  • The recent increase of wages is considered to be the result of lawsuits on ordinary wage expansion and the reduction of working hours. This may enlarge the wage gap between enterprise and small business, and thus worsen the insufficient supply of workforce to small businesses. Therefore, it is necessary to provide strategies to control the increase of wages in order to resolve the difficulty in the industrial workforce supply and to enforce the industrial competitiveness.

A Study of the Non-market Effects of Five-day Workweek (주5일 근무제도 실시의 노동시장 외적 효과)

  • I estimate the non-market effects of implementing five-day workweek controlling for the individual-job fixed effect. I find that the implementation of five-day workweek has improved an individual's subjective health status, increased the frequency of exercises, increased the probability to get education or training other than job training, improved subjective quality of life, increased spending for leisure and cultural activities, and improved an individual's satisfaction with the job and the employer. Much of the effects are due to reduction not of working hours but of working days.

Working Conditions, Job Satisfaction and Organizational Commitment of Physical Therapists (물리치료사의 근무실태와 직무만족 및 직장애착)

  • The main objective of this paper is to examine the working conditions of physical therapists and to investigate the level of job satisfaction and organizational commitment under different working conditions. A survey was conducted through structured questionnaire for the physical therapists working in Busan area, and data from 175 therapists were utilized in the final analysis. Survey items included general characteristics of the therapists(sex, age, education, marital status, religion, income, career years, etc.), their working conditions(kinds of organizations they work in, location of PT room, weekly working hours, average number of patients, number of co-workers, equipments/facilities, etc.), and organizational effectiveness measured in terms of job satisfaction and organizational commitment. Major results are as follows: 1) As for the general characteristics of the surveyed physical therapists, male(51.4$\%$) slightly exceeded female(48.6$\%$) and majority(more than 90$\%$) was 20-39 in age. Also, there were more single(57.7$\%$) than married(42.3$\%$), and 54.9$\%$ of the respondents had religion while 45.1$\%$ did not. In terms of the ranks in their organizations, only a few of them(6.9$\%$) were managers, and monthly salary mostly ranged from $\₩$1,000,000 to $\₩$2,500,000. More than half of them worked in various kinds of hospitals, with the remaining in health centers or social welfare institutions. 2) In regard to the working conditions of the respondents, 19.4$\%$ of PT rooms were located in basement areas while the remaining 80.6$\%$ in first to third floors. 34.3$\%$ of them treated 15 patients or less per day, whereas 25.1$\%$ treated 31 patients or more. Also, 52$\%$ recorded physical therapy charts periodically. As for the equipments and facilities, 25.1$\%$ felt 'sufficient' and 40$\%$'insufficient.' 3) The respondents provided various kinds of suggestions for the improvement of their working conditions, where the most important were 'salary raise' and 'reduction of working hours.' In addition, their requests to the PT Association included 'permission of opening of independent practice,' 'permission of legal specialty,' and 'vitalization of the Association.' 4) The comparative analysis of job satisfaction and organizational commitment among different characteristics of the respondents revealed that there was no significant difference between male and female, but in terms of age, the group of 40 or older was highest in both aspects. Besides, therapists who had 15 or more years of hospital career reported higher job satisfaction and organizational commitment than the others. It was also found that the level of organizational commitment increased as the rank of the respondents got higher. There were no significant differences in terms of marital status and religion. 5) Comparison with regard to working conditions showed that therapists employed in university hospitals, health centers and social welfare institutions felt higher job satisfaction and organizational commitment than those in community hospitals and clinics. Also, respondents who worked in basement areas had significantly lower job satisfaction than otherwise. The length of weekly working hours did not really affect the level of job satisfaction, but it was important to maintain 'regular working hours' for the hospitals to improve the employees' organizational commitment. As for the number of patients per day, 'medium level' (21-25 patients) had highest scores in both aspects. And, finally, sufficiency of equipments and facilities was found to be important for the improvement of organizational commitment.

