Current Status of Internal Dosimetry Methods and Radiological Regulations in Korea, Ukraine and European Community

  • The paper discusses results of recent international intercomparison exercises on internal dose assessments, status of up to date internal dosimetry methods and the radiological legislation developed and implemented in Korea, European Union and Ukraine. The system of radiation protection in Korea is based on the Korean Atomic Energy Regulatory Enforcement on Safety Standards (Ministry Notice No. 2001-2). The notice is based on the recommendations in ICRP Publication 60 (1990) and IAEA Basic Safety Standards (1996). But the full implementation of the notice by the end of the year 2002 is not required because of the socio-economic situation and inexperience in internal radiation dosimetry Regulatory framework for internal radiation dosimetry is under development toward the full implementation of the notice from January 1, 2003. The system of radiation protection in Ukraine is based on the National radiation protection regulatory code NRBU-97. The code was developed and adopted in 1998 and replaced the Regulations of Former Soviet Union. The document is based on the ICRP Publication 60, Euratom Directive 96/29 and IAEA Basic Safety Standards (1996). The transitional period of 5 years (effected till January 2003) is established for implementation of all requirements of this new regulation. The system of radiation protection in the European Community is based on the Council Directive 96/29/Euratom, adopted in 1996 and enforced from 13 May 2000. Directive 96/29/Euratom has the status of the European law.

A Study on the Projected Workforce for Public Health Nurses in Korea (보건간호사 인력수요 추계에 관한 연구)

  • Purpose: Recently there have been many changes in health care environments in Korea. To perform public health programs effectively and efficiently, it is necessary to analyze and identify the demand and supply for the public health nurses. Method: The study analyzed experts' opinions regarding the supply of public health nurses, as well as national and foreign statistical data on workforce supply of public health nurses. Two methods for estimating the amount of demand for public health nurses were used: one was applying the indicators of developed countries for public health nurses based on population: the other was to refer to regulations and/or recommended guidelines in Korea. Result: 1) The number of public health centers, public health sub-centers, and primary health care posts have decreased between 1990 and 2001, from 260 to 242, 1318 to 1270, 2038 to 1907, respectively. 2) Between 1997 and 2002, the number of public health nurses has also decreased from 5572 to 5112. 3) In the case of applying regulations, the number (5112) of existing public health nurses falls shortly by 942. 4) In 2001, the Korean population per one public health nurse was 9262. 5) In the case of applying regulations, the number of public health nurses required to meet the demand for health services in 2001 and 2020 is estimated at 5932 and 6347, respectively. 6) In the case of applying the indicators of developed countries, the number of public health nurses required to meet the demand for health service in 2001 and 2020 is estimated at 9.469 and 10.310, respectively. Conclusion and suggestions: Because of the importance of public health industry, public health nurses have been approved as a field specialist and specialized nurse practitioner by the newly revised legal regulation, there have been absence of approval of their role differentiation and capability. In addition, organizational activity and insufficient number of the public health nurses have contributed to the inactive utilization of them. As community public health is focused on caring individuals as well as organizations, it requires more autonomy and special skills than other fields. Therefore, public health nurses need to enhance the capability as health educator, consultant, and information management persons through advanced education course for public health nurses. Public health nurses need to be prepared as advanced nurse practitioners by receiving advanced education courses and field experiences.

Legislation of Building Outdoor Performance Hall with in Sports Park (체육공원내의 야외공연장 건립에 관한 법제(法制))

