Improving Inspection Systems for Radio Stations: An Emphasis on the ISO 2859-1 Sampling Method (무선국 검사제도 개선방안에 관한 연구: ISO 2859-1 샘플링 검사기법을 중심으로)

  • Purpose : This research aims to develop a data-driven inspection policy for radio stations utilizing the KS Q ISO 2859-1 sampling method, addressing potential regulatory relaxations and impending management challenges. Methods : Using radio station inspection big data from the past six years, we established a simulation model to evaluate the current policy. A new inspection sampling policy framework was designed based on the KS Q ISO 2859-1 method. The study compares the performance of the current and proposed inspection systems, offering insights for an improved inspection strategy. Results : This study introduced a simulation model for inspection system based on the KS Q ISO 2859-1 sampling method. Through various experimental designs, key performance indicators such as non-detection rate and sample proportion were derived, providing foundational data for the new inspection policy. Conclusion : Using big data from radio station inspections, we evaluated current inspection systems and quantitatively compared a new system across diverse scenarios. Our simulation model effectively verified the feasibility and efficiency of the proposed framework. For practical implementation, essential factors such as lot size, inspection cycle, and AQL standards need precise definition and consideration. Enhancing radio station inspections requires a policy-driven approach that factors in socio-economic impacts and solicits feedback from industry participants. Future study should also explore various perspectives related to legislative, institutional, and operational aspects of inspection organizations.

  • The regulatory guide, RG-1.204 and its underlying or confirmatory research, NUREG/CR-6866 were studied for Korean application to LPGS of NPPs. However they excluded the application to that of NPPs. So US-NRC approved selectively industrial standards to that of NPPs on Nov 2005. It is necessary to understand the basis of regulatory technology related regulatory positions on LPGS and important to implement the guidance on LPGS as a resonable standard. The paper is examined what and how state of the art of relevant technology applied to the LPGS as well as the trip-out events related to electrical system were involved with LPGS. We reviewed the relevant standards applicable to Korean NPPs. Following are concluded to recommend. (1) IEEE 510-1050 is recommended as a guide for I&C grounding against EMI and lighting transients (2) IEEE Std-665, 510-666, Std-C62.23 for electrical grounding against voltage surges and lighting transients (3) Inspection should be thoroughly be implemented a frequency of 3-5 year period according to NFPA780 or KSC-IEC 61024.

  • In recent years robotics has become an important resource in engineering. Adoption of Robotics and Autonomous Systems (RAS) in activities related to ship inspections has obvious potential advantages, but also arises particular challenges, both from technical and legal viewpoints. The ROBINS project (ROBotics technology for INspection of Ships) is a collaborative project co-funded within the H2020 EU Research and Innovation programme call, aimed at filling the gap between current ship inspections approach and available robotic technology, both from technological and regulatory point of view. Main goal of the present work is to highlight how ship inspections are currently carried out by humans, how they could be improved using RAS, even if not completely autonomous for the time being, at least in selected operational scenarios and how the performances of RAS platforms can be tested to assess their effectiveness in carrying out surveys onboard. In such a framework, a testing facility aimed at assessing RAS' capabilities as well as providing suitable environment for their development has been built and it is still under development along with dedicated testing protocols, able to assess the equivalence between human and RAS inspection of ship and marine structures. The features of a testing facility where RAS can be tested and the testing protocols are presented, showing how technological and regulatory gaps are filled.

  • Reactor vessel internals comprehensive vibration assessment program(RVI CVAP) is one of the necessary tests to ensure the safety of nuclear power plants. RVI CVAP of U.S. Nuclear Regulatory Commission Regulatory Guide 1.20(U.S. NRC R.G. 1.20) consists of the analysis, measurement, and inspection. One of the core technologies of the measurement program for RVI CVAP is to select suitable sensors. We analyzed RVI design data of Palo Verde nuclear generating station(U.S.) and Yonggwang nuclear generating station(Korea) and investigated measuring sensors used in both of them; moreover, we investigated sensors used for measurement of RVI CVAP for the last 20 years throughout the world. Based on these results, we selected the most suitable sensors for RVI CVAP in Advanced Power Reactor 1400(APR1400).

  • The structural integrity of APR1400 reactor vessel internals has been being assessed referring the US Nuclear Regulatory Commission regulatory guide 1.20, comprehensive vibration assessment program. The program is composed of a vibration and stress analysis, a vibration and stress measurement, and an inspection. This paper covers the vibration and stress analysis on the reactor vessel internals by the pulsation of reactor coolant pump. 3-dimensional models to calculate the hydraulic loads and structural responses were built and the pressure distributions and the structural responses were predicted using ANSYS. This paper presents that APR1400 reactor vessel internals have enough structural integrity against the pulsation of reactor coolant pump as the peak stress of the reactor vessel internals is much lower than the acceptance limit.

  • U.S. nuclear regulatory commission(NRC) regulatory guide(RG) 1.20 requires a comprehensive vibration assessment program(CVAP) for use in verifying the structural integrity of reactor vessel internals(RVI) for flow-induced vibrations prior to commercial operation. The CVAP program consist of vibration and fatigue analysis, a vibration measurement program, an inspection program, and a correlation of their results. One of the main purposes of the analysis program is to select measurement locations, however measurement locations can not be determined by only analysis results, therefore we developed selection criteria of measurement locations for advanced power reactor 1400(APR1400) RVI CVAP, It will be used to select measurement locations and instrument types for APR1400 RVI CVAP.

  • In accordance with U.S. Nuclear Regulatory Commission regulatory guide(NRC RG) 1.20(Rev.3), we are writing a comprehensive vibration assessment program(CVAP) design control document(DCD) and a technical report for U.S. NRC design certification(DC) of an Advanced Power Reactor 1400(APR1400) nuclear power plant(NPP). CVAP of an APR1400 NPP for U.S. NRC DC is classified as a non-prototype category 1 type. Therefore, CVAP DCD of reactor vessel internals(RVI) and steam generator internals(SGI) consist of analysis and full inspection program. However, piping system of primary and secondary system will be described as measurement program.

Hydraulic and Structural Analysis for APR1400 Reactor Vessel Internals against Hydraulic Load Induced by Turbulence

  • The structural integrity assessment of APR1400 (Advanced Power Reactor 1400) reactor vessel internals has been being performed referring the US Nuclear Regulatory Commission regulatory guide 1.20 comprehensive vibration assessment program prior to commercial operation. The program is composed of a hydraulic and structural analysis, a vibration measurement, and an inspection. This paper describes the hydraulic and structural analysis on the reactor vessel internals due to hydraulic loads caused by the turbulence of reactor coolant. Three-dimensional models were built for the hydraulic and structural analysis and then hydraulic loads and structural responses were predicted for five analysis cases with CFX and ANSYS respectively. The structural responses show that the APR1400 reactor vessel internals have sufficient structural integrity in comparison with the acceptance criteria.
