Ecological Network for Landscape Conservation and Restoration: from an International Perspective (경관의 보전과 복원을 위한 생태네트워크의 국제적 동향)

  • Integration system of conservation ecology, ecosystem management and land planing in landscape scale is major principle strategy for national management system of environmental resource and biodiversity. Current conservation strategy is concerned with not only population and habitat level but also ecosystem and landscape level. In especially, ecological networking to link core areas or major habitat patches is most eminent and emerging issue in European Union (EU) and North America. Moreover, the promotion of national ecological network system in EU is focused on national cooperation to construct ecological corridor for key habitat that distributed in many countries. Integrating landscape ecology into conservation ecology and restoration have important role to stimulate the network system in regional and national level. In this review paper, comprehensive and necessary considerations arisen from the view of landscape ecology were discussed for the present situations of wildlife conservation and management in Korea compared with other countries. Especially, the conservation strategy and policy of biodiversity were addressed in broad sense including habitat protection, legal approaches, and ecological network programs. Finally, a national ecological network system was suggested for environmental policy in Korea in global consideration after the Korean Unification.

A Comparative Study on Reservoir Level Prediction Performance Using a Deep Neural Network with ASOS, AWS, and Thiessen Network Data

  • In this paper, we present a study aimed at analyzing how different rainfall measurement methods affect the performance of reservoir water level predictions. This work is particularly timely given the increasing emphasis on climate change and the sustainable management of water resources. To this end, we have employed rainfall data from ASOS, AWS, and Thiessen Network-based measures provided by the KMA Weather Data Service to train our neural network models for reservoir yield predictions. Our analysis, which encompasses 34 reservoirs in Jeollabuk-do Province, examines how each method contributes to enhancing prediction accuracy. The results reveal that models using rainfall data based on the Thiessen Network's area rainfall ratio yield the highest accuracy. This can be attributed to the method's accounting for precise distances between observation stations, offering a more accurate reflection of the actual rainfall across different regions. These findings underscore the importance of precise regional rainfall data in predicting reservoir yields. Additionally, the paper underscores the significance of meticulous rainfall measurement and data analysis, and discusses the prediction model's potential applications in agriculture, urban planning, and flood management.

Location and Policy Factors Influencing the Move-In Decision of Apartment Factory: Case Study of Middle and Small Sized Companies in Daegu City (아파트형공장의 입지 및 정책요인이 입주의사에 미치는 영향 -대구시 중소기업 사례를 중심으로-)

  • This study aims at analyzing location and policy factors influencing the move-in decision of apartment factories on the case study of middle and small sized companies in Daegu City. The main results of this study are as follows. Firstly, analyzing the questionnaire survey results, 58.2% of response companies have the intentions to move-in apartment factories. Secondly, through the factor analysis to the location factors, 5 factors such as network, move-in cost, accessibility, factory space and labor are derived. And through the factor analysis to the policy factors, 3 factors such as management support policy, pecuniary support policy and administrative support policy are also derived. Finally, analyzing logistic regression analysis, we can find pecuniary support policies influence the move-in decision of apartment factories.

The Consciousness and Implication of Manufacturing and Non-Manufacturing Firms on Corporate Finance in Pusan Region (부산지역 제조기업과 비제조기업의 기업금융에 대한 의식과 함의)

  • Based on the survey, this paper examines entrepreneurs' attitude toward corporate lending in Pusan region. The results show that the relationships of manufacturing firmswith banks are different from those of non-manufacturing firms. These are mainly due to the differences in the operational grounds between them. The non-manufacturing firms have their operational ground in Pusan, thus they have local banks as their mainbanks and depend heavily on mainbanks' credits. However the business network of the local banks is not broad enough to satisfy the manufacturing firms financial service needs. Therefore, the manufacturing firms maintain close relationship with not only regional local banks but also other banks. The results of the study demand the local banks to produce information of the regional firms and to monitor them more widely and tightly. One of the important contributions of this paper is that it has succeeded in making clear the importance of relationship banking of the local banks.

Mutual Verification of an Analytic Model of a Complex System and Space Syntax Using Network Analyses (네트워크 분석방식 선택에 따른 복잡계 모형과 공간구문론의 상호검증)

  • A social phenomenon that occurs in a physical space is said to be a complex system. However, space syntax, which is commonly employed by researchers to identify such social phenomena, has various limitations in interpreting their complexity. On the other hand, agent-based modeling considers a variety of factors including the personality of the agent, objective-oriented work flows, estimation according to time flows and better prediction of space use through diverse parameters depending the situation, as well as the characteristics of the space. The agent-based method thus has the potentials to be developed as an alternative to space syntax techniques. In particular, discrete event driven simulation(DEVS), which is part of the agent-based modeling method, embraces the concept of networks just like space syntax, which allows a possible theoretical linkage in the future. This study suggests a procedural model of agent-based DEVS reflecting two different connection methods, i.e. connections between adjacent areas and those of the entire space, and attempts to identify the relationship between the local and regional indices of space syntax. A number of spaces were selected as examples-one for a preliminary experiment and eight modified for the main experiment-and space syntax and DEVS were applied to each of them. The comparative analysis of the results led to the conclusions as follows: 1) Adjacent connections were closely related to local indices, while the whole-space approach to regional indices. Local integration shows both characteristics. 2) Observation of the time flow model indicated a faster convergence with the range of 1 to 3-fold of the total time of one lap, with the error of less than 10%. 3) The heat map analysis showed more obvious characteristics of using the space for the entire space rather than adjacent connections. 4) Space syntax shows higher eligibility than ABM.

