This paper provides insight into some important features of the intergenerational resource allocation in Korea, before and after the financial crisis in 1997-98. Data sets of three periods before and after the financial crisis (1996, 2000, and 2005) were used to compare the results. This research particularly addresses two related issues: i) the generational effects of economic crisis, and ii) the capacity of age reallocation systems to spread economic risks across generations. The results show tremendous consumption smoothing and resource reallocation by age, during and after the financial crisis. Private education and private health consumption decreased for children between 1996 and 2000. However, the decrease in private education and private health consumption was mitigated by the increase in public consumption. It appears that the public sector did not only mitigate the adverse impact of the economic crisis on consumption, but it also reduced the widening disparity amongst generations. Within transfers, the public transfers for the elderly increased substantially as the private transfers decreased rapidly. Finally, there was a big increase in the asset-based reallocation of the elderly. The increase in asset-based reallocation was mainly due to an increase in asset income between 1996 and 2000, but it was almost entirely due to a decrease in saving (i.e. an increase in dissaving) between 2000 and 2005. This suggests that Korean elderly seemed to have some degree of supporting system during the crisis, even without sufficient pension benefits. The increased reliance on asset accumulation will be critical in the long-run in Korea, as public pension funds diminish due to population aging.
This paper researches and evaluates a bandwidth reallocation mechanism for efficient DiffServ QoS support in MPLS networks by monitoring the network traffic status and reallocating unused bandwidth. While the Differentiated Services in MPLS Networks architecture provides QoS management through the RSVP resource reservation, this mechanism is based on a static provisioning of resource. But this approach can lead to waste bandwidth in some service classes or, leave some service classes' resource starved. This paper presents the bandwidth reallocation dynamically based on network traffic status for bandwidth usage maximization.

We propose a novel call admission control scheme which improves the handoff drop and the new call block probabilities of high priority services, minimizing the negative impact on low priority services, in multimedia service cellular networks. This paper proposes three schemes to solve this problem; the packing scheme in which available channels of a cell distributed to each frequency channel are concentrated on one frequency channel and a high transmission rate service is assigned to the frequency channel; the queuing scheme in which the queue is used for high transmission rate calls; and the power reallocation scheme in which the power assigned to calls under service is temporarily reduced and a high transmission rate service is allowed. The simulation results revealed that our scheme improved the drop and the block probabilities of the high priority services compared with the conventional scheme.

In this paper, we proposed the frequency candidates band for the spectrum sharing through researching and analyzing the current status of the policy and the economic values which is actively conducted on the United States and Europe. To this end, we investigated to the status and problems with the frequency reallocation and arrangement in respond to the current frequency demand. To solve these frequency reallocation and arrangement method problems, we introduce to the concept and current status of policy for the frequency method progress by advanced countries mainly. Also the results of the economic value analysis introduced in terms of the operators. In addition, we proposed the assessment terms and criteria for the selection of frequency candidates band through joint research and analysis results.
In this paper as a follow-up to Paper I, the required fade margin derived in Paper I to preserve the same service quality has been examined by analyzing system and propagation characteristics as well as measured data. The comparison of the fade margin between simulated and measured results is also performed for the actual operating line-of-sight(LOS) and non-LOS links, and practical usefulness as an analysis tool is revealed by checking service quality of M/W system relevant to frequency reallocation. According to simulated and measured results, there was a little difference for LOS link between Mt. Moodung and Mt. Mangun, but a fairly good agreement was reached for non-LOS link between Andong KBS and transmitter site.

웹 서버 클러스터의 성능 개선을 위한 연구가 다양한 분야에서 이루어졌지만 로그 파일 분석과 같은 방식으로 접속 빈도를 통한 실시간 동적 자원 재분배에 관한 연구에만 대부분 초점을 맞추었다. 본 논문에서는 시구간별 접속 패턴 분석 결과를 기반으로 패턴을 예측하여 자원을 동적으로 재분배하는 메커니즘을 제안한다. 제안한 메커니즘은 불필요한 자원 낭비를 감소시켜 효율적인 자원 재분배를 통해 클러스터의 성능을 향상시킨다. 또한 시구간별 접속 패턴의 유사성을 증명한다.

In this paper, we propose a self-organized frequency allocation scheme for femto-cell deployment to avoid intercell interference, thereby reducing cell-registration failure. The proposed scheme follows two steps which if necessary manipulate frequency-band reallocation of existing femto-cells to accomodate newly incoming femto-cells. In the first step named "initial frequency allocation", each femto-cell collects neighboring femto-cells' frequency usage state by listening the broadcasting channels, and then selects one of interference-free frequency-bands. If no inference-free band is available, the second step named "frequency adjustment" starts, where frequency-band reallocation is properly performed from the aspect of overall performance improvement. Numerical results shows that the proposed scheme outperforms the best SINR scheme, which has been practically applied to femto-cell deployment, in terms of cell-registration failure probability and system overhead.
Federal Communications Commissions (FCC) has adopted a new rule that can provide a 1,200 MHz unlicensed spectrum to maximize the public benefits in the 5.925 ~ 7.125 GHz(6 GHz) band by expanding unlicensed broadband into the 6 GHz band while also ensuring that licensed services that operate in the band continue to thrive. In Korea, the M/W band of 6 GHz has been reallocated to introduce unlicensed services in the 6 GHz band. Considering the national interests, the entire 1,200 MHz will be supplied for the indoor uses, but only the 500 MHz of the lower bandwidth (5925 ~ 6425 MHz) will for the outdoor uses under the limited power to protect the incumbent services. The introduction of unlicensed devices is being actively promoted through the reallocation of the 6 GHz M/W band, but since it is desperately necessary to prepare technical requirements to operate them in Korea. In this paper, the US 6 GHz unlicensed rules has been analyzed, these results will be utilized for establishing Korean technical standards with the unlicensed spectrum expansion.
In this paper, Switching to digital TV broadcasting and mobile operators license expiration period of the frequency, time and 700MHz, 800MHz and 900MHz frequency band plan for the redistribution is actively being discussed. Redistribution policy direction of these frequency 800MHz (bandwidth 10MHz) integrated command frequency for wireless networks(i.e TETRA) is expected to be considered a redistribution. These Integrated Wireless Network Infrastructure configurations at the time and data communication capabilities of the system unwilling TETRA Release 2 standard for the system is presented. This system is analyzed that Release 1 of the existing system takes up more than 6 times the increase of frequency bands. Therefore, integration of the frequency band assigned to the command of a wireless network with the introduction of advanced systems will not be able to do. In this paper to the digital TV transition, and the policy based on analysis of trends in the 700MHz band for the integration of wireless networks, provides policy direction for the allocation plan.
This study investigates the users' preference of frequency reallocation and frequency auction after digital transition of terrestrial broadcasting and it focuses on the relationships between media using pattern, reception environment of broadcasting telecommunication, and expectation for the universal service and requirement for the public interest. The results show that the longer DMB viewing hours, people prefer to frequency allocation for the telecommunication side. The technical aspects such as perception on the reception environment of broadcasting don't make effect on the users' preference of frequency allocation. In addition, the more people think the universal service of terrestrial broadcasting important, the more people think it unnecessary to adopt auction system to the broadcasting frequency. These results give implication that it is the most basic condition to improve the reception environment in order to accomplish universal service duty of terrestrial broadcasting.
