중·저준위 방사성폐기물 천층처분시설에서 시추 후 거주시나리오 평가를 통한 폐쇄 후 제도적 관리기간 연구 (Study on the Institutional Control Period Through the Post-drilling Scenario Of Near Surface Disposal Facility for Low and Intermediate-Level Radioactive Waste)

  • 처분시설은 폐쇄 후 제도적 관리기간 동안에는 처분 부지로의 일반인의 접근을 제한하며 제도적 관리기간 이후에는 부주의 한 인간침입 시에도 처분시설로 인한 방사선적 영향으로부터 침입자를 보호하도록 설계 되어야 한다. 본 논문에서는 처분시설이 부주의한 침입자에 미칠 수 있는 방사선적 영향을 GENII 프로그램을 사용하여 평가해보았다. 처분고별 적치되는 방사성폐기물의 종류를 달리하여 평가하고 제도적 관리기간 설정에 따른 침입자에 대한 영향도 분석하였다. 평가결과 제도적 관리기간을 두지 않아도 폐필터가 적치된 처분고를 제외하고 모두 성능 목표치를 만족하였다. 하지만 폐필터를 적치한 처분고의 경우 인간침입 평가결과 제도적 관리기간 300년이 되어서야 성능목표치를 만족할 수 있었다. 폐필터와 함께 잡고체 폐기물을 혼합하여 적치하는 경우 제도적 관리기간을 줄일 수 있었으며, 폐필터는 다른 폐기물과 함께 적치하여 제도적 관리기간을 줄이는 것이 필요하다. 폐기물 적치시 방사능을 고려하여 처분고 적치방안을 적절히 수립하는 것이 국부적인 방사능의 최대값을 줄일 수 있어 방사선적 안전성을 확보하며 제도적 관리기간을 단축할 수 있어 바람직하다.

  • Spent nuclear fuel(SNF) is stored in nuclear power plants for a certain period of time and then transported to an interim storage facility. After that, SNF is finally repackaged in a disposal canister at an encapsulation plant for final disposal. Finland and Sweden, leading countries in SNF disposal technology, have already completed designing of spent fuel encapsulation plant. In particular, the encapsulation plant construction in Finland is near completion. When it comes to South Korea, as the amount of SNF production and disposal plan is different from those in Finland and Sweden, it is difficult to apply the concepts of these contries as is. Therefore, it is necessary to establish the spent fuel repackaging concept and to derive each operating and repackaging procedures by considering annual disposal plan of South Korea. The results of this study is expected to be used to establish the concept of optimized encapsulation plant through further research.

저준위 및 극저준위 방사성폐기물 표층처분시설의 인간침입 시나리오 안전평가에 대한 고찰 (Safety Assessment on the Human Intrusion Scenarios of Near Surface Disposal Facility for Low and Very Low Level Radioactive Waste)

  • The second-stage near surface disposal facility for low and very low level radioactive waste's permanent disposal is to be built. During the institutional control period, the inadvertent intrusion of the general public is limited. But after the institutional control period, the access to the general public is not restricted. Therefore human who has purpose of residence and resource exploration can intrude the disposal facility. In this case, radioactive effects to the intruder should be limited within regulatory dose limits. This study conducted the safety assessment of human intrusion on the second-stage surface disposal facility through drilling and post drilling scenario. Results of drilling and post drilling scenario were satisfied with regulatory dose limits. The result showed that post-drilling scenario was more significant than drilling scenario. According to the human intrusion time and behavior after the closure of the facility, dominant radionuclide contributing to the intruder was different. Sensitivity analyses on the parameters about the human behavior were also satisfied with regulatory dose limits. Especially, manual redistribution factor was the most sensitive parameter on exposure dose. A loading plan of spent filter waste and dry active waste was more effective than a loading plan of spent filter waste and other wastes for the radiological point of view. These results can be expected to provide both robustness and defense in depth for the development of safety case further.

  • This paper presents the construction status and the conceptual designs of midium and high level radioactive waste disposal facilities from all around world. For the midium radioactive waste, a shallow disposal using trench or a deep depth disposal are adopted. However, these are rather focusing on the social and cultural point of view than the technical. Meanwhile, the high level radioactive waste is basically disposed in the deep underground. The corresponding ground conditions are usually dense and composed of sedimentary and crystalline rocks mainly with low permeability. A barrier system is made of canister which consists of copper, titanium, and tin. The inner and outer side of the canister are composed of different materials respectively.

