철도연구기관의 조직문화 특성과 개발방향에 관한 연구 (A Study on the Organization Culture and the Directions of Development of the Railway Research Institutes)

  • In the 21st century, the traffic culture is changing suddenly with the advent of high-speed train era so called the traffic revolution age. The policy management for inducing the creativity becomes important for research institutes since the research institutes play an important role for the lead and distribution of new technologies. Therefore, the approach strategy of this investigation is based on the viewpoint of the organizational culture for better performance of research and development through stimulating inducements of creativity and active action of members. A questionnaire survey was performed on five research institutes including a professional railway research institute (PRRI) and four industrial research institutes for the current research, and a development plan for organizational culture of a PRRI has been presented based on the comparison study between two different types of research institutes.

철도관제사의 직무요구, 교대근무, 과업환경 및 스트레스 요인이 건강에 미치는 영향 (The Influence of Job Demand, Shift, Work Environment and Stressors on the Railway Traffic Controller's Health)

  • This study highlights the main effect of job demand, work shift, work environment and stressors on the railway traffic controller's health, and the moderating effect of work0life balance. The result of empirical analysis based on questionnaires received from 328 traffic controllers working at 10 railway operating companies indicates that job demand, work shift, work environment and stressors have significant effect on their health, among which stressors is a major factor. In the respect of moderating effect, WLB showed no significance except for job demand. This result implies that controller's health can not be enhanced through their individual family or leisure life. Therefore, effective countermeasures and policy to mitigate their health problems and heal their symptoms are urgent.

  • Today, the market and customer requirements for safety-related products in the Railway industry are continuously increasing, and companies that supply these products continue to make related efforts. However, the international standard requirements for making safety-related products are high, so small and medium-sized business companies are having difficulty developing them due to problems in time and cost to achieve them. This study examined government-centered international certificate policies and cases and suggested improvement measures based on the research results. In addition to supporting international certification costs, the government needs to expand technical consulting and expert training for them to solve problems in obtaining an international certificate.

  • This paper shows the recent changes of national transportation policies in some developed countries and argues that the evaluation method of the effect of transportation investment on national economy should be improved to reveal real impact of the investment. The evaluation method should develope effective performance indicators of the goals set in national transportation policy. To estimate correctly the magnitude of transportation services in national economy, the evaluation method also provides a way to measure in-house transportation services and to overcome the limits of marginal effect equal equation.

영국 철도화물정책의 변화 - 보조금제도를 중심으로 - (Changes in the Rail Freight Policy of the UK focusing on Grants)

  • Following the recent privatization of the UK railway system there has been an increase in the volume of rail freight. It. Influential factors include the problem of road congestion, and policies towards increasing grants. With a focus on grants (government subsidies), this paper examines changes in rail freight, and the tasks facing the UK railway. I attempt to explain recent trends in rail freight grants and changes that have positively influenced the rail freight. In particular, I demonstrate the trends in rail freight and scheme which link the government and industry. Moreover, I explain the grants scheme and method of calculation, concisely. Finally I reveal the characteristics of UK rail grants scheme. In this paper, I argue that grants have played an important role of in the development of freight and that rail freight is more environment friendly than road transport. This paper have a many important aspects. Namely, an account of the introduction of the grant scheme of UK. Also, I explore the method of calculation of these grants. It will give some lessons for Korea rail. In conclusion, I note some suggestions and those problems which impede the freight transport. In future, the problems of some of these problems should be addressed, For example, the lack of infrastructure and development of an adequate train time schedule in case of rail freight have to be improved.

