한국 국가기록관리체제의 개혁과 국가기록원 개편 (Reformation of the Korea's National Archiving System)

  • 이 논문은 1999년에 수립된 한국의 국가기록관리체제의 특징과 문제점을 분석하고 그 개혁 방안을 제안하였다. 첫째, 한국의 국가기록관리체제는 행정부, 입법부, 사법부가 각각 독자적으로 영구보존기록물을 관리하고 있으나 전 세계적으로도 내셔널 아카이브가 행정부 기록만을 관리하는 사례가 거의 없다는 점을 고려하여 입법부, 사법부, 행정부 기록을 통합 관리하는 방향으로 국가기록관리체제를 개편할 것을 제안하였다. 둘째, 1999년 기록관리법 제정 이래로, 한국 국가기록관리체제가 지나치게 중앙집권적으로 운용되고 있는데 이것을 개선할 필요가 있다. 기록관리법에서는 영구보존기록물이 아닌 기록물도 국가기록원이 처리하도록 규정하고 있으므로, 국가기록원으로 하여금 많은 부담을 지우고 있다. 이러한 문제점을 개선하기 위해서 소량의 영구보존기록물만을 국가기록원이 처리하고 유한보존기록물은 모두 중간기록물관리기관(기록관)이 처리하도록 법제화할 필요가 있다.

보건소 방문 간호 사업의 질보장을 위한 연구 (A study for quality assurance of visiting nurses service of a public health center)

  • The purpose of the study is to evaluate the visiting nurses service of a public health center. Data were collectd from the 36 clients who received services from a public health center. In terms of the process evaluation, the tool is composed 4 parts, 27 items such as assessment planning, implementation, and evaluation. It was measured through the health records by 2 peer review. In terms of the outcome evaluation, the level of client satisfaction was measured by self report or interview by 2 supervisor. The result were as follows: 1. 30% of 36 health records showed narsing process was not and out of them, nursing care plann including spectific activities were rarely established or unclear. 2. The lack of systematic data collection' showed and nursing diagnosis was not adressed in health records review. 3. Client satisfaction score was 32, 97, out of maximum score 36. 4. The lack of sufficent objective data, care plan, record of client's health status change, and evaluation was founded therefore quality assurance for visiting nurses service and in-service education are required and the development of standardized record system need.

전자정부 추진과 기록관리방안 (A Study on the Promotion of Electronic Government and Plans for Archival Management)

  • This paper is aimed at proposing the policies for managing archives in the process of promoting Electronic Government System. Although there have been many studies of electronic government project and plans for its establishment, this research examines the electronic government system and its problems on the basis of archival science. What I acquired in this paper is as follows. The development of information technology needs great changes ranging from the nation to the individuals. It becomes common that the use of computerized program for business purposes, computerization of information materials and the effective way of search use of electronic documents. Therefore, more and more countries all over the world have been seeking to promote 'Electronic Government', which applies the fruits of the development in information technology to administration process. Recently, Korea has been rapidly entered into the 'Electronic Government' system being against the traditional way of administration. In electronic government system, the 'Life Cycle' of public records will be computerized. Therefore, it is important to change and develop along with the government's policies for 'electronic government project' in the archival management system. This means that the archival management system which have put emphasis on the textual records should be converted to electronic records system. In other words, the records management in electronic government system requires not the transfer and preservation of the records but the consistent management system including the whole process of creating, appraising, arranging, preserving and using the records. So, the systematic management of electronic records plays an important role in realization of electronic government, but it is a subject to be realized by electronic government at the same time. However, the government have overlooked the importance of archival management for long time, especially the importance of electronic records management system. First of all, this research attempts to infer limits and problems through the theoretical considerations of the existing studies for electronic government and to clear up the relations between electronic government and archival management. Based on this, I'll seek to progress the study through reviewing the present condition of archival management in the process of promoting electronic government and suggesting the policies for enhancing the successful electronic government and the construction of scientific archival management system. Since early 1990, many countries in the world have been making every effort to concrete 'Electronic Government'. Using the examples in other nations, it is not difficult to recognize that the embodiment of electronic government is closely connected with the archival management policies. Korea have completed legal and institutional equipments including the new establishment of "Electronic Government Law" to realize electronic government. Also, Korea has been promoting electronic government with the Ministry of Government Administration and Home Affairs and Government Computer Center as a leaders. Though managing records, especially the management of electronic records is essential in electronic government system, we haven't yet discussed this section in Korea. This is disapproved by the fact the Government Archives and Records Service has played little role in promoting electronic government project. There are two problems relating this environment. First, present system can't meet the consistent 'Life Cycle' ranging from the creation to the preservation of electronic records. Second, the 'Life Cycle' of electronic records is divided into two parts and managed separately by GCC and GARS. The life of records is not end with the process raged from creation to distribution. On the other hand, the records are approved their value only whole procedures. Therefore, GARS should play a deading role in designing and establishing the archival management system. The answer to these problems, is as follows. First, we have to complete the electronic records management system through introducing ERMS not EDMS. This means that we should not change and develop towards ERMS simply with supplementing the current electronic records management system. I confirm that it is important and proper to establish ERMS system from the very beginning of the process of promoting electronic government. Second, I suggest the developmental integration of GARS and GCC. At present, the divided operations of GCC and GARS, the former is in charge of the management center for electronic business and the latter is the hub institution of managing nation's records and archives result in many obstacles in establishing electronic government system and accomplishing the duties of systematic archival management. Therefore, I conclude that the expansive movement towards 'National Archives' through the integration among the related agencies will make a great contribution to the realization of electronic government and the establishment of archival management system. In addition to this, it will be of much help to constitute and operate the 'Task Force' regarding the management of electronic records with the two institution as the central figures.