The status of Korean mold industry and government's promotion policy (국내 금형산업 현황 및 지원정책 방향)

  • The domestic mold industry is composed of 6,560 small and medium sized mold companies as of 2015. The structure of mold industry centered on less than 10 people in the past has been improved in the direction of increasing number of medium and large scale companies with more than 20 competitors with global competitiveness and has maintained its position as the world's second largest mold exporter with global competitiveness. Nevertheless, the manpower structure and corporate competitiveness structure of the mold industry is very high, with the proportion of production manpower reaching 70% and shortage rate of 10% or more in order to respond to the orders of customers. However, the development base for new employees with technological skills required by the industrial field is poor, and the inflow of young people is very limited due to factors such as the avoidance of small and medium enterprises and production jobs. It is expected that the labor shortage of mold enterprises will be further increased in the future. In the mold industry, due to the characteristics of small quantity multi-product production corresponding to the demand of the consumer, many production processes are individually and independently carried out, resulting in low labor productivity, and the structural time required for the worker to increase the working time Due to limitations, the working hours per week of the employees are about 50 hours. The implementation of the working time reduction bill, which is recently promoted by the government, is a crisis factor. In order to cultivate the mold industry, it is necessary to expand the base of molds to meet the intensification of global competition, the convergence of technologies to actively respond to the restructuring of the industrial structure, and the response to the new industry, It is necessary to improve labor productivity through policies such as development and dissemination of system, and to secure price, delivery and quality competitiveness in global market.

A Study on the Working-Time Stratification in Korea (한국의 노동시간 계층화에 대한 연구)

  • This paper aims to analysis working-time of Korea focusing on "the difference and the distribution" by a stratum. Classifying working-time into four categories including marginal part-time, part-time work, standard-time work and long-time working, it compares the relative distribution by income quintile. The outcome is as following : 20% of low-ranking income quintile are (marginal) part-time working, 60% from income quintile 2 to 4 are in long-time working and 20% of top-ranking income quintile are in the standard-time working in overall. Working-time classes can be divided up into three: short time-low income of type 1, long time-medium income of type 2 and standard time-high income of type 3. Analysing working time type, the low wage-short time, medium wage-long time and high wage-standard time by the wage per month and low wage-very long time, medium wage-long time and high wage-standard time by the wage per hours are confirmed. Also, stratification of working-time has been intensified in terms of age, jobs and work status. Policy implication from this study is that the increase of minimum wage to the lowest income class and creation of employment by the reduction of working-time to the medium income class could be effective policies.

  • Spawn bottle cutting and spawn cake shredding machine has been developed to save the farm labor and operating cost for mushroom growing farmers. The prototype can cut the bottom and side of the bottle while shredding the spawn cake by one farmer. The cutting plastic shell is done by two couples of high speed disc saws that can cut cross section and lengthwise two side of the bottle, while spawn cake shredding is done by spike teethed rotating drum and wiremesh concave. The optimum speed of cutting disc saw was observed 1.700rpm both the cross cutting saw and lengthwise cutting saw in consideration of the cutting accuracy. And the location for the instalation of cross cutting disc saw was considered as around 4 mm above the table bottom , while the optimum clearance between two edges of lengthwise cutting disc saw was showed 86mm. For the sawdust spawn cake shredder , proper size of spawn sawdust granule was observed in the 15 x 15mm size withmesh concave with the shredding rum speed of 500rpm. The prototype can be reduce 73 per cent of working hours with the working cost reduction of 49 per cent compare with those of conventional operation.

Effectiveness of the Preprocessed Foods on Productivity and Satisfaction in School Foodservices (전처리 식재료 사용이 학교급식 생산성과 만족도에 미치는 영향)

  • Fresh-cut foods have been widely used in the school foodservice industry due to their convenience and saving effects of labor and working hours. This study evaluated the effectiveness of using fresh-cut foods in school foodservice with respect to cost efficiency, customer satisfaction, employee satisfaction, and productivity. First, in terms of cost efficiency, the cost of the fresh-cut food per meal price significantly increased by 2.6% via the new production plan. Meanwhile, the costs of labor and food wastes significantly decreased by 3.0% and 0.3%, respectively, after implementing the new plan. Second, customer satisfaction towards foodservice significantly increased, from 2.94 points prior to the new plan to 3.45 points. Third, foodservice productivity such as of the number of meals per full-time equivalent employee increased by 5.7 meals, from 143.0 meals to 148.7 meals after intervention. The productivity index of work hours for producing a meal also increased and was reflected by a work time reduction of 0.77 minutes, specifically from 4.25 minutes to 3.48 minutes. The labor cost per meal also decreased by 29.9 won, from 331.91 won to 301.97 won, but there was no significant difference. Through these results, we identified that using pre-process foods in school foodservice has positive effects on labor saving, customer satisfaction, and employee work satisfaction.

