Archival Description and Records from Historically Marginalized Cultures: A View from a Postmodern Window

  • In the archival field, the last decade has witnessed much discussion on archives' broad responsibilities for social memory. Considering that the social role of archives has stemmed from postmodern thinking suggests a paradigm shift from viewing archives as static recorded objects to viewing them as dynamic evidence of human memory. The modern archives and archivists are products of nineteenth-century positivism, limiting their function to archiving written documents within stable organizations. The new thoughts on the social role of archives provide a chance to realize that traditional archival practices have preserved only a sliver of organizational memory, thus ignoring fluid records of human activities and memory. Archival description is the primary method for users to access materials in archives. Thus, it can determine how archival materials will be used (or not used). The traditional archival description works as the representation of archival materials and is directly projected from the hierarchy of organizational documents. This paper argues that archivists will need to redefine archival description to be more sensitive to atypical types of archival materials from various cultural contexts. This paper surveys the postmodern approaches to archival concepts in relation to descriptive practices. It also examines some issues related to representing historically marginalized groups in archival description who were previously neglected in traditional archival practices.

Compilation of the Foreign Relations of the United States Series and the Archival Issues (미국 국무부의 외교사료집 편찬과 기록학적 쟁점)

  • This study traces the evolution of the compilation of foreign relations of the United States series and analyzes its archival issues from its historical development. The study examines the purposes of publishing the compilations of the diplomatic documents, an issue of making a balance between secrecy for national security and accountability of diplomacy, neutrality in compiling historical materials, and methods and principles of the compilation. To analyze these records issues, the study examines the contents and contexts of the compilation, historical evolution of the compilation, and the political and records issues of the compilation in the U.S. political history. The declassification issue for the historical compilation was also examined because the issue was a major obstacle to the timely publication of FRUS.

  • Finding aids are descriptive tools for archival materials in order to physically and intellectually understand and control archival collections. For electronic finding aids, encoded archival description has been developed as part of the Online Archive of California project for direct and comprehensive access to a variety of archival materials across the California state. The purpose of this article are: to understand a brief history of EAD development; to examine EAD encoding, format conversion, structure, and representation used in OAC; and to necessarily suggest that a customized EAD model should be developed for Korean contexts.

A Study on the Records of Presidential Impeachment in 2004 in the Public Domain (공공영역의 2004년 대통령 탄핵사건 기록)

  • The significance of Presidential Impeachment in 2004 is subject to interpretations in many different contexts, but its nature as its justice was the constitutional trial by the nation's impeachment system. This study set out to compare and analyze the understanding of the event centered around its nature as "an impeachment event as a public activity" and the records related to it. For that purpose, the study attempted to analyze the impeachment event to understand it as a public activity and examined and analyzed the records of the impeachment event in the public domain through personal visit, phone interview, and request of information disclosure based on the analysis results. An impeachment event as a public activity can be understood as an activity carried out by the National Assembly, which is to issue a motion for impeachment under the norms of the nation's impeachment system, and Constitutional Court, which is responsible for impeachment trial, through their unique rights prescribed in the Constitution. The important subjects of such a public activity included the accused president, the acting presidential system created by the motion for impeachment, and the National Election Commission that provided a decisive ground for impeachment. It was confirmed that the records, which are legal requirements, were well created and have been preserved and managed in the public domain. However, it was difficult to conclude that the records of the impeachment event were thoroughly created in terms of content in relation to affairs as they mainly covered the superficial treatment processes and the results of explicit activities. There was, in particular, the absence of records showing the context of activity.

A Study on Bianque's pulse Diagnosis (편작맥법(扁鵲脈法)에 관한 연구(硏究))

  • Objectives : The paper seeks to provide a study on Bianque's Pulse Diagnosis in the contexts of Huangdi Neijing's Maijing and Nanjing. Methods : The paper provides a comparison of sentences regarding Bianque's Pulse Diagnosis discovered in Neijing, Maijing, and Nanjing. Results & Conclusions: 1. Bianque's Pulse Diagnosis was given birth through stages in accoradnce with the development of Pyobonjin, Maeggujin, Gyeongmaeghyjin, and Meridian Theory. 2. It seems that Neijing filled in Sambuguhujin and In-yeongbuyangmaegjin because they were not discovered in Canggong's Records of Diagnosis. 3. Bianque's Pulse Diagnosis diagnosed death using Osaegjin. Underneath each sentence within each biography regarding Meridian, there existed Pulse dead Hou. 4. Bianque's Pulse Diagnosis quantified the operation and length of pulse in time. The concept of small net was added which led to the establishment of Fifty circulations, Yeongwi theory, Meridians circulation, and chongu's boundary.

