This study revises current feasibility evaluation guideline for agricultural infrastructure improvement project considering recent changes in social and economic environment in rural area. We use an AHP(Analytic Hierarchy Process) approach to consider qualitative evaluation items in policy enforcement and balanced regional development as well as quantitative items in current economic analysis in the process of feasibility evaluation and decision making. The criteria system is composed of three level hierarchy. In the first level which consists of economic analysis, policy analysis, and regional development analysis, economic analysis was ranked top with relative weight of 0.45 and regional development analysis the lowest with 0.22. In the second level which consists of three evaluation items under policy analysis, consistency in policy enforcement, risk factors, and special evaluation factors, consistency in policy enforcement was ranked top. Finally, 13 detailed evaluation items in the third level were surveyed and ranked by using a comprehensive criticality vector. The result shows that the three most important evaluation items are 'degree of underdevelopment', 'spill-over effect of regional economy' and 'consistency with related planning and policy direction'.

This study aims to identify the effect of growth of the land transportation industry on economic growth and to provide implications for Korea's metropolitan region policy. The effect of each metropolitan region on the integrated region where each metropolitan region is integrated is as follows. First, The integrated region where each metropolitan region was integrated with the Southeast region and the Daegyeong region had the greatest economic growth effect due to the growth of the land transportation industry in terms of value added, but the effect of the integrated region with the Chungcheong region was the least. In the case of capital such as roads, the integrated metropolitan regions with the Chungcheong region showed the greatest economic effect. However, the impact of the integrated regions with Jeolla region and the Seoul metropolitan region is insignificant. These results suggest that the synergy effect of metropolitan regional integration by spillover effect such as networks should be considered in the land transportation industry policy.

관광개발이 지역경제에 미치는 파급효과를 분석하기 위하여 투입-산출분석, 관광소득승수분석, 노동창출효과분석 등의 방법을 사용해 왔으나, 2차적 자료가 부족한 소지역을 대상으로 하는 분석에는 적응하기 어려운 실정이다. 본 연구에서는 관광사업체를 대상으로 하는 현지 조사에 근거하여 관광객으로부터 관광사업체로 유입되고 사업체에 의해 지출되는 화폐흐름을 추적하는 '관광지출흐름분석' 방법의 타당성을 검증하고자 한다. 3개의 사례지역을 대상으로 한 조사로부터, 이 방법이 관광개발이 유발하는 연간 지출액의 규모와 그 지리적 범위를 추정하게 하고 생산액, 노동유발효과 등 지역경제에 대한 의미있는 지수를 측정할 수 있게 함을 알 수 있다.

본 연구의 목적은 2003년 지역산업연관표의 거래자료와 외관상무관한회귀(Seemingly Unrelated Regression:SUR) 모형을 이용하여 지역수출의 결정요인을 분석하는 것이다. 노동생산성, 규모의 경제, 해외수출입은 지역내 지역간수출에 정(+)의 영향을 주며, 시장규모는 수출대상지의 시장규모가 커질수록 지역간 수출이 증가하는 것으로 나타났다. 반면, 지역간 수출의 경우, 지역간 거리가 늘어날수록 수출이 줄어드는 것으로 분석되었다. 이러한 결과는 지역수출을 확대하고 궁극적으로 지역경제 활성화를 도모하기 위해서는 노동숙련도 향상, 규모의 경제 달성, 시장규모 확대, 지속적인 해외수출 증대 및 물류비 감소 등에 대한 정책이 필요하다.

As is widely accepted, port development has a significant impact on the regional economy. In view of the far-reaching effects and diversity, understanding its concrete substance is easier said than done. The need for a systematic approach to this subject is very urgent. This study aims at grasping a various fields that port development encompasses, as practical as possible. Therefore, this article describes the basic economic impact and characteristics of port development and explores the implications for regional economy.

지역이탈은 모든 비수도권 지역에서 겪고 있는 문제이지만, 지역 특성과 경제 여건에 따라 그 정도는 다를 것이다. 본 연구는, 인적 요인이 같을 때, 태어나고 성장한 지역의 경제 여건에 따라 청년의 지역이탈 양상과 정도가 다른지 분석하였다. 시·군·구 단위의 분석 결과 청년 이탈은 인구감소와 고령화 수준이 높고, 경제 규모와 재정이 취약한 지역일수록 더 심각하였다. 특히 의료시설을 제외한 상업·교육·문화시설은 청년 이탈을 억제하지 못하였다. 또한 출신 지역과 무관하게 수도권 취업자와 지역 취업자 간에는 유의한 임금 격차가 나타났다. 이는 우리나라 비수도권 지역이 지역 경제 악화와 청년 이탈의 악순환 고리에 빠져있음을 시사한다.

