Nowadays, industry clusters have been considered as critical factors for regional competitiveness and economic revitalization. It should be important to evaluate strategic positioning and establish competition strategies for Korean industry clusters. I proposed strategic positioning, identified problems, and established strategic directions by analyzing potential attractiveness based on growth and productivity and retained capabilities of proximity, networks, correlation and revenue increase for 7 regional industry clusters. In addition, I analyzed best practices of global industry clusters to provide implications on establishing competition strategies.

This research would be the first step toward in the long processes of proton technology industrial cluster development by focusing on the region's readiness and acceptability of the proton technology project. As is shown in our questionnaire survey, the top priorities needed to consider for the Proton Technology project are found to be job creation (mean 3.74), regional economic development (mean 3.72), industry infrastructure(3.54), institution for science and education(3.53), economic inequalities(3.33), tourism industry revitalization(3.20). For public servants top priorities in order found to be regional economic development, job creation, industry infrastructure, institution for science and education, economic inequalities, tourism industry revitalization. Universities' priorities in order found to be job creation, regional economic development, institution for science and education, industry infrastructure, economic inequalities, tourism industry revitalization. The mean reliability score for the each party was found to be mayor((3.04), citizens(2.99), province(2.97), private corporation(2.96), and universities((2.93). Of particular note, the mean score except the mayor were all below median (3.00). province(3.24), city council member(3.20), public employees (3.09), private corporation(3.03), nonprofit organization (2.97), mass media (2.96), citizens(2.96), and universities(2.89). The universities and colleges also should revise their strategic plans and thus restructure their internal academic programs, and must develop their own collaborative programs with Proton Engineering Frontier Project, related industries, city, and other government units. Not only educating, training, and providing top-notched man powers to the proton technology industries will be one of their primary missions.

In order to create a successful regional development model, there should be an effort to foster a strategic industry which boosts a geographical features of rural areas. Because, It must be clear that the strategic industry chosen between choice and concentration of the development of the local industry development which boosts the local economy revitalization. The local government should have continual concern and roles to fulfil political subjects and keep estimating about the possibility that there could be the sustainable development by Task Ahead of the local industry. This study's indicators were established for the adequacy evaluation of the industrial policy by focusing on domestic regional development's success example. Next, Conjoint analysis was conducted on the Experts. On the basis of this analysis, the weights of indicators are derived. And this study suggest the reasonable evaluation system to take Sustainable industry plan of regional strategic. Consequently, 'Regional development' sector separate 3 categories which are 'Local economy', 'Human Resource Development', 'local marketing' and 9 indicators were derived. 'Industrial development' sector derived 9 indicators about 'Construction of infrastructure', 'Technical development' and 'business support'. Looking through the implications of this study. First, the problem needed to be supplemented based on the Diversity and concreteness of Evaluation system when government assesses regional industry development policy. Second, local government have to strategically consider the possibility of convergence between industries and easiness of network in a broad region. Finally, Foundation and support of the professional manpower and companies for the regional industries must be established.

In 2004, in order to create core competences and major growth drivers for endogenous regional developments, the Korean government adopted the policies for establishing regional innovation systems, The main organization for the policies is the regional innovation council which is composed of diverse groups of scholars, professionals, and government officials. The regional innovation council of Kang-won Province consists of a couple of sub-divisions such as Operation Committee, Administration Office, Planning and Moderation Department, Strategic Industry Department, Culture and Tourism Industry Department, Regional Industry Department, and Regional Human Resource Development Department. The primary roles and jobs are planning, reviewing, evaluating and finalizing regional innovation policies. However, because of conflicts with local government, insufficient budget problems, organization structure problems, and decision making process problems, the regional innovation councils could not perform their original roles and functions. They could not adopt radical or non-traditional strategies. Although it's failure, a lot of people recognize the importance of regional innovation councils' roles and functions, I believe there would be another regional innovation councils coming continuously which would be take more important roles and have more power over budgeting problems. The purpose of this article is to identify the primary sources of strategies and organization structure problems of the previous regional innovation councils and to provide a couple of answers. In this paper, the author primarily analyze the problems of the Kang-won innovation council. A couple of answers to the desirable organization structures and the desirable roles of regional innovation councils will be presented for discussion.

