Performance Appraisal of Total Maximum Daily Loads: Performance on Development/Reduction Plan and Water Quality Status of Unit Watershed (수질오염총량관리제의 성과평가: 개발/삭감계획의 이행실적 및 단위유역의 수질 현황)

  • This study was conducted to performance appraisal of Total Maximum Daily Loads (TMDLs), especially in terms of performance on development & reduction plan and water quality status of unit watershed. Because load allocations for pollution sources were predicted redundantly by uncertainty of prediction, TMDLs master plan has been frequently changed to acquire load allocation for local development. Therefore, It need to be developed more resonable prediction techniques of water pollution sources to preventing the frequent change. It is suggested that the reduction amount have to be distributed properly during the planning period. In other words, it has not to be concentrated on the specific year (especially final year of the planning period). The reason why, if the reduction amount concentrate on the final year of the planning period, allotment loading amount could not be achieved in some cases (e.g., insufficiency of budget, extension of construction duration). If the development plan was developed including uncertain developments, it is necessary to be developed reduction plan considered with them. However, some of the plans in the reduction plan could not be accomplished in some case. Because, it is not considered financial abilities of local governments. Consequently, development plan must be accomplished to avoid uncertain developments, and to consider financial assistance to support the implementation of effective plan. Water quality has been improved in many unit watersheds due to the TMDLs, especially in geum river and yeongsang/seomjin river.

Development of Indicators for the National GHG Reduction Technology Selection Based on Delphi Method (델파이 기법을 활용한 국가 온실가스 감축기술 선택 지표 연구)

  • A strategic technology selection for GHG reduction is crucial to secure mitigation means. Especially, a technology selection for a public sector is encouraged to consider integrated perspectives due to various stakeholders under public goals. However, previous studies have mainly focused on technological and economic factors, moreover, consistent criteria have not been applied. This study develops indicators for the GHG reduction technology selection from the public perspective based on delphi method with 22 experts. The result provides valid indicators of technology selection for GHG reduction considering an aspect of technology, economics, environment, policy, society. Specifically, 16 indicators from 5 categories on commercialized technology, and 18 indicators from 5 categories on new technology. We expect that those indicators are useful for a decision-making tool of technology selection. Moreover, provide the basis for the study of judgement criteria to evaluate GHG reduction technology.

A Study on the Implementation Level and Improvement of Incheon Strategy of Korea (한국의 인천전략 이행수준과 개선방안 연구)

  • The purpose of this study is to evaluate the level of implementation of the Incheon Strategy and to develop measures for effective implementation. This research method used literature review and monitoring method. The results of the study are summarized as follows: First, 9 key indicators and 7 supplementary indicators, which are classified into implementation and non-implementation, 3 key indicators have been implemented, one indicator has been partially implemented, 5 indicators have not yet been implemented, Also, In the case of supplementary indicators, five were implemented and two were not. Second, the ten target areas are lacking in implementation, but the objective of 7 is to ensure the comprehensive disaster risk reduction and management, the ratification and implementation of the Convention on the Rights of Persons with Disabilities and the harmonization of the Convention with the domestic law, Also, it is analyzed that the level of implementation is in the order of improving the reliability and comparability of the data of goal 8, ensuring gender equality of goal 6 and strengthening the capacity of women. Based on these results, we propose an improvement plan for implementation. First, it is necessary to formulate policy issues and implement measures for the implementation of Incheon Strategy. Second, it is necessary to establish a system to implement and monitor for Incheon strategy. Third, Korean standards for goals and targets, key indicators and supplementary indicators are needed. Fourth, it is necessary to prioritize the target implementation and to take preemptive action. Lastly, it is necessary to educate and publicize for the Incheon strategy.

A Comparison Study of Foreign Nation's Risk Management Programs for Controlling Foodborne Pathogens (제외국 식중독균 위해관리 정책 비교 연구)

  • This study was performed to acquire the information on the foodborne pathogen risk management programs in a couple of developed countries by the expert meeting and searching the information on the web. The backgrounds, strategies and effects related to microbial hazards of the foodborne pathogen reduction programs in fresh produce (US), Escherichia coli O157:H7 in ground beef (US), Salmonella in chicken, pork and eggs (Denmark), and Vibrio parahaemolyticus in seafood (Japan) were investigated for case study. A comparison among the pathogen reduction programs was conducted to find advantages and disadvantages and implications of the policies to bring out implications of the programs. A model for foodborne pathogen reduction program was developed based on both the CODEX risk management scheme and the case studies as follows; 1) preliminary risk management activities, 2) planing a foodborne pathogen reduction program, 3) option identification and selection, 4) implementation (conducting the each stake-holders role and applying the intervention methods), 5) monitoring activities, 6) interim review, 7) continuation or amendment of implementation method by the interim review before achieving the goal, and 8) final review and additional cost-benefit analysis if necessary. This proposed model according to the role of the stake-holders can be used to conduct microbial risk management programs in Korea in the near future.

A Methodology for Evaluating the Effects of Transportation Policies Related to Greenhouse Gas Reduction (교통온실가스 감축정책의 효과분석 방법론 연구)

  • The purpose of this study is to establish a methodology for evaluating quantitative effects of transportation GHG (greenhouse gas) reduction-related policies that were implemented based on the reduction goals of transportation GHG and effective implementation plans. This study uses a modal utility function and demand estimation models as well as a GHG emission basic unit estimation model by each transportation mode based on actual traffic and emission data. The results showed that the effects of GHG reduction policies such as electric vary from region to region, and from vehicle to vehicle. It is also confirmed that an eco-drive promotion policy, one of the lowest budget policies, is expected to contribute to high reduction in GHG. In addition, not only automobile emission improvement policies but also the promotion policies of public transportation are expected to highly reduce GHG as confirmed quantitatively in this study. The results of this study are expected to be useful for national and local governments' evaluation of GHG reduction policies to cope with the post 2020.

