  • As the 21st century signifies an information-oriented society, the computer integration takes place in all walks of human presence. Needs for computer and network-integrated automation present new challenges in military as well as commercial facility systems engineering. Since the first intelligent building appeared in USA in 1984, it gradually became an essential capability for the building industry requirement these days. Intelligent Building System(IBS) is evolving to be very complex because there are many subsystems such as telecommunication(TC), office automation(OA), building automation(BA), security, construction environments, etc. During the planing phase of IBS development, therefore, a disciplined systems engineering must be performed to analyze stake- holder's requirements to build an optimized system while minimizing trial-and-error expenses and risks. This paper presents a conceptual design of BAS applying systems engineering methods. The contribution of this study includes the development of IBS subsystem specification for building automation subsystem, which is a part of IBS, using the methodology of requirement analysis, functional analysis, synthesis, and verification. A computer-aided systems engineering s/w, RDD-100, was used to improve the system design efficiency and to promote the product design knowledge management for reuse in later design programs.

  • A smart dust monitoring system is useful for obtaining information on rough terrain that is difficult for humans to access. One of ways to deploy sensors to gather information in smart dust environment is to use an aircraft in the Amazon rainforest to scatter an enormous amount of small and cheap sensors (or smart dust devices), or to use an unmanned spacecraft to throw the sensors on the moon's surface. However, scattering an enormous amount of smart dust devices creates the difficulty of managing such devices as they can be scattered into inaccessible areas, and also causes problems such as bottlenecks, device failure, and high/low density of devices. Of the various problems that may occur in the smart dust environment, this paper is focused on solving the bottleneck problem. To address this, we propose and construct a three-layered hierarchical smart dust monitoring system that includes relay dust devices (RDDs). An RDD is a smart dust device with relatively higher computing/communicating power than a normal smart dust device. RDDs play a crucial role in reducing traffic load for the system. To validate the proposed system, we use climate data obtained from authorized portals to compare the system with other systems (i.e., non-hierarchical system and simple hierarchical system). Through this comparison, we determined that the transmission processing time is reduced by 49%-50% compared to other systems, and the maximum number of connectable devices can be increased by 16-32 times without compromising the system's operations.

  • Large-scale Multi-disciplinary Systems(LMS) such as transportation, aerospace, defense etc. are complex systems in which there are many subsystems, interfaces, functions and demanding performance requirements. Because many contractors participate in the development, it is necessary to apply methods of sharing common objectives and communicating design status effectively among all of the stakeholders. The processes and methods of systems engineering which includes system requirement analysis; functional analysis; architecting; system analysis; interface control; and system specification development provide a success-oriented disciplined approach to the project. This paper shows not only the methodology and the results of model-based systems engineering to Automated Guided Transit(AGT) system as one of LMS systems, but also propose the extension of the model-based tool to help manage a project by linking WBS (Work Breakdown Structure), work organization, and PBS (Product Breakdown Structure). In performing the model-based functional analysis, the focus was on the operation concept of an example rail system at the top-level and the propulsion/braking function, a key function of the modern automated rail system. The model-based behavior analysis approach that applies a discrete-event simulation method facilitates the system functional definition and the test and verification activities. The first application of computer-aided tool, RDD-100, in the railway industry demonstrates the capability to model product design knowledge and decisions concerning key issues such as the rationale for architecting the top-level system. The model-based product design knowledge will be essential in integrating the follow-on life-cycle phase activities. production through operation and support, over the life of the AGT system. Additionally, when a new generation train system is required, the reuse of the model-based database can increase the system design productivity and effectiveness significantly.

  • Macao, a special administrative region of China, has been able to maintain the records of zero deaths and keep confirmed cases under 50 since the outbreak of COVID-19 for more than half a year as of July 2020, despite being the world's most densely populated city. The current paper utilizes the dialogic public relations theory to analyze the situation using both literature review on how the various government actions and strategies during the pandemic were corresponding to the theory, and a quantitative random digital dialing (RDD) telephone survey, with a sample of 502 Macao residents aged 18 or above, to study the public reactions towards the government pandemic prevention actions. Survey results show a high level of public satisfaction towards epidemic prevention performance, as well as some forms of collaborative information redissemination behavior in social media platforms. Literature review and analysis from dialogic theory found that spirit of mutual equality, collaboration with local community, immediacy of presence in crisis time, engagements with stakeholders through maximum media channels and networks, supportiveness to public with both useful information and practical social support like subsidy program, as well as commitment to transparent and genuine communication, are all the dialogic communications strategies that describe what the Macao government has done in the crisis of COVID-19. The dialogic strategies that could be learned from the Macao government may be used as a reference for similar urbanized and densely populated cities in other territories.

