The Exploratory Study on the Financial Soundness of Public Pension : The Case of National Pension Scheme (공적연금 재정건전성에 대한 탐색적 고찰 : 국민연금을 중심으로)

  • The current benefit expenditure of National Pension Scheme is comparatively small, as it stands in the early stage in reference to the historical development. On the other hand, the current contribution rate of National Pension is set up beyond which is sufficient to cover the current benefit expenditure. Therefore, National Pension makes big surplus every year such that the size of accumulated fund increases very fast. Nevertheless, the apprehension of financial instability of National Pension prevails these days. If so, is it really well-grounded? In terms of the method of financing. public pension schemes of most of all nations in the world are based on pay-as you go or partial funding. Under these financing methods, financial soundness fundamentally depends on the power that the government is able to impose the burden which is equivalent to benefit expenditure and the attitude of the public which represents whether they will admit it or not. Under this perspective, the judgement of financial soundness of public pension can not be made arithmetically and technically only on the basis of the balance between receipts and expenditure but should be accomplished considering the very complex and diverse aspects. In these context, this paper defines what the financial soundness of public pension means specifically and presents the objective indices which help judge it, that is, implicit debt, cost rate, summarized cost rate, pension expenditure as percentage of GDP, and fund rate. Then, applying the indices, this paper analyzes the long-term financial situation of National Pension empirically and evaluates its financial soundness in exploratory perspective.

Growth, Biomass and Net Production of Quercus Species (I) - With Reference to Natural Stands of Quercus variabilis, Q. acutissima, Q. dentata, and Q. mongolica in Kwangju, Kyonggi-Do - (참나무류의 성장(成長) 및 물질생산(物質生産)에 관한 연구(硏究)(I) - 경기도(京畿道) 광주지방(廣州地方)의 굴참나무, 상수리나무, 떡갈나무, 신갈나무 천연임분(天然林分)을 대상으로 -)

  • Four natural Quercus stands in Kwangju, Kyonggi-Do, of which ages ranging from 32 to 38 years old, were studied to compare their growth, biomass and net production. Ten $10m{\times}10m$ quadrats were set up and ten sample trees were harvested for dimension analysis in each stand. The largest mean DBH and height were shown by Q. acutissima stand, and followed by Q. variabilis stand, Q. mongolica stand, and Q. dentata stand in descending order. Tree density was the highest at Q. variabilis stand, and followed by Q. dentata stand, Q. mongolica stand, and Q. acutissima stand in descending order. Biomass was the largest at Q. acutissima stand(122.73t/ha), and followed by Q. variabilis stand(87.03t/ha), Q. mongolica stand(72.14t/ha), and Q. dentata stand(38.56t/ha) in descending order. Net production was the greatest at Q. mongolica stand(7.49t/ha/yr.), and followed by Q. variabilis stand(6.47t/ha/yr.), Q. acutissima stand(6.06t/ha/yr.), and Q. dentata stand(3.52t/ha/yr.) in descending order. The highest net assimilation ratio was exhibited by Q. acutissima stand (3.275), and followed by Q. variabilis stand(2.898), Q. mongolica stand(2.888), and Q. dentata stand (1.840) in descending order. The difference in net assimilation ratio and net production among four stands was caused by differences in their leaf biomass. The difference in net production and biomass among four stands was due to that in the distribution of net production among stems, branches and leaves.

A Comparison of Some Financial Rotation Models with Reference to Pinus koraiensis Stands (경제적성숙기(經濟的成熟期) 결정(決定)을 위한 벌기령(伐期令)모델의 비교연구(比較硏究))

  • Financial rotations of Pinus koraiensis stands are calculated and compared on the basis of five basic financial maturity concepts. The rotations given by the forest rent and average annual gross revenue models are in excess of sixty years by adopting zero interest rates of capital and forest lands. IRR model also neglects land value and highly sensitive to the changes of fixed and regeneration costs. The Faustmann doctrine recommands rotation ages of 23-39 years depend upon applied interest rates and site indices, and seems to be most adequate for determining financial maturity. It is however the situation in Korea that economic conditions are changing rapidly, and thus a model which does not require many exogenous variables in calculation process is preferable. The Duerr's solution has a basic simplicity and logic which is appealing from both a theoritical and practical viewpoint, and most adaptable to the Korean situation, even though the model completly neglects the opportunity cost for forest land. There is a tendency to reduce rotation length with the increase of site quality, but the difference is negligible.

