The Modern Meaning of the Republic (공화국의 현대적 의미)

  • Traditionally, the definition of a republic in the constitutional sciences has remained passive, identifying whether or not a king exists. However, this is not an accurate understanding. Reinterpreting the meaning of the Republic at this point is expected to play a role in easing the side effects of neo-liberalism. It is more important than anything to establish a concrete picture of what a republic is in reinterpretating its meaning. Therefore, the main content of this paper is to clarify it by presenting requirements for the Republic.

  • The purpose of this study is to based on review of theoretical and empirical studies to assess the independence of central banks - the former Socialist republics, including the Russian Federation and Czech, Poland. In addition, the work is expected to clarify whether a link exists between independence and the most important economic indicators such as inflation, economic activity, the budget deficit. And The subject of this study are the formal and actual independence of national banks, as well as limiting factors: political and economic. Background investigation of the problem of independence of central banks from the fact that, according to many economists, it is essential to the successful development of a market economy. The effectiveness of any country's economy due to currency volatility, low inflation, high reliability of the banking system, etc. As far as the independence of monetary regulation contributes to these goals - one of the most actively debated issues in the world of economic theory and practice for a long time. The issue of central bank independence is extremely important for Russia, Czech, Poland. In the near future to the central bank has important tasks, among which are the transition to inflation targeting in the rejection of significant intervention in the foreign exchange market, as well as improving the sustainability of the national banking system. Transparency and independence of the Bank of Russia, Czech Republic, Poland, in my view, should be an important factor in achieving these goals. The countries of Czech Republic, Poland have already made a number of steps to bring the status of their banks to the European standards. Many other developing countries are also in the process of reforming their central banks and the improving conditions of their functioning. However, despite the fact that as a model for reform used by the central banks of countries with developed market economies, central banks in developing countries are still yet deprived of the legal, economic and political independence. A different situation exists in transition space. Because of significant differences in the views of the authorities in transition republics at the necessary level of independence of central banks and the exchange rate and monetary policy reform of monetary management in these countries led to different results.

A Dilemma of Kyrgyzstan Goes Through the Process of Nation-Building: National Security Problems and Independent National Defense Capability (국가건설과정에서 키르기스스탄의 국가안보와 자주국방의 딜레마)

  • The regions of Central Asia have each acquired an elevated strategic importance in the new security paradigm of post-September 1lth. Comprised of five states, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, Central Asia's newly enhanced strategic importance stems from several other factors, ranging from trans-national threats posed by Islamic extremism, drug production and trafficking, to the geopolitical threats inherent in the region's location as a crossroads between Russia, Southwest Asia and China. Although the U.S. military presence in the region began before September 11th, the region became an important platform for the projection of U.S. military power against the Taliban in neighboring Afghanistan. The analysis goes on to warn that 'with US troops already in place to varying extents in Central Asian states, it becomes particularly important to understand the faultlines, geography, and other challenges this part of the world presents'. The Kyrgyz military remains an embryonic force with a weak chain of command, the ground force built to Cold War standards, and an almost total lack of air capabilities. Training, discipline and desertion - at over 10 per cent, the highest among the Central Asian republics - continue to present major problems for the creation of combat-effective armed forces. Kyrgyzstan has a declared policy of national defence and independence without the use of non-conventional weapons. Kyrgyzstan participates in the regional security structures, such as the Collective Security Treaty Organisation (CSTO) and the Shanghai Co-operation Organisation (SCO) but, in security matters at least, it is dependent upon Russian support. The armed forces are poorly trained and ill-equipped to fulfil an effective counter-insurgency or counter-terrorist role. The task of rebuilding is much bigger, and so are the stakes - the integrity and sovereignty of the Kyrgyz state. Only democratization, the fight against corruption, reforms in the military and educational sectors and strategic initiatives promoting internal economic integration and national cohesion hold the key to Kyrgyzstan's lasting future

A study on Lemon Revolution in Kyrgyzstan and a Possibility of East-West Hegemony (키르기스스탄의 레몬혁명과 동서 패권주의 가능성 연구)

