Analysis of Current Situation and Relationship among National R&D Projects for Technology Convergence (국가 융합연구사업의 현황 및 연계성 분석)

  • Since various R&D projects about technology convergence was conducted by the government of Korea, the lack of liaisons among the projects has been accepted as serious issues related on the duplicated funding. In this article, we propose a research framework to analyze the relationship among national R&D projects about technology convergence. In detail, the projects have been sorted and categorized with the data collected from National Science and Technology Information Service (NTIS) in order to analyze the current state of national R&D projects. The linkages among projects are then established using the results of analysis on national R&D projects. Finally, the relationship maps have been developed. It is expected that the result could be applied to identify the relations among projects and handle problems on the duplicated funding.

  • The social problem-solving R&D is different from the goal and process in comparison with research aimed at scientific excellence and industrial innovation. It pursues social values and active participation of the end-user civil society. In this study, we try to derive its characteristics by analyzing the cases that are evaluated as successful social problem solving R&D project. In order to analyse the social problem-solving R & D case, these four variables are selected; 1) social and technological planning for problem solving 2) participatory technological development 3) law, system and delivery system development for innovation deployment 4) scale-up of new R&D process. Those are important issues identified through case studies: 1) the tools and support services needed to carry out social and technical planning effectively, 2) the role of the Living Lab to coordinate opinions with experts and users, 3) the legislative and institutional improvement activities as important as technological development, 4) researcher's change through interaction with end user.

  • This paper addresses a methodology for monitoring the first phase('92-'94) progress and its strategic implication of Highly Advanced National R&D Program(HAN or G7 project) in Korea. The conceptual framework and its strategic thrust of the interim evaluation, which is the main focus of this paper, was designed both by reviewing related literature and by analyzing the unique characteristics of the HAN Program. Actual monitoring or interim evaluation was initiated by the G7 Planning and Evaluation Committee, which was established for advising, directing, and monitoring the HAN Program, with the help of large number of experts from various industries, universities, and research institutes. The monitoring results had been reported to the related ministries and project coordinating agencies. According to the suggestion made by the G7 Planning and Evaluation Committee, several projects were suffered structural changes and one was dropped.

  • The defense venture support program supports development so that it can be applied to the defense sector based on their technology and ideas to revitalize the private advancement of small and medium-sized enterprises to the defense sector. Since 2015, it has been operated with contributions from the Defense Acquisition Program Administration and has supported 84 projects. Moreover, it is an early stage in which results have been derived after 2018. In this study, the R&BD efficiency derived according to the budget for each project was compared using data envelopment analysis and classified and analyzed according to the characteristics of each project to identify the performance factors for each outstanding project. Based on the analysis results, this study considered support plans for efficient support programs and continuous performance creation in the future. As a result, it is expected that the effectiveness of the defense venture support project will be strengthened, and excellent performance will be expanded based on this study.

  • A currently domestic governmental R&D business is early to 100. And this is each managed individually in 15 professional organizations of research and management by characteristics of a business. For this Reason, A redundant investment issue regarding national R&D occurs, and an issue regarding efficiency of R&D investment by insufficiency of systematic R&D research project and result management is continuously raised. Ministry of Education Science and Technology establishing National Science & Technology Information Service(NTIS) in order to solve these issues. NTIS is the national R&D Portal System which can support efficiency of research and development to result utilization in planning of national research and development. In this paper We consider integrated DB constructions and Information Linking of R&D Participants/Projects/Results information in a NTIS system for data quality Improvement. and then We analyze the cause of the data quality problem, and we propose the improvement plan for data quality elevation of NTIS system.

Analysis of R&D Efficiency according to the Characteristics of National Research Projects in Culture Technology Sector (문화기술(CT) 분야 국가연구과제 특성에 따른 R&D 효율성 분석)

  • Culture technology is contributing to the creation of new values through convergence with other industries. The government is also actively investing in R&D in this field to secure competitiveness. In this study, the R&D efficiency of culture technology is analyzed by characteristics. Data envelopment analysis and non-parametric tests are performed on 968 national research projects in 2016-2019. As a result, it is confirmed that there are a difference in R&D efficiency according to the characteristics of national research projects in culture technology sector. This suggests that when planning national research projects for culture technology, these characteristics should be taken into consideration and strategically promoted.

