The central government has implemented policies to strengthen the competitiveness of small and medium sized cities for balanced development at the national scale. However, since it is often difficult to enhance the competitiveness through partial projects of each jurisdiction, many local governments collaborate at the regional scale. This suggests that a regional approach is important for the management of small and medium sized cities. On the one hand, the concept of network city suggests that various functional networks can affect the growth of small and medium sized cities. Given this background, the purposes of this study are to delineate regional boundaries at national scale and identify their relations of growth by using functional network and Moran's I index. The study uses the Markov-chain model and cluster analysis to delineate the regions, and Moran's I is employed to identify the relations of growth. The results show that interactions between jurisdictions through networks could be crucial factors for growth of small and medium sized cities, while the networks based on passenger travel and freight movement have different implications. The results suggest that policy makers should not only consider local level investments, but also take the characteristics of networks between cities into account for achieving balanced development and developing regeneration policies.

Purpose: The purpose of this study was to find out the suicidal ideation rate of the elderly including individual and regional factors by sex. Methods: This is secondary analysis study that combines the data of the 2017 Community Health Survey with the e-indicator data set of the National Statistical Office, and a descriptive correlation study. Statistical analysis used hierarchical logistic regression by SAS 9.4. Results: The 11.5% of the elderly had suicidal ideation within the last year, and 18.4% in Chungnam is the highest. Individual characteristics include females, older people, lower education levels, no job or housewife, no spouse, less than seven hours of sleep per day on the average, low subjective health, high subjective stress, and the worse their economic conditions, the more they had suicide ideation. Considering regional characteristics, suicidal ideation tended to increase significantly as the number of hospital beds per 1,000 people and the rate of obesity was lower, the rate of stress perception was higher, and the odds value was small. When both individual and regional factors were considered, the model conformity of the suicidal ideation improved (ICC=0.0814). Conclusion: In order to lower the suicidal rate of the elderly, it seems that both individual and community factors need to be comprehensively approached from the stage of suicidal ideation in the community.
Objectives: We aimed to identify the factors related to depression and quality of life in patients with hypertension by using multilevel regression analysis. Methods: In 2019, 229 043 participants in the Korean Community Health Survey were selected as the study group. Individual factors were identified using data from the 2019 Community Health Survey. Regional factors were identified using data from the National Statistical Office of Korea. Multilevel regression analysis was conducted to find individual and local factors affecting depression and quality of life in patients with hypertension and to determine any associated interactions. Results: As individual factors in patients with hypertension, women, those with lower education-levels, recipients of basic livelihood benefits, and those with poor dietary conditions showed stronger associations with depression and quality of life. As regional factors and individual-level variables in patients with hypertension, lower gross regional personal income, fewer doctors at medical institutions, and lower rates of participation in volunteer activities presented stronger associations with depression and quality of life. In addition, the associations of depression with gross regional personal income, the number of doctors at medical institutions, and dietary conditions were significantly stronger in patients with hypertension than in patients without hypertension. The associations of gender and employment status with quality of life were also significantly greater. Conclusions: Policy interventions are needed to adjust health behaviors, prevent depression, and improve quality of life for patients with hypertension, especially for those with the risk factors identified in this study.
This study has been conducted as a basic research for developing efficient ways of managing Korean National Parks by finding differences via the comparison of present management systems of national parks in Korea and Japan. The survey was conducted through telephone interviews and direct interviews with staffs of related organizations as well as related literature study. In result, it is found that Japanese national parks have a numerical standard of minimum area, with less staff than Korea, and larger designated areas are being managed. Management organizations of both countries are divided as main and commission. In Korea, 6 staff in Natural Resources Division under Ministry of Environment are managing main organization, and in Japan, 53 staff of 3 divisions(National Park Division, Natural Environment Management Division, General Affairs Division) are taking charge of it. Moreover, General Affairs Division, dividing whole country into 11 blocks, manages 11 units of natural preservation offices, 12 branch offices, and 67 units of nature preservation management offices. In case of commission, Foundation of Natural Park Beautification & Management in Japan has a headquarter and 20 branch offices with 54 staff who are only doing site management, while in Korea, the National Parks Management Corporation has a headquarter and 25 offices with 748 staff carrying out main office jobs and site management side by side. From the differences in both countries, we could suggest efficient measures for our national park management as follows: \circled1 introduction of numerical value as criteria for national park designation, \circled2 review of use zone, \circled3 division of the national park management office into site office and regional office, with dividing works and re-posting staff, \circled4 enlargement of park management division in Department of Environment, \circled5 National Park authority becomes a national public servant
Since the village maintenance type public housing project was introduced in 2015, the resident needs for regional revitalization and pleasant living conditions are not being met due to the poor performance of the public housing complexes that reflect the surrounding area maintenance plan (village plan) and regional characteristics. The purpose of this study is to suggest a plan to revitalize the village maintenance type public housing project in consideration of regional characteristics as a result of analyzing the needs of local residents through the problems of the village maintenance type public housing project being promoted so far and resident satisfaction. As a result of the analysis based on the public housing project implementation status analysis and resident satisfaction, the plans to activate the village maintenance type public housing project are as follows. First, in order to secure the effectiveness of the village plan, it is desirable to promote the public housing project and the village plan at the same time. It is necessary to secure a budget according to the selection of public offering projects in the village plan, such as promoting public housing projects without setbacks by prioritizing land purchases for public housing sites and establishing specialized strategies considering regional characteristics. Second, a public housing project that responds to local demand is required. The evaluation factors such as continuous promotion of the urban architecture integration plan and strengthening of regional linkage plans such as specialization of regionally tailored designs should be supplemented so that regional resources and village plans are linked with the public housing specialization plan. Third, surrounding area maintenance plan (village plan) should be secured by the strengthen of the legal status or establishing related provisions. It is also necessary to promote system improvement for area maintenance plan (village plan) when selecting a publicly funded public project.
In 2004, in order to create core competences and major growth drivers for endogenous regional developments, the Korean government adopted the policies for establishing regional innovation systems, The main organization for the policies is the regional innovation council which is composed of diverse groups of scholars, professionals, and government officials. The regional innovation council of Kang-won Province consists of a couple of sub-divisions such as Operation Committee, Administration Office, Planning and Moderation Department, Strategic Industry Department, Culture and Tourism Industry Department, Regional Industry Department, and Regional Human Resource Development Department. The primary roles and jobs are planning, reviewing, evaluating and finalizing regional innovation policies. However, because of conflicts with local government, insufficient budget problems, organization structure problems, and decision making process problems, the regional innovation councils could not perform their original roles and functions. They could not adopt radical or non-traditional strategies. Although it's failure, a lot of people recognize the importance of regional innovation councils' roles and functions, I believe there would be another regional innovation councils coming continuously which would be take more important roles and have more power over budgeting problems. The purpose of this article is to identify the primary sources of strategies and organization structure problems of the previous regional innovation councils and to provide a couple of answers. In this paper, the author primarily analyze the problems of the Kang-won innovation council. A couple of answers to the desirable organization structures and the desirable roles of regional innovation councils will be presented for discussion.

