Safety Margin Evaluation of Railway wheel Based on Fracture Scenarios

  • Derailment due to wheel failure would cause a tremendous social and economical cost in service operation. It is necessary to evaluate quantitatively the safety with respect to high-speed train. Although the safety of railway wheel has been ensured by an regular inspection, all critical defects cannot be detected in inspection cycles and the wheel has been replaced because a defect quickly become critical for safety. Therefore, it is important to calculate quantitatively the fracture limit and remnant life of damaged railway wheel in wheel-rail system. In present paper, the critical crack size of wheel for high-speed train is simulated based on fracture scenario and the safety of wheel is evaluated.

  • The role of maintenance in railway is going to be extended to improve the reliability of railway system in the aspect of Asset management gradually. In this paper, the meaning of reliability and safety in RCM which has been applied in order to improve the efficiency of maintenance is deduced. And the analysis task of reliability and safely which has been recommended in railway standards such as EN50126 and IEC62278 is reviewed in the aspect of RCM. Finally, the several ways are proposed to apply RCM to railway system through the comparison between the RCM procedure and the analysis procedure for the reliability and safety in railway standards. Hereafter, if the analysis of reliability and safety is performed with the concept of RCM in the beginning of railway business, it will be more efficient to improve the reliability and manage the railway asset.

  • Today, it is a time when self-help efforts are being made to increase the demand for international certification by domestic and foreign railway orderers and develop excellent railway systems for railway system and railway construction projects. Since 2011, cases of obtaining international certification related to the domestic railway system/products have been collected and analyzed through literature and Internet data and based on the analysis results, evaluation results on the acquisition of international certification in Korea are presented. Through these results, the government, research institutes, and industries will be practical reference materials for international certification-related work.

  • It is very important to ensure system safety during the process of developing a system. Railway system is also devoting a great portion for the safety. Nowadays many countries leading railway industry have their own system assessment principles according to the situation of their train control systems. In this paper, several principles to derive Safety Integrity Level (SIL) are represented in the railway signalling system. The characteristics of those principles are also considered respectively.

  • The purpose of this study is to analyze human factors - stress, alcohol, fatigue - of the railway driver in domestic railway industry. This study proposes railway safety improvement of domestic railway by intensively comparing railway safety system overseas to reinforce domestic railway safety. Domestic railways well known the well-organized railway safety culture has brought up safety issues on their process of private management. With this process, also, domestic safety is requested by increasing sense of the safety for general public. This study expects Korean railways to become a well-organized that as removing insecure factors of domestic railway based on result comparing and analyzing the manual, factors and requirements of guideline for internal and external safety culture.

Development of Risk-Appearance Frequency Evaluation Model for Railway Level-Crossing Accidents (철도건널목 사고 위험도-발생빈도 평가모델 개발)

  • In this study, a risk-appearance frequency evaluation model for railway level-crossing accidents is developed with the frequency estimation based on the accident history. It follows the worldwide common safety management approach and reflects the operation conditions and accident properties of the domestic railway system. The risk appearance frequency evaluation process contains a development of accident scenarios by defining the system configurations and functions, and a frequency estimation of hazardous events based on the accident history. The developed model is verified with the accident history during 5 years('03-'07) for 3 hazardous events: 'Being trapped in level crossing(Hl)', 'Crossing during warning signal(H2)' and 'Breaking through/detouring the barrier(H3)'. This risk appearance frequency evaluation model will be combined with a consequence evaluation model so as to offer full risk assessment for the railway accident. The accident risk assessment will contribute to improving the safety management of the railway system.

  • Infrastructure such as tracks, catenary, rolling stock and signaling systems, and close interface with the human factors of train drivers, shunting staff and maintenance staff are required for train operations. Safety management is the most essential part for the functioning of a train. In line with the safety management, each rail operator has a safety guidance system and the Ministry of Land, Infrastructure and Transport operates Railway Safety Inspector system. Safety Inspector System is to train employees working in the field to be aware of rules and regulations, and to improve identified risk factors. Hence, it is necessary to establish systematic training and inspection methods for safety guidance staff and make clear the roles and responsibilities of safety inspectors according to the Occupational Safety and Health Act, and safety instructors for several inspections according to the Railroad Safety Act.

  • This paper is about the study on the failure mode identification of railway signaling embedded system thru which quantitative reliability and safety can be compared reciprocally. Frequency of each failure mode makes possible to compare the reliability of each system and frequency of dangerous failure is used as the measurement standards for system safety. Therefore, this paper provides both reliability-related failure mode and safety-related failure mode by modeling the railway signaling embedded system.

  • As safety-related regulations for signaling systems are standardized to IEC 61508 and 62425, and others at the international level, safety activities and its verification are required. And also there is need to develop technologies for safety improvement to secure safety signaling systems in terms of technologies for safety activities on each life-cycle. In this paper it is reviewed the safety activity processes and technologies each steps of proposed processes respectively for railway signaling systems.

A Study on Performance Evaluation about Safety Work of Railway Employees using AHP (AHP를 이용한 철도종사자의 안전업무 수행도 평가에 관한 연구)

  • It is known that human factors account for 80 percent of all railway accidents. To reduce human errors must be the most efficient shortcut to railway safety. For public transportation employees like railway, the more delicate safety management should be executed in individual level. However, there are rarely efforts to improve safety performance of workers who are the subject operating the railway system. This paper develops a hierarchy model to evaluate the human safety performance in railway industry. To evaluate the model, AHP (Analytic Hierarchy Process) methodology is adopted. The hierarchy model is composed of four levels which are objective, two criteria, specific factors of criteria, and rating scales. In addition, since employees for evaluation are over 10, the pairwise comparisons for rating scales are carried out by the absolute measurement. We explore the applicability of AHP to the performance evaluation of railway safety workers by an example and also investigate the changes of alternatives that are railway employees according to the changes of human characteristic which is one of criteria.