This study aims to find implications for urban economic regeneration strategies of local initiative by analyzing of promoting regional strategic industries, both Seongnam and Goyang in terms of regional industrial policy, institution and specialized service agency. The main results based on the case studies are as follows. First, It is a top priority to formulate the policy direction, such as selecting strategic industries and prepare means for improving it. It should keep reliability and continuity for inducing economic units. Second, It is necessary to consider the effectiveness and diversity of institutions. The institutions to be formalized by municipal ordinance and rules for making the successful implementing system of policies. It is necessary to implement strategic industry policy linked with the central government or public organizations for expanding of a diversity of policies. It is necessary to change in viewpoint on the deregulation and tax break for the private sectors as inducements to achieve the regional economy activation. Third, It is necessary to introduce the specialized service agency to improve an effectiveness and efficiency of institutions and accelerate a network within economic units.

BACKGROUND/OBJECTIVES: Petasites japonicus Maxim (P. japonicus) has been used as an edible and medicinal plant and contains many bioactive compounds. The purpose of this study is to investigate the effect of P. japonicus on osteogenesis. MATERIALS/METHODS: The leaves and stems of P. japonicus were separated and extracted with hot water or ethanol, respectively. The total phenolic compound and total polyphenol contents of each extract were measured, and alkaline phosphatase (ALP) activity of each extract was evaluated to determine their effect on bone metabolism. To investigate the effect on osteoblast differentiation of the aqueous extract of P. japonicus leaves (AL), which produced the highest ALP activity among the tested extracts, collagen content was measured using the Sirius Red staining method, mineralization using the Alizarin Red S staining method, and osteocalcin production through enzyme-linked immunosorbent assay analysis. Also, real-time reverse transcription polymerase chain reaction was performed to investigate the mRNA expression levels of Runt-related transcriptional factor 2 (Runx2) and Osterix. RESULTS: Among the 4 P. japonicus extracts, AL had the highest values in all of the following measures: total phenolic compounds, total polyphenols, and ALP activity, which is a major biomarker of osteoblast differentiation. The AL-treated MC3T3-E1 cells showed significant increases in induced osteoblast differentiation, collagen synthesis, mineralization, and osteocalcin production. In addition, mRNA expressions of Runx2 and Osterix, transcription factors that regulate osteoblast differentiation, were significantly increased. CONCLUSIONS: These results suggest that AL can regulate osteoblasts differentiation, at least in part through Runx2 and Osterix. Therefore, it is highly likely that P. japonicus will be useful as an alternate therapeutic for the prevention and treatment of osteoporosis.

BACKGROUND/OBJECTIVES: The immunomodulatory effect of Platycodon grandiflorum (PG) has been reported, but studies on its mechanism are still lacking. This study was undertaken to confirm whether the hydrolyzed and fermented PG extract (HFPGE) obtained by adding hydrolysis and fermentation to the extraction process has an immune-enhancing effect in the in vivo system. MATERIALS/METHODS: Five-week-old BALB/c mice were divided into 4 groups: normal control group (NOR), control group (CON), 150 mg/kg body weight (BW)/day HFPGE-treated group (T150), and 300 mg/kg BW/day HFPGE-treated group (T300). The mice were administered HFPGE for 4 weeks and intraperitoneally injected with cyclophosphamide (CPA, 80 mg/kg BW/day) on day 6, 7, and 8, respectively, to induce immunosuppression. The levels of immunoglobulins (Igs) and cytokines were measured in the serum. In splenocytes, proliferation and cytokine levels were measured. RESULTS: Serum IgA, IgG, and IgM levels were observed to decrease after CPA treatment, which was recovered by HFPGE administration. The levels of serum interleukin (IL)-12, tumor necrosis factor (TNF)-α, IL-8, and transforming growth factor (TGF)-β were also decreased after exposure to CPA but increased after HFPGE administration. Decreased splenocyte proliferation was seen in CPA-treated mice, but was observed to increase in the T150 and T300 groups as compared to the NOR group. Compared to the CON group, splenocyte proliferation stimulated with concanavalin A (ConA) or lipopolysaccharide (LPS) in the HFPGE-treated groups was significantly increased. The cytokines secreted by ConA-stimulated splenocytes (IL-2, IL-12, interferon-γ, TNF-α) were increased in the T150 and T300 groups, and cytokines secreted by LPS-stimulated splenocytes (IL-4, IL-8, TGF-β) were also increased by HFPGE administration. CONCLUSION: These results suggest that HFPGE stimulates the immunity in immunosuppressed conditions, thereby enhancing the immune response. Therefore, it is expected that HFPGE has the potential to be used as functional food and medicine for immune recovery in various immunocompromised situations.