호주의 레코드키핑 시스템에 대한 연구 (A Study on Recordkeeping System in Australia)

  • 기록되는 정보가 축적되어 다양한 지식이 되고, 이를 원하는 사람에게 제공하는 전 과정이 기록관리이다. 호주의 기록관리 절차에 대한 정형화 및 표준화에 대하여 시드니 주립기록보존소(Sydney Records Center) 및 연방기록보존소를 포함한 각계각층의 사람들이 모여 개발한 기록관리 지침이 호주기록관리(Australian Standard Records Management, 이하 AS 4390이라 한다)이다. AS 4390을 기초로 하여 국제 기록관리 표준(ISO 15489)이 만들어졌다. 이 논문은 AS 4390을 모태로 하여 호주에서 활발하게 진행 중인 레코드키핑 시스템의 정의, 체제, 설계 및 실행지침, 메타데이터 항목개발 프로젝트 동향을 소개하면서, 아울러 호주 기록관리의 현안 사항인 시드니 주립기록보존소의 타뷰렘(Tabularium), 캔버라 연방기록보존소의 소장기록물 데이터베이스시스템인 CRS(Commonwealth Records Series) 및 호주정부 정보소재서비스(Australian Government Locator Service)등 각 시스템을 연동시키기 위하여 표준화의 중요성을 살펴보고자 한다. 한편 우리나라의 경우는 2005년부터 <공공기관의기록물관리에관한법률>에 의하여 의무적으로 자료관시스템과 전문관리기관 시스템을 사용하고 있으며, 각 시스템간 자료의 호환성을 갖추기 위해 국제 표준을 따르는 것이 바람직하다. 아울러 정부 부처별로 수행하는 업무 영역과 하위 업무에 대한 어휘통제용어사전을 하루바삐 만들어 자료 검색 시 효율성을 높여야 할 것이다.

대통령 기록관의 서비스 프로그램 사례 연구 (A Case Study on the Service Programs at the Presidential Library and Museum)

  • 한 나라의 중심에 서 있는 대통령과 관련하여 생산해 낸 기록물은 대통령직 수행의 증거이며 역사적 핵심기록이라는 의미를 갖는다. 역사가 그들 활동의 증거를 토대로 심판할 수 있도록 이 핵심 기록을 제대로 생산하도록 제도적 기반을 갖추고 잘 관리해야할 책무가 있다. 역사적 평가는 증거 없는 기억만으로 이뤄질 수 없기 때문이다. 2007년 초 현재, 대통령기록물의 메카가 될 대통령 기록관 설립에 관한 의무조항을 포함한 대통령기록물관리 법률안이 국회에 계류 중이다. 대통령 기록관은 기록관 기능에 박물관, 교육 센터 역할을 수행하는 다기능적 국가기관으로 이해되어야한다. 또한, 이용도와 사료의 가치를 높이기 위해 수요자 지향적 행정 패러다임의 변화를 인식하고, 이용자 관점에서 서비스하는 자세가 요구된다. 본 논문에서는 행정 편의보다는 이용자 위주의 대통령 기록관 서비스 프로그램을 개발하기 위하여 미국 대통령 기록 박물관의 프로그램을 선진 사례로 먼저 살펴본 후, 한국 대통령 기록관의 서비스 프로그램 개발을 위한 가이드라인을 제안하고 적용 가능한 예를 제시하였다.

  • Background : Much Opinions of inefficiency to put the standard term of oriental medicine in and around literature into medical records. Purpose : Suggest an alternative according to analysis of differences between 'Term System' from in and around literature and term of medical records. Method : Research on the difference according to analysis of difference between producing term from in and around literature using DB Program and term from medical records. Result : The best System is that reflecting 'Korean Expression' of term of oriental medicine and part of term of western medicine and general.

선거관리위원회의 기록관리 현황에 관한 연구 (A Study on the Status of the National Election Commission Records Management)

  • 본 연구는 헌법기관으로 지정된 선거관리위원회의 특수한 가치에 주목하여 선거관리위원회에서 생산되는 기록물의 특성을 연구하였고, 기록관리 현황을 분석을 통해 문제점을 도출하였다. 나아가 이를 바탕으로 선거관리위원회의 기록관리 개선방안을 제안하고자 했다. 이를 위해 먼저 선거관리위원회의 단위업무를 분석하여 생산기록물을 조사하고 그 특성을 파악하였다. 선거 상황별 기록관리 현황 분석하여 문제점을 도출했으며 처리과 직원과 기록관리 담당자 면담을 통하여 실무와 법제간의 차이를 분석하였다. 개선방안은 제도와 시설, 인력과 활용 및 서비스 측면으로 나누어 제시하였고, 이를 통해 선거관리위원회에서 생산되는 기록물의 고유한 특성을 규명하고 효과적인 기록관리 방안에 대하여 제언하였다.

