R&D Transitions in Response to Digital Transformation in Korea

  • With the rapid development of the Fourth Industrial Revolution and digital transformation, scientific and technological innovation measures are being devised to overcome Korea's low-growth, high-cost structure. Accordingly, by examining the R&D investment evaluation system of R&D PIE (R&D Platform for Investment and Evaluation), which has been promoted by the Korean government in response to the Fourth Industrial Revolution, from the perspective of R&D transformation, this study aims to explore a new path for a sustainable national science and technology innovation system following digital transformation. In particular, from the perspective of R&D PIE, a MLP (Multi-level Perspective), which had been conducted as an abstract theoretical study, was attempted with specific cases and analysis for each of the three layers: niche, landscape, and regime. In conclusion, R&D PIE was intended to elevate the abstract R&D investment evaluation system to a platform that leads innovation in the digital space of the Fourth Industrial Revolution. In addition, it was confirmed that the R&D PIE could be replaced or enhanced as a platform for innovation in response to the Fourth Industrial Revolution, thereby providing an alternative to job creation and an escape from economic crisis.

  • A simulation system is developed to calculate the apparent motion-induced image from a sequence of temporal luminance transitions, while using the properties of the human visual system. Based on the simulation method, both edge (moving block) and detail degradation (line spreading, grating, sinusoidal pattern), and also color aberration are discussed.

  • The recent global trends display expansion and growing solidity in both cooperative collaboration between industry, education, and research and R&D network systems. A greater support for the network and cooperative research sector would open greater possibilities for the evolution of new scholar and industrial fields and the development of new theories evoked from synergized educational research. Similarly, the national need for a strategy that can most efficiently and effectively support R&D network that are established through the government's R&D project research is on the rise. Despite the growing urgency, due to the habitual dependency on simple individual personal information data regarding R&D industry participants and generalized statistical data references, the policies concerning network system are disappointing and inadequate. Accordingly, analyses of the relationships involved for each subject who is participating in the R&D industry was conducted and on the foundation of an educational-industrial-research network system, possible changes within and of the network that may arise were predicted. To predict the R&D network transitions, Common Neighbor and Jaccard's Coefficient models were designated as the basic foundational models, upon which a new prediction model was proposed to address the limitations of the two aforementioned former models and to increase the accuracy of Link Prediction, with which a comparative analysis was made between the two models. Through the effective predictions regarding R&D network changes and transitions, such study result serves as a stepping-stone for an establishment of a prospective strategy that supports a desirable educational-industrial-research network and proposes a measure to promote the national policy to one that can effectively and efficiently sponsor integrated R&D industries. Though both weighted applications of Common Neighbor and Jaccard's Coefficient models provided positive outcomes, improved accuracy was comparatively more prevalent in the weighted Common Neighbor. An un-weighted Common Neighbor model predicted 650 out of 4,136 whereas a weighted Common Neighbor model predicted 50 more results at a total of 700 predictions. While the Jaccard's model demonstrated slight performance improvements in numeric terms, the differences were found to be insignificant.

  • This is the first reported observation of absorption and emission of glasses with a 4d transition metal ion(rhodium). The optical absorption and photoluminescence spectra, and the lifetimes of rhodium ions in phosphate glasses are interpreted on the basis of strong-field scheme of Sugano-Tanabe diagram. We conclude that rhodium ion is present in its divalent form. $^2 E{\rightarrow}^2 T_1$ and $^2 E{\rightarrow}^2 T_2$ transitions are superimposed and observed at 460 nm. Whereas $^2 T_1{\rightarrow}^2 E$ and $^2 T_1{\rightarrow}^2 E$ transitions are observed at 650 nm and 580 nm, respectively.

  • The 3mm transitions to CO, $^{13}CO,\;CS,\;HCO^+$, and HCN have been observed toward the compact HII regions in W58 using the 14m Daeduk Radio Telescope (DRT). Some of the observed lines show high-velocity wings resulted from outflowing materials of the compact HII regions. We derive the beam averaged column densities of the observed species and compare their relative abundances. The $HCO^+$ abundance appears to be smaller by about an order of magnitude than those of 'typical' quiet molecular clouds. CS may be a good reference molecule in comparing relative abundances in different physical conditions.