  • The Systems Engineering, as a methodology for engineering and management of today's ever-growing complex system, is a comprehensive and iterative problem-solving process. The process centers on the analysis and management of the stakeholders' needs throughout the entire life-cycle of a system and searches for an optimized system architecture. There are many essential needs and requirements to be met when a system development task is carried out. Systems Engineering Management Plan(SEMP), as a specification for system development process, must be established to satisfy constraints and requirements of stakeholders successfully and to prevent cost overrun and schedule delay. SEMP defines technical management functions and comprehensive plans for managing and controlling the entire system development process, specialty engineering processes, etc. Especially. in the case of a large-scale complex system development program where various disciplinary engineering such as mechanical; electrical; electronics; control; telecommunication; material; civil engineering etc. must be synthesized, it Is essential to develop SEMP to ensure systematic and continuous process improvements for quality and to prevent cost/schedule overruns. This study will enable the process knowledge management on the subject of SEMP as a core systems engineering management effort, that is, definitely defining and continuously managing specification of development process about requirements, functions, and process realization of it using a computer-aided systems engineering software. The paper suggests a systematic SEMP development process and demonstrates a data model and schema for computer-aided systems engineering software, RDD-100, for use in the development and management of SEMP. These are being applied to the systems engineering technology development task for the next-generation high-speed railway systems in progress.

  • The purpose of radiological Dispersal Device(RDD) is to kill people by explosives and to cause radiation exposure by dispersing radioactive materials. And It is a form of explosive that combines radioactive materials such as Co-60 and Ir-192 with improvised explosives. In this study, we tested and evaluated whether it was possible to read the internal structure of an explosive using X-rays in a radioactive explosive situation. The improvised explosive device was manufactured using 2 lb of model TNT explosives, one practice detonator, one 9V battery, and a timer switch in a leather briefcase measuring 41×35×10 cm3. The radioactive material used was the Co-60 source used in the low-level gamma ray irradiation device operated at the Advanced Radiation Research Institute of the Korea Atomic Energy Research Institute. The radiation dose used was gamma ray energy of 1.17 MeV and 1.33 MeV from a Co-60 source of 2208 Ci. The dose rates are divided into 0.5, 1, 2, and 4 Gy/h, and the exposure time was divided into 1, 3, 5, and 10 minutes. Co-60 source was mixed with the manufactured explosive and X-ray image reading was performed. As a result of the experiment, the X-ray image appeared black in all conditions divided by dose rate and time, and it was impossible to confirm the internal structure of the explosive. This is because γ-rays emitted from radioactive explosives have higher energy and stronger penetrating power than X-rays, so it is believed that imaging using X-rays is limited By blackening the film. The results of this study are expected to be used as basic data for research and development of X-ray imaging that can read the internal structure of explosives in radioactive explosive situations.

  • Purpose: This paper aims to verify the difference in production resilience between local clusters and regions without clusters before and after a major crisis. Furthermore, this paper aims to identify the clusters' quality factors that impact clusters' shock vulnerability and resilience. Methods: Utilizing open-source data from the US Cluster Mapping platform, this paper compares regions with industrial clusters to those without using the Differences-in-Differences (DID) estimator. It considers the regions with industrial clusters as a treatment group and others as the control group, comparing the period before and after the pandemic. Additionally, the paper examines which cluster factors make a difference in economic resilience during the crisis using Regression Discontinuity Design (RDD). Results: The study finds that regions with industrial clusters show higher production resilience compared to regions without clusters. Moreover, the number of establishments, annual payrolls, and employment can have a positive impact on resilience during the pandemic shock. Conclusion: Though clusters could be vulnerable during the global crisis, industrial clusters can contribute to regional economic development and production resilience in the long-term aspect. Thus, it is required to construct a high-quality local cluster and support it during the economic crisis in the long-term aspect.