국회기록정보 통합관리시스템 개발 방향에 관한 연구 (A Study on the Development of the National Assembly Archives and Records Integrated Management System)

  • 국회기록보존소는 국가기록원에서 개발한 표준기록관리시스템에 보존기록관리 기능을 일부 추가한 형태의 '국회기록관리시스템'을 개발하여 사용하고 있다. 그러나 시스템의 근간이 되는 표준기록관리시스템은 기록관 기능 수행을 위해 개발 보급되었기 때문에 영구기록물관리기관 기능을 동시에 수행하는 국회기록보존소의 업무 기능을 모두 반영하기에는 한계가 있다. 더구나 현행 국회기록관리시스템은 법규에 따라 이관받는 공문서 관리 중심이기 때문에 의정활동과 관련하여 수집한 국회의원 기록물, 역대 국회의장 등으로부터 채록한 구술기록, 영상회의록 등 다양한 유형의 기록물을 등록하여 관리하는 데에 어려움이 있다. 이에 본 연구에서는 현행 국회기록관리시스템의 문제점 분석과 국가기록원, 대통령기록관, 창원시, 문화재청에서 운용 중인 시스템 사례연구를 통해 향후 개발 예정인 국회기록정보 통합관리시스템의 기능 구성, 메타데이터, 목표시스템 등을 제안하였다.

성인여성에서 열량공급원과 비만도의 관련성 -4회 실시한 3일간의 식이기록 평균을 토대로- (Relationship between the Source of Energy Intake and Obesity in Korean Women Using the Average of Four 3-day Dietary Records)

  • Objectives : The aim of this study was to investigate the relationship between the contributions of macronutrients to the total energy intakes and Body Mass Indices (BMI, $kg/m^2$) of Korean women. Methods : We used dietary records data from 115 healthy Korean women, ages 20 and over, who completed four 3-day dietary records between February 2003 and March 2004. For the calculation of nutrients we used a dietary assessment program developed by the Korean Nutritional Society. Macronutrient intakes were estimated by averaging individual total daily intakes in four 3-day dietary records. Subjects were categorized into three Body Mass Index (BMI) groups : underweight (BMI < 20), normal (20 $\leq$ BMI < 25), and overweight (BMI $\geq$ 25) group. Results : The total energy intakes were not different among the three BMI groups. Similarly, other macronutrient intakes such as protein, fat, carbohydrate, vegetable protein, animal protein, saturated fatty acids, monounsaturated fatty acids, and polyunsaturated fatty acids were not different. From the multivariate nutrient density model, substituting polyunsaturated fatty acid for carbohydrate was positively associated with BMI in women aged 20 to 49 ($\beta=2.31$, p<0.01). In women aged 50 and over, substituting animal protein for carbohydrate was positively associated with BMI ($\beta=0.549$, p=0.04). Conclusions : No single macronutrient was associated with BMI when all subjects were combined. However, when stratified by age, polyunsaturated fatty acid intake in younger women, and animal protein intake in older women, were positively associated with BMI. In the future, we recommend a larger study to confirm these results.

Retrospective study of osteoradionecrosis in the jaws of patients with head and neck cancer

  • Objectives: Osteoradionecrosis (ORN) is one of the most severe complications resulting from radiotherapy (RT) in patients with head and neck cancer (HNC). It is characterized by persistent exposed and devitalized bone without proper healing for greater than 6 months after a high dose of radiation in the area. To describe the profile and dental management of ORN in HNC patients undergoing RT in an oncological clinical research center. Materials and Methods: A retrospective descriptive study was performed to analyze dental records from HNC patients with ORN treated at an oncological clinical research center from 2013 to 2017. A total of 158 dental records for HNC patients were selected from a total of 583 records. Afterwards, this number was distributed to three examiners for manual assessments. Each examiner was responsible for selecting dental records that contained an ORN description, resulting in 20 dental records. Results: Mean patient age was 60.3 years with males being the most affected sex (80.0%). The most affected area was the posterior region of the mandible (60.0%) followed by the anterior region of the mandible (20.0%) and the posterior region of the maxilla (10.0%). The factors most associated with ORN were dental conditions (70.0%) followed by isolated systemic factors (10.0%) and tumor resection (5.0%). There was total exposed bone closure in 50.0% of cases. The predominant treatment was curettage associated with chlorhexidine 0.12% irrigation (36.0%). Conclusion: Poor dental conditions were related to ORN occurrence. ORN management through less invasive therapies was effective for the closure of exposed bone areas and avoidance of infection.