  • A clear and efficient design method for a microstrip-to-waveguide inline transition, which is based on an analytical model, is presented. The transition consists of three parts: a microstrip-to-SIW transition, a dielectric-loaded waveguide with substrate-height, and a stepped-height waveguide. The shape of the transitional structure is formed for impedance matching. Two equivalent type0s of dielectric-loaded transitional structures are proposed. The design method is applicable to any size of the waveguide, but a design method of two Ka-band transitions is demonstrated. The proposed transitions, in a back-to-back configuration, have less than 1.2 dB insertion loss and more than 15 dB return loss from 29.8 GHz to 38.2 GHz.

Perception of Spanish $/{\setminus}/$ - /r/ distinction by native Japanese

  • In prevoius works we have repored phonetic similarities between Japanese and Spanish voweis and syiiabic sounds. (1) (2) (3) (4). In the present communication we explore the relative importance of duration of the consonantal segment to elicit Spanish /l/ - /r/ distinction by native j Japanese talkers. Three Argentine and three trained native Japanese talkers recorded /l-r/ combined with /a/ in VCV sequences. Modifications of consonant duration and vowel context with transitions were m made by editing natural /ala/ sounds. Mixed VCV were produced by combining sounds of both languages. Perceptual tests were produced by combining sounds of both languages perceptual performed presenting the speech material, to native t trained and non trained Japanese listeners. In a tirst sessIOn a d discrimination procedure was applied. The items were arranged in pairs a and listeners Nere told to indicate the pair that sounded different. In the f following session they were asked to identify and type the letter corresponding to each one of the items. Responses arc examined in tenns of critical duration of the interval between vowels. Preliminary results indicate that the duration of intervocalic intervais was a relevant cue for the identification of /l/ and /r/. It seems that to differentiate the two sounds, Japanese listeners required relatively longer interval steps than the argentine suhjects. There was a tendency to conhlse more frequently /l/ for /r/ than viceversa.

Binary Compound Formation upon Copper Dissolution: STM and SXPS Results

  • The initial stages of electrochemical oxidative CuI film formation on Cu(111), as studied by means of Cyclic Voltammetry (CV), in-situ Scanning Tunneling Microscopy (STM) and ex-situ Synchrotron X-ray Photoemission Spectroscopy (SXPS), indicate a significant acceleration of copper oxidation in the presence of iodide anions in the electrolyte. A surface confined supersaturation with mobile CuI monomers first leads to the formation of a 2D-CuI film via nucleation and growth of a Cu/I-bilayer on-top of a pre-adsorbed iodide monolayer. Structurally, this 2D-CuI film is closely related to the (111) plane of crystalline CuI (zinc blende type). Interestingly, this film causes no significant passivation of the copper surface. In an advanced stage of copper dissolution a transition from the 2D- to a 3D-CuI growth mode can be observed.

The Substates with Mutants That Negatively Charged Aspartate in Position 172 Was Replaced with Positive Charge in Murine Inward Rectifier Potassium Channel (Murine Kir2.1)

  • We have investigated the effect on inducing substate(s) of positively charged residues replaced in position 172 of the second transmembrane domain in murine inward rectifier potassium channels, formed by stable or transient transfection of Kir2.1 gene in MEL or CHO cells. Single channel recordings were obtained from either cell-attached patches or inside-out patches excised into solution containing 10 mM EDTA to rule out the effect of $Mg^{2+}$ on the channel gating. The substate(s) could be recorded with all mutants D172H, D172K and D172R. The unitary current-voltage (I-V) relation was not linear with D172H at $pH_i$ 6.3, whereas the unitary I-V relation was linear at $pH_i$ 8.0. The relative occupancy at $S_{LC}$ was increased from 0.018 at $pH_i$ 8.0 to 0.45 at $pH_i$ 5.5. In H-N dimer, that was increased from 0.016 at $pH_i$ 8.0 to 0.23 at $pH_i$ 5.5. The larger the size of the side chain or $pK_a$ with mutants (D172H, D172K and D172R), the more frequent the transitions between the fully open state and substate within an opening. The conductance of the substate also depended upon the pKa or the size of the side chain. The relative occupancy at substate $S_{LC}$ with monomer D172K (0.50) was less than that in K-H dimer (0.83). However, the relative occupancy at substate with D172R (0.79) was similar to that with R-N dimer (0.82). In the contrary to ROMK1, positive charge as well as negative charge in position 172 can induce the substate rather than block the pore in murine Kir2.1. The single channel properties of the mutant, that is, unitary I-V relation, the voltage dependence of the mean open time and relative occupancy of the substates and the increased latency to the first opening, explain the intrinsic gating observed in whole cell recordings.