Biomass Estimation of Phyllostachys pubescens Stands in KFRI, Southern Forest Research Center (맹종죽 시험림의 현존량 추정에 관한 연구)

  • For biomass estimation of Phyllostachys pubescens stands by optimal survey method we established 9 bamboo sample plots in the research forests of KFRI (Korea Forest Research Institute). The dry weight of culm segment determined by relative heights of total bamboo height show us two groups of 1st to 5th culm segment (up to 0~55% culm of tree height from the bottom area) and 6th to 8th culm segment (55~100%) by the results of cluster analysis for dry weight ratio. This results show that upper and lower part of 55~70% reference height from the bottom area against total culm height can be used in obtaining 1 kg of a sample bamboo, respectively, rather than 2.0 m stem segments of other forest tree species. In above-ground biomass estimation by $W=aD+bD^2$ having the highest coefficient of determination in this study, above ground stand biomass was 57.77 ton/ha (culm 40.47 ton/ha, branch 9.29 ton/ha, and leaf 8.01 ton/ha) of which 70% was contributed by culm component followed by branch (16%) and leaf (14%). Below-ground biomass was 53.35 ton/ha in total.

Successional Changes in Seed Banks in Abandoned Rice Fields in Gwangneung, Central Korea

  • In order to understand the role of seed banks for restoration, seed banks in abandoned rice fields in the Gwangneung National Arboretum, central Korea were investigated using the seedling emergence method. The study sites represented three stages: an initial stage dominated by forbs such as Persicaria thunbergii and Juncus effuses var. decipiens, a middle stage dominated by Salix, and a late stage dominated by Quercus aliena and Prunus padus (in nearby riparian forest chosen as a reference stand). DCA ordination arranged the stands according to the number of years since abandonment. CCA ordination identified the dominant environmental variables correlated most closely with Axes 1 and 2 as $Mg^{2+}$ (intraset correlation was 0.827) and $K^+$ (intraset correlation was -0.677), respectively. Species richness and diversity decreased from the initial stage (H'=2.61) to the middle (H'=1.79) and late (H'=0.75) stages. A total of 49 species $(/m^2)$ and 18,620 seedlings $(/m^2)$ emerged out of the seed bank samples. The DCA ordination and similarity analysis detected a large discrepancy between the composition of the actual vegetation and the seed bank. We conclude that the contribution of seed bank to restoration is low. However, seed bank may help the recovery of forbs after disturbance. Some of our results are consistent with the tolerance model of succession whereas others follow the trajectory of the facilitation model. More research on succession will be required to understand the underlying mechanisms.

  • With the introduction of smart devices as a new channel of information distribution, the mass tourism that has been dominating the travel scene is being transformed into individual tourism. Therefore, it is more than important to establish an advanced smart tourism environment using cutting-edge ICT technologies in order to go into one of tourism developed countries. In line with that, this study draws both local and international cases to show where smart tourism stands now by mapping out problems and solutions by category. Firstly, in terms of infrastructure, establishing distribution platform and big data analyzing systems were suggested. Secondly, to fit the needs of consumers, converged tourism content and user experience based content development are in need. Lastly, in terms of governance forming public-private consultative body and incubating creative tourism companies are suggested. The study results will serve as a fruitful reference to those who want to establish business strategy related to smart tourism.

Analysis of Forest Stand Structure Using Spaceborne Synthetic Aperture Radar(SAR) Data (인공위성 레이다 영상자료를 이용한 임분구조의 물리적 특성파악)

  • With recent development in spaceborne imaging radar system, there are growing interests using satellite synthetic aperture radar(SAR) data in various applications. This study attempted to identify the relationships between several forest stand characteristics and radar backscatter, measured from space altitude altitude at three incidence angles. Shuttle Imaging Radar-B(SIR-B) data were collected over a forested area in northern Florida in October, 1984. By using various sources of reference data (forest type maps, inventory records, aerial photographs, and Landsat Thematic Mapper data), about 400 forest stands of known characteristics were carefully located in the radar data. Relative radar backscatter for the three incidence angles of SIR-B data were compared with known forest stand parameters such as mean tree height, diameter at breast height(DBH), stand density, biomass, and relative amount of understory vegetation. The results show that these stand parameters have statistically significant correlations with the radar backscatter. In addition, the SIR-B radar backscatter from a certain stand parameter turned out differently at the three different incidence angles. Finally, the types and characteristics of currently available satellite SAR data are discussed.

  • The habitat typing method of classification based on community has been developed on many forested areas in the ROCKY MOUNTAINS of WESTERN NORTH AMERICA, and is being used in providing an objective principle of guide for classification of forest sites, land classification, vertical distribution and multipurpose management of forest. I actually made a trial of forest habitat type classification - The methodology can be segmented into a number of tasks including reconnaissance, selection of stands to be sampled, location of plots, data gathering, preliminary and computer analysis, preparation of key- and map of habitat type and description for each habitat type in a view of forest management - on UNIVERSITY OF MONTANA FORESTS in order to examine whether its application is fit or not in korean forest circumstances : these are composed mainly of artificial forest and forest in the early stage of succession. The main results obtained from this study were summarized as follows 1. A hierarchical classification-Climax, Habitat type and Phases-of forest sites was developed using the habitat typing method of classification. 2. A diagnostic key is provided for field identification of the types based upon presence and number of indicator species, and forest managers could prepare a map of habitat type and classify forest habirat types by reference to it. 3. The classified habitat types were considered to be effective on providing an objective principle of guide for multipurpose management of forest including potential productivity for timber, feed productivity of forage and wildlife, selection of the right species in the right sites, application of method of treatment and so forth. 4. Forest habitat type classifications based upon extrapolation which used relict species and associated stands is considered to be suitable for korean forest circumstances and objective in studying potential vegetation, vertical and horizontal distribution of forest.

