The purpose of this study was to establish a complex disaster scenario that can comprehensively consider various disaster situations that may occur in the utility tunnel. Method: In order to comprehensively consider the correlation between disasters, a composite disaster scenario was derived from a combination of damage factors, respectively. A risk assessment was performed in order to derive the priorities of the scenarios. And based on the results, the priorities of complex disaster scenarios were set. Result: Based on the disaster cases in the utility tunnel, a plan was prepared for complex disaster scenarios centered on damage. A complex disaster scenario was specified using a semi-quantitative evaluation method for single and multiple disaster factors such as fire, flooding, and earthquake. Conclusion: The composite disaster scenario derived from this study can be used for the prevention and preparation of damage when the precursor symptoms of a disaster are detected. In addition, the results of this study are expected to be used as basic data for preparing strategic plans and preparing complex disaster response technologies to induce rapid response and recovery in case of emergency disasters.

The purpose of this study uses agricultural knowledge system theory to explore how the extension system in South Korea was developed and have worked well. By agricultural knowledge system we emphasized the dynamic networks of actors, processes of negotiation, and the diverse ways in which knowledge is constructed and performed. It was possible that individuals may participate in and utilize multiple knowledge systems. The knowledge systems reflected the idea that the boundaries between knowledge groups were not closed and that there could be considerable overlap between knowledge systems. The constructions of agricultural knowledge systems thus included social interactions, communication, and the diverse processes individuals employ to create, use, and evaluate multiple types and sources of information. As such, there were six priorities to development agricultural extension system; the linkage between agricultural colleges, Rural Development Administration(RDA), branch of RDA, establishing the research institution of research and extension linkage. exchange research agent with extension agent, developing information technology system, bottom-up approach, the linkage between national project and regional within extension projects, enforcement of informal learning.
In the context of the Ministry of Environment's 2022 Climate Change Adaptation Plan for Public Institutions, public sewage treatment plants are one of the important targets for climate change response aimed at sustainable water management. In this study, it is applied a modified methodology to four water regeneration centers (public sewage treatment facilities) in charge of sewage treatment in Seoul to analyze the impacts and risks of climate change and discuss priorities for adaptation measures. The results of the study showed that heavy rains, heat waves, and droughts will be the key impacts of climate change, and highlighted the need for measures to mitigate these risks, especially for facility managers.

In order to ensure both of the whole system capacity and users QoS requirements in heterogeneous wireless networks, admission control mechanism should be well designed. In this paper, Multi-agent Q-learning based Admission Control Mechanism (MQACM) is proposed to handle new and handoff call access problems appropriately. MQACM obtains the optimal decision policy by using an improved form of single-agent Q-learning method, Multi-agent Q-learning (MQ) method. MQ method is creatively introduced to solve the admission control problem in heterogeneous wireless networks in this paper. In addition, different priorities are allocated to multiple services aiming to make MQACM perform even well in congested network scenarios. It can be observed from both analysis and simulation results that our proposed method not only outperforms existing schemes with enhanced call blocking probability and handoff dropping probability performance, but also has better network universality and stability than other schemes.

Plastic surgery training worldwide has seen a thorough restructuring over the past decade, with the introduction of formal training curricula and work-based assessment tools. Part of this process has been the introduction of revalidation and a greater use of simulation in training delivery. Simulation is an increasingly important tool for educators because it provides a way to reduce risks to both trainees and patients, whilst facilitating improved technical proficiency. Current microsurgery training interventions are often predicated on theories of skill acquisition and development that follow a 'practice makes perfect' model. Given the changing landscape of surgical training and advances in educational theories related to skill development, research is needed to assess the potential benefits of alternative models, particularly cross-training, a model now widely used in non-medical areas with significant benefits. Furthermore, with the proliferation of microsurgery training interventions and therefore diversity in length, cost, content and models used, appropriate standardisation will be an important factor to ensure that courses deliver consistent and effective training that achieves appropriate levels of competency. Key research requirements should be gathered and used in directing further research in these areas to achieve on-going improvement of microsurgery training.

