역진적 선별성의 지속과 확장성의 제약, 2008~2016: 이명박·박근혜 정부시기 한국복지체제의 특성 (Korean welfare regime in the conservative administration, 2008-2016)

  • 본 연구는 이명박 박근혜 정부 9년 동안 한국 복지체체의 변화를 '확장성의 제약'과 '역진적 성별성'의 강화라는 두 가지 성격을 중심으로 분석했다. 이를 통해 본 연구는 보수정부 9년 동안 복지가 확대된 것은 분명하지만, 이러한 확장이 미래의 복지지출을 축소시키는 '확장성의 제약'이 실현되는 과정이었다고 평가했다. 또한 자유주의 정부 10년에 이어 사회보험 중심의 공적 복지가 확대되면서 한국 복지체제의 역진적 선별성이 공사적 영역에서 강화되었다. 물론 사회보험을 확대한다는 것 자체가 한국복지체제의 역진적 선별성을 강화하는 것은 아니다. 하지만 수출주도형 성장체제가 만들어놓은 산업구조는 노동시장의 분절화를 심화시켰고, 이러한 조건에서 정규직 노동자를 기준으로 설계된 사회보험을 확대하는 것은 사회보장제도의 역진적 선별성을 강화할 수밖에 없었다. 보수정부 9년 동안 한국복지체제의 역진적 선별성이 강화된 것은 바로 이러한 이유에서였다. 결국 보수정부 시기 한국복지체제는 서로 다른 삶을 살아가는 세 집단으로 나누어졌고, 세 집단 간의 불평등은 더욱 심화되었다.

Initial Growth Mode and Nanostructure of Bulk Heterojunction Layers in Planar Type Metal Pthanlocyanine Molecules

  • ZnPc and CuPc molecules stacked similar way in the film, but showed different growth modes in thermal evaporation. The distribution of CuPc crystals did not change by the film thickness, whereas the distribution of ZnPc became random as the increase of the film thickness. The disc type nanograins of CuPc were quite regularly distributed at the initial growth regime and the regular distribution of nanograins was kept during the film growth. On the other hand, ZnPc consisted in ellipsoid shaped nanograins and the distribution of nanograins was not regular in the initial growth regime. The irregular distribution of nanograins changed to the regular mode at the later growth regime by showing structure factor in GISAXS measurement. The different initial nanograin distribution in ZnPc and CuPc was related to the different nanostructure in the mixed layer with C60 to form the bulk heterojunction.

안쪽축이 회전하는 환형관내 천이 유동 연구 (An Study on the Transitional Flows in a Concentric Annulus with Rotating Inner Cylinder)

  • This experimental study concerns the characteristics of a transitional flow in a concentric annulus with a diameter ratio of 0.52, whose outer cylinder is stationary and inner one rotating. The pressure losses and skin-friction coefficients have been measured for the fully developed flow of a 0.2 % aqueous solution of sodium carbomethyl cellulose (CMC) at a inner cylinder rotational speed of $0{\sim}600$ rpm. The transitional flow has been examined by the measurement of pressure losses, to reveal the relation of the Reynolds numbers with the skin-friction coefficients, in the laminar and transitional flow regimes. The occurrence of transition has been checked by the gradient change of pressure losses and skin-friction coefficient with respect to the Reynolds numbers. The increasing rate of skin-friction coefficient due to the rotation is uniform for laminar flow regime, whereas it is suddenly reduced for transitional flow regime and, then, it is gradually declined for turbulent flow regime. Consequently, the critical(axial-flow) Reynolds number decrease as the rotational speed increases. Thus, the rotation of inner cylinder promotes the early occurrence of transition due to the onset of taylor vortices.

  • A study of counter-current two-phase flow in narrow rectangular channels has been performed. Two-phase flow regimes were experimentally studied in 760 mm long and 100 mm wide test sections with 2.0 and 3.0mm gaps. The resulting data have been compared to previous transition models. For the transition from bubbly to slug flow the superficial velocity of gas increased as the gap width increased. The comparison of experimental data to the transition model developed by Taitel and Barnea showed relatively good agreement for the bubbly-to-slug transition in the case of 2mm gap width. For the criteria of Mishima and Ishii to be applicable to the slug-to-churn transition the distribution parameter should be well defined for narrow channels. Even though the gap width of narrow channels increased the superficial gas velocity did not change for the transition form chum to annular flow regime. For the chum-to-annular transition the model of Taitel and Barnea showed discrepancies with experimental data, especially in the channel with larger gap.