BACKGROUND/OBJECTIVES: Peroxisome proliferator-activated receptor-gamma co-activator-1α (PGC-1α) has a central role in regulating muscle differentiation and mitochondrial metabolism. PGC-1α stimulates muscle growth and muscle fiber remodeling, concomitantly regulating lactate and lipid metabolism and promoting oxidative metabolism. Gynostemma pentaphyllum (Thumb.) has been widely employed as a traditional herbal medicine and possesses antioxidant, anti-obesity, anti-inflammatory, hypolipemic, hypoglycemic, and anticancer properties. We investigated whether G. pentaphyllum extract (GPE) and its active compound, gypenoside L (GL), affect muscle differentiation and mitochondrial metabolism via activation of the PGC-1α pathway in murine C2C12 myoblast cells. MATERIALS/METHODS: C2C12 cells were treated with GPE and GL, and quantitative reverse transcription polymerase chain reaction and western blot were used to analyze the mRNA and protein expression levels. Myh1 was determined using immunocytochemistry. Mitochondrial reactive oxygen species generation was measured using the 2'7'-dichlorofluorescein diacetate assay. RESULTS: GPE and GL promoted the differentiation of myoblasts into myotubes and elevated mRNA and protein expression levels of Myh1 (type IIx). GPE and GL also significantly increased the mRNA expression levels of the PGC-1α gene (Ppargc1a), lactate metabolism-regulatory genes (Esrra and Mct1), adipocyte-browning gene fibronectin type III domain-containing 5 gene (Fndc5), glycogen synthase gene (Gys), and lipid metabolism gene carnitine palmitoyltransferase 1b gene (Cpt1b). Moreover, GPE and GL induced the phosphorylation of AMP-activated protein kinase, p38, sirtuin1, and deacetylated PGC-1α. We also observed that treatment with GPE and GL significantly stimulated the expression of genes associated with the anti-oxidative stress response, such as Ucp2, Ucp3, Nrf2, and Sod2. CONCLUSIONS: The results indicated that GPE and GL enhance exercise performance by promoting myotube differentiation and mitochondrial metabolism through the upregulation of PGC-1α in C2C12 skeletal muscle.

Many economic development practitioners view cluster theory and analysis as constituting a general approach to strategy making in economic development, which may lead them to prioritize policy and planning interventions that cannot address the actual development challenges in their cities and regions. This paper discusses the distinction between strategy formation and strategic planning, where the latter is the programming of development strategies that are identified through a blend of experience, intuition, and analysis. Cluster theories and analytical tools can provide useful informational inputs into a strategy making effort and they can also be helpful for programming specific interventions (i.e., strategic planning). However, they should not be used as the exclusive or even predominant framework for filtering information about the competitive advantages of a region or for formulating strategy. To do so forces strategy making into a conceptual box defined by only one highly stylized theory of regional growth and development.

This study is focused on how to effectively support Busan regional footwear companies in partnership with parent company, in particular how to lead a mutual supplementary relationship with the minor firms while improving the efficiency in strategic outsourcing. Recently, The Korean Footwear Industries and companies are making a lot of efforts to enhance the structure of high expenditure and low efficiency as a means of recovering their competitiveness. As a domestic companies have a tendency to almost all the tasks on bloc, it is true that their competitiveness is on the rapid decline for they prefer self-reliance on the premise that all the production should be dealt with for themselves. It is strategic outsourcing that is taken into account as a strategic vehicle for converting such self-reliance into the system of low expenditure and high efficiency. This study also conducted questionnaire researches, designed to find out the difference between the parent company and minor firms in the recognition and contentment on the purchasing and supplying activities. The result of the questionnaire researches went through further analysis and study to give a reasonable alternatives.
