Development Plan for the Consequence Management in Response to Large-Scale Wildfire Disasters Using Air Force Transport Aircraft (C-130) (공군 수송기(C-130)를 활용한 대형산불 재난 대응 시 사후관리(CM) 발전방안)

  • Purpose: Recently, large-scale forest fires caused by climate change, natural disasters, and human factors have been increasing every year in the East Coast and Taebaek Mountains region. Although forest fire extinguishing using helicopters is currently increasing, the need to introduce air force transport aircraft has continued to be raised due to the importance of early fire extinguishment to respond to large forest fires and the difficulty of extinguishing forest fires between sheep. This study seeks to present a plan for developing a post-fire management system for several aspects - achieving operational objectives, overcoming the operating environment, selecting a staging area, and efficient operation measures - to efficiently perform forest fire extinguishing missions using Air Force transport aircraft. Method: Based on literature research on forest fire extinguishing, forest fire extinguishing experiments using fixed-wing aircraft, and the operation status and operation method of forest fire extinguishing helicopters, the pros and cons of helicopter operation and the effects of large forest fire extinguishing using a large transport aircraft (C-130) Analyze the effectiveness of operation through analysis. Results: When extinguishing a large forest fire, an effective CM (Consequence Management) application plan was derived, including effective operation, control, command system, dispatch request, and forest fire extinguishment when integrating helicopter and fixed-wing aircraft (C-130). Conclusion: The application of the concept of CM (Consequence Management) is partially applied to some areas of chemical, biological, and radiological (CBRNE) protection in Korea, but efficient operation, control, and command systems are established when integrated operation of helicopters and large aircraft (C-130) in forest fire extinguishment. the concept of CM (Consequence Management), which is operated in advanced countries, was applied for safety management, dispatch requests, and forest fire extinguishing, thereby contributing to the establishment of a more advanced disaster and post-disaster management system.

  • The burden of addressing the damage and financial losses caused by disaster events falls primarily on local governments. Given this reality, preparing for disasters and assessing the effects of disaster management would be more effective if both were carried out at the local level. However, disaster management in South Korea is realized at the national level, revolving around the central government. The Ministry of Public Safety and Security, which was newly established after the sinking of MV Sewol, was criticized for failing to carrying out its role as a "disaster control tower" in dealing with the earthquakes near the city of Gyeongju in 2016. The criticism, as well as deep anxiety concerning the ministry's ability to effectively respond to disasters, means that there is a need for a practical alternative plan to the current method of dealing with disasters. As such, there is an increasing call to re-examine the role of the police force, which played an integral part in past disaster response efforts, in future disaster events. Among the various activities the police force performs, this study focused on one particular role and function of the police, namely community policing. Specifically, this study examined community policing within the context of local governments. The primary purpose of community policing is crime prevention. But the police must respond to citizens' expectations and desires that the police expand the scope of its role. Thus, to maximize public safety and order, the police must be actively engaged in conducting disaster response activities. Hence, this study concentrated on the measures, including community policing, that need to be taken to enable the police to respond rapidly and effectively to disaster events, thereby minimizing losses, and to contribute meaningfully to disaster recovery efforts. Because community policing requires public cooperation, community-oriented disaster response and disaster management are closely examined. This study basically seeks to expand the scope of community policing to strengthen disaster safety. Furthermore, this study aims to assert that disaster safety can be promoted by establishing a cooperation system between the police and private security; changing how the role of community policing in disaster response activities is perceived; increasing professional manpower and establishing a comprehensive and independent department dedicated to disaster-related matters; and merging consultative organizations into one organization. Additionally, this study states that an integrated CCTV platform and police cars on disaster prevention patrol duties would enhance the capability of the police to respond to disasters and perform their community policing activities.

A Study on the Improvement of RIMGIS for an Efficient River Information Service (효율적인 하천정보 서비스를 위한 RIMGIS 개선방안 연구)

  • The RIMGIS(River Information Management GIS) has been developed since 2000 for public service and practical applications of related works after the standardization of national river data such as the river facility register report, river survey map, attached map, and etc. The RIMGIS has been improved in order to respond proactively to change in the information environment. Recently, Smart River-based river information services and related data have become so large as to be overwhelming, making necessary improvements in managing big data. In this study a plan was suggested both to respond to these changes in the information environment and to provide a future Smart River-based river information service by understanding the current state of RIMGIS, improving RIMGIS itself, redesigning the database, developing distribution, and integrating river information systems. Therefore, primary and foreign key, which can distinguish attribute information and entity linkages, were redefined to increase the usability of RIMGIS. Database construction of attribute information and entity relationship diagram have been newly redefined to redesign linkages among tables from the perspective of a river standard database. In addition, this study was undertaken to expand the current supplier-oriented operating system to a demand-oriented operating system by establishing an efficient management of river-related information and a utilization system capable of adapting to the changes of a river management paradigm.