Currently, R&D investment of government is increased dramatically. However, the budget of the government is different depending on the size of ministry and priorities, and then it is difficult to obtain consensus on the budget. They did not establish decision support systems to evaluate and execute R&D budget. In this paper, we analyze factors affecting research funds by linear regression and decision tree analysis in order to increase investment efficiency in national research project. Moreover, we suggested strategies that budget is estimated reasonably.
Fisheries constitute an important sector in national economic development, and estimate to contribute about 3% of the total GDP and 5% of the GDP in agriculture. Fish production from aquaculture has been estimated at 950 tonnes for 2004. In 2003, Ghana produced only 51.7% of its requirements from its domestic sources and in 2004, achieved 68.1% of its fish requirement through domestic production and imports. It has been estimated that the production from ponds and culture-based fisheries is worth about US$ 1.5 million a year. The aquaculture sub sector comprises largely small-scale subsistence farmers who practice extensive aquaculture in earthen ponds in contrast to the intensive practices of commercial farmers. There is one cage facility which produces 200 tonnes or 21.1% of the total output. There are several laws to regulate and govern the sector and the government has set up institutions that are responsible for developing fisheries and aquaculture policy and directing and establishing research priorities. The Directorate of Fisheries (DoF) is the lead government agency for aquaculture development and the Water Research Institute of the Council for Scientific and Industrial Research (CSIR) is mandated to carry out aquaculture research. To promote fish farming, imports of farm fish are not allowed.

Smart Maritime Autonomous Surface Ship(MASS) is aiming to provide eco-friendly smart maritime navigation service based on safety, reliability and efficiency for maritime safety and marine environment protection. In the future, it is expected to bring about a radical change across the marine industry such as marine, maritime, port, logistics, ship-building and so forth. Therefore, in this paper, policy priorities related to the introduction of MASS were identified, and response strategies for each industry were set up, and a policy plan for establishing a smart maritime logistics system covering shipping, port and shipbuilding fields was proposed.
Purpose: The purpose of this study was to examine the frequency, perceived importance and competence of pediatric emergency nursing practice (PENP) in nurses who cared for pediatric patients in the emergency department. Methods: This cross-sectional descriptive study analyzed 175 emergency department nurses caring for pediatric patients at 7 university hospitals with more than 500 beds, located in Seoul and Gyeonggi Province. The measurement tool was modified from the Classification of Standard Nursing Activities to measure the frequency, importance of PENP, and nursing competence. It comprised 143 items in 16 domains of PENP. Results: The most frequent nursing practice was the domain of 'nursing records and environmental management' and the least frequent practice was the 'research and consulting' domain. The nursing care domain perceived to be most important by nurses was 'specialized intensive nursing care'. The nursing care domain with the highest level of nursing competence was 'hygiene care', and the domain with the least level of nursing competence was the 'research and consulting'. Conclusion: These results will be utilized as basic data for future pediatric emergency nursing education initiatives and for establishing priorities of nursing policy to improve health care for children admitted to the emergency department.
This paper intends to evaluate the policies which are considered necessary to enhance the T/S competitiveness of Busan's port, and thereby present suggestions to the government which would best implement the results of this research. This research first raises the claim that the majority of the following four conditions: location of the port, port productivity/service level, status of network with overseas ports, and cost competitiveness, should be satisfied in order to maintain a competitive T/S port. Based on these four conditions, seven policies, which are individually pertinent to the four conditions, have been drawn up for proposal, and they are also analyzed in the survey, where all the eligible samples participate to ensure if they are effective in enhancing the T/S competitiveness of Busan. Proposed important policies are a) Terminal operator integration, b) port infrastructure expansion, c) global carriers owned terminal operation, d) enhancement of national carrier's competitiveness, e) feeder carriers' owned terminal operation in new port, f) institutional support for effective and convenient environments for handling T/S cargo, and g) volume incentive expansion. From the analysis by which all the relevant parties (Carriers, Terminal Operators, Port Authority) are answered, it was found that all the seven policies have relevance in strengthening the transshipment competitiveness of Busan's port. Whereas in the analysis that uses AHP methodology to compare the significance among the different policies, it was found that terminal operator integration has the highest priority in terms of increasing transshipment competitiveness.