Application of IHS Transform Method for Understanding of Groundwater Resources Distribution in the Haenam area (해남지역 지하수 부존 분포 파악을 위한 IHS 변환 적용)

  • 본 연구는 조사대상지역인 전라남도 해남군 전역에 대해 현장조사된 지질 및 지하수 양수량 자료등과 같은 수리정보를 종합적으로 분석하고 이를 Landsat 영상자료과의 영상융합 과정을 통해 지하수 부존가능성에 대한 수리 지질 지표정보로 추출함으로서 지하수 특성정보를 위성영상정보와 연계하여 효과적으로 도시하고자 하였다. 현장조사시 획득된 자료는 해남지역을 11개 소유역으로 구분한 후 각 구역에 대한 2000여개 관점에서 측정된 양수량과 안정지하수위를 이용하여 산출한 비용출량 자료(groundwater specific capacity)와 각 소 유역 (unit watershed)에 대한 선구조 분석자료, 지질별 분포, 정밀고도자료를 추출하여 산출한 고도, 경사도 분포, 수계패턴과 수계밀도로서 이를 통합적으로 분석하여 해남지역에 대한 지하수 특성을 파악하고자 하였다. 위성영상자료의 처리과정은 Landsat 5 TM 영상자료는 '86. 12. 11 및 '98. 12. 28에 촬영된 WRS(World Reference System) Row-Path116-36로서, 1986년 영상은 12년 차이의 해남의 변화지역을 탐지하기 위한 영상자료로서 활용하였으며 98년 영상을 주요 분석 자료로 이용하였으며 지표 이용정보 추출은 크게 수역추출, 식생분포추출, 지표분류도, 변화탐지영역추출로 구분된다. 본 연구방법은 크게 위성영상분석을 통해 추출된 정보와 지표조사를 통해 획득된 선구조 및 지하수 정보를 Data fusion 방식으로 이용되고 있는 IHS 변환 기법을 통해 본 역에 대한 지하수 정보 및 간척지 등에 의한 지표 개발에 따른 지하수 부존 가능성을 탐색하기 위한 현황을 효과적인 자료로 표현하고자 하였다.및 스페클 잡영 제거 정도에 있어 다른 필터들과 큰 차이가 없지만 경계선보존지수는 다른 필터들에 비하여 가장 우수함을 확인할 수 있었다.rbon 탐식효율을 조사한 결과 B, D 및 E 분획에서 유의적인 효과를 나타내었다. 이상의 결과를 종합해볼 때, ${\beta}$-glucan은 고용량일 때 직접적으로 또는 $IFN-{\gamma}$ 존재시에는 저용량에서도 복강 큰 포식세로를 활성화시킬 뿐 아니라, 탐식효율도 높임으로써 면역기능을 증진 시키는 것으로 나타났고, 그 효과는 crude ${\beta}$-glucan의 추출조건에 따라 달라지는 것을 알 수 있었다.eveloped. Extraction of Individual Trees and Tree Heights for Pinus rigida Forests Using UAV Images (드론 영상을 이용한 리기다소나무림의 개체목 및 수고 추출)

  • The objective of this study was to extract individual trees and tree heights using UAV drone images. The study site was Gongju national university experiment forest, located in Yesan-gun, Chungcheongnam-do. The thinning intensity study sites consisted of 40% thinning, 20% thinning, 10% thinning and control. The image was filmed by using the "Mavic Pro 2" model of DJI company, and the altitude of the photo shoot was set at 80% of the overlay between 180m pictures. In order to prevent image distortion, a ground reference point was installed and the end lap and side lap were set to 80%. Tree heights were extracted using Digital Surface Model (DSM) and Digital Terrain Model (DTM), and individual trees were split and extracted using object-based analysis. As a result of individual tree extraction, thinning 40% stands showed the highest extraction rate of 109.1%, while thinning 20% showed 87.1%, thinning 10% showed 63.5%, and control sites showed 56.0% of accuracy. As a result of tree height extraction, thinning 40% showed 1.43m error compared with field survey data, while thinning 20% showed 1.73 m, thinning 10% showed 1.88 m, and control sites showed the largest error of 2.22 m.