The State of Schedule Management and the Recognition of Duration Shortening (공정관리의 실태 및 공기 단축에 대한 인식정도)

  • Construction projects are based on the actual field, so if the construction schedule that is established in the construction plan is delayed or extended for various reasons, construction companies are vulnerable to claims, and thus strive to complete a building within the planned timeline by shortening the construction time. Therefore, this study surveyed technicians in apartment construction in Gwangju, and studied their perceptions of the actual conditions of process control, construction time needs, goals, and methods. The results showed that the organization of the process control department and professional employees was lacking compared to other regions. The need for construction time was perceived as high, while the reduction of the construction cost was perceived as low. Regarding the reduction goal, they perceived highly the preparation for the delay of construction time and various claims, and for the reduction method, they mentioned the extension of working hours and the increase in employees. Based on the results of this study, technicians should consider that a reduction of construction time not only can make up for a delay in construction, but is also closely related to improvements in production through reduction of cost, and increased international competitiveness.

Standards for recognition and approval rate of occupational cerebro-cardiovascular diseases in Korea

  • Background: Although working hours have decreased in Korea, they are still high compared to that of other countries. In Korea, cardiovascular and cerebrovascular diseases (CCVDs) related to overwork in Korea continually occur, and the social burden from overwork is estimated to be high. This study investigated the amendment of regulations affecting the approval rate of occupational CCVDs. Methods: The change in approval rate of occupational CCVDs and related regulations were investigated using the Act and public notice on the standards for recognition of occupational CCVDs and the yearbooks of the Ministry of Employment and Labor. The CCVD mortality was estimated using data on the number of deaths according to the cause of death, the number of employed people, and resident registration population aged 15-64 years. The cumulative mortality of CCVDs was estimated using the Kaplan-Meier method. Results: Since the establishment of the standards for recognition in Korea in 1982, the scope of occupational diseases has been expanded to include intracerebral hemorrhage, subarachnoid hemorrhage, cerebral infarction, myocardial infarction, and aortic dissection. In 2013, the concept of working hours was introduced in chronic overwork. The approval rate of occupational CCVDs was 44.7% in 2006, which decreased to 12.9% in 2011. After the improvement of related regulations, the approval rate increased to 41.3% in 2018. From 2000 to 2017, the CCVD mortality of both the unemployed and employed tended to decrease, and their cumulative CCVD mortalities were 549.3 and 319.7 per 100,000 people, respectively. Conclusions: CCVDs are recognized as occupational diseases in Korea. The amendments to the standards for recognition, the introduction of the Occupational Disease Adjudication Committee, the principle of presumption, and the reduction of working hours have changed the approval rate of occupational CCVDs. A strategic approach is needed to further reduce the incidence of CCVDs.

Comparison of Blast Fragmentation Efficiencies from Conventional Bench and Double Air Deck Charge Blast Methods in Limestone Mine (석회석 광산에서 기존 일반발파와 이중분상 Air Deck 발파공법의 비교연구)

  • Air deck charge blast methods have been applied to improve the fragmentation in open cut bench blastings for mining developments. However, during large scale bench blasting operations, there exist some problems such as boulder productions due to explosive charge concentration. Especially, in case of lime stone mining, when air deck method is applied, there has been unintentionally concentrated on charging because the inside holes are often broken by erosion and decomposition. In this study, compared with general blasting, air deck blasting has been focused in lime stone mining. In other to maximize its efficiency, inside hole was examined by endoscope in advance and deck charge using air tube was applied to the section in which concentration might be taken place. Blasting efficiency, fragmentation, charging reduction rate, and total working hours (from charging to blasting) were the main object for comparing, and as a result, air deck was more efficient then the general blasting in all aspects except total working hours.
