Counter-Cyclical Capital Buffer and Regional Development Bank Profitability: An Empirical Study in Indonesia

  • The study investigates the impact of the Counter-Cyclical Buffer Policy (CCB) on regional development bank profitability in Sumatra, Indonesia. CCB requires banks to hold capital at times when credit is growing rapidly so that the buffer can be reduced if the financial cycle turns down or the economic and financial environment becomes substantially worse. This study employs time series data of regional development banks (RDBs) in Sumatra Island, Indonesia. The methodology applied in this study is a panel dynamic model with Generalized Methods of Moments (GMM). The results show that increasing capital through the implementation of CCB did not have a significant effect on RDBs' profitability. The findings of this study suggest that the activation and implementation of CCB lead to an increase in the amount and cost of loans to companies but do not affect the profitability of RDBs. The value of a Non-Performing Loan (NPL) proved to have a negative and significant effect on bank profitability. The CCB policy aims to overcome the pro-cyclicality of credit growth and improve bank resilience through increased capital which is expected to reduce excessive credit growth as a source of systemic risk. This causes a lack of lending to the community so that the profits obtained by the bank decrease.

Impact of Regional Cardiocerebrovascular Centers on Myocardial Infarction Patients in Korea: A Fixed-effects Model

  • Objectives: The Regional Cardiocerebrovascular Center (RCCVC) Project designated local teaching hospitals as RCCVCs, in order to improve patient outcomes of acute cardiocerebrovascular emergencies by founding a regional system that can adequately transfer and manage patients within 3 hours. We investigated the effects of RCCVC establishment on treatment volume and 30-day mortality. Methods: We constructed a panel dataset by extracting all acute myocardial infarction cases that occurred from 2007 to 2016 from the Health Insurance Review and Assessment Service claims data, a national and representative source. We then used a panel fixed-effect model to estimate the impacts of RCCVC establishment on patient outcomes. Results: We found that the number of cases of acute myocardial infarction that were treated increased chronologically, but when the time effect and other related covariates were controlled for, RCCVCs only significantly increased the number of treatment cases of female in large catchment areas. There was no statistically significant impact on 30-day mortality. Conclusions: The establishment of RCCVCs increased the number of treatment cases of female, without increasing the mortality rate. Therefore, the RCCVCs might have prevented potential untreated deaths by increasing the preparedness and capacity of hospitals to treat acute myocardial infarction patients.

Ambient Air Quality of China and Transboundary Transport of Air Pollutants (중국의 대기환경질과 한반도에의 월경성 오염)

  • Rapid economic development and increase of energy consumption in east Asia including China, Korea and Japan has arisen a concern in air pollution problems in local and regional scale. Specially, China is accomplishing a success in continuous economic growth, while increasing energy consumption has caused a load to air quality because major energy source is coal which is relatively unfavorable in terms of air pollution. In this article, discussions have been given with the purpose of gaining some insight into the situation of air pollutant sources, air quality in China and transboundary transport of air pollutants in this area. Very limited information has caused insufficient survey, however, regional cooperation in environmental conservation may hopefully improve the air quality in this area.

Deposition Amount of Soluble Components of Dustfall in Seoul (서울시 강하분진중 수용성 성분의 강하량)

  • During the period from December, 1990 to November, 1991, dustfall samples were collected by deposit jar at 28 sites in Seoul area and the amount of deposits of seven dissolved components$(SO_4^{2-}, NO_3^-, NH_4^+, Na^+, Ca^{2+}, Mg^{2+})$ were measured. The total amount of deposit was in order of Spring > Fall > Winter > Summer, and the amount of soluble components were high in the northeast region (Sanggae and Jangwe) and southwest region (Sangdo, Kuro, Siheung and Oryu). Total amount of major soluble components highly depended on regional air flow rather than emission source characteristic, and showed the regional trend-Residential > Iidustrial > Commercial > Rural, and the seasonal trend-Winter > Fall > Spring > Summer.

Regional Supply Strategies for Renewable Energy Sources based on Contribution Level of GHG Emission Reduction (신재생에너지의 온실가스감축 기여도에 따른 지역별 보급전략)

  • This study examines the contribution level of greenhouse gas(GHG) emission reduction and installation costs of renewable energy facilities. The GHG emission forecasts and industrial structures in the 16 regions of Korea are then analyzed to identify the proper supply of renewable energy sources for each region. The results show that water power is the most effective and efficient renewable energy source to reduce GHG emissions, followed by sunlight, wind power, geothermal heat, and solar heat, respectively. The 16 regions are then categorized into 4 groups based on their GHG emission forecast and industrial structure: high emission and manufacturing group, low emission and manufacturing group, low emission and service group, and high emission and service group. The proper supply of renewable energy sources for each group is then determined based on the contribution level and cost efficiency of GHG emission reduction.

QZSS TEC Estimation and Validation Over South Korea

  • The ionosphere acts as the largest error source in the Global Navigation Satellite System (GNSS) signal transmission. Ionospheric total electron content (TEC) is also easily affected by changes in the space environment, such as solar activity and geomagnetic storms. In this study, we analyze changes in the regional ionosphere using the Qusai-Zenith Satellite System (QZSS), a regional satellite navigation system. Observations from 9 GNSS stations in South Korea are used for estimating the QZSS TEC. In addition, the performance of QZSS TEC is analyzed with observations from day of year (DOY) 199 to 206, 2023. To verify the performance of our results, we compare the estimated QZSS TEC and CODE Global Ionosphere Map (GIM) at the same location. Our results are in good agreement with the GIM product provided by the CODE over this period, with an averaged difference of approximately 0.1 TECU and a root mean square (RMS) value of 2.89 TECU.

