항공기용 다목적 디스플레이의 기술표준품 인증 (TSO Authorization of Airborne Multipurpose Electronic Displays)

  • 민수용 항공기 산업에서는 해당 제품의 성능이 우수 하더라도 항공기의 항행 안전성을 확보하기 위하여 필요한 안전성 요구사항에 대한 적합성을 인정을 받지 못하면 법적으로 항공기에 사용 될 수 없는 특성이 있다 [1]. 이와 같이 다양하게 적용되어 지고 있는 항공 전자장비의 항행 안전성을 위하여 민간용 항공기에는 기술표준품 인증 제도를 시행하고 있다. KTSO-C113은 항공기용 다목적 전자식 디스플레이의 기술표준품을 인증하는 최소성능표준을 포함하고 있다. 기술 표준품 형식승인은 설계 및 제조에 대한 승인을 의미하여 항공기 장착하여 사용하기 위해서는 별도의 승인이 필요하다. 본 논문을 통하여 항공기용 다목적 디스플레이의 기술 표준품 형식승인 제도 및 인증 요구조건을 소개하고 적합성 입증을 위한 인증 사례를 제시한다.

  • The process and efficiency of monitoring building and construction violations is a concern of the construction industry. The detection of violations requires appropriate and sufficiently accurate spatial information to manage and support a comprehensive inspection process and monitor compliance. A building inspection workflow must extract appropriate spatial and measurement in-formation from a variety of sources, identify potential violations across a range of compliance criteria and determine the quality of resulting inspection reports. This paper presents a framework for supporting building inspections using spatial information and methods to detect construction violations and compliance. Current inspection processes involve issues around the identification of building violations, access to building regulations and existing spatial information, integration of a range of spatial and non-spatial information, and the quality of decisions within the inspection workflows. A survey of building inspectors was conducted and used together with the issues identified to establish the requirements for a spatial inspection framework. The results demonstrate how such a framework can support improved decision-making and reduced fieldwork effort in detecting and measuring the accuracy of building violations involving building placements, street offsets and footprint areas.

부산·경남지역 작업환경측정기관의 산업안전보건법 준수 실태 및 준수율 제고를 통한 측정기관 종사자 건강보호 방안 고찰 (A Study on the Compliance of the Occupational Safety and Health Act by Busan and Gyungsangnam-do Province Working Environment Measurement Institutions)

  • Objectives: This study aims to investigate whether working environment measurement institutions(WEMIs) are conducting safety and health education, risk assessment, and oversight of special management materials, and whether working environment measurement and special medical examinations are being conducted as prescribed in the Occupational Safety and Health Act(OSHA). Methods: In of February 2021, a questionnaire was prepared and distributed to 33 WMEIs registered with the Ministry of Employment and Labor(MoEL) in Busan and Gyeongsangnam-do Province. The responses were collected and then analyzed. Results: The findings show that 5 WEMIs(15%) complied fully with OSHA. Risk assessment was conducted by 13 WMEIs(39%) and safety education by 11 WMEIs(33%). Eighteen WMEIs(55%) conducted working environment measurement, and 29 WMEIs(88%) conducted special medical examinations. The implementation rate of the risk assessment in the health industry(85%) was higher than the one in the special technology industry(11%)(p<0.05). The implementation rate of the special medical examination in the examiners(54%) was not as high as the one in the analysts(91%)(p<0.05). Conclusions: The MoEL needs to check whether basic OSHA requirements are being observed during regular inspections by WEMIs. These findings indicate that it is necessary to prepare a plan to improve the rate of compliance with OSHA regulations.

기록관리시스템 기능요건 표준의 실무적 해석 (A practical analysis approach to the functional requirements standards for electronic records management system)