  • Observation of land surface temperature in industrial areas is problematic, as it is not possible to construct a network of weather stations with sufficiently high density and continuous operation in such zones. Multiphase remote sensing data that cover a wide area and take a short time to process can enable the user to precisely and continuously measure the current and changing land surface temperatures in a certain region. Jeollanam-Do in South Korea is undergoing rapid industrialization, with the establishment of a number of industrial complexes, such as the Gwangyang Steelworks, Yeosu Industrial Complex, Yulchon Industrial complex, and Daebul Industrial Complex. To look into the properties of industrial complex's temperature, this study uses the thermal band of Landsat 7 ETM+ images acquired under thermal infrared wavelengths in order to calculate and compare the surface temperatures of the four above-named industrial complexes. From this, it is possible to obtain the basic information about industrial complex for environmental and natural resource management, which will aid industrial complex planners in developing methods of addressing environmental problems.

Development of Desktop-Based LDC Evaluation System for Effectiveness TMDLs (효과적인 오염총량관리를 위한 데스크탑 기반의 LDC 평가 시스템 개발)

  • Load Duration Curve (LDC) can be used as a method for load management of point and non-point pollution source because the LDC easily assesses the water quality corresponding to hydrological changes in a watershed. Recently, the application of LDC to total pollution load management is a growing interest in Korea. In this regard, A desktop-based LDC assessment system was developed in this study to provide convenience to users in water quality evaluation. The developed system can simply produce the LDC by using streamflow and water quality data involved in its database. Also, The system can quantitatively inform the success or failure of the achievement for a target water quality at monthly scale. Furthermore, seasonal water quality and point/non-point pollution load in a watershed can be estimated by this system. We expect that the developed system will contribute to establish local and national policies regarding water management and total pollution load management because of its advantages such as the pollution tracking investigation and the analysis of water quality and pollution loading amount in an ungauged watershed.

  • Defining sustainable development as the challenge of continuously balanving economic, social and ecological values, a European research project sought lessons from experiences of a forty year period to frame criteria of appropriate scale for contextually-sensitive environmental policy. A network of case studies conducted by partner teams in Gemany, lreland, the Netherlands and Sweden examined changes of scale in the territorial, functional and socio-political contexts of life and landscape between 1950-1990. Themes central to the project included landscape transformations, tensions among area-and sector-based ways of life [genres de vie], and changing horizons of discretionary reach. With illustrations drawn mainly from the lrish case studies in Tipperary, this lecture outlines some regional differences in response to externa-policy and market-driven-influences. Implications for cross-cultural research and the framing of contextually-sensitive environmental policy are outlined, and suggestions made for their modulation through European Union, national, regional, and local levels.

A Study on Activation Plan of Data Collection and Cooperation System in Local Council (지방의회 자료수집 및 협력체계의 활성화 방안 연구)

  • The libraries of local councils contribute to realize democracy and promote national interests and the welfare of the people, by supporting democratic legislation activities and congressional politics of the local councilors. This study analyzes the libraries of local councils at 17 regional local governments, and it confirms that there are various deviations in their library services such as material acquisitions and legislative information services by regional groups. On the basis of that analysis, the study summarizes the ways for improving the service qualities of the libraries of local councils as follows. First, it is necessary to organize the institute for national council materials. Second, the cooperative network systems should be constructed to share council publications. Third, the provisions related the copyright law and the national assembly library act have to be modified. Fourth, the libraries of local councils share their own materials focusing on digital publications. Fifth, the National Assembly Library expands their legislative information services to the libraries of local councils.

Analysis of Improvement Effects on Building Approach Vulnerability by Expanding Emergency Rescue Centers in Busan (부산지역 119구조대 증설을 통한 건축물 접근취약성 개선효과 분석)

  • The placement of Korean fire-fighting administrative power in urban areas shows regional unbalance. In an ideal system, all citizens would be provided with equal fire protection and rescue services, but this is usually difficult to realize due to regional conditions or budget problems. In the case of Busan Metropolitan City, we deduced that it is impossible for half of the buildings to receive rescue services within 5 min, and the conditions are much worse for areas with long or wide fire-fighting service regions. The approach vulnerability for the existing emergency rescue squad locations was assessed. The results revealed that if a rescue team's location is shifted, the improvement effect will be virtually insignificant because of their geographical position. Therefore, this study suggests the establishment of additional rescue squads. It is proven that adding 5 rescue centers in the following locations could solve the problem of approach vulnerability: Bukbu, Gangseo, Geumjeong, Gijang, and Haeundae, in order of effectiveness. The number of buildings in the areas is 53,546.