  • This paper measures and compares the efficiency of national health technology R&D programs focused on translational research program increasing importance using data envelopment analysis (DEA). Three input variables and three output variables are selected for DEA. Inputs are funds, researchers, and project period and outputs are SCI (E) papers, applied and granted patents, and impact factor. This study uses a three-stage approach. In the first stage, output-based DEA model is applied to evaluate the efficiency of decision making unit (DMU). In the second stage, based on efficiency scores of target diseases high-efficiency group and low-efficiency group are classified. And then strategic portfolio matrix of translational research program is composed of four dimensions combining research types. Mann-Whitney U test is then run to compare average efficiency scores among four groups. In the final stage, Tobit regression model is used to estimate factors likely to influence the efficiency. The results are expected to provide policy implications for effectively establishing investment strategy and managing performance of R&D program.

A Study on the Factors Influencing Project Performance of Government R&D Program: Focusing on IT and CT Industry (정부연구개발사업의 성과창출요인에 관한 연구: IT와 CT산업을 중심으로)

  • Recently, project performance and management of government R&D program investing huge amount of budget is being focused. In this study, I built a model for estimating the performance creating paths of the government R&D program, then I analyzed the attributes of performances created by industries. I used simultaneous equations with FIML and examined the IT industry and CT industry of industrial technology innovation program using survey on R&D performance conducted by KEIT. On the analysis result, all the companies create the innovation performance through the government grants. However, the one who commercialize patents is SMEs in IT industry, and conglomerates in CT industry. SMEs in IT industry, which has characteristic of complex product, need extra self innovation activities even the government supports them. For improving the commercialization performance and technology development of SMEs in CT industry, it is effective when conducting cooperative research. These findings give us the implication that it is needed to consider different factors by industrial and enterprise characteristic when planning the public policy and government tasks.

  • Traffic congestions in local cities have been getting worse since 1990s, so many local governments have considered the introduction of an LRT system. So far, there is no city operating the LRT due to social environments, financial reasons, feasibility and so on. But still many cities have examined LRT or started the construction. Until now, more than 30 cities are constructing LRT or planning the introduction of LRT and it becomes 96 routes, approximately 700km. With the support of MLTM, KRRI has developed automatic LRT system with rubber-wheels, K-AGT as a result of "LRT system technology development project" from 1999 to 2005 by investing 50.32 billion wons(the public 37, the private 13.32) and finished running durability test of 100,000km at Kyeong-san test line. Currently, two trains, coupled two cars respectively have running and signaling tested. K-AGT was appointed to supply for an extension line at Busan Subway Line 3(Minam-Anpyeong section) with 17 trains(six-unit car) 102 cars. However, except for Minam-Anpyeong section, other cities such as Uijeongbu, Yongin, Daegu(Line 3) and Kwangmyeong decided to use the foreign systems, not to use the product, a result of national R&D project. This results in a huge waste of foreign currency and it is expected to require much additional cost for maintenance. If local governments use the products of national R&D projects, many national benefits such as reducing imports and protecting home industries could be expected, therefore in this paper, some plans to encourage to use products of national R&D projects were dealt with.

Effective Performance Analysis of Disease-oriented Translational Research from a Point of View of Biotechnology (생명공학기술적 관점에서 질병중심 중개연구의 효율적 성과분석에 대한 실증연구)

  • Recently, translational research (TR) in health technology (HT) has been considered as an emerging alternative research system for the improvement of human health. TR from bench to bedside involves a strong bidirectional relationship between basic science discovery and clinical practice. To support R&D planning and policy in HT effectively, the performance of TR programs was analyzed and evaluated in a R&D project on health and medical technology. TR programs were classified into three parts: unilateral TR, bilateral TR and multilateral TR. Bibliometrics and citation analysis were performed to assess research papers and gather information for the performance analysis of TR programs. In addition, both quantitative and qualitative analysis were successfully carried out using ISI Web of Science, Google Scholar Citations, SCOPUS and Knowledgematrix. In conclusion, the performance analysis of TR programs could significantly improve the efficiency of R&D plans, R&D management and evaluation for a safe and healthy life.
