자율운항선박 항해를 위한 원격운항자 최저역량에 관한 연구

  • 국제해사기구(IMO)는 자율운항선박(MASS)의 안전한 운항을 위해 해사안전위원회(MSC), 법률위원회(LEG) 및 해상교통간소화위원회(FAL)에서 협약규정식별작업(RSE)을 완료하고 각 위원회별로 MASS의 안전한 운항을 위한 조치방안에 대해 검토 중에 있다. RSE 결과를 반영하여 향후 MASS Code 개발과정에서 원격운항자(Remote Operator)가 중요한 검토사항이 될 것으로 식별됨에 따라 원격운항자가 갖추어야 할 최저역량에 대해 제시하였다. 또한 MASS Code 개발과정에서 논의될 운항모드(Mode of Operation)에서 원격운항자에게 필요한 역량에 대해서도 검토하였다.

Analysis of Vessel Traffic in Tokyo Bay Observed by New Remote Radar Network System

  • Since 2000, the authors have been developing remote radar network system to observe the vessel traffic in Tokyo Bay. In December 2002, the first operational remote radar station was set at the National Defense Academy in Yokosuka, and vessel traffic observation was started. However, it was impossible to perform accurate observation in the northern part of Tokyo Bay by this Yokosuka radar station only. In September 2003, the second remote radar station and AIS receiving station were installed at Higashi Ogishima in Kawasaki. This second radar enabled us to carry out accurate observation in that area. Both radars can be remotely controlled from the monitoring station in Tokyo University of Marine Science and Technology. On September 30 and October 1,2003, the vessel traffic observation was carried out using both radars. Combining radar images observed by both radars, the ships' tracks were taken and the dangerous ships were extracted by using SJ value and Bumper Model. The time changes of dangerous ship density in some areas in Tokyo Bay and utilization ratio of the traffic routes were also investigated. In addition, analyzing the AIS date received at Kawasaki station, the positions and speed vectors of the ships equipped with AIS were shown.

  • Telematics is a leading IT service where wireless internet service represented by information and mobility is extended to the area of transportations to provide Telematics service. One of the killer-application about Telematics is navigation system. Recently, due to the mass storage conversion, the performance of the terminal and mobile communications technology development, navigation system is also changed. It more and more develops into 3D in a pre-existence 2D map. In the future, it is expected to include the remote sensing map or video map. There is also the characteristic of all the information expressed in frequently a change partially happening. That is, POI(Point Of Interest) which is freshly registered or is deleted is many. In a pre-existence, Map Contents Providers offer the new version map by off-line monthly or quarterly. And a user wastes time and is inconvenient because of updating the total map by the off-line. Thus, in this paper, in order to resolve this, we describe MAUS(Map Air Update Server) for updating only the partial map that was changed

A Simulation Based Assessment for Evaluating the Effectiveness of Quasi-Zenith Satellite System

  • Since the operation of the first satellite-based navigation service, satellite positioning has played an increasing role in both surveying and geodesy, and has become an indispensable tool for precise relative positioning. However, in some situations, e.g. at a low angle of elevation, the use of satellites for navigation is seriously restricted because obstacles like buildings and mountains can block signals. As a mean to resolve this problem, the quasi-zenith satellite system has been proposed as a next-generation satellite navigation system. Quasi-zenith satellite is a system which simultaneously deploys several satellites in a quasi-zenith geostationary orbit so that one of the satellites always stay close to the zenith if viewed from a specific point on the ground of East Asia. Thus, if a position measurement function compatible with CPS is installed in the quasi-zenith and stationary satellites, and these satellites are utilized together with the CPS, four satellites can be accessed simultaneously nearly all day long and a substantial improvement in position measurement, especially in metropolitan areas, can be achieved. The purpose of this paper is to evaluate the effectiveness of quasi-zenith satellite system on positioning accuracy improvement through simulation by using precise orbital information of the satellites and a three-dimensional digital map. Through this developed simulation system, it is possible to calculate the number of simultaneously visible satellites and available area for positioning without the need of actual observation. Furthermore, this system can calculate the Dilution Of Precision (DOP) and the error distribution.

