The Effect of New and Renewable Energy Equipment KS Certification Requirements on the Performance of Firms (신재생에너지설비 KS인증 요구사항이 기업 성과에 미치는 영향)

  • New and Renewable Energy Equipment Certification program has been integrated into the KS(Korean Industrial Standards) certification system as of July 29, 2015. This study is to determine whether the KS certification requirement has had a positive effect on corporate performance (e.g. quality improvement, financial result, customer satisfaction) within those that had already acquired the New and Renewable Energy Equipment KS certification. As a result, among the requirements for the KS certification, quality management, product management, and product testing have a positive impact on product quality improvement, and product testing has shown a positive influence on customer satisfaction. Although requisite for the KS certification did not have a significant effect on financial outcome such as increase in revenue, it has shown to have positive consequence to some extent on those firms that newly obtained the certification.

  • Deploying new and renewable energy should be encouraged due to scarce of natural resources and to reduce the $CO_2$ emission. Regarding the Green Building Certification System, '2.2.1 new and renewable energy use', and '2.3.1 carbon dioxide emission reductions' are related to new and renewable energy. Applying new and renewable energy can achieve the score in two criteria mentioned above and most of buildings get a perfect score in the green building certification system. So these criteria needs to be revised to have discrimination. In this study, supply rate of new and renewable energy of the buildings that have achieved Green Building Certification by E Green Building Certification Institute was analyzed. The improvement of assessment criteria related to new and renewable energy is proposed and could be applied to the revisions.

A Study on the Development Direction of the Renewable Energy Carbon Certification System: Focused on Analysis of International Trade Policy and the Dispute Cases Related to Environmental Labeling (재생에너지 탄소인증제도의 개발 방향성에 관한 연구 : 국제무역규범 및 환경라벨링 관련 무역 분쟁사례분석을 중심으로)

  • With the adoption of the Paris Agreement, a new climate regime is intensifying the global interest in reducing greenhouse gas emissions. In the meantime, Korea is preparing to introduce a new renewable energy carbon certification system in order to activate the use of renewable energy and to reduce carbon emissions in the entire life cycle of manufacturing and disposal of renewable energy facilities. Therefore, this study aims to identify the implications for the introduction of the carbon certification system and to establish a theoretical basis for the system design by examining the status of overseas carbon certification, international trade norms and trade disputes. As a result, carbon emissions certification is being implemented in developed countries such as EU, UK, France, USA and Japan, but only France, Germany and EU have adopted carbon certification for renewable energy sector. The analysis of the WTO TBT Agreement and GATT also confirmed the possibility of a violation of the international trade rules of the carbon certification system and derived nine international technical standards related to carbon certification. Finally, by examining the case of trade disputes related to environmental labeling, the minimum requirements to be considered at the institutional design stage were drawn to eliminate the possibility of trade disputes.

Time Series Analysis of Crystalline Silicon Photovoltaic Module Certification Results (결정질 실리콘 태양광발전모듈 인증 실적의 시계열 분석)

  • Crystalline silicon photovoltaic module certification began in 2007. "Renewable Energy Equipment Certification Scheme" was implemented until July 28, 2015. Then, the scheme was changed to "KS Certification Scheme" since July 29, 2015. A total of 2,331 models have been certified by 2016. The proportion of multi crystalline modules in certified products is higher than that of mono crystalline modules, and Korean modules account for 78% of the total certification modules. Chinese solar cells account for the highest percentage of 40% of the total modules and 62.4% of modules certified in 2016 use Chinese solar cells. With the development of technology, module power is continuously increasing, and efficiency is also rising. The average efficiency of mono crystalline module is 0.74% higher than the average of multi crystalline module. As a result of comparing domestic module with Chinese module, the highest efficiency of mono crystalline module and multi crystalline module and the average efficiency of mono crystalline module are higher than those of Chinese module, but the average efficiency of multi crystalline module is similar to that of Chinese module.

  • Standards are increasing of importance for New & Renewable energy. The rapid growth of production is one reason for this but standards are equally important in ensuring the quality and reliability of installed New & Renewable energy systems, which have a propound impact on acceptance of the technology in the expanding marketplace. Korea government (Korea Agency for Technology and Standards, KAIST)make and implement a five year plans for promotion of international standardization of this field from 2004. KATS leads the technology innovations and eventually increases the international competitiveness. Strategic collaboration with other countries is also strengthened through Korea's participation in international standards and conformity assessment system such as IECEE(IEC system for conformity and certification of electrical equipment). One of the major goals of the Plan is to facilitate trade between Korea and its trading partners by emphasizing harmonization of its national conformity assessment system with international norms.