A Study on the Design of the Appraisal System of Permanent Archival Institutions : Focused on the Seoul Metropolitan Archives (영구기록물관리기관의 재평가체계 설계 연구 서울기록원을 중심으로)

  • This study aimed to design an evaluation system applicable to permanent record management institutions, focusing on the Seoul Archives, in order to implement the reevaluation of permanent record management institutions. As a process for this, an area for evaluating evidence, administrative, and historical values was established and detailed evaluation factors were derived. In order to effectively apply the set evaluation factors, the evaluation procedure was designed by dividing them into three stages. In the first stage of law-based evaluation, long-term preservation was determined by identifying the position and legal form of policymakers that can be immediately evaluated according to clear standards. Records that have not been determined for long-term preservation were reorganized into evaluation factors, such as record management standards, official document classification tables, pledges, and policies, which are the second stage of business function-based evaluation, and then comprehensively applied to review the validity of long-term preservation of held records. In the second stage of evaluation, records that were not judged as long-term preservation were judged by applying historical events, cultural assets, and collection policies in the subject-based evaluation stage, which is the third stage of evaluation. The designed evaluation system can find significance in minimizing the arbitrariness reflected in the evaluation and increasing the efficiency of the evaluation, and it has been confirmed that it is possible to evaluate comprehensively reflecting the various contexts and values of the records. In addition, a re-evaluation system suitable for permanent records management institutions was established by combining balanced macro-evaluation and micro-evaluation.

Use Case Development for Next Generation Electronic Nursing Record Systems Utilizing Clinical Workflow Analysis and a Delphi Survey (차세대 전자간호기록 시스템 유스케이스 개발: 업무흐름 분석과 전문가 델파이 기법 적용)

  • Purpose: To identify user requirements for electronic nursing record (ENR) systems so as to ensure system usability. Methods: A mixed methods approach were applied in three steps : (i) task and workflow analysis with literature review of nursing documentation, (ii) literature reviews of system usability, and (iii) Use Case idenfication and consensus-based validation. We analyzed the nursing activity logs collected from a time-motion investigation of six hospitals. The Use Cases were validated by eight clinical experts from different hospitals and two experts from academia in a sequential Delphi survey. Consensus was achieved for the significance score and agreement among the panel. Results: Eight task groups and patterns of task flow were observed, which were translated into nine Use Cases. The specification of Use Cases was derived from principles, guidelines, and recommendations on nursing documentation and electronic health record systems, which was organized into three requirements of each Use Case: functionality, information, and design characteristics. Each Use Case achieved an agreement of 50~70%, and significance scores of 4 or 5 on a 5-point Likert scale. Conclusion: The nine Use Case identified were considered to be important and adequate in terms of both clinical and informatics contexts.

A Study of Maeng Hwa-seop's Life (소애 맹화섭 선생의 생애에 대한 연구)

  • Maeng Hwa-seop (1915-2002) was born in 1915 in the Pundang neighborhood of Tolma township in Kwangju prefecture. After graduating from Pangyo primary school, he got a job at House of Gold and Jade (Kŭmhodong) in Dangjutong at the age of 17 and started learning Korean medicine. In 1939, he worked as a rural government official in Kwangju prefecture and became famous as a good doctor. In 1957, he got a license in Korean medicine and in 1958, he opened the Maeng Hwa-seop Korean medicine clinic in Anam-dong 5-ga. He started a clinical lecture, which began in 1970 for Professor Maeng Woong-jae, continued until 2001 and trained many students. Maeng died in May 2002 at the age of 88. He left clinical records as an outstanding clinician. He was not only famous among Korean medical doctors, but also a great scholar who was widely respected for his noble personality. His book, Guide to Medical Prescriptions (Pangyak chich'im 1976), is a clinical textbook and history book representing Korean medicine in the 20th century, and is still widely used in medical contexts.

Dialectical Images: William Carlos Williams's Avant-Garde Poetry

  • William Carlos Williams discovers important sources of inspiration in the revolutionary avant-garde movements, in particular, Dada and Surrealism and attempted to embody the innovations in them in his poetic theory and practice. Williams's passion to create an indigenous American poetic work is compatible with his Dadaist experimentation with objets trouvés. Williams pays deep attention to objets trouvés, physical objects and marginalized people he comes across and transcribes his observations with poetic words freed from their instrumental contexts. In his characteristic poems written in the 1920s and 1930s, Williams records the social ruination and his task to give voice to the conflictual and fragmentary character of modernity is pursued through the Surrealist formulation of montage. In the Surrealist formulation of montage, the dialectical image is a central trope for reading the myth of modernity; it is positioned as both subject and object in the historiographic narratives of Walter Benjamin and Williams. As Benjamin tries to obliterate all traces of the author in the Arcades Project, Williams's montage poems like Spring and All only disperse argument into materialistic, dialectical images. The dialectical image in Williams's poetics becomes an organon of historical awakening so that truth can emerge from an unmediated juxtaposition of "things."

A Study on Selection Capability and Investment Efficiency of Korean Venture Capitals (한국 벤처캐피탈의 선별력에 대한 분석)

  • This paper examines the investment efficiency of Korean venture capitals during 1987~2006 (20 years), focusing on their selection capability. Despite the Korean government's efforts, venture capital industry has evolved in a slow speed. Since the genesis of venture paradigm in Korea at 1997, venture capital industry as a macro unit has been fully discussed in Korean contexts. But venture capital's activities at micro level regarding each investment's outcome have not been examined. This study attempts to fill the voids of micro knowledge about each investment success rates by venture capitals. We analyzed venture investment records in 4,791 venture startups and their success rates. Their investment criteria were relevant to high potential industries and amount of tangible assets. But their criteria were not relevant to R&D intensity and financial growth of venture firms, which may indicate low level of maturity about Korean venture capital industry. We found that Korean venture capital's investment pattern may be originated from the low return of investment, so that efficiency of IPO markets is a prerequisite for the upgrade of venture capitals' efficiency. Some policy implications are discussed.