유럽연합의 지역정책은 지리적 확대과정에서 발생되는 저소득 회원국과 지역의 경제적 손실을 보상하고 신규회원국의 가입을 회유하려는 목적으로 사용되어 왔다. 그 결과 지역정책의 목표와 지원대상지역은 확대되고 기금지원은 광범위하게 분산되었다. 최근 유럽연합은 저소득의 중 동부유럽국가의 대규모 가입에 따라 지역정책의 효율성을 높이고 재정적 문제를 해결하기 위해 지역정책을 변경하였다. 우선 광범위하게 분산된 지역정책의 목표를 크게 통합하고, 지역구분에 의한 지원을 단계적으로 폐지하고, 지원대상지역을 순차적으로 축소시키는 정책을 도입하였다. 또한 확대된 지리적 영역에서 지역간 협력을 촉진하여 지역간 결속을 강화하는 정책을 추진하고 있다. 유럽연합의 지역간 발전격차는 회원국간 격차는 수렴되는 현상을 보이고 있으나 거시 지역간 격차는 극화현상을 보이고 회원국 국내 지역격차는 심화되는 경향을 나타내고 있다. 이것은 유럽연합의 지역정책이 회원국간 경제격차의 완화에는 어느 정도 기여를 했다고 볼 수 있다. 그러나 거시지역과 국내 지역에는 격차해소를 위한 지역정책에도 불구하고 발전격차를 증가시킬 수밖에 없는 입지측면의 지역간 차별성으로 인해 경제격차가 심화되고 있다.

본 논문은 액체화물 처리의 경제적 파급효과를 울산항을 중심으로 분석한다. 이를 위해 액체화물의 항만처리단계별 항만물류부문 직접 생산액을 실태조사를 통해 추정 도출한다. 또한 항만물류산업의 생산활동에 의한 지역경제적 파급효과 계측을 위해 항만물류부문을 외생화한 31부문 울산지역 산업연관분석을 실시한다. 주요 결과로 2006년 기준으로 울산항 액체화물 항만처리단계 중 하역/보관/배송단계의 항만물류생산액이 가장 크며, 선박 입출항/접안/정박 단계의 생산액이 가장 적은 것으로 나타났다. 액체화물 처리로 울산지역경제에서 직 간접적으로 약 1조 8,167억원의 생산, 약 4,891억원의 부가가치와 약 6,4412명의 취업이 울산항의 액체화물 처리에 의해서 유발되는 것으로 추정되어 울산지역 항만물류산업 생산에 의한 지역경제적 파급효과의 약 70%가 액체화물의 처리에 의해 발생되는 것으로 나타났다.

The paper proposes a knowledge innovation performance model by the dynamic data envelopment analysis with slacks-based measure approach for evaluating the effectiveness of 30 regional knowledge innovation activities in China from 2010 to 2016. In recent years, China has paid more attention to knowledge innovation activities, as central and local governments have pushed on with their innovation projects by lots of investment whatever the difficulties may be. Decision-maker is usually interested in judge its knowledge innovation performance relative to target benchmark by exploring whether one provincial administration region performs better among others and/or if the growth of economy will be benefited greatly by the knowledge innovation activities. To acquire the managerial insight about this issue from a comprehensively designed performance evaluation model, knowledge innovation activity is conceptualized as an intertemporal production process. Invention patent and regional gross product are imposed on desirable outputs, highlighting the need for knowledge economy. The empirical result shows that knowledge innovation has a positive effect on economic development. At the same time, decision-maker should be interest in the economic effect of patents' type and quality. The government should then encourage new technical applications with greater commercial value from a market-oriented perspective, in order to benefit the most from the innovation process in the short-run.

In addition to simply providing quality food to the people, the fishery industry must be maintained and developed because it has various functions such as national food security, preservation of natural scenery, protection of national territory, and revitalization of the local economy. However, risk factors such as climate changes and environmental destruction have raised concerns about the sustainable development of the industry. Since these risk factors are becoming larger and more complex over time, it is time to conduct research related to the risk of the fishery industry. Therefore, the purpose of this study is to explore the risk factors facing the fisheries at this point, to analyze the economic ripple effect of regional fishery product supply shortage, and to draw implications. As a result of this study, the economic ripple effect of fishery product shortage per won was highest in Busan, followed by Gangwon, Gyeongnam, and Gyeongbuk. Considering the size of the local fishery industry, Busan had the highest supply shortage per 1% of local fisheries production. It is also necessary to prepare special risk management and countermeasures for these regions since the effect of supply shortage in regions such as Jeonnam, Gyeongnam, and Jeju is large compared to other regions.
