비모수적 방법을 이용한 OECD 국가별 R&D 효율성과 생산적 분석

  • This paper analyses the efficiency and productivity of R&D system across time (1991${\sim}$2000) and 16 OECD countries using multi-output and multi-input non-parametric frontier methods such as DEA (data envelopement analysis) and Malmquist productivity indexes. Malmquist productivity indexes are decomposed into two components measures, namely technical change and efficiency change. To calculate R&D efficiency and productivity, we used R&D stock and the number or researchers as R&D input proxies and the number of adjusted SCI papers and U.S. patent applications as R&D output proxies. Empirical result shows that Switzerland, Canada, U.S., Australia's R&D efficiencies are the highest and Korea's R&D productivity growth is the highest in the sample for the period. Technical efficiency growth was a more important source of productivity growth than technological innovation.

  • This study is on the actual analysis of R&D investment effect through DEA in terms of efficiency resulted from forestry sector climate change response R&D project. Namely, it is clarifying the mechanism of the scientific, technological, social performance result and output, depending on research development cost, employment size as same input. Also, it is in-depth analysis on which performance operates more efficiently in any detailed business. With the study result, we seek political implications to enhance investment effect and core element to consider R&D business project in the future.

  • The government expands its investment on R&D programs for economic growth, thus there is growing attention on the result of R&D Programs. This study proposes more improved measuring method for efficiency when the number of R&D programs is not enough to be for measuring efficiency analysis. It provides more various application method of factors on efficiency analysis. This study analyzes the influence of each input factor on efficiency by using partial efficiency concept. And it also determines input factors in similar influence throughout Spearman correlation coefficient. Finally, it suggests new method to improve discriminatory power of efficiency analysis by determining representative factors. Also, the proposed method can be practiced not only for national R&D programs, but also for other fields of research.

A Study of the Effect of Intangible Asset on Firm Value : Focused on KOSDAQ-Listed Medium-Sized Companies (기업의 무형자산이 기업가치에 미치는 영향에 관한 연구 : 코스닥 상장 중견기업을 중심으로)

  • According to the growing importance of science and technology policy, investment in research and development (R&D) has been increased. In this context, a patent as one of outcome of firm's systematic R&D investment is the way to hold a dominant position in companies' technology competitiveness and also to protect technology right. This study attempts to find the effects of input resources and intellectual property production activity on company value. It conducted empirical analysis based on 238 KOSDAQ-listed and medium-sized firms. Using the previous research, this study configurated research variables about activity of patent production, company value, and input of resources. Through these variables, it aims to know the effect of input of resources and activity of patent production on company value. First, the result of regression analysis shows that R&D cost has the positive effect on a patent production and sales promotion cost positively affects on the registration of the trademark. Second, the output of regression analysis indicates that a patent has the positive effect on company value but a trademark has not. With regard to the input of resources, R&D cost has the influence on company value but sales promotion cost has not. This study attempts to find the effectiveness of company's intellectual property registration on its value and suggests a way that the systematic R&D investment contributes the growth of company value.

  • This paper describes an implementation of a single phase PWM ac/dc converter whose control scheme can be directly applied to the rectification of ac traction system. Power circuit using self-commutated switching devices(GTO) provides input power factor correction with dc voltage regulation. Effective compensation of load variations and line disturbance can be accomplished by real time instantaneous control of ac input current and dc link voltage using 32 bit floating point DSP. Parallel operation of two converters reduces the input line current ripple. Experimental results of the two parallel converter system are shown in the 20KW range for the verification of the system.

Analysis of the effect of imported technology on the economic growth of Korea (한국의 경제성장에 있어서 해외도입기술의 영향분석)

  • This paper investigates the effect of imported technology on the economic growth of Korea. To this end, the relationship between input technology and economic growth are suggested in the numerical form and analysed empirically. The rates of return of technology investments, which are divided into the domestic R&D investment and the investment on imported technology, are estimated. Based on the result of this analysis, the rate of return of the input technology, which includes the domestic R&D investment and the investment on imported technology, are estimated as 31.4%, and this input technology is calculated as to contribute 8.9% on the economic growth rate of Korea. And the domestic R&D investment is fumed out to have bigger rate of return than the investment on imported technology during the surveyed period. However, the rates of return of detailed R&D investments, which can be divided into the investments on commercial R&D and basic science, were not calculated in this paper, because of the lack of data on this in this paper. As well, the time-lag effect, which is naturally believed to exist between the R&D investment and the economic growth, could not be analysed wit:1 the same reason. Thus when analysing the relationship between them, this paper tried to minimize the time-lag effect by using the long-term data of twenty-three years.

A Study on Efficiency of Community Problem-solving Type R&D and Influencing Factors (지역사회 문제해결형 R&D 효율성 및 영향요인에 관한 연구)

  • This study analyzed the efficiency and influence factors according to the main research institute type of R&D Program for the local community problem-solving. This study applied data envelopment analysis (DEA) method and Tobit regression analysis by using 20 institutions that participated in R&D Program. The results are summarized as follows. First, Analysis results according to the research institute type of R&D project, Efficient DMUs showed more regional innovation institutions than social economy enterprises. But regional innovation institutions were the lowest in the CCR and BCC model. However, efficiency dose not differ between regional innovation institutions and social economy enterprises. Second, as a result of the analysis relation between efficiency and allocation characteristics of R&D input, the participation of regional innovation organizations as participating organizations has a negative effect on efficiency. It was found that the higher the proportion of government subsidies and the higher the employment rate of the vulnerable, which is a social achievement, the positive effect on efficiency. The implication of this study is that the participation of social economy enterprises as the main R&D institution and government R&D support can provide social economy enterprises with opportunities to accumulate R&D capabilities and experience successful commercialization.

  • The policy objective of leading industries for an economic region is to increase industrial competitiveness by regional cooperation and linkage and so the economic impact analysis of R&D by region is required. This research utilizes regional input-output tables of the Bank of Korea to analyze the economic impact of 'next-generation wireless communication devices' project in 'New IT' sector of Chungcheong economic region.

Analysis on Time Lag Effect of Firm's R&D Investment (기업 R&D 투자의 시차효과 분석)

  • R&D investment also has a gestation period similar to other investments in economics. The gestation period originates from time lag effect of input and output. Thus it is necessary to consider time lag effects when analyzing the relationship between firms' R&D investment and R&D performance. The main objective of this research is to estimate the length of time lag effect of R&D investment. The Almon distribution lag model was applied to estimate the time lag effect. The firm level panel dataset was established from 2002 to 2009. The net value of R&D investment and the number of patent applications were used to measure R&D input and output, respectively. This method found the estimated time lag to be 1~2 years across all datasets. The same analyses were applied to chemical, metal, electronic, exact science, and machinery industries' data. And we found there were differences among sectors in regard to the time lag effect.

Study on the Determinants of Efficiency in Korean R&D Manufacturing Firms: Focused on the Effects of R&D and Patents (국내 R&D 제조기업의 효율성 결정요인에 대한 연구: R&D 및 특허효과를 중심으로)

  • In that economic growth strategy through maximizing input would not working anymore in the rapidly changing economic environment, now we should focus on the improvement of firms' efficiency. This study estimate the efficiency and determinants of the efficiency using the panel data of 938 Korean manufacturing firms which ranked in high R&D investment firms during 2005~2018. We found that both R&D intensity as R&D input and patent stock as R&D output increase the efficiency of firms independently. And firm size, debt ratio, profitability also affect the firm's efficiency.