  • The Reasons which Rose Revolution, Orange Revolution, and Lemon Revolution had been much argued in international society are as follows: Firstly, the important fact was that authoritarian governments in Georgia, Ukraine and Kyrgyzstan were collapsed not by physical violences and military forces, but by unblooded civil movements, so called Civil Revolution. And it is also called as Colorful Revolution. Secondly, during the advance of three Civil Revolution, hegemony conflicts between Russia and western powers including US appeared. In fact, tensions between the two countries, Russia and US had already occurred in Post-soviet region after dissolution of Soviet Union. Thirdly, as a result of three Civil Revolution, there were built up fullest attentions in international societies about the possibilities of other civil revolutions, that is to say, 'Colorful Revolution' among the countries which were the republics of former USSR. In this respect, in this investigation of Lemon Revolution in Kyrgyzstan as like Rose Revolution in Georgia and Orange Revolution in Ukraine, this article examined the roles and supports toward NGOs of Western powers including US. To my opinion, it is likely that NGOs, with powerful sponsors, become political bodies working through networks and media rather than being rooted in civil society and acting on behalf of citizens. And that powerful sponsors, directly or indirectly financed by outside governments, become involved in political activities. So NGOs have been important roles in promoting civil revolution as political agencies and more political instruments of foreign governments. In the long run, through the Colorful Revolution, it is better to understand that hegemony struggle is beginning between external concerned superpowers including US and Russia, rather than hegemony struggle having directly broke out.

21st Century ROK's Art History Research on Central Eurasia (21세기 한국의 중앙유라시아 미술사 연구)

  • This article attempts to examine both the outcome and future task of the art history research on Central Eurasia, better known under the name of "Silk Road". The term Central Eurasia encompasses Xinjiang Uygur, Tibet, Mongolia, former Soviet Republics, the northwest region of India, Iran and Turkey. The article analyzes the 30-year history of the region's art history research and further presents a desirable direction that the study should move towards. Though short in its research period, the ROK's art history study on Central Eurasia has shown eye-catching achievement in several areas such as the northwest region of India and the Xinjiang Uygur, Dunhwang of China. Two factors allowed for this accomplishment. First was the actual improvement of the work environment, where the scholars were finally able to travel to Central Eurasia and explore the historic sites for themselves since 1990. More important was the 'arena of study' for the next-generation scholars made possible by institutions like The Korean Association for Central Asian Studies and the Center for Central Eurasian Studies. Slowly but consistently, the two academic societies induced scholars' attention towards the field and fostered new experts. Circumstances changed, marking 2012 as the starting point. International academic forums held by the government branches surged in number. The intention behind it was to link the ROK with the Silk Road and ultimately to obtain the "Eurasia initiative". As of now, the public has shown heightened interest in the issue. The academia is subsequently riding on this second "wave of interest" following the first wave in the 1980s. However, increased popularity comes with some negative consequences, and this art history research on Central Eurasia is no exception. There are criticisms regarding the objectivity of recent academic forums. Some argue that the aim of the forums are sternly set most of the times, prohibiting the presenters to voice their own perspectives. Still, this heated attention will definitely play its role as a stepping stone for further development. The academia should commit to fostering rising researchers who will systemically and professionally study the field. This is imperative in order for the Korean culture to successfully communicate with the world and take itself to a new level. Without completing this task, the ROK's art history research on Central Eurasia is likely to remain idle.

A Study on the Characteristics of Commemoration in World War II Memorials - Focus on the War Memorials of the United States, the Soviet Union, and Germany - (제2차 세계대전 전쟁 메모리얼에 나타난 기념성 - 미국, 소련, 독일의 전쟁메모리얼을 대상으로 -)

  • This study aimed to analyze the commemoration characteristics of the national war memorials made by the United States, the Union of Soviet Socialist Republics(the Soviet Union), and Germany that participated in World War II(WW II). The results of the study are summarized as follows. First, the creation of the WW II memorials of the United States, the Soviet Union, and Germany aimed to commemorate the dead and victims. By country, the United States promoted unity and victory with representing the just and great cause for freedom, and the communist Soviet Union emphasized the Great Patriotic War that defeated fascist Nazi Germany. On the other hand, Germany, which had difficulty in national commemoration, cherish the victims of the war and aimed for peace. Second, WW II memorials were located in places of national significance such as national representative places and battlefields, and in Germany they were built in church cemeteries and public cemeteries. In addition, it showed concise and moderate aesthetic characteristics with a symmetrical and formal form centered on the axis of space in memorials. Third, the United States and the Soviet Union commonly visualized the appearance of war on the memorial wall. By country, the United States engraved sacrifice and dedication for freedom, and differently the Soviet Union and East Germany engraved messages promoting communist ideology as memorial texts. As for landscape details and sculpture, the United States emphasized national unity through eagles symbolizing the country and a colonnade representing each state and territory, and the Soviet Union set up a communist-style soldier sculpture. The United States and the Soviet Union, both countries used sculptures and laurels that symbolize victory, but in Germany, the statues of a fallen soldiers were installed in the memorial. Politically, the United States commemorated the victory of the war and also promoted unity, and the Soviet Union emphasized the Great Patriotic War and promoted communism. As the United States, the Soviet Union, and the Germans believed in Christianity universally, Christian symbols such as the crucifixion, the church, and the statue of Evita were often used. Further study will be required to establish national identity at memorials and advanced commemorative culture in Korea.