ON THE MODELLING OF TWO-PHASE FLOW IN HORIZONTAL LEGS OF A PWR

  • This paper aims at presenting the state of the art, the recent progress, and the perspective for the future, in the modelling of two-phase flow in the horizontal legs of a PWR. All phenomena relevant for safety analysis are listed first. The selection of the modelling approach for system codes is then discussed, including the number of fluids or fields, the space and time resolution, and the use of flow regime maps. The classical two-fluid six-equation one-pressure model as it is implemented in the CATHARE code is then presented and its properties are described. It is shown that the axial effects of gravity forces may be correctly taken into account even in the case of change of the cross section area or of the pipe orientation. It is also shown that it can predict both fluvial and torrential flow with a possible hydraulic jump. Since phase stratification plays a dominant role, the Kelvin-Helmholtz instability and the stability of bubbly flow regime are discussed. A transition criterion based on a stability analysis of shallow water waves may be used to predict the Kelvin-Helmholtz instability. Recent experimental data obtained in the METERO test facility are analysed to model the transition from a bubbly to stratified flow regime. Finally, perspectives for further improvement of the modelling are drawn including dynamic modelling of turbulence and interfacial area and multi-field models.

  • The repeal of the block exemption for liner conferences and the abolition of any "special EC antitrust regime" for the shipping industry marks an important step in European maritime competition policy. This article examines the origins and the rationale of the EC antitrust immunity granted so far to the shipping industry and explains the causes of this historical change. Moreover, based on the precedents which have appeared so far, a general assessment is offered under this new EC regime on agreements restricting competition in the liner shipping industry, in particular horizontal ones: conference and tariff/freight arrangements will be doomed, whereas the legitimacy of consortia agreements should not be cast in doubt; a case-by-case analysis will be the approach as regards exchange or dissemination of information by shipowners in the market, and the relevant case law which emerges on these matters in other industries will be the criterion for their evaluation. Finally, a few remarks are made in respect of the international dimension of the decision to outlaw liner conferences and hence carve out EU Member States from the UN Code of Conduct regime.

북한 핵의 맥락적 이해 (Contextual Understanding of North Korea Nuclear Problem)

  • 본고의 목적은 북한 핵문제 해결의 단서를 모색하기 위하여 북한 핵 문제를 맥락적으로 이해하려는 것이다. 다양한 시도가 무산된 상황에서 북한 핵 문제를 백지 상태에서 가늠해 보자는 것이다. 북한 핵문제는 북한 내부의 전개과정과 밀접하면서 동시에 국제정치적 함의 변화와 관련된다. 북한 핵문제가 체제 생존의 노력으로부터 파생되어 학습 효과에 의해 진화한 프로젝트일 가능성이 크다는 것이다. 소련의 영향으로 발아된 북한 핵문제가 '자위의 원칙'과 결합되면서 중 소 분쟁 등 국제정치적 상황에 의해 진화되었다. 냉전체제 붕괴와 탈냉전기의 도래는 획기적인 변화를 가져왔다. 북한 안보환경의 악화와 더불어 9 11 테러 이후 소위 '악의 축'이 보유하고 있는 대량파괴무기와 테러집단의 연결 가능성은 북한 핵문제를 세계안보 차원으로 확대시켰다. 그러므로 북한 핵문제는 체제생존, 냉전체제의 붕괴, 탈냉전기 안보함의의 변화라는 맥락 속에서 다양한 가능성을 전제하고 지속적인 수렴 과정을 통해 해결의 영역을 확보해야 한다.