Composition, Source, and Regional Concentration of PBDEs in Pine Needles (소나무 잎 중 PBDEs의 조성, 발생원 및 지역적 농도)

  • The composition, source, and regional concentration of polybrominated diphenyl ethers(PBDEs) were measured in pine needles with several sites in Korea. Homologs specific analysis confirmed that hepta-BDE(bromodiphenyl ethers) through deca-BDE were predictive indicator for total PBDEs concentration(Pearson's correlation coefficient r>0.96, p<0.001). Deca-BDE were detected in relatively very high concentration compared to other PBDE congeners in all samples. The similarity of between congeners profile to those of Bromkal 70-5DE and DE-71, the commercial mixture of PBDEs, indicates these mixtures are source of PBDEs observed in these sites. Also, BDE-47, -99, -100, -206, -207, and -209 were the dominant congeners in all samples, suggesting that the widely used commercial penta- and deca-BDE technical mixture were the original sources. However, Pearson's correlation coefficients of between BDE-209 and BDE-47, -99, -100 were insignificant, which implied that tetra-BDE and penta-BDE may originate from secondary sources such as air-plant partition in manner similar to that of the PCBs, while deca-BDE formulation still has primary sources.

Simulation of Atmospheric Dispersion over the Yosu Area -I. Terrain Effects- (여수지역 대기확산의 수치 모사 -I. 지형의 영향-)

  • The atmospheric dispersion of a pollutant emitted from a hypothetical source located in the middle of the Yochon Industrial Estate was simulated by using the Regional Atmospheric Modeling System (RAMS). Four horizontally nested grids were employed: the coarsest one covered the southern part of the Korean Peninsula including Mt. Chiri and the finest one covered the Yochon Industrial Estate and the surrounding area. Wind fields were initially assumed horizontally homogeneous with a wind speed of 4m/s, the average for the Yosu area, and were developed without both external forces and diurnal changes in order to investigate the terrain-induced phenomena. Wind directions that could emphasize the terrain effects on the pollutant transport and that could carry pollutants to a highly-popluated area were selected for the dispersion study. A pollutant was released for 24hours from a grid-base volume source after a 24-h blank run for developing the wind field. The dispersion study showed that the pollutant from the present source location did not directly affect the Yosu City, but showed high concentrations at locations behind the hills 5 to 6 km away from the source according to wind directions. When the wind speed was low, close to calm condition, the pollutant was detected at upstream locations 6 to 7 km from the source. In comparison with the results from the RAMS simulation, the Industrial Source Complex Short-Term Model(ISCST3) predicted a narrow dispersion that was sensitive to the wind direction. When the wind velocity was affected by the local environment, the ISCST3 calculation using that data also gave a lop-sided result, which was different from the distribution of the pollutant reproduced by RAMS.

A Study on the Greenhouse Gas Intensity of Building Groups and Regional in Korea (국내 에너지다소비건물의 용도별.지역별 온실가스 배출원단위분석 연구)

  • Our country set the mid-term reduction goal of greenhouse gases up to 2020 in accordance with Bali roadmap agreed in 2007 through the negotiation with UNFCCC in 2009 and specified the proper goal as by the Basic Act on Green Growth that went into effect at April, 2010. First of all the enlargement of green building construction has been suggested as a worldwide strategy to achieve the green house gas reduction. Building area is one of most important sectors for the countermeasure of climate change agreement and the achievement of national green house gas reduction goal and the need to reduce its green house gases has been increased accordingly. The objective of the study is to examine the status and characterization of mass energy consumption local governmental buildings' green house gas emissions depending on usage (hotel, school, apartment, hospital) through the green house gas emission source unit analysis. The result indicated that the energy source unit was proportional to green house gas source unit and hotel showed the highest green house gas emission source unit per open area of construction unit, followed by hospital, apartment, and then school. In case of apartment, green house gas emission source unit per open area of construction unit decreased as year went on. Meanwhile school building showed a striking increase in the annual energy source unit.

A METHODOLOGY TO EVALUATE THE EFFECTIVENESS OF REGIONAL SCALE FOR NON-POINT SOURCE LOADS

  • Recently, the population growth, industrial and agricultural development are rapidly undergoing in the Lower Rio Grande Valley (LRGV) in Texas. The Lower Rio Grande Valley (LRGV) composed of the 4 counties and three of them are interesting for Non-point and point source pollutant modeling: Starr, Cameron, and Hidalgo. Especially, the LRGV is an intensively irrigation region, and Texas A&M University Agriculture Program and the New Mexico State University College of Agriculture applied irrigation district program, projects in GIS and Hydrology based agricultural water management systems and assessment of prioritized protecting stream network, water quality and rehabilitation based on water saving potential in Rio Grande River. In the LRGV region, where point and non-point sources of pollution may be a big concern, because increasing fertilizers and pesticides use and population cause. This project objective seeks to determine the accumulation of non-point and point source and discuss the main impacts of agriculture and environmental concern with water quality related to pesticides, fertilizer, and nutrients within LRGV region. The GIS technique is widely used and developed for the assessment of non-point source pollution in LRGV region. This project shows the losses in $kg/km^2/yr$ of BOD (Biological Oxygen Demand), TN (total Nitrogen) and TP (total phosphorus) in the runoff from the surface of LRGV. Especially, farmers in Cameron County consume a lot of fertilizer and pesticide to improve crop yield net profit. Then, this region can be created as larger nonpoint source area for nutrients and the intensity of runoff by excess irrigation water. And many sediment and used irrigation water with including high nutrients can be discharged into Rio Grade River.
