농업용 저수지 제방에서 토목섬유 블랭킷의 길이에 따른 감압정의 성능 평가 (Evaluation on the Performance of Relief Wells Using Geosynthetics Blanket Length as a Parameter in an Agricultural Reservoir Embankment)

  • 저수지 제방의 침투제어를 목적으로 설치하는 감압정의 성능은 감압정의 직경, 간격, 관통율, 지반의 투수계수, 기초지반 지층의 두께 등 다양한 변수에 의해 영향을 받는다. 따라서 침투수압 경감을 목적으로 감압정을 채택하는 경우 이러한 매개변수를 충분히 검토하여 감압정의 설치제원을 결정해야 한다. 본 연구에서는 저수지 제방의 침투제어를 위한 대책공법으로 제방의 하류부에 감압정과 제방의 상·하류부에 토목섬유 블랭킷(이하 블랭킷)을 병행하여 설치하는 경우 블랭킷의 길이가 감압정의 성능에 미치는 영향을 평가하였다. 상·하류 블랭킷 길이-유량 관계에서 상류 블랭킷의 길이가 증가할수록 감압정에서 배출되는 유량은 감소하며, 하류 블랭킷의 길이가 증가할수록 감압정의 배출 유량은 증가하는 것으로 나타났다. 상·하류 블랭킷 길이-간격 관계에서 상류 블랭킷의 길이가 증가할수록 감압정의 간격은 증가하며, 하류 블랭킷의 길이가 증가할수록 감압정의 간격은 감소하는 것으로 나타났다. 따라서 블랭킷과 감압정을 병행하여 설치함으로써 댐제방의 침투안정성을 확보하고자 하는 경우 침투유량의 배출을 최소화하고 감압정의 간격 확대를 통한 경제성 확보를 위해서는 상류의 블랭킷 길이 증가가 하류의 블랭킷 길이 증가보다 더 효율적인 것으로 나타났다.

  • Through 3D seepage analysis of pressure relief well installed on the embankment of agricultural reservoir, the effects of reducing pore water pressure and hydraulic gradient, and increasing piping safety, depending on diameter (0.2, 0.4, 0.6 m) and space (10, 25, 50 m) of relief well, were analyzed. The conclusions drawn through this study are as follows. i) At the location of pressure relief well, pore water pressure decreases by 25.3~62.5%, and hydraulic gradient decreases by 22.4~55.7%. ii) Between relief wells, pore water pressure decreases by 2.7~40.3%, and hydraulic gradient decreases by 2.8~47.0%, which are relatively less than at the cross section of installed location of relief well. iii) Piping safety factor by critical hydraulic gradient increases by 28.9~125.6% at the location of relief well and increases by 2.9~88.8% between relief wells. iv) Seepage analysis needs to be performed by the 3D method to make evaluation of seepage at the location of relief well and between relief wells possible. v) Additional evaluation is required for various conditions such as waterhead, engineering characteristics of embankment body and its foundation, location, diameter, spacing and depth of pressure relief well.

소규모 필댐의 침투수 관리를 위한 감압정 효과에 대한 수치해석 (Numerical Analysis of Relief Well Effect for Seepage Control of Small Fill Dam)

  • 감압정은 소규모 필댐과 같은 소규모 댐에서 침투수 관리에 효과가 있다고 보고되고 있지만 감압정의 효과에 대한 정량적인 연구는 드물고 설계기준 또한 전무한 실정이다. 이에 본 연구에서는 소규모 필댐의 침투수 처리 효과를 정량적으로 분석하고자 댐 제체와 기초지반의 조건에 따른 침투해석을 수행하여 침투수의 거동특성을 파악함으로써, 댐 제체 선단에 작용하는 양압력을 분석하였다. 감압정의 설치 여부에 따라 댐 하류부 제체 선단의 기초지반에 작용하는 양압력의 감소 효과를 분석하였으며, 분석결과 감압정은 기초지반에서 파이핑 및 제체 활동을 유발시킬 수 있는 간극수압을 저감시키는데 효과가 있는 것을 확인하였다.

전력구 터널의 배수 안정성에 관한 연구 (A Study on Drainage Stability of Cable Tunnel)

  • This paper presents the results of 3-D analysis on steady state flow in the region where the leakage in a cable tunnel is occurred due to high excess ground water pressure. In numerical modeling, a relief well is selected as a method of reduction in water pressure at the surrounding region of the cable tunnel. The distribution of ground water level after dewatering by relief wells is analyzed, Results show that the amount of dewatering level in the layer of hard rock is about 4.2∼8.6m, and that in the layer of fracture zone is about 5.8∼8.2m. The predicted settlement at the cable tunnel due to the increase of effective stress by dewatering is 0.3mm.

턴키계약체결시 국제적 강행규정에 의한 준거법 제한에 관한 사례연구 - Clough Engineering Ltd v Oil & Natural Gas Corp Ltd 사건을 중심으로 - (A Case Study on the Limitations of the Choice of Law caused by Internationally Mandatory Rules in Entering into the Turn-Key Contracts)

  • This article examines the limitations of the choice of law caused by Internationally Mandatory Rules in Entering into the Turn-Key Contracts. In June 2007, Clough Engineering, a corporation based in Western Australia, approached the Federal Court of Australia seeking injunctive relief and leave to commence proceedings against an entity located outside Australia, the Oil & Natural Gas Corp of India (ONGC). Clough had contracted with ONGC to provide a range of services in relation to the construction of gas and oil wells off the coast of India. The contract was governed by Indian law, and included a clause by which the parties agreed to submit their disputes to arbitration. Yet the Federal Court assumed jurisdiction over the dispute, principally because Clough had framed its claim as a plea for relief for contraventions of Australia's Trade Practices Act 1974. The result of this cases that it is possible for an arbitral tribunal to hear a claim made under the Trade Practices Act even if that claim arises "in connection with"a contract the proper law of which is not the law of Australia. However, in Transfield Philippines Inc v Pacific Hydro Ltd, the turnkey contract included a choice of law provision, selecting the law of the Philippines, and a clause providing that all disputes arising out of or in connection with the agreement were to be arbitrated under the ICC Rules, with the seat in Singapore. Hearings were in fact conducted in Melbourne, Australia, although all awards were published in Singapore. The result of this cases that it would not be appropriate for an Australian court to adjudicate claims for misrepresentation under Australian statutes dealing with misleading and deceptive conduct, once the arbitral tribunal had determined, applying appropriate choice of law rules, that such claims are governed by the law of the Philippines. To do so would lead to a multiplicity of proceedings, usurp the jurisdiction of the tribunal and deny the intention of the parties as expressed by them in the arbitration agreement. In short, the Internationally Mandatory Rules as an active part of public order create limitation of party autonomy in choice of law rules in a different way. The court is fully entitled to refuse to use those rules of law applicable on the contract which are in the contradiction to the internationally mandatory rules of law of the forum. And the court may give an effect to those Internationally Mandatory Rules that form a part of a law of foreign country when deciding about applicability of certain rules of applicable law.