  • The performance-related industry has grown independently without being protected by the nation's great policy and legal boundary in the meantime. Even in the aspect of performance Act, the thoroughly pro-regulation policy on culture & art was taken while proceeding with segmenting the legislation rather than the freedom of performance art or the promotion of performance activity. Totally 17 cases of regulations including the abolition of scenario review system in January 1999 were fully abolished. Even 6 cases of regulations were steeply eased. Also, the importance of culture & art was recognized. Thus, to promote and support it in the governmental dimension, the substantial performance art policy system was adopted for training the performance art staff manpower and the national subsidy on performance hall. In performance art, the necessity of professionals' participation was imprinted such as stage lighting, sound, and stage machine. Accordingly, many regulations on performance art were all abolished except only the minimum issues for maintaining public order in about 50 years since the establishment of the government. 'Movie' was excluded from the definition of 'public performance' in 2002. Thus, the performance report system, which had been left institutionally from the Japanese colonial period, was eternally abolished. Following this, the performance Act was changed into the legislation of the supporting promoting policy, which reflected historical situation of needing to contribute to promoting public welfare, from the regulation-centered Act.

Legal regulations on telemedicine and their problems (원격의료에 대한 법적 규제와 그 문제점)

  • In relation to telemedicine in Korea's medical law, there are Articles 17, 17-2, and 34 of the Medical Act. Since 'direct examination' in Articles 17 and 17-2 of the Medical Act can be interpreted as 'self-examination' rather than 'face-to-face examination', it is difficult to see the above regulation as a regulation prohibiting telemedicine. Prohibiting telemedicine only with the concept of medical examination or the 'principle of face-to-face treatment' is against the principle of "nulla poena sine lege"(the principle of legality). However, in order to qualify as 'examination', it must be faithful enough to replace face-to-face examination, so issuing a medical certificate or prescription after a poor examination over the phone is considered a violation of the Medical Act. In that respect, the above regulation can be said to be a regulation that indirectly limits telemedicine. On the other hand, most lawyers interpret that telemedicine between medical personnel and patients is completely prohibited based on Article 34, and the Supreme Court recently ruled that such telemedicine is not permitted even if there is a patient's request. However, this interpretation is not only far from the legislative intention at the time when telemedicine regulations were introduced into the Medical Act of 2002, but also does not match the needs of reality or the legislative trend of foreign countries. The reason is that telemedicine regulations are erroneously legislated. The premise of the legislation is wrong, and there are considerable problems in the form and content of the legislation. As a result, contrary to the original legislative intent, telemedicine was completely banned. In foreign countries, it is difficult to find cases where telemedicine is completely banned and criminal punishment is imposed for it. In order to fundamentally solve the problem of telemedicine, Article 34 of the Medical Act needs to be deleted.

Surface temperatures of public buildings, built in 1880, 1970 and 2002, in Northern Greece

  • The purpose of this paper is to investigate the surface temperatures of the shelter of three public buildings in the city of Xanthi, in northern Greece. The buildings were built in different time periods and consequently they have different technical characteristics. Respectively, we survey the three following buildings that have been built in 1880 (Municipality Hall of Xanthi), in 1970 (Municipality Amphitheatre) and in 2002 (Bank offices building). Data have been gathered by the use of thermal camera and the survey has been conducted from January up to July. The data gathered regard measurements of the surface temperature of the exterior walls of the shelters, both inside and outside. The study aims at the evaluation of the thermal behavior of the shelter of buildings, which built in different time and under different regulations. The gathered data of the surface temperatures compare the different thermal behavior of the shelter. The analysis of the results and diagrams show that the thick masonry of the traditional Municipality Hall offers an insulation that is adequate. The building of 1970, which was constructed with the previous buildings regulation, has thermal losses due to inadequate insulation. The new building of 2002 has low thermal losses.

