  • FTTH(Fiber to The Home), a next generation communication service, is expected to boost up the growth of the whole IT industry and to creating new businesses by enabling the convergence of the broadcasting and communication technologies. It will consequently contribute to improve the quality of our life. The purpose of this study is to evaluate the performance of EPFSD using the Balanced Scorecard(BSC) model with five perspectives which are known to have inherent relationship: regional economy, regional customer, regional process, innovation and growth in the region, and regional infrastructure. 16 critical success factors(CSFs) and 37 key performance indicators(KPIs) are developed based on the BSC model to measure the performance indicators of the EPFSD.

  • The purpose of this empirical study is to evaluate efficiency of the regional public hospitals, using DEA(Data Envelopment Analysis). to do this, we design a DEA-AR/AHP Hybrid model to evaluate efficiency of 34 Regional Public Hospitals. the proposed model is developed by adding Acceptance Region(AR). using analytical hierarchy process(AHP). this model is compared with those of typical DEA models. Financial data used in this study were obtained from Database of the Korea Association Regional Public Hospital and analyzed using DEA model. As a result of analysis, This study found that the DEA-AR/AHP Hybrid model was superior to those typical DEA models in determining the priority among efficient hospitals. the result of this study can provide helpful information to evaluate the efficiency of public hospitals for efficient operational management, to develop more precise measurement for the priority of the efficient hospitals.

  • Background: Head or scalp injury is a life-threatening and typically accidental human injury. Most medical departments require immediate medical treatment and proper treatment with specialized medical personnel and facilities. However, in low-resource environments, such as the rural region of West Africa, the authors have treated emergency trauma patients and provided immediate treatment despite lack of resources. Case presentation: We reviewed three cases of scalp injury patients, with representative clinical information, and used these cases to outline feedback on scalp trauma treatment based on the specialty knowledge of general and emergency surgeon. Conclusions: Oral and maxillofacial surgeons are medical specialists that can immediately diagnose and treat these scalp injuries based on their medical knowledge and experience with the maxillofacial region.

A Study on the Educational Service Quality of Regional Private University for Student Satisfaction (학생 만족을 위한 지역 사립대학의 교육 서비스품질 연구)

  • Purpose: This study proposed a new construct to measure the educational service quality of regional universities, focusing on private institutions in the Busan and Gyeongnam regions. It analyzed how service quality, service value, and satisfaction influence students' enrollment intentions. Methods: Using the new construct, data were collected and analyzed to examine the relationships between service quality, service value, satisfaction, and students' intentions to continue enrolling. Results: Administrative services had the most significant impact on both service quality and satisfaction, followed by educational quality and information support systems. Conclusion: Administrative services and service value are key factors in shaping students' satisfaction and enrollment decisions. Improving these areas can enhance students' intention to continue enrolling at regional universities.

Development of Yeongdong Heavy Snowfall Forecast Supporting System (영동대설 예보지원시스템 개발)

  • The Yeong-dong heavy snowfall forecast supporting system has been developed during the last several years. In order to construct the conceptual model, we have examined the characteristics of heavy snowfalls in the Yeong-dong region classified into three precipitation patterns. This system is divided into two parts: forecast and observation. The main purpose of the forecast part is to produce value-added data and to display the geography based features reprocessing the numerical model results associated with a heavy snowfall. The forecast part consists of four submenus: synoptic fields, regional fields, precipitation and snowfall, and verification. Each offers guidance tips and data related with the prediction of heavy snowfalls, which helps weather forecasters understand better their meteorological conditions. The observation portion shows data of wind profiler and snow monitoring for application to nowcasting. The heavy snowfall forecast supporting system was applied and tested to the heavy snowfall event on 28 February 2006. In the beginning stage, this event showed the characteristics of warm precipitation pattern in the wind and surface pressure fields. However, we expected later on the weak warm precipitation pattern because the center of low pressure passing through the Straits of Korea was becoming weak. It was appeared that Gangwon Short Range Prediction System simulated a small amount of precipitation in the Yeong-dong region and this result generally agrees with the observations.

  • This paper presents contour simplification method and a regional hierarchical segmentation algorithm based on PSNR for the transmission of image in mobile communication, of which available bandwidth is very limited. It first takes into account the global information and produces a coarse segmentation, that is, with a small number of regions. Then, each segmented region has different quality. Thus, the region with low quality is selected by PSNR and improved by introducing regions corresponding to more local information. It is able to improve the subjective quality of image and reduce contour information. In addition, contour simplification method is proposed for the efficient lossless chain coding. The proposed method can be applied to the applications such as mobile communications and videotelephone through PSTN, of which the available transmission bandwidth is very limited.

Development of Lesson Planning using Geographic Information System for High School Regional Geography Teaching and Its Application (GIS를 활용한 고등학교 지역지리 학습지도안의 개발과 적용)

  • The purpose of this paper is to develop effective lesson planning and to describe what happened when GIS was integrated in the teaching and learning of regional geography in a highschool classroom. To achieve this, first, regional geography learning modules were designed using strands model. Second, six hour instructions were carried out. Third, students' reflections were analysed. Fourth, suggestions for the next implementation of GIS in regional learning are discussed. The results of the study are as follows. First, students showed interest in learning with GIS and they engaged actively in the teaching-learning process. Second, GIS was effective for enhancing students' achievement on concepts about GIS and mapping. Third, GIS promoted students' interest on regional learning. Fourth, students preferred collaborative GIS learning. Finally, GIS was not shown to be entirely effective in this case, due to the limited access to appropriate hardware and lack of time.

Regional linkages of Producer Service -A Case Study of Chinju Region- (생산자서비스의 지역적 연계 -진주지역을 중심으로-)

  • This paper is a case study on regional linkages of producer services in Chinju region. Producer service appeared as the most rapid growth sector in service industry. In Chinju region. manufacturing firms purchase generalized producer service within the region. However the higher-order service, they demand; the remoter metropolis especially Seoul, they depend on. Linkage patterns among manufacturing sectors are similar; but then the firms whose managers are from Chinju or Gyeong-nam region had stronger regional linkages than others. Public institute such as Chamber of Commerce & Industry, University Research Institute of Industrial Technology. Korea Technology Credit Guarantee Fund, Korea Silk Research Institute have made important role as suppliers of public producer services in Chinju Region. As present stage, their services of industrial technology, fiancing, and information are not only fit regional demand but also spatially limited within region. The facts that large firms purchase high-order services from other region and small firms have not good demand of producer service suggest regional policy implication about supplying relevant producer service in the region.

Regional-residual Separation of Microgravity Data (고정밀 중력탐사 자료의 광역-나머지 이상 분리)

  • In this paper, we propose a method to apply the polynomial fitting for regional-residual separation of microgravity data based on the characteristics of gravity anomaly without a prior information. Since the microgravity survey is usually carried out in small regions, it is common to approximate regional anomaly by the first-order polynomial plane. However, if the regional anomaly patterns are difficult to be approximated to a first-order plane, the complete gravity anomaly is divided into small zones enough to approximate first-order plane by means of Parasnis density estimation method. The regional-residual separation is then applied on the splitted zones individually. When the gravity anomalies can be splitted spatially, we showed that the residual anomalies can be more effectively extracted based on the regional geological structures by regional anomaly separation from each of the divided regions, rather than applying the entire data set at one time.
