  • Since the demand for radio wave due to proliferation of radio wave communication is increased rapidly, policy for efficient use of radio wave is a challenge of sustainable research for technology development in this field with focus on service supply and distribution. Therefore, this paper analyzed and reviewed radio wave related international agreements and overseas institutions and policies, and proposed the improvement method for systematic and efficient countermeasure on radio wave management policy and system according to radio wave promotion policy circumstance changes, radio wave environmental change and technology development.

  • In January, 2019, the Ministry of Science and ICT announced the third edition of Master Plans for Radio Wave Promotion, effective from 2019 to 2023. The focus of this plan is to implement market based radio wave policy and horizontal regulatory framework. Although it appears to be past due, such change in the radio wave policy is not only fair and structured, but also unprecedented and ground breaking in legality. In order to successfully implement market based radio wave policy and horizontal regulatory framework, we must implement identical radio wave license based on license with consideration and time-limited usage. Through this, efficient distribution of finite radio wave resource may come to reality. Furthermore, there must be an effort to include life style regulation on license into radio wave act in the future.

  • Nowadaty, To keep pace with the mass transportation carried out by vessels in the international trade, the Korean government is trying to make a rapid progress to be a higher ranked shipping country to the world through the shipping increase. For the effective management of international trade by vessels and the safe operation of vessels, it is indispensable for ships radio communication to be effective and smooth. Therefore, to enhance the efficiency of ships radio communication is one of the primary factors to be solved for the econimics of shipping management. The reserch area is not only limited to the ships radio communication on the North Pacific Ocean but limited to the ships radio communication which is one of the chiefest methods of communications. From the research for the efficient methods of ships radio communication, the following results are obtained. (1) The operator on ships radio communication should have the knowledge of specific know-how and wide experience in the operation of ships radio communications. (2) The operator should abopt the radio propagation prediction made by the Ministry of Communications to use the best ionosphere reflection in the short wave communications. (3) The increase the radio officer of 1 to 2 in order to contrive the safety at sea and to keep the ships radio communication fare low. (4) The owner should pay their attentions to the education and employment of radio officer. (5) The authorities concerned on the ships radio communication should estabilish the effective and consistent policy for the ships radio officers.

  • In this paper, we propose a policy orientation for human effects on EMF according to the increasing number of devices which use electromagnetic waves. In particular, we conducted the analysis of the concept of the precautionary principle in advanced foreign countries and case studies which are being applied to the criteria more strict than international standards of protection for vulnerable groups. Futhermore, we analyzed the regulations of the EMF safety zone on KynungGi-Do Regional Council which is not valid in terms of constitutional principles such as superior constitutional and rerservations law principles. In conclusion, we propose to amend or modify any law for vulnerable groups and to implement the EMF-related policy on based Radio Wave Act.

  • Recently, the Ministry of Internal Affairs and Communications(MIC) of Japan announced the policies for effective use of spectrum in the 2010s based on the developments of spectrum usage technology, at the same time resolving the social issues in Japan. In Aug. 2010, the establishment of "special white space areas" was suggested to promote the systematization of white space, and a prior model for actualizing the suggestion was published. Also, Action Plan for the frequency reorganization toward building wireless broadband. This paper investigates the future image of the services and systems in the 2010s and surveys the background of the implementing radio wave policy, the major strategy and the policy directions published by MIC of Japan. The contents suggested by this paper contribute to formulating domestic spectrum policies and to promoting the usage and application of spectrum.

  • At present, TICN has been developed and distributed for military command control. TICN is known as the 3.5G mobile communication technology based on WiBro, which shows technical limitation in the field operation situation. Accordingly, the drone-type base station platform is attracting attention as an alternative to overcome technical limitations such as difficulty in securing communication LoS and limiting expeditious network configuration. In this study, we performed simulation performance evaluation of drone-type base station operation in 28 GHz that is considered most suitable for cellular communication within mmWave frequency band. Specifically, we analyzed the changes in throughput and fairness performance according to radio resource management policies such as frequency reuse and scheduling in multi-cell topology. Through this, we tried to provide insights on the operation philosophy on drone-type base station.

  • In this study, we introduce a 3D micro-cell simulator for radio wave propagation analysis in indoor environments. Previous studies treat only the path loss between the transmitter and receiver in 2D geometry. We provide the simulation results of indoor propagation prediction based on various ITU-R Recommendations. Simulation results described here indicate that the low and high frequency bands give quite different characteristics in presented indoor geometry. The propagation loss as a function of distance has two distinct regions. It is similar to that occurring in free space within 5-20m of the transmitter, however, increases significantly as the electromagnetic waves become obstructed by the walls at distances further away in the next region.
