A Study on the Territorial Reform of Local Government in West Germany (독일의 지방 행정구역 개편에 관한 고찰 - 구서독을 중심으로 -)

  • This paper aims to examine the background, process, and characteristics of the territorial reform of local governments in West Germany (the Federal Republic of Germany) in the 1960s and 70s. During this period the territorial structure and function of municipality (Gemeinde), county (Kreis) and county-free town (Kreisfreie Stadt) as local governments were fundamentally reformed. The territorial reform of local governments paid special attention to merge the small-sized municipalities and to create the joint authorities in order to build the system of central localities. There had been criticism on the uniform boundary delimitation, confusion of regional identity, erosion of local autonomy and emphasis on the regional planning. But the territorial reform of the period has contributed to improve the performance of public administration and to strengthen the service delivery and planning capacity.

A Study on Efficiency of Community Problem-solving Type R&D and Influencing Factors (지역사회 문제해결형 R&D 효율성 및 영향요인에 관한 연구)

  • This study analyzed the efficiency and influence factors according to the main research institute type of R&D Program for the local community problem-solving. This study applied data envelopment analysis (DEA) method and Tobit regression analysis by using 20 institutions that participated in R&D Program. The results are summarized as follows. First, Analysis results according to the research institute type of R&D project, Efficient DMUs showed more regional innovation institutions than social economy enterprises. But regional innovation institutions were the lowest in the CCR and BCC model. However, efficiency dose not differ between regional innovation institutions and social economy enterprises. Second, as a result of the analysis relation between efficiency and allocation characteristics of R&D input, the participation of regional innovation organizations as participating organizations has a negative effect on efficiency. It was found that the higher the proportion of government subsidies and the higher the employment rate of the vulnerable, which is a social achievement, the positive effect on efficiency. The implication of this study is that the participation of social economy enterprises as the main R&D institution and government R&D support can provide social economy enterprises with opportunities to accumulate R&D capabilities and experience successful commercialization.

The role of Universities in the Development of Local Economies: A Case Study in the western of Jeonnam

  • As a result of this study, the income generation effect generatded by regional universities for the region is KRW 130.6 billion (direct and indirect income effect KRW 90.9 billion, induced income effect KRW 39.6 billion). In addition, it is estimated that the effect of regional universities on inducing employment in the region is 2,145 per year. Unless quality jobs are secured, the outflow of population to the metropolitan area will accelerate, and the disappearance of local areas will emerge as a social problem in the near future. Considering the effect of local universities on the local economy revealed through the results of this study, that is, the income and job creation effects, the government will be able to prevent local extinction by providing bold financial support to local universities. If it is difficult to afford it with government finances alone, it can be solved by opening the door to universities for admission through donations, which many advanced countries are introducing..

A Study on the Regional Organizations Operating Advanced System of Government Funded Research Institutes (GRIs): From the R&D Service Point of View Quality Using the Kano Model (정부 출연연구기관의 지역조직 운영 효율화 방안에 관한 연구 : 카노모형을 활용한 연구개발서비스품질 향상 관점에서)

  • Most of the GRI's that are organized and operate a regional. However, the limitations of the building that faces its own innovation system of the area, difficulties in management of the individual institution and community organizations operating in various industries such as inadequate to meet demand. This study examined the quality attributes of the GRI's regional organization's operations and policy improvements on the GRI's key features and regional organizations in the region to suggest future operating efficiency in the consumer's point of view based on the Kano Model and Timko Model. The results showed the different properties depending on the quality of corporate premises, and whether or not its own R&D organization. These results could be used as a basis for future policy design in accordance with GRI's regional organization establishment, operation and evaluation.