고준위방사성폐기물 처분 Safety Case 개발을 통한 처분안전성 신뢰도 향상 (Confidence Improvement of Disposal Safety by Development of a Safety Case for High-Level Radioactive Waste Disposal)

  • 고준위방사성폐기물 심층처분에서 처분안전성의 신뢰도를 향상시킬 수 있는 방안으로 그리고 처분 프로그램 개발 및 인허가를 위해 많은 나라들에서 자국에 적합한 safety case를 개발하고 있다. 본 연구에서는 방사성폐기물 처분을 위한 safety case의 의의, 필요성, 개발과정들을 정리하고 소개하였다. 그리고 처분안전성을 safety case의 다양한 측면에서 논의하였다. 아울러 스위스, 일본, 미국, 스웨덴, 핀란드 등 해외의 safety case 개발 현황과 현재 KAERI에서 개발 중인 safety case의 개발 전략을 간략히 소개하였다. 고준위방사성폐기물 처분안전성의 신뢰도 향상을 위해 safety case 기반 하에서 어떤 노력들이 필요한지를 분석하였다. 그리고 국내 상황을 반영하여 신뢰할 수 있는 정보자료의 구축, 안전성 관련 과정들의 이해, 안전성평가의 불확실성 저감, 이해당사자와의 의사소통, 공정성과 투명성 확보 등의 실행 방안을 제안하고 논의하였다. 본 논문에 제시된 내용들은 심층처분 safety case를 이해하고, 국내에서 개발하고 있는 고준위방사성폐기물 처분 safety case 개발을 통한 처분안전성 신뢰도 향상에 기여할 수 있을 것으로 기대한다.

  • The European Treatment and Disposal of Irradiated Graphite and other Carbonaceous Waste project sought to develop best practices in the retrieval, treatment, and disposal of irradiated graphite including other irradiated carbonaceous waste such as structural material made of graphite, nongraphitized carbon bricks, and fuel coatings. Emphasis was given on legacy irradiated graphite, as this represents a significant inventory in respective national waste management programs. This paper provides an overview of the characteristics of graphite irradiated during its use, primarily as a moderator material, within nuclear reactors. It describes the potential techniques applicable to the retrieval, treatment, recycling/reuse, and disposal of these graphite wastes. Considering the lifecycle of nuclear graphite, from manufacture to final disposal, a number of waste management options have been developed. These options consider the techniques and technologies required to address each stage of the lifecycle, such as segregation, treatment, recycle, and ultimate disposal in a radioactive waste repository, providing a toolbox to aid operators and regulators to determine the most appropriate management strategy. It is noted that national waste management programs currently have, or are in the process of developing, respective approaches to irradiated graphite management. The output of the Treatment and Disposal of Irradiated Graphite and other Carbonaceous Waste project is intended to aid these considerations, rather than dictate them.

원자력발전소 해체 방사성폐기물 특성보고서 작성 방안 제안 (A preparation plan proposal of nuclear power plant decommissioning radioactive waste characterization report)

  • Radioactive waste generated from nuclear power plant decommissioning shall be strictly managed so that radioactive materials above the allowable limit are not leaked into the environment. Radioactive wastes shall be classified and treated for management based on characteristics such as the type of waste, physicochemical properties, nuclide concentration and radioactivity. Waste characterization report shall be prepared and submitted to the disposal facility operator to ensure that the treated waste is suitable for disposal. The disposal facility operator shall review the waste Characterization report and visit the nuclear power plant decommissioning site to ensure that the wastes are processed step by step according to the plan. The waste Characterization report may be used as input data to evaluate disposal facility safety. Domestic and foreign data are collected and reviewed to confirm the entire processes from waste generation to delivery. This paper proposes the method to prepare the waste Characterization report which contains data and information on waste characteristics, treatment facilities & method and packaging method & container.

Status of Czech Low and Intermediate Radioactive Waste Management in the Context of European Development

  • The article summarises the status and competence of UJV Rez, a. s. (up to 2012, the Nuclear Research Institute Rez, Czech Republic) in the field of radioactive waste (RAW) management as a company managing of 95% of institutional radioactive wastes in Czech Republic. UJV Rez a. s. has been one of the Czech Republic's key research and engineering institutions in the field of nuclear energy production since 1955. The company processes and conditions prior to storage 95% of so-called institutional RAW and is the principal partner of the state with respect to the research support of the Czech deep geological repository development project. UJV Rez a. s. boasts its own accredited radiochemical analytical test laboratory, unique of its kind in the Czech Republic. Of equal importance is UJV Rez's active participation in a range of international organisations and associations and its involvement in wide range of international projects, and so as European projects. One of them is EU funded project PREDIS: Pre-disposal management of radioactive wastes, that has started at September 2020, focused on the field of low level radioactive waste (LLW) and intermediate level radioactive waste (ILW) pre-disposal.
