Weather radar has been widely used in measuring precipitation and discharge and predicting flood risks. The radar rainfall estimate has one of the essential problems in terms of uncertainty and accuracy. Previous study analyzed radar errors to reduce its uncertainty or to improve its accuracy. Furthermore, a recent analyzed the effect of radar error on rainfall-runoff using spatial error model (SEM). SEM appropriately reproduced radar error including spatial correlation. Since the SEM does not take the time dependence into account, its time variability was not properly investigated. Therefore, in the current study, we extend the SEM including time dependence as well as spatial dependence, named after Spatial-Temporal Error Model (STEM). Radar rainfall events generated with STEM were tested so that the peak runoff from the response of a basin could be investigated according to dependent error. The Nam River basin, South Korea, was employed to illustrate the effects of STEM on runoff peak flow.
Today they use a weather radar with spatially high resolution in predicting rainfall intensity and utilizing the information for super short-range forecast in order to make predictions of such severe meteorological phenomena as heavy rainfall and snow. For a weather radar, they use the Z-R relation between the reflectivity factor(Z) and rainfall intensity(R) by rainfall particles in the atmosphere in order to estimate intensity. Most used among the various Z-R relation is $Z=200R^{1.6}$ applied to stratiform rain. It's also used to estimate basic rainfall intensity of a weather radar run by the weather center. This study set out to compare rainfall intensity between the reflectivity of a weather radar and the ground rainfall of ASOS(Automatic Surface Observation System) by analyzing many different cases of heavy rain, analyze the errors of different weather radars and identify their problems, and investigate their applicability to nowcasting in case of severe weather.

Radar rainfall estimates have been widely used in calculating rainfall amount approximately and predicting flood risks. The radar rainfall estimates have a number of error sources such as beam blockage and ground clutter hinder their applications to hydrological flood forecasting. Moreover, it has been reported in paper that those errors are inter-correlated spatially and temporally. Therefore, in the current study, we tested influence about spatio-temporal errors in radar rainfall estimates. Spatio-temporal errors were simulated through a stochastic simulation model, called Multivariate Autoregressive (MAR). For runoff simulation, the Nam River basin in South Korea was used with the distributed rainfall-runoff model, Vflo. The results indicated that spatio-temporal dependent errors caused much higher variations in peak discharge than spatial dependent errors. To further investigate the effect of the magnitude of time correlation among radar errors, different magnitudes of temporal correlations were employed during the rainfall-runoff simulation. The results indicated that strong correlation caused a higher variation in peak discharge. This concluded that the effects on reducing temporal and spatial correlation must be taken in addition to correcting the biases in radar rainfall estimates. This study estimated rainfall information more effectively by image signals through the information system of weather radar. Based on this, we suggest the way to estimate quantitative precipitation utilizing overlapped observation area of radars. We used the overlapped observation range of ground hyetometer observation network and radar observation network which are dense in our country. We chose the southern coast where precipitation entered from seaside is quite frequent and used Sungsan radar installed in Jeju island and Gudoksan radar installed in the southern coast area. We used the rainy season data generated in 2010 as the precipitation data. As a result, we found a reflectivity bias between two radar located in different area and developed the new quantitative precipitation estimation method using the bias. Estimated radar rainfall from this method showed the apt radar rainfall estimate than the other results from conventional method at overall rainfall field.
The paper aims to analyze structure of I/Q data observed from radar and reliably estimate rainfall through quality control of I/Q data that can quantify uncertainty of I/Q data occurring due to resultant errors. Radar rainfall data have strong uncertainty due to various factors influencing quality. In order to reduce this uncertainty, previously enumerated errors in quality need to be eliminated. However, errors cannot be completely eliminated in some cases as seen in random errors, so uncertainty is necessarily involved in radar rainfall data. Multi-Lag Method, one of I/Q data quality control methods, was applied to estimate precipitation with regard to I/Q data of rainfall radar in Mt. Sobaek.