Factors affecting regional disparities in the number of teeth sealed with pit and fissure sealants: information for the National Health Insurance (건강보험청구 치면열구전색 치아수의 지역격차와 지역수준 관련요인)

  • Objectives: The purpose of this study was to interpret regional disparities in the number of teeth sealed with pit and fissure sealants, identify the factors that affect these disparities and find solutions for the same. Methods: Data were collected from the National Health Insurance Service and Korean statistical information service using metropolis-city-rural area dental health infrastructure variables, regional health behavior variables, and local finance-related variables. Results: In 2015, the number of teeth sealed with pit and fissure sealants per 100 people was higher in the metropolis or city than in the rural area. There was a positive correlation between the number of teeth sealed with pit and fissure sealants and the number of dentists, dental hygienists, dental institutions, standardization rate of subjective awareness of well-being, standardization rate of brushing after lunch, and the proportion of welfare budget in the general budget. There was a negative correlation with the annual standardization rate of health institution use, the standardization rate of unused medical services, and the local government's financial independence. According to the final model of the multiple regression analysis, while the impact of infrastructure on dentistry was not statistically significant, the statistical significance of standardization rate of brushing after lunch, the local government's financial independence, and the proportion of welfare budget in the general budget were maintained. Conclusions: To reduce regional disparities in the volume of use of pit and fissure sealants, it was concluded that it may be effective to select regions with a consideration of the level of regional economic power, implement separate and appropriate policies and projects, and improve the awareness in residents.

  • Central and regional government agencies collaborate to monitor and report on the quality of New Zealand's groundwater resources. Measurements from around 1,100 water wells representing the main economic aquifers are collected each season and used to prepare regional or national reports on its state, and trends over time. New Zealand's groundwater quality is of a relatively high standard by international standards, but is influenced by human activities and can also be affected by naturally occurring degrading processes.

  • The Ministry of Patriots and Veterans Affairs decided to designate Goesan County as a comprehensive venue for determining the geography of the land, the efficient management of land, the public opinion of local residents, and the establishment of a group of civic complaints. In the meantime, Goesan focused on attracting high-ranking government officials, including high-ranking government officials and high-ranking tourist attractions, to attract high-ranking government officials, including high-ranking officials of the National Guard, to promote the nation's bid to attract high-ranking government officials. In this paper, we intend to conduct a study centered on the controversy over the survival of the Korean National Guard. conflict between local governments is a non-authoritative administrative administrative body, it can be regarded as a matter of difficulty by intervening in any autonomous matter, and ultimately, it can be changed to judicial judgment. This is not to say that the residents of Goesan county will protest this time. Even though Goesan promotes regional development and development for local residents, it can not guarantee that the judgment of Goesan County will be held in the same situation. Thus, it should develop a win-win strategy based on the threat of sabotage. To this end, I would like to suggest the following measures.

  • This study applied the BSC performance consulting experience and diverse variable factors and whether there any differences in terms of satisfaction and the relationship between the support for the government consulting firm specializing in human resources by the resident of the innovation cluster area was investigated through empirical research. According to the study, a new high in recent local government support Consulting Consulting satisfaction by professionals residing in the area that applies to industrial clusters leads to practical consultancy, which was being evaluated as a significant boon to real performance of the company.

A strategic plan of providing regional information using internet GIS in Seoul (인터넷 GIS를 이용한 서울시 지역정보 제공전략)

  • As Internet CIS technology keeps improving dramatically, its use on ordinary people is widely expanded. Informatization of local government is accelerated by the introduction of e-government policy with the purpose of providing public information to the citizen. According to this, construction of Internet homepage is increasing very rapidly by each department of local government. However, the public information service using Internet GIS is very limited. In this study, we propose how to provide the regional information by using Internet GIS by analyzing the following cases; 1) homepages using GIS technology in public and private sectors in case of Seoul, 2) homepages using GIS of foreign local governments, 3) the Seoul Metropolitan government' tasks and data which are important in terms of information service to the citizen. In results of the analysis, we propose a strategic plan of construction of Internet CIS homepage.

Consideration for Construction of Sejong City and Alternative (세종시 건설에 대한 검토와 대안의 모색)

  • This paper includes consideration for construction of Sejong City and seeking its alternative. Korean government has gone ahead with the relocation of 35 ministries of central government from Seoul metropolitan area to Sejong city for balanced regional development. But many specialists are worried about the spatial division of government function because such a spatial division would bring down the functional efficiency of central government. This paper proposes to make Sejong city the administrative capital city instead of the relocation of some ministries to Sejong city, and discusses the necessity and appropriateness to develop Sejong city as an administrative capital city.
