce in Korean society, and further, to provide basic information for a clearer understanding of the current state of the Korean family.

  • Choryang-weagwan which was the largest international trading place between Joseon Dynasty and Tokugawa Shogunate had been maintained from 1678 through 1872 in Busan. Particularly, they had 21 times repairing constructions for 200 years since its establishment. It is noticeable that Joseon Dynasty permitted Tokukawa Shogunate to construct main pavilions and guesthouses as his style due to the good-neighbor policy between two countries, and Tokukawa Shogunate struggled to achieve his own culture in that place under the supervision of Joseon Dynasty. For satisfying his needs, the architectural craftsmen of Tokukawa Shogunate were mobilized by the chief of construction company which was called kumi-gasira in the most of cases. When they came to Busan for the construction, they brought their own architectural tools. On the one hand, the carpenters and workers of Joseon Dynasty were organized by the traditional construction superintendents which were called Gamdong-gwan and they had to carry out their responsibilities with Japanese technicians at the same workplace. Judging from this fact, the construction site of Weagwan was the good place for exchanging the architectural technology between two countries. This study especially focuses on Tokukawa Shogunate craftsmen who made the repairs of Dongwan-samdaechung in 1727 such as carpenters(Dai-ku), sawyers(ko-biki), and surveyors(Tsue-tsuki) and their tools such as Hatsuri(=Masakari) and Yo-ki(=Oh-no). The constructions in this period, there were not only the repairs of 3 major pavilions including the trading center, but also one of the most active repairing constructions comparing with other period, therefor these were important constructions to shows us repairing construction of Choryang-weagwan of those days.
