Hydrogen is considered a key energy source to achieve carbon neutrality through the global goal of 'Net Zero'. Due to limitations in domestic green hydrogen production, Korean companies are interested in importing green hydrogen produced overseas. Because Australia and the Middle East possess high-quality renewable energy resources, they are attracting attention as suitable regions for producing green hydrogen using renewable energy. The cost of constructing and operating a green ammonia plant varies depending on the region. In this study, an economic feasibility comparison of green ammonia plant construction in Australia and the Middle East is conducted. Through this, it is expected to contribute to the economic analysis and feasibility analysis of the project to import hydrogen in the form of green ammonia into Korea.
우리나라는 기후변화 대응 및 효율적인 에너지 이용을 위하여, 2012년부터 신재생에너지 공급의무제(RPS, Renewable Portfolio Standard)를 시행할 계획이나, 신재생에너지 자원의 부족, 관련기술 수준의 한계 등으로 국내 발전부문에서의 RPS 공급의무율 이행에는 어려움이 예상되며 목질계 바이오매스의 석탄화력 혼소가 대안 중에 하나이다. 목질계 바이오매스의 석탄화력 혼소는 기술적 접근이 용이하고, 유연탄과 비교했을 경우 $CO_2$ 편익, 신재생에너지 인증서(REC, Renewable Energy Certificate) 편익 등을 고려시 경쟁력이 있으며, 발전 원가 측면에서 타 신재생에너지 전원보다 우수하다. 따라서 국내발전부문에서 중장기적인 RPS 공급의무율 이행을 위해서는 목질계 바이오매스의 활용이 요구된다.
한국지역난방공사 SS지사에서는 시설용량 전기 99MW, 열 98Gcal/h 규모의 열병합(Combined Heat & Power) 발전소를 구역전기사업으로 운영하고 있다. 이 지역은 경기불황과 수요감소로 하절기 6~9월 사이에 잉여열 처리문제가 발생하여 발전기를 가동하기 곤란한 상황이므로 경제성 있는 에너지 신사업모델 개발이 절실하다. 본 연구에서는 이곳의 실제 운영자료를 기반으로 신재생 에너지 하이브리드 시스템을 도입하여 최적화 운영모델을 개발하고자 한다. 특히 신재생에너지 중에서도 입지제약이 작고 열과 전기를 동시에 생산할 수 있는 연료전지(Fuel Cell)발전과 대표적인 신재생에너지인 태양광(Photovoltaic)발전과 심야발전시 전력을 저장하여 주간에 전력을 방출 할 수 있는 ESS(Energy Storage System)의 조합을 검토하였다. 이에 따른 최적화 모델 선정은 HOMER(Hybrid Optimization of Multiple Energy Resources) 프로그램을 활용하였다. 경제성 분석을 수행한 결과, 순 현재비용(NPC) 측면에서는 기존의 99MW 열병합발전이 가장 경제적이지만 신재생에너지를 사용하여 발생되는 탄소배출권 거래와 REC(Renewable Energy Certificate) 거래를 포함한 측면에서는 99MW의 CHP와 5MW의 연료전지, 521kW의 태양광을 하이브리드 시켜서 전력과 열을 공급하는 것이 99MW의 CHP 열병합발전만으로 전력과 열을 공급하는 것보다 최대 2,475억원 경제적인 것으로 나타났다. 구역전기사업에서 최적화 공정모델로 연료전지와 신재생에너지 하이브리드 시스템을 도입함으로써 경제성을 개선시킬 수 있는 결과를 확인하였다.