Landslide in Korea occurs generally in summer, and rainfall is a major factor to trigger landslides. This study evaluates the applicability of radar rainfall to estimate landslide occurs locally in mountainous area. Temporal changes in spatial distribution of rainfall is analyzed using radar data, and the characteristics of rainfall in landslide area during the landslide occurred in Inje, July 2006. This study shows radar rainfall field can estimate local landslides more precisely than the rainfall data from ground gauges.
It has been a big problem to estimate rainfall for the studies of mud-debris flows because the estimated rainfall from the nearest AWS (Automatic Weather Station) can tend to be quite inaccurate at individual sites. This study attempts to improve this problem through accurate rainfall depth estimation by applying an artificial neural network with radar rainfall data. For this, three models were made according to utilizing methodologies of rainfall data. The first model uses the nearest rainfall, observing the site from an ungauged site. The second uses only radar rainfall data and the third model integrates the above two models using both radar and observed rainfall at the sites around the ungauged site. This methodology was applied to the metropolitan area in Korea. It appeared as though the third model improved rainfall estimations by the largest margin. Therefore, the proposed methodology can be applied to forecast mud-debris flows in ungageed sites.

The purpose of this paper is to evaluate how the rainfall field effect on a runoff simulation using grid radar rainfall data and ground gauge rainfall. The Gwangdeoksan radar and ground-gauge rainfall data were used to estimate a spatial rainfall field, and a hydrologic model was used to evaluate whether the rainfall fields created by each method reproduced a realistically valid spatial and temporal distribution. Pilot basin in this paper was the Naerin stream located in Inje-gun, Gangwondo, 250m grid scale digital elevation data, land cover maps, and soil maps were used to estimate geological parameters for the hydrologic model. For the rainfall input data, quantitative precipitation estimation(QPE), adjusted radar rainfall, and gauge rainfall was used, and then compared with the observed runoff by inputting it into a $Vflo^{TM}$ model. As a result of the simulation, the quantitative precipitation estimation and the ground rainfall were underestimated when compared to the observed runoff, while the adjusted radar rainfall showed a similar runoff simulation with the actual observed runoff. From these results, we suggested that when weather radars and ground rainfall data are combined, they have a greater hydrological usability as input data for a hydrological model than when just radar rainfall or ground rainfall is used separately.

Recently, the flood damage by the localized heavy rainfall and typhoon have been frequently occurred due to the climate change. Accurate rainfall forecasting and flood runoff estimates are needed to reduce such damages. However, the uncertainties are involved in guage rainfall, radar rainfall, and the estimated runoff hydrograph from rainfall-runoff models. Therefore, the purpose of this study is to identify the uncertainty of rainfall by generating a probabilistic radar rainfall ensemble and confirm the uncertainties of hydrological models through the analysis of the simulated runoffs from the models. The blending technique is used to estimate a single integrated or an optimal runoff hydrograph by the simulated runoffs from multi rainfall-runoff models. The radar ensemble is underestimated due to the influence of rainfall intensity and topography and the uncertainty of the rainfall ensemble is large. From the study, it will be helpful to estimate and predict the accurate runoff to prepare for the disaster caused by heavy rainfall.

The growing possibility of the disaster due to severe weather calls for disaster prevention and water management measures in South Korea. In order to prevent a localized heavy rain from occurring, the rainfall must be observed and predicted quantitatively. In this study, we developed an adjustment algorithm to estimate the radar precipitation applying to the local gauge correction (LGC) method which uses geostatistical effective radius of errors of the radar precipitation. The effective radius was determined from the errors of radar rainfall using geostatistical method, and we adjusted radar precipitation for four heavy rainfall events based on the LGC method. Errors were decreased by about 40% and 60% in adjusted hourly rainfall accumulation and adjusted total rainfall accumulation for four heavy rainfall events, respectively. To estimate radar precipitation for localized heavy rain events in summer, therefore, we believe that it was appropriate for this study to use an adjustment algorithm, developed herein.