A Research on the Renovation Situation of the Business Buildings (업무시설의 리노베이션 현황에 관한 조사 연구)

  • The functions and uses of existing buildings are not properly changing as modern life needs. As a result, the frequent reconstruction(construction after removal) of existing buildings have been done but it became more and more difficult because of strengthening of regulations and systems concerning construction. And also it has several disadvantages like lower plot ratio and site coverage than existed buildings, enormous construction cost, production of waste-construction materials and thoughtless consumption of natural resources, which gives rise to environmental pollution. Therefore renovation is brought to the fore. In Korea, many business buildings were constructed in 1960s-1970s, during the period of high growth. Such buildings needs to be repaired in whole. It is caused by the change of social, economic, and cultural conditions and deterioration of equipments. Therefore renovation meets some necessary conditions; recovery of building functions and extension of building life span. In case study, the present state of renovation in business buildings is 1) Basic safety, for example, fire prevention and crime prevention, is great important. 2) Advanced technology, INS(international news service), IBS(Intelligent Building System), and internationalization, is pursued for adapting to multimedia ages. 3) It tries to promote proficiency, and to save the energy using spatial environment and natural energy(light and sound). Also, improving comfortable level of users and installing equipments for physically handicapped person needs to be considered.

  • Recently, one of important resolutions of IMO MSC is an adoption of AIS in SOLAS Chapter 5. The AIS, which is a communication system to enhance safety of navigation by transmitting and receiving vessel information automatically, entered into force on July 1st, 2002. This paper provides guidelines for utilizing AIS effectively and successfully in VIS or all ships. For this, we investigated technical characteristics of AIS, the regulations related to AIS, marine accidents.

Applying The Technology Acceptance Model and Trust Beliefs to Online B2C Websites (온라인 B2C 웹사이트에 기술수용모델 및 신뢰 신념의 적용)

  • B2C EC has two kinds of perspectives such as technology-oriented and trust-oriented perspectives. As lots of fraud damages on the B2C EC have been reported every day, the trust-oriented perspective receives lots of attention. In this study, an integrative typology for developing and validating trust measures for B2C EC proposed by McKnight et al.(2002a) and McKnight and Chevany(2002b) has been used for trust-oriented perspective, and the TAM(technology acceptance model) model proposed by Fred Davis in 1985 has been used for technology-oriented perspective. An research model had been developed by using the 4 factors of an integrative typology and 5 factors of the TAM model such as perceived usefulness, perceived ease of use, trust beliefs, intention, and actual transaction. All 13 hypotheses had been proposed from this research model and tested by field study. 12 hypotheses, including the 4 f actors of an integrative typology as antecedents on trust beliefs, were significant, whereas the hypothesis 5 on the relationship between structural assurance and perceived ease of use was insignificant. Structures on B2C EC like guarantees, regulations, promises, legal recourse, or other procedures seemed to be difficult to B2C EC customers. Therefore, these structures should be developed more easier to B2C EC customers.

Derivation of Estimating Formulas for Seismic Strength of RC Frames Designed to Gravity Loads (중력하중에 대하여 설계된 RC 골조의 내진 저항력 추정식의 유도)

  • The seismic design regulations have not been applied to the low-rised buildings which are less than 6 stories in Korea. For these buildings which are designed only for gravity loads, theoretical formulas which can estimate the seismic strength of building are derived. The column hinge sway and beam hinge sway mechanism are assumed for the formulars. For the comparisons with the formulas, the results of push-over analyses of 3 and 4 storied buildings are used. It can be shown that the estimating formulas correspond well with the push-over analyses. And the seismic strength of building has a little relations with the number of bay and becomes larger as the building becomes lower. Also, as the ratio and strength of reinforcing steel increase, the seismic strength of building is increased.

  • A diesel engine has various merits such as high thermal-efficiency, superior fuel consumption and durability. Therefore the number of diesel engine in the world is increasing. As the seriousness of environmental pollution increases in the world, the method to reduce the noxious materials of $CO_2$, NOx and P.M. is very important subject to correspond to exhaust gas regulations. A new concept, so called premixed charge diesel combustion(PCCI), is focused among the various corresponding manners. In this study, we investigated the mixture formation within the cylinder with injection timing using GTT simulation code and also compared combustion characteristics of PCCI engine with that of commercial diesel engine. From this experiments, it could be found that homogeneous mixture formation was observed according to advance of injection timing and simultaneous reduction of NOx and Soot in injection timing of BTDC 60$^{\circ}$.