Market Acceptability of the ZEB Certification System for Public Buildings According to the 2025 Roadmap (2025년 의무화 로드맵에 따른 공공시설 제로에너지건축물 인증제도 시장 수용성)

  • The ZEB certification system has come into effect since 2018 according to the ZEB road map. From 2020, the public buildings with the total floor area smaller than $3000m^2$ are the target of the certification, and it will be extended to the buildings with up to $5000m^2$ floor area in 2025. However, current mandatory regulations for public office buildings seem already to meet the ZEB certification system planned for 2025. In this work, two buildings belong to $3,000{\sim}5,000m^2$ in total floor area were selected to analyze the possibility of meeting the ZEB certification only by following current obligation regulations. Results showed that the test buildings satisfied the minimum building energy efficiency and energy self-sufficiency rates for the ZEB certification when the mandatory insulation and installation ratio of renewable energy are applied. This can be useful for revising the road map or extending the target buildings of the ZEB certification.

  • This paper describes a design strategy at conceptual design stage using RETScreen software tool for building application of renewable energy resources. Currently, government and public buildings are required to adopt renewable energy systems with a minimum requirement for the amount of renewable energy supply. Meanwhile, there is a certificate program for private office buildings to enhance propagation of renewable energy systems. When considering application of renewable energy systems to a building, it is worthwhile developing a method to determine optimal design sizes of renewable energy systems. In the paper, a design strategy is introduced with a couple of case studies to determine optimal capacities of each renewable energy system in a building and suggest to use the method to evaluate the system for the building certificate program and the mandatory renewable target program. Objective functions considered in the study are initial system cost and reduction of CO2 emissions from the system. In the optimization study, it is assumed that solar thermal collectors are installed to satisfy solar fraction of 60%. Other renewable energy systems such as ground-source heat pump, solar PV and non-renewable systems such as electric chiller and gas-fired boiler are sized using an optimal sizing method with RETScreen suggested the authors previously.

  • Recently, the green building and energy connection system are establishing. But, National certification system for environment-Friendly Buildings is indicated hangup about energy efficiency of building. Commissioning, energy conservation, renewable energy, carbon dioxide emissions, it is determined that the energy associated with LEED and GBCC four items of the comparative analysis showed the following results. First, on the practical performance of the system after the completion of commissioning of the energy associated with the system completed until after the final performance for secure operation from the planning stage to verify and document systematically how to perform, but the domestic review and verification is incomplete. Second, the use of energy-saving and renewable energy is directly related to the energy consumption of the building, but GBCC the strengthening of standards on how to evaluate it is deemed necessary. Finally, the evaluation of the reduction of carbon dioxide emissions, LEED Unlike GBCC the life-cycle of the system without considering the global warming index only because a substantial step in the operating efficiency can not be assessed. Based on this study GBCC energy savings through efficiency to actively carry out research through a systematic analysis of the basic guidelines to proceed.

  • Researches and developments of tidal energy converters are close to commercialization stage. But, commercialization of tidal energy converters is not ready in korea. In Europe, many experts of company, laboratory and public institution involved in marine energy are active for commercialization of marine energy converters in European Marine Energy Centre. Furthermore, in IEC/TC114, standardization of technical standards for assessment and certification of tidal energy converters of each country is under discussion. Therefore, We have to prepare for commercialization, standardization and entry into the overseas market. In this study, trends of commercialization and standardization of international markets of marine energy converters are investigated and certification schemes of overseas are analyzed. We expect that this study will make contribution to establish the foundation of commercialization of tidal energy converters.

  • Recently, the application of renewable energy to building is steadily increasing in domestic due to the energy saving efforts around the world. Among the all, wind energy is one of the rising energy source because of its high technological maturity. Domestic wind power market has rapidly increased in recent years but the certification system for wind turbine has not been activated since it was introduced in 2009. Thus, this study aims to propose the improvement of certification system for wind turbine by comparing domestic certification system with international certification system. The result of this study are as follows. First, domestic certification system needs to be subdivided and established by systematic standards. Second, it is considered that education about rating standards is required to wind turbine makers to activate domestic certification system. Third, domestic certification agenciesand test agencies need to be unified and reduced.