냉간가공된 316L 스테인리스 강의 인장 및 저주기 피로 물성치에 미치는 동적변형시효의 영향 (The Influence of Dynamic Strain Aging on Tensile and LCF Properties of Prior Cold Worked 316L Stainless Steel)

  • Tensile and LCF(low cycle fatigue) tests were carried out in air at wide temperature range 20$^{\circ}C$-750$^{\circ}C$ and strain rates of 1${\times}$10$\^$-4//s-1${\times}$10$\^$-2/ to ascertain the influence of strain rate on tensile and LCF properties of prior cold worked 316L stainless steel, especially focused on the DSA(dynamic strain aging) regime. Dynamic strain aging induced the change of tensile properties such as strength and ductility in the temperature region 250$^{\circ}C$-600$^{\circ}C$ and this temperature region well coincided with the negative strain rate sensitivity regime. Cyclic stress response at all test conditions was characterized by the initial hardening during a few cycles, followed by gradual softening until final failure. Temperature and strain rate dependence on cyclic softening behavior appears to result from the change of the cyclic plastic deformation mechanism and DSA effect. The DSA regimes between tensile and LCF loading conditions in terms of the negative strain rate sensitivity were well consistent with each other. The drastic reduction in fatigue resistance at elevated temperature was observed, and it was attributed to the effects of oxidation, creep and dynamic strain aging or interactions among them. Especially, in the DSA regime, dynamic strain aging accelerated the reduction of fatigue resistance by enhancing crack initiation and propagation.

자연유황 회복을 위한 댐 운영에 따른 금강의 물리서식처 변화 분석 (Investigation of the change in physical habitat in the Geum-gang River by modifying dam operations to natural flow regime)

  • 일반적으로 상류의 댐은 하류 유황을 자연 상태에서 발전방류 조건으로 심각하게 변화시킨다. 본 연구에서는 물리서식처모의를 통하여 국내 조절하천에서 자연유황 패턴이 하류의 어류 서식처에 미치는 영향을 조사하였다. 연구 대상하도는 금강의 용담댐 하류 13.4 km 구간으로 설정하였다. 현장조사 결과, 대상하도에서 피라미, 쉬리, 그리고 끄리가 우점하고 있는 것으로 나타났으며, 이들이 전체의 70%를 차지하고 있는 것으로 파악되었다. 이중 끄리는 금강에 서식하는 토착어종이다. 이들 3종을 물리서식처모의를 위한 대상어종으로 선정하였다. 수리해석과 서식처모의를 위하여 2차원 천수방정식에 기반한 Nays2D 모형과 HIS 모형을 각각 사용하였다. 자연 유황에 따른 영향을 검토하기 위하여, 본 연구에서는 댐 유입 유량과 발전유량을 이용하였다. 물리서식처모의 결과, 자연유황 조건에서 대상하도의 복합서식처지수가 크게 증가하는 것으로 나타났다. 그리고 BBA 방법을 이용하여 대상하도에 자연유황에 대한 댐 운영 시나리오를 제시하였다. 시나리오 1을 위하여 유입유량의 양과 지속기간을 고려하는 수문학적 방법을 이용하였고, 시나리오 2는 유입유량을 월별로 평균하여 구축하였다. 시나리오 1과 시나리오 2를 통해서 구현된 자연유황 조건이 발전방류에 비해 가중가용면적을 크게 증가시키는 것으로 나타났다. 결과적으로 댐 운영을 자연유황 조건으로 변환시켜 방류하였을 때 하류의 어류 서식처를 개선하는데 도움이 되는 것으로 확인되었다.

기후변화에 대비한 환경연구의 방향 (Consideration on new research direction in marine environmental sciences in relation to climate change)

  • Due to the recent increase in greenhouse gases in atmosphere, world climate is rapidly changing and in turn, the earth ecosystem responds upon the climate changes. Comparing the ecosystem in the past, the present shapes of ecosystem is the result of the serious modification. Fishery resources in marine ecosystem, which usually occupy the upper trophic level, are also inevitable from such changes, because they always react to the natural environmental conditions. The northwestern Pacific is the most productive ocean in the world producing about 30% of world catch. From time to time, however, it has been notified that abundance, distribution and species composition of major fish species were altered by climate events. Furthermore, primary productivity of the ocean is not stable under the changing environments, so that carrying capacity of the ocean varies from one climate regime to another. Major climate events such as global warming, atmospheric circulation pattern, climate regime shift in the North Pacific, and El Nino event in the Pacific tropical waters were introduced in relation to fisheries aspects. The current status and future projection of fishery production was investigated, especially in the North Pacific including Korean waters. This new paradigm, ecosystem response to environmental variability, has become the main theme in marine ecology and fishery science, and the GLOBEC-type researches might provide a solution far cause-effect mechanism as well as prediction capability. Ecosystem management principles for multi-species should be adopted for better understanding and management of ecosystem.