Development on Classification Standard of Drought Severity (가뭄심도 분류기준의 개선방안 제시)

  • As drought is phenomenon of nature with unavoidability and repeated characteristic, it is necessary to plan to respond to it in advance and construct drought management system to minimize its damage. This study suggested standard for classification of drought, which is appropriate for our nation to respond to drought by assessing drought severity in the regions for this study. For data collection, 61 locations were selected - the locations keep precipitation data over 30 years of observation. And data for monthly precipitation for 37 years from 1973 were used. Based on this, this study classified unified drought interval into four levels using drought situation phases which are used in government. For standard for classification of drought severity fit to our nation, status of main drought was referred and these are classified based on accumulated probability of drought - 98~100% Exceptional Drought, 94~98% Extreme Drought, 90~94% Severe Drought, 86~90% Moderate Drought. Drought index (SPI, PDSI) was made in descending order and quantitative value of drought index fit to standard of classification for drought severity was calculated. To compare classification results of drought severity of SPI and PDSI with actual drought, comparison by year and month unit were analyzed. As a result, in comparison by year and comparison by month unit of SPI, drought index of each location was mostly identical each other between actual records and analyzed value. But in comparison by month unit of PDSI for same period, actual records did not correspond to analyzed values. This means that further study about mutual supplement for these indexes is necessary.

  • An emergency manual is designed to minimize the extent and effect of lives and assets; it is not designed to prevent an accident. There have been continuous arguments in terms of manual effectiveness regardless of the fact that much effort and great cost have been invested in emergency planning and operations. The problems are that there are a number of different emergency manuals, that these manuals are hard to understand and rarely used due to their complexity, that they provide little direction toward the taking of action, and that coordination is difficult between those involved; all of these problems are related to two different pieces of legislations that define emergency manuals in different ways in terms of the contents required. The study has tried to respond to these arguments by exploring relevant legislation to identify emergency manuals that can be used to respond to rail incidents/accidents, for which previous responses have seemed inefficient. Further, some parts of the emergency manual contents are found to overlap, including the ways of differentiating incident responses, personnel roles and responsibilities by types of accident, and threat levels, all of which has resulted in unnecessary pages of the manuals. In preparing and operating such manuals, this study recommends that one piece of legislation that directly affects rail undertakings must be applied in an effort to increase effectiveness.

The Effect of COVID-19 Pandemic on University Libraries: Forced on the Perception of University Librarians (코로나 19가 대학도서관에 미치는 영향에 관한 연구 - 대학도서관 사서의 인식을 중심으로 -)

  • COVID-19 has been affecting the library, not to mention society as a whole. Especially, there are many changes in the role and service of the university libraries as all the classes of the universities are turned into non-face-to-face and the use of the university libraries is restricted. The changes in users' use of information and communication behavior due to COVID-19 could be an opportunity for new utilization of human and material resources the university libraries have and for the development of services. However, on the contrary, the university libraries could face another crisis if they fail to respond appropriately to current changes. Therefore, it is necessary to grasp, analyze the impact of COVID-19 and plan how to respond. A survey on the effects of COVID-19 and the response of the university libraries and the perceptions of the university libraries found that most university libraries are responding appropriately to COVID-19. However, a survey on the perceptions of the present and future of the university libraries under COVID-19 showed that many survey respondents think COVID-19 would have a negative impact on the university libraries. This means that the changes caused by COVID-19 are causing a crisis and anxiety in the university libraries. Therefore, by working hard together, the university libraries need to present the university libraries' new role, service and direction in the post-COVID-19 era as well as responding to the current situation.