Since Paris Climate Change Conference in 2015, many policies to reduce the emission of greenhouse gas have been accelerating, which are mainly related to renewable energy resources and micro-grid. Presently, the technology development and demonstration projects are mostly focused on diversifying the power resources by adding wind turbine, photo-voltaic and battery storage system in the island-type small micro-grid. It is expected that the large-scaled micro-grid projects based on the regional district and town/complex city, e.g. the block type micro-grid project in Daegu national industrial complex will proceed in the near future. In this case, the economic cost or the carbon emission can be optimized by the efficient operation of energy mix and the appropriate construction of electric and heat supplying facilities such as cogeneration, renewable energy resources, BESS, thermal storage and the existing heat and electricity supplying networks. However, when planning a large residential town or city, the concrete plan of the energy infrastructure has not been established until the construction plan stage and provided by the individual energy suppliers of water, heat, electricity and gas. So, it is difficult to build the efficient energy portfolio considering the characteristics of town or city. This paper introduces an energy mix optimization(EMO) method to determine the optimal capacity of thermal and electric resources which can be applied in the design stage of the real large-scaled residential town or city, and examines the feasibility of the proposed method by applying the real heat and electricity demand data of large-scale residential towns with thousands of households and by comparing the result of HOMER simulation developed by National Renewable Energy Laboratory(NREL).
전 세계적으로 다양한 해양에너지 개발사업이 활발하게 추진되고 있으며 세계 각국은 해양에너지 개발에 대한 투자와 정책지원을 확대하고 있다. 삼면이 바다로 둘러싸인 우리나라는 풍부한 해양에너지 자원을 가지고 있으며 그 중에서도 해상풍력, 조류발전, 파력발전, 해수온도차 발전 등에 관심과 투자가 더욱 집중되고 있다. 하지만 친환경적이라 여겨지는 해양에너지 개발사업이 오히려 환경을 훼손하고 지역주민과의 갈등을 유발하는 대상으로 지적되기도 한다. 이러한 문제는 경제적 효율성만을 강조하여 입지를 선정하거나 발전시설의 건설과 운영이 미치는 해양생태계와 해양환경에 대한 영향조사가 소홀히 되거나 현실적으로 이에 대한 정보수집이 어렵다는데서 출발한다. 이에 본 연구는 국내외 사례분석을 통해 우리나라 해양에너지 개발사업이 보다 친환경적으로 추진될 수 있는 정책적, 제도적 방안은 무엇인지 모색하는데 목적을 두었다. 본 연구에서는 해양에너지 개발사업 계획 수립 시 전략환경영향평가를 실시하여 환경성을 고려한 선제적 입지선정을 진행할 것과 해양에너지 개발사업의 건설과 운영과정에서 지속적인 해양환경 모니터링을 실시하여 환경영향자료가 확대되는 방안이 강구 될 것 등을 제안하였다.
Wind energy, which is one of renewable energy, would be useful resources that can be applied to making energy recycling villages without using fossil fuels. This study analyzed energy potential on wind power considering weather condition in three rural villages and compared with energy consumption surveyed. A wind turbine system in the 5kW class can generate 26.1%, 73.9% and 39.5% of the yearly mean consumption of electric power per house in Makhyun, Boojang and Soso respectively. A 750kW wind turbine system can generate 1.7%, 30.3% and 22.1% of the total amount of electric power consumption in three study villages respectively. Wind power energy density was too low in Makhyun and Soso, so it is determined that the application of wind turbine system is almost impossible. Wind energy potential was generally low in Boojang either, but it is evaluated that there is a little possibility of wind power generation relatively. For practical application of renewable energy to rural green-village planning, assessment of energy potential for the local area should be preceded.
As more and more renewable energy resources are connected into the existing power system and their generation capacities are increasing, the need for regulations to minimize their impacts on the power grid is increasingly growing. And minimizing the irregular impacts made by grid-connected wind generators is important, since the output power generated by renewable energy resources can be changed easily by the weather condition and surrounding environment. In South Korea, an operational technical standard for distributed generation is used as a regulation, in which renewable energy sources including wind power are considered as a kind of distributed generation. In this paper, an international standard, IEC 61400-21, for the grid-connected wind turbine generating system(WTGS) will be introduced and a comprehensive and detailed review on the measuring methods of power quality characteristic parameters for WTGS based on the related IEC standards will be presented. Additionally, some prerequisites for applying the international standards to KEPCO system will be proposed.