Production of Fe-Si-Cr Ferro Alloy by Using Mixed Silicothermic and Carbothermic Reduction (실리콘 및 탄소 복합 열환원 반응을 이용한 페로실리크롬 합금철의 제조)

  • Fe-Si-Cr ferroalloy is predominantly produced by carbothermic reduction. In this study, silicothermic and carbothermic mixed reduction of chromite ore to produce Fe-Si-Cr alloy is suggested. As reductants, silicon and silicon carbide are evaluated by thermochemical calculations, which prove that silicon carbide can be applied as a raw material. Considering the critical temperature of the change from the carbide to the metallic form of chromium, thereduction experiments were carried out. In these high temperature reactions, silicon and silicon carbide act as effective reductants to produce Fe-Si-Cr ferroalloy. However, at temperatures lower than the critical temperature, silicon carbide shows a slow reaction rate for reducing chromite ore. For the proper implementation of a commercial process that uses silicon carbide reductants, the operation temperature should be kept above the critical temperature. Using equilibrium calculations for chromite ore reduction with silicon and silicon carbide, the compositions of reacted metal and slag were successfully predicted. Therefore, the mass balance of the silicothermic and carbothermic mixed reduction of chromite ore can be proposed based on the calculations and the experimental results.

Preliminary Research to Support Air Quality Management Policies for Basic Local Governments in Gyeonggi-do (경기도 기초지자체 대기환경 관리정책 지원을 위한 선행 연구)

  • Background: When basic local governments want to improve their air quality management policies, they need fundamental evidence, such as the effectiveness of current policies or scenario results. Objectives: The purpose of this study is to lay the groundwork for a process to calculate air pollutant reduction from basic local government air quality policies and provide numerical estimates of PM2.5 concentrations following improved policies. Methods: We calculated the amount of air pollutant reduction that can be expected in the research region based on the Gyeonggi-do Air Environment Management Implementation Plan issued in 2021 and guidelines from the Korean Ministry of Environment. The PM2.5 concentration variations were numerically simulated using the CMAQ (photochemical air quality model). Results: The research regions selected were Suwon, Ansan, Yongin, Pyeongtaek, and Hwaseong in consideration of population, air pollutant emissions, and geographical requirements. The expected reduction ratios in 2024 compared to 2018 are CO (3.0%), NOx (7.9%), VOCs (0.7%), SOx (0.1%), PM10 (2.4%), PM2.5 (6.1%), NH3 (0.05%). The reduced PM2.5 concentration ratio was highest in July and lowest in April. The expected concentration reduction of yearly mean PM2.5 in the research region is 0.12 ㎍/m3 (0.6%). Conclusions: Gyeonggi-do is now able to quickly provide air pollutant emission reduction calculations by respective policy scenario and PM2.5 simulation results, including for secondary aerosol particles. In order to provide more generalized results to basic local governments, it is necessary to conduct additional research by expanding the analysis tools and periods.

Implementation of HMM-Based Speech Recognizer Using TMS320C6711 DSP

  • This paper focuses on the DSP implementation of an HMM-based speech recognizer that can handle several hundred words of vocabulary size as well as speaker independency. First, we develop an HMM-based speech recognition system on the PC that operates on the frame basis with parallel processing of feature extraction and Viterbi decoding to make the processing delay as small as possible. Many techniques such as linear discriminant analysis, state-based Gaussian selection, and phonetic tied mixture model are employed for reduction of computational burden and memory size. The system is then properly optimized and compiled on the TMS320C6711 DSP for real-time operation. The implemented system uses 486kbytes of memory for data and acoustic models, and 24.5 kbytes for program code. Maximum required time of 29.2 ms for processing a frame of 32 ms of speech validates real-time operation of the implemented system.

  • A new active power filter (APF) circuit with a current compesation estimation method is proposed. The current compensation estimation method replaces a current sensor with an estimating circuit and therefore reduces the implementation cost In addition, a simple control scheme, based on the energy balance concept, is adopted to control the voltage of a DC capacitor. Therefore energy change in the DC capacitor can be compensanted in the next cycle. Since a sampling technique is used, a larger DC capacitor voltage ripple can be permissible and a relatively smaller DC capacitor can be used. The proposed method has advantages of the reduction of one current sensor, low implementation cost, and fast transient responses. The theoretical analysis and simulation results are given. The proposed control method is successfully verified by computer simulation.

Resource and Delay Efficient Polynomial Multiplier over Finite Fields GF (2m) (유한체상의 자원과 시간에 효율적인 다항식 곱셈기)

  • Many cryptographic and error control coding algorithms rely on finite field GF(2m) arithmetic. Hardware implementation of these algorithms needs an efficient realization of finite field arithmetic operations. Finite field multiplication is complicated among the basic operations, and it is employed in field exponentiation and division operations. Various algorithms and architectures are proposed in the literature for hardware implementation of finite field multiplication to achieve a reduction in area and delay. In this paper, a low area and delay efficient semi-systolic multiplier over finite fields GF(2m) using the modified Montgomery modular multiplication (MMM) is presented. The least significant bit (LSB)-first multiplication and two-level parallel computing scheme are considered to improve the cell delay, latency, and area-time (AT) complexity. The proposed method has the features of regularity, modularity, and unidirectional data flow and offers a considerable improvement in AT complexity compared with related multipliers. The proposed multiplier can be used as a kernel circuit for exponentiation/division and multiplication.