This study aims at establishing a knowledge transfer system between academics and industries in the Chungnam Region. We analyze the difficulties encountered by the technology licensing offices of universities in the Chungnam Region through a practical analysis of the current situation regarding the transfer of the knowledge developed in the universities. The problems found included the poor circumstances of the TLO of the universities, very limited number of requests for knowledge transfer by the companies, distrust of university technologies and the absence of related networks and platforms. Especially, there is insufficient concern and recognition of the regional actors in the knowledge transfer system. Therefore, in order to improve the regional competitiveness, these problems should be fixed by enacting suitable government policies.
Soil loss is a serious problem frequently caused by local torrential rainfalls due to climate change. In particular, soil loss is occurring in agricultural areas rather than urban areas, and many pollutants are introduced into rivers, causing environmental problems. To reduce soil loss, the Ministry of Environment has designated and managed non-point source management areas. The Jaun-district in Hongcheon-gun, which was designed as a non-point pollution source management area in Gangwon-do, is located in the upper stream of Soyang Lake. Most of the agricultural fields are composed of highland agriculture fields. The highland agricultural fields in the Jaun-district are also composed of large-scale farming areas, and the ditches located near the agricultural fields have been illegally used for farmland. Therefore, the local government in Hongcheon-gun is conducting a project to restore the ditches occupied by agricultural fields. However, an analysis of the amount of soil loss that can be reduced by the restoration of the ditches has not been conducted yet. Thus, the purpose of this study was to analyze the effect of reducing the soil loss from the restoration of the ditches used as agricultural fields in the Jaun-district. The SATEEC L Module was used to analyze the reduction in soil loss by ditch restoration. The SATEEC L Module was constructed to estimate the LS factor using Moore and Burch's method after calculating the slope length using the digital elevation model and the maximum allowable slope length. The LS factor and the USLE formula were used to estimate the amount of soil loss that could be reduced by ditch restoration. The analysis showed that the ditch restoration could reduce about 16.6% of the soil loss in the Jaun-district. The results of this study will contribute to the study of methods to reduce soil loss in non-point pollution management areas.

The International Maritime Organization (IMO) explicitly stipulates the required performance of satellite based radio-navigation systems available for navigational purposes. Until 2019, the IMO had only recognized systems that could be serviced globally for satellite based radio-navigation. However, India's regional navigation satellite system has been approved recently, and other regional navigation satellite systems have also been made available for maritime navigation. Thus far, the IMO has approved the use of a total of five satellite navigation systems, such as the GPS, GLONASS, Galileo, BeiDou, and NavIC. In Korea, in addition to the four satellite based radio-navigation systems that are used excluding NavIC, Japan's regional navigation satellite system that has not yet been approved can be received. Japan has requested the IMO to recognize the QZSS as a WWRNS to formalize its use for ocean navigations. Given that the service coverage of the QZSS is not limited to Japanese territorial waters and also includes Korean waters, the suitability analysis of the QZSS for domestic navigation is important for maritime safety. This study aims to analyze the suitability of using the QZSS for domestic navigation. Accordingly, this work explores the status and plans of the QZSS as well as the performance required by the IMO for recognition as a WWRNS. The methods and environmental conditions examined in this work are described, and the analyzed results are presented in terms of positioning accuracy and availability.
Generation and physico-chemical characteristics of municipal solid wastes are very important for sanitary management. However, that has not been investigated so far especially in chunchon. And so, we tried to examine many things in detail. It was resulted that density was $90{\sim}94kg/m^3$ in school and office zone and $290{\sim}298kg/m^3$ in apartment and market place. The compositional weight fraction was food, 40~54%, paper, 14~18%, vinyl and prastic, 14~20% in house zone and market place and paper, 42~70% in school and office zone. Moisture was estimated to be 54~57% in independent house zone, apartment and market place and 11~23% in school and office zone. And three composition was water content, 44.1%, incineration particle, 11.2%, volatile parts, 44.7% in respectively. That is because of seasonal effects and regional chracteristics. In the results of chemical composition and caloric value analysis, carbon(C) was 80% in vinyl and plastic and oxygen(O) was 54.4% in paper.