Suitability Evaluation Method for Both Control Data and Operator Regarding Remote Control of Maritime Autonomous Surface Ships (자율운항선박 원격제어 관련 제어 데이터와 운용자의 적합성 평가 방법)

  • Remote control is used for operating maritime autonomous surface ships. The operator controls the ship using control data generated by the remote control system. To ensure successful remote control, three principles must be followed: safety, reliability, and availability. To achieve this, the suitability of both the control data and operators for remote control must be established. Currently, there are no international regulations in place for evaluating remote control suitability through experiments on actual ships. Conducting such experiments is dangerous, costly, and time-consuming. The goal of this study is to develop a suitability evaluation method using the output values of control devices used in actual ship operation. The proposed method involves evaluating the suitability of data by analyzing the output values and evaluating the suitability of operators by examining their tracking of these output values. The experiment was conducted using a shore-based remote control system to operate the training ship 'Hannara' of Korea National Maritime and Ocean University. The experiment involved an iterative process of obtaining the operator's tracking value for the output value of the ship's control devices and transmitting and receiving tracking data between the ship and the shore. The evaluation results showed that the transmission and reception performance of control data was suitable for remote operation. However, the operator's tracking performance revealed a need for further education and training. Therefore, the proposed evaluation method can be applied to assess the suitability and analyze both the control data and the operator's compliance with the three principles of remote control.

  • DEM(digital elevation map) is a very useful information in various applications. In this paper, we have studied on the terrain matching algorithm using the DEM, which was proposed by Rodriguez and Aggarwal(1990) for an aircraft navigation system. We evaluated its performance using syntactic images. Cliff maps and critical points are used for the reduction of computation time and information size to be processed. The computer simulation shows that though the computational complexity is high, the technique is efficient even to noisy images.

  • This paper introduces the result of a 3D climbing navigation system development which is based on PDA. In the visual viewpoint, this system is better than conventional systems that were developed 2D based. In addition, the proposed system was developed so that it could become compatible with these systems. In this paper, we will illustrate as the functional viewpoint than technical description about the system development.

  • Recently, the ship automation technology(SAT) has received great attention for the efficient management of the ship with minimum human efforts. Among the SAT, a distance measuring system, the key element is the signal processing unit for the interpretion of the received signal from the remote sensing of the oil tank. In this paper, the tank monitoring system using FM-CW is described for the oil tank level guage measurement with an emphsis of signal processing unit.

Basic Architecture of Navigation Safety Module in S2 Service of Korean e-Navigation System

  • IMO introduced the concept of e-Navigation and proposed MSPs(Maritime Service Portfolios) concept to reduce marine accidents, to improve efficiency of ship operation, port operation, and ship operation technology. Korean e-Navigation defines S1 ~ S5 services, as the service concept focused on domestic e-Navigation service corresponding to IMO MSPs, and is constructing a system as an ongoing project. S2 service (onboard system remote monitoring service) among the concepts of Korean e-Navigation services, is a service concept that judges the emergency level according to risk if an abnormal condition occurs during navigation, and provides corresponding guidance to accident ships based on emergency level. The purpose of this paper is to provide a basic architecture proposal of Korean e-Navigation S2 service navigation safety module, based on the S2 service operation concept. To do this, we conducted a questionnaire survey to ask experts with experience with sailors, to respond to the subjective risk experienced by sailors considering effects of anomalies, including equipment failure relative to sailing and navigational safety. Risk level for each abnormal condition was classified. The basic algorithm design of the navigation safety module is composed of safety index (SI) calculation module based on results of questionnaire and expert opinions, safety level (SL) determination module according to safety index, and corresponding guidance generation module according to safety level. To conduct basic validation of basic architecture of the navigation safety module, simulation of the ship anomaly monitoring was performed, and results have been revealed.

Video Segmentation and Video Segment Structure for Virtual Navigation

  • In recent years, the use of video in GIS is considered to be an important subject and many related studies result in VideoGIS. The virtual navigation is an important function that can be applied to various VideoGIS applications. For virtual navigation by video, the following problems must be solved. 1) Because the video route may be not exactly coincided with route that user wants to navigate, parts of several video clips may be required for single navigation. Virtual navigation should allow the user to move from one video to another at the proper position. We suggest the video segmentation method based on geographic data combined with video. 2) From a point to a destination, the change frequency of video must be minimized. The frequent change of video make user to mislead navigation route and cause the wasteful use of computing resource. We suggest methods that structure video segments and calculate weight value of each node and link.