A Study on North Korea's UAV Threat and Response Stance (북한의 무인기 위협과 대응 자세)

  • Along with the 4th Industrial Revolution, the impact of "unmanned" is affecting all fields around the world, and in particular, in the military sector, "unmanned" is so important that it occupies a part of the main combat system. Recently, the South Korean military is facing a crisis due to the North Korea's UAV incident that invaded our airspace and descended to Seoul. In response, the South Korea military declared its willingness and countermeasures to capture and destroy North Korea's UAV. However, as the technological development of UAV continues and the utilization plan is expanding, the countermeasures for UAV at the current level can be useless. Also, the threat from North Korea is not just UAV. North Korea has practically a nuclear power and is set to conduct its seventh nuclear test, and its missile technology is also being advanced, with 38 arounds of 67 missile tests conducted in 2022 alone. It is also developing five key strategic weapons that can pose a fatal threat to Korea, and North Korea's strong conventional forces are located around the NLL(Northern Limit Line), and the port of Long Range Artillery is facing the Seoul metropolitan area. It is important to respond to North Korea's UAV threats, which are now receiving much attention, but it will be necessary to comprehensively analyze and clearly prioritize North Korea's threats and use a limited budget to respond to them.

Analysis of Factors Influencing on Food Supplier Selection Criteria in the Health-care Foodservice Operations (의료기관의 식자재 공급자 선정기준에 영향을 미치는 요인 분석)

  • The purposes of this study were to find factor which influence on the selection criteria of food supplier. Questionnaire were distributed to 52 general hospitals with more than 400 beds located in Seoul and Kyongin province, and responded questionnaires were collected from 44 dietetic departments (84.6%) and 18 purchasing departments (34.6%). The main results of this study can be summarized as follows: (1) supplier selection criteria include quality, service, cost and supplier competency. (2) With having been met with tight competition and market opening, hospitals plan a strategy to improve quality, service and they tend to have more interest in various supplier selection criteria. (3) Purchasing departments estimate more highly the rate of reflection in considering supplier selection criteria than the rate of importance about cost criteria, which reveals that purchasing departments sensitively respond to cost cutdown. (4) When selecting suppliers, a significant(p<.01) influence of stability of supplier industry environment on the selecting criteria such as the importances of quality, service, and supplier quality are recognized only after recognizing the stability of food delivery industry. Food supplier industry secures stability more quickly through major companies' participation in food distribution industry and this will reveal the importance of supplier selection criteria. (5) Suppliers which are selected by the quality criteria, service criteria, supplier quality criteria make efforts to communicate with foodservice departments, to give more proper information about substitute food, new product, and to make commitments, while suppliers which are decided by cost criteria do not establish supportive relationships with foodservice departments.

Development of Carbon Neutral Indicator Using Capacity of Carbon Storage on Urban Forest (도시 산림의 탄소저장능을 활용한 탄소중립지표 개발)

  • Carbon Neutral is one of the magnifying pan-governmental tasks which aim for stabilizing pan-global ecosystem. The purpose of this study is to estimates carbon neutral degree in cities by using capacity of carbon storage, which is carbon sinks, on forest and to develop an indicator that could be utilized in establishing policy related to climate change respond. When the carbon emitted from city has been absorbed or stored, the value of the indicator aiming to achieve carbon neutral could be drawn. The result and implication are as follows. First, while the annual amount of carbon emission in Gyeonggi S city was 18,787 thousand (tons), which was the highest, that of Gyeongbuk U city indicated the lowest with approximately 112 thousand (tons). Second, Gyeongbuk U city represented the largest capacity of annual carbon storage with about 16,748 thousand (tons), whereas the smallest figure was shown in Gyeonggi B city with 151 thousand (tons). Third, as result of the estimation of carbon neutral degree, the value of the indicator in Gyeonggi B city was 3% referring the lowest point, while that of other cities demonstrated over 100%. Forth, it has the possibility to suggest the fixed quantity when the plan for achieving carbon neutral of city is being processed. In the near future, after the completion of the construction projects of greenhouse gas inventory in all local governments, by utilizing the relative dates, the value of the indicator can be calculated and a more general conclusion could be drawn. Moreover, as expanding case studies to all domestic cities, generalness is in need.

Visual Impaxt Assessment of Hallasan National Park Management Action (한라산국립공원 관리시책의 경관영향평가)

  • Now, a management plan is being prepared to conserve the landscape and eco-system of Hallasan National Park. A major concern of park managers and residents is the visual impact that activities have of the Mt. Hala landscape. One of the most important aspects of making management decisions is assessing the visual impact of proposed actions accurately enough to judge whether or not those actions are acceptable. Park managers and residents need methods they can use to assess the visual impact of various management actions. The impact of proposed management activities was portrayed by CCG Photomontage techniques and viewers rated sets of color photomontages on a 7 point SD scale. The findings were as follows : the CCG Photomontage is quite practical, vegetation restoration is necessary, and the proposed management actions are feasible. The visual simulation technique and assessment method in this research helps residents visualize and respond to management activities, making residents' participation in the planning process more effective.