MPI를 이용한 한국철도 노선별 생산성 변화 분석 (Productivity Changes in Korea Railway Lines Using MPI)

  • 본 논문은 맘퀴스트 생산성 지수를 이용하여 지역간 철도의 노선별 생산성 변화를 분석하여, 생산성을 보다 향상시킬 수 있는 정책을 수립하기 위한 기초자료를 제공하고 정책방향을 도출하고자 한다. 이를 통해 철도운송서비스가 우수한 성과를 지니는지, 구조적인 문제점이 있는지, 어느 부문에서 생산성의 개선이 발생하고 있는지, 생산성을 높이기 위해서는 어느 부문에 어느 정도의 목표치를 설정하여야 하는지를 파악할 수 있다. 분석결과를 보면, 한국철도의 노선별 생산성은 공공성 측면 및 수익성 측면 모두 1.1로 측정되어 미미한 수준으로 증가한 것으로 나타났는데, 이는 생산기술 변화가 가장 주요한 원인으로 분석되었다. 철도노선의 생산성 향상을 위해 생산기술 수준이 뒤처지는 노선들에 대해 시설 및 장비의 현대화, 원가절감, 직원 및 차량의 생산성 증대 등을 위한 방안의 수립이 필요하다.

친환경수단으로서의 철도화물운송 증대를 위한 Modal Shift 정책 비교 연구 (A Comparative Study on Policy of Modal Shift for Enhancing of Eco-friendly Rail Freight Transportation)

  • Global warming has become one of the most important social responsibilities. After Kyoto protocol for greenhouse gas reduction by climatic change convention came into effect, developed countries are presenting various policies to reduce greenhouse gas that is produced in transport field. One of those policies is modal shift that change from road freight to sea, inland waterway and railway transportation that is eco-friendly. Because increase of road freight brings about road congestion and accident, logistics cost, air pollution and green house gases. Railways are superior to all other modes of transport in mass transportability, high speed, timeliness, safety and environmental-friendliness, but the railway industry has been pushed behind in competition. In developed country's government actively promoted relevant legislation, policies, and countermeasures known as modal shift policies to shift freight transport from road to large volume mode such as railway and ship. In this paper, we discuss the current situation in modal shift, compare it with cases in other countries EU and Japan, identify problems in Korea, and propose the following ways to enhance competitiveness of rail freight.

2016년 경주지진에 의한 국내 도시철도 교량의 잠재적 손상평가 (Damage Potential of a Domestic Metropolitan Railway Bridge subjected to 2016 Gyeongju Earthquake)

  • Damage potential has been investigated for a domestic metropolitan railway bridge subjected to 2016 Gyeongju earthquake which has been reported as the strongest earthquake in Korea. For this purpose, nonlinear static pushover analyses for the bridge piers have been carried out to evaluate ductility capacities. Then, the capacities have been compared with those suggested by Railway Design Standards of Korea. This comparison shows that all piers possess enough safety margins. Nonlinear dynamic time-history analysis has also been conducted to estimate both displacement and shear force demands for the bridge subjected to ground motions recorded at stations in near of Gyeongju. Maximum demands reveal that response under the ground motions remains essentially in elastic. In addition, for a further assessment of the bridge under the Gyeongju earthquake, fragility analyses have been performed using those ground motions. The fragility results indicate that the recorded earthquakes do not significantly affect the damage exceedance probability of the bridge piers.

효율적인 철도안전관리 체계 구축에 관한 연구 - 한국철도공사 안전관리체계를 중심으로 - (A Study on the establishment of effective Railway Safety Management System focused on KORAIL's SMS)

  • Advanced Safety Management System(SMS) of Korea Railroad Corporation for risk management should be established applying contents-centered domestic standard according to Railway Safety Act and process-centered international standards suggested by Lloyd's Register Company. Besides, laws, regulations, guidelines and manuals which are optimized for each sector should be systematically integrated to strengthen the consistency of SMS of KORAIL. New safety regulations and guidelines for safety management/train operations/maintenance should be established according to the safety policy of KORAIL to boost effective field work by regulations, guidelines, manuals, etc. The advanced Safety Management System will lead KORAIL as a competent global enterprise with its boosted reputation in the international railway market.
