  • Recently, Korea government decided to introduce RPS (Renewable Portfolio Standard) mechanism which requires electricity providers to gradually increase the amount of renewable energy sources such as wind, solar, bioenergy, and geothermal. As a consequence, it is expected that the long-term fuel mix would be changed to result in more expensive production and the increased production costs would be distributed to the rate payers via electricity tariffs. This paper presents the change in long-term fuel mix in year 2020 with the four RPS scenarios of 3%, 5%, 10% and 20%, and the methodologies for collecting the increased production costs through new tariff schedule. The studies on long-term fuel mix have been carried out with the GATE-PRO (Generation And Transmission Expansion Program) optimization package, a mixed-integer program developed by the Korea Energy Economics Institute and Hongik university. Three methodologies for distributing the production costs to the rate payers have also been demonstrated.

  • Korea classified into a development country when UNFCCC was concluded in 1995. So Korea doesn't have a GHG reduction duty until 2012. As the UNFCCC is strengthened, recently there is a growing interest in renewable energy and energy usage efficiency improvement for reducing GHG emission. It is associated with CES and renewable energy. CES is a total energy (heat, cooling and power)supplier in aggregated demand zone like a hotel, building, hospital and redevelopment district using CHP and it improves energy usage efficiency. At present, renewable energy is needed for GHG reduction duty but renewable energy doesn't have economic feasibility. So renewable energy is needed various support system to popularize which is a FIT and RPS. Especially RPS is carrying out instead of FIT in many advanced country and it will be inroduced in Korea. RPS is a duty which electricity service provider must guarantee renewable energy as much as specific ratio of total capacity. Therefore this study conducts an economic feasibility estimation of CES considering renewable energy when RPS will introduced in the future.

  • For the dissemination of new and renewable energy, Korean government introduced a renewable portfolio standard (RPS) scheme in 2012 after terminating feed-in tariff (FIT) scheme that was introduced in 2004. With the RPS scheme, 64.7% of its own goal (95.7% in PV and 63.3% in non-PV) was achieved in 2012 and 67.2% of that (94.9% in PV, 65% in non-PV) was achieved in 2013. The deployment of PV systems met the goal very well and that of non-PV did not. Recently, Korean government revised the target year of supplying 10% electricity from new and renewable energy from 2022 to 2024 and released a couple of measures on PV area. Recent studies showed that the bankability of a project plays a key role for PV dissemination. Therefore, the dissemination should be assessed from the point of bankability under the RPS scheme and a little adjustment is necessary to achieve the goal. Especially, installing a small size PV (<100 kwp) system needs a minimum REC price or a FIT scheme. In non-PV area, permission process is a common bottleneck and the related regulation should be eased. In addition, to achieve the long term goal, an implementing scenario has to be prepared. Currently, the portion of the waste-gas energy originated from fossil fuel is too large among the new and renewable energy sources and the portion should be lowered or eliminated in the 10% of electricity supply goal. Seoul Metropolitan Government (SMG) has its own FIT scheme for PV dissemination from 2014 SMG and revised the PV tariff from 50 to 100 won/kwh in effective of 2015. It is worth to spread the other provinces.

  • Recently, the government is actively promoting the RFS(Renewable Fuel Standards) and RPS(Renewable Portfolio Standards). Therefore, the importance of renewable energy fuel is being highlighted more than ever. Now is the time required active research in Korea. Since power bio-fuel oil demonstration project is underway dissemination to meet RPS quota. In this study, we investigated emission performance to make the performance standard draft of bio-fuel oil. In addition, the quality properties of the fuel oil and bio-oil, and after combustion in industrial boilers and compared the amount of exhaust gas. It was reduced emissions of bio-oil in industrial boilers due to bio-fuel properties as compare with fuel oil.

  • Since South Korea started to apply Renewable Portfolio Standard (RPS) in 2012, there have been huge investment for deploying renewable technologies. Recently, the government determined to incentivize battery energy storage system(BESS) with renewable generations in order to induce the improvement of dispatching capability. In this paper, the annual pattern of PV generation based on actual generation data in South Korea is analyzed and the duration curve of capacity factor is proposed in order to provide the simplified analyzing methodology of present support policy for additional BESS installation for decision maker who is responsible for supply and demand planning. With suggested methodology, the range of appropriate BESS size with respect to the variation of system marginal price(SMP) and renewable energy certificate(REC) price can be derived briefly, and decision makers easily evaluate the effect of support scheme. Current policy for BESS installation support present additional BESS-related installation policy may give incentives to developers partially, however, the dependence between BESS size and benefit components (SMP and REC) can limit the deployment of the various portfolios of the BESS. Therefore, when improving the current policy in future, addressing the dependence between the technical aspects of battery size and the benefit components separately by the technical and economical parts is needed to set the suitable compensation rules for the renewable generation and BESS.

  • New & renewable energy becomes a crucial subject to solve the problems inherent in the current energy resources, which results in the fast development of the new & renewable energy industry worldwide. However, not only its base is still weak but the high initial investment for technology development and certain scale of an energy market are required in many cases. For this reason, many countries in the world, including Korea, run the energy policies to foster the new & renewable energy industry such as RSP and FIT. In general, a policy should be established to take various, intertwined interests as well as a number of variables related to economic, social, environmental, and international matters into comprehensive consideration. For new & renewable energy industry, there are many variables to be considered and indexes necessary for evaluation but it is hard to take all of them into account. Even though they were considered, no criteria are available for use in a consistent manner. Therefore, this study plans to develop an evaluation model for the Korean new & renewable energy policy.