  • 최근 공표된 국내외 기록관리시스템 기능요건 표준은 기록관리 핵심 기능뿐 아니라 시스템관리와 선택적인 기능의 요건을 포함하여 상세한 수준에서 요건 기술을 하고 있다. 기능요건은 전자기록 관리의 실무 경험을 토대로 만들어지며, 정보기술의 표준화를 기반으로 전자기록 실무가 표준화되어 가는 추세에 따라 기능요건 표준들도 점차 내용적 공통성을 확보해 가고 있다. 또한, 기록관리전문가, 정보기술 전문가, 컨설턴트, 기록관리 응용패키지 벤더 등 다양한 전문가 그룹의 참여와 협력으로 만들어진 기능요건은 품질 수준이 향상되고 있을 뿐만 아니라 국제적 표준화의 경향도 높아지고 있다. 선진 모범 실무를 기반으로 만들어진 기록관리시스템 기능요건 표준을 벤치마킹하여 실무적 해석을 통해 유용한 시사점을 얻을 수 있다. 이 논문에서는 기록관리의 핵심이라 할 수 있는 분류와 처분 영역의 기능요건을 기록관리 업무와 연관하여 해석함으로써 우리나라 전자기록 실무에 의미있는 시사점을 얻고자 한다. 첫 번째로 분류의 계층 수를 고정적인 개수로 제한할 필요가 있는지, 분류의 말단에만 편철을 해야 하는지를 논의해 보고, 두 번째로 보유기간 기산일을 이벤트 방식으로 설정하는 방식의 특징과 상속개념을 이용하여 다중의 처분지침을 적용하는 방법에 대해 살펴보고, 세 번째로 기록관리가 조직의 규제준수와 위험관리에 대응하는 대안이 되어야 한다는 전제하에 각종 규제에 적극적으로 대응하기 위해 필요한 처분보류와 해제 기능에 대해 알아본다. 마지막으로 기록관리시스템이 기록관리자의 유용한 도구가 되기 위해 필수적인 기능인 대량 일괄작업에 대해 예시하고 있다. 기록관리자들은 기록관리시스템 기능요건 표준을 실무적 관점에서 해석할 줄 알아야 하며, 실무에 필요한 요건을 도출하여 전문적인 전자기록관리 업무 수행의 주요 도구인 기록관리시스템을 고도화해 나갈 수 있어야 한다. 국가기록원은 기록관리시스템 기능요건 표준의 적용 범위를 확대하여 다양한 이해당사자들이 공통의 기반에서 효과적, 효율적으로 전자기록관리 실무를 집행할 수 있는 토대를 마련해 가야 할 것이다.

  • A compliance control method of redundant manipulators is presented. This method is based on the new stiffness model, which allows us to modulate accurate joint stiffness of realizing the end effector stiffness to be varied with task requirements. Control model is developed and by implementing the proposed method in a three-dof(degree of freedom) planar redundant manipulator, its effectiveness is validated.

  • To verify the suitability of the Railroad safety requirements analysis, the actions of the function which it follows in a given operation condition are composed of the rule model or the state model. And it test must be possible. The subject of condition transfer in compliance with the transfer condition which is an event of system it will be able to accomplish the operation of system. However, tasks allocated to the actor are the duty which is added in organization. This time, the start of duty task is started in compliance with an external or internal condition. If there are 9 tasks which have one objective, the relationship among the previous and the current internal tasks and next tasks which will given is able to show in logical model. Thus when planning an organization, the integral part of class must include Task, Role and Position. And this time we make a series of outputs of examination of organizing model and examples to meet the capable skill.

국내 인터넷 뱅킹 사이트의 웹 접근성 준수 실태 (Web Accessibility Compliance of Internet Bankings in Korea)

  • According to the statistics revealed by Bank of Korea on March, 2007, Internet banking transactions outnumbered face-to-face banking services in Korea. Internet banking is becoming essential in every financial service sectors. For people with disabilities, Internet banking is more meaningful because they do not need to visit the bank, thereby saving inconvenient trips. Governments in many countries are working on setting standards and laws on the web accessibility for people with disabilities. Korea government enacted Korea Disability Discrimination Act in 2007. This paper examined the web accessibility compliance of Internet banking sites. Twenty one Internet banking sites were selected from the list in the Korea Federation of Banks's Web sites. We examined four major checkpoints that are considered crucial among the fourteen checkpoints in "Internet Web Contents Accessibility Guidelines" which was amended by Ministry of the information and Communication in 2005. The results showed that all of the twenty one Internet banking sites didn't meet the four major checkpoint requirements. Moreover, only one banking site satisfied alt-text requirement that is considered the most fundamental among the checkpoints.

  • A new bio-mimetic actuator is proposed. The actuator realizes bidirectional actuation since it is with a stretched film antagonistically configured with compliant electrodes. Also, it is distinguished from existing actuators with respect to the controllability of its compliance. Bidirectional actuation and compliance controllability are important characteristics for the artificial muscle actuator and the proposed one accomplishes these requirements without any mechanical substitute or complicated algorithms. In this paper its basic concepts and working principles are introduced with static and dynamic analysis. Control strategies for displacement as well as stiffness are introduced and experimental results are given to confirm the effectiveness of the proposed methods. In addition, an example of robotic actuating devices is given to confirm the usefulness of the proposed actuator.

  • For the certification of aircraft and part, it must be show the compliance with applicable requirements through system safety assessment. The safety assessment process should be planned and managed to provide the necessary assurance that all relevant failure conditions have been identified and that all significant combinations of failures which could cause those failure conditions have been considered. Complex systems, especially aircraft, should take into account any additional complexities and interdependencies which arise due to integration. In all cases involving integrated systems, the safety assessment process is of fundamental importance in establishing appropriate safety objectives for the system and determining that the implementation satisfies these objectives. This study review the safety assessment for the certification process of the aircraft engine system and analyze turbo-fan engine by fault analysis method for compliance with airworthiness requirement of aircraft engine system.
