Influence of R&D intensity on Innovation Performance in the Korean Pharmaceutical Industry: Focusing on the Moderating Effects of R&D Collaboration

  • This paper examined the effect of innovation networks comprising research and development (R&D) collaboration on innovation performance of Korean pharmaceutical firms. As co-assigned patents and co-affiliated publications are common technical outcomes of successful R&D collaboration in the pharmaceutical industry, social network analysis technique was applied for analyzing innovation networks through patent and publication data. Results of Social network analysis indicated that a small set of highly innovative firms in the Korean pharmaceutical industry were actively involved in patenting and publishing. And the analysis of structural equation model found the followings: (1) R&D intensity significantly affected patenting, publication and new drug development, (2) the activity of patenting and publishing was positively related with the innovation performance measured by new drug development, and (3) R&D collaboration in terms of degree centrality of co-patent network played significant moderating roles on the relationships among R&D intensity, patenting, and new drug development. These findings are expected to be helpful to researchers as well as policy-makers to devise innovation-promoting policies in the Korean pharmaceutical industry. Discussions and limitations of the study are provided in the last part.

스마트 제조기술 수준에 따른 인력 양성 방안에 대한 탐색적 연구 (The Exploratory Study on the Manpower Training Plans by Smart Manufacturing Technology Level)

  • 본 연구는 국내 스마트제조에 활용되는 주요 기술의 현(現) 발전 수준을 파악하여 스마트제조 R&D 인력양성 정책 수립의 객관적인 근거자료로 활용코자 함이 목적이다. 제조강국인 미국을 비롯한 독일, 일본, EU, 한국, 중국을 대상으로 스마트공장을 구축하고 운영하기 위한 핵심 선도 25개 주요 기술을 선정한다. 그리고 각 국가별로 스마트제조 기술별 수준(%) 및 격차(년) 등을 알아보고자 한다. 그 결과를 토대로 스마트제조 기술별 한국의 R&D 인력양성 현황을 점검하고 R&D 인력양성의 정책적 제언을 제시함으로써 향후 한국 제조업의 글로벌 시장경쟁력을 강화하는데 기여할 것으로 사료된다.

Cost and Benefits of R&D Tax Concession Program in the Australian Government

  • In industrialised countries, innovation is a key source of economic growth. Rrsearch is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments'industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime MinisterJanuary 2001, commits an additional ${\$}$3 billion over five years to encourage and support innovation. The Australian Government aims toworld competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around ${\$}$400mi11ion a year. This cost is expected to rise to over hall a billion by 2005-06 (commonwealth or Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

동태적 복잡성을 고려한 최적의 연구개발 투자 전략 (Optimal Investment Strategy for Research and Development Considering Dynamic Complexity)

  • Recently, interest in research and development (R&D) investment decisions have increased among Korean domestic enterprises. However, existing R&D investment studies only focused on government R&D investment policies while only a few studies investigated firm level R&D investment. Prior literatures also overlooked the feedback loop between R&D investment and firm performance. Therefore, this paper identifies a system dynamics model for R&D investment decision making in domestic electronics firms. The conceptual model is derived from R&D investment-related theories found in bodies of literature on company performance, enterprise activity, and market maturity. This study investigates the dynamic feedback between R&D activities and sales using the system dynamics model. In other words, the system dynamics model is used to explain the change in the closed feedback circulation structure in R&D investment activities including technology development, production process, and marketing that subsequently result in sales increase and re-investment into R&D from the generated revenues. There are two major results. First, a similar ratio of investment on technology development and production process derives the higher company sales. Second, regardless of market maturity, marketing investment ratio positively affects sales and R&D budget growth. This study provides a system dynamics model to find the optimal ratio for R&D investment and suggests managerial strategic implications on electronic firm R&D investment decision making under market maturity condition.

토픽 모델링을 활용한 메타버스 분야 국가 R&D 동향 분석 (An Analysis of National R&D Trends in the Metaverse Field using Topic Modeling)

  • 전세계적으로 메타버스 산업이 부상함에 따라 국내에서도 관련된 국가 전략 및 육성 체계가 마련되었다. 정책의 복잡성이 증대됨에 따라 데이터 기반 정책 수립의 중요성은 더욱 커지고 있는 가운데 아직까지 메타버스 분야의 국가 R&D 동향을 진단하는 연구는 부족한 실정이다. 이에 본 논문은 2002년부터 2020년까지 추진된 9,651개 R&D 과제에 대한 NTIS의 국가 R&D 정보를 수집하여 현황을 살펴봄과 동시에 토픽 모델링에 기반하여 주요 주제를 식별하고 시계열적인 변화를 고찰하였다. 메타버스 분야 R&D 과제의 주요 토픽은 11개로 도출되었으며, 핫 토픽은 서비스·콘텐츠·플랫폼 개발 분야와 응용분야의 의료·수술 분야이었고, 콜드 토픽은 도시·환경·공간정보 분야였다. 정책 방향으로 전략적 R&D 관리와 메타버스 관련 법·제도 연구를 제안하였다.

EU정부의 R&D지원 제안서평가 프로세스모형에 관한 연구 (A Study on Process Models for Proposal Evaluation of R&D EU Government Support Programmes)

  • EU는 세계에서 미국을 능가하는 경제력을 가지기 위해서 여러 가지 측면으로 노력하고 있다. 이러한 경제성장은 산업기술발전을 통해서 가능하고 또한 이것은 산업기술의 경쟁력을 통한 고용창출 등이 가능하다고 인지하고 있다. 이에 EU집행위에서는 R&D 능력을 상승시키기 위해서 여러 가지 지원정책을 펼치고 있다. 비 EU회원국인 우리나라 R&D 관여자 들에게는 지원정책에 대한 제안서 평가절치를 알아보는 것은 중요하다. 본 논문에서는 EU집행위가 실행하는 EU R&D지원정책 중 제안서 평가방안을 알아보는데 연구의 목적을 두었다. 본 논문을 통해서 살펴본 EU의 제안서 평가방안은 먼저 전문가브리핑, 제안서에 대한 개별평가, 컨센서스, 그리고 패널평가로 이어진다. 또한 EU R&D 제안서 평가의 특징은 사전에 전문가들로 구성되어있고, 패널평가를 통해서 마무리되는 것이라고 할수 있다. 즉 중요한 EU R&D 제안서는 전문가들이 결정한다고 할 수 있다. 우리나라 정부에서는 우리나라 전문가들이 제출하는 제안서들이 보다 성공적으로 체택 될 수 있게 EU에서의 제안서 평가단계에서 활용되는 평가전문가를 발굴 관리할 필요가 있다.

문화콘텐츠기술(CT) R&D 연계 고령친화산업의 수요와 공급에 관한 탐색적 연구 (An Exploratory Study on the Demand & Supply to Senior friendly industry to Culture Contents Technology(CT) R&D)

  • 본 논문은 노인세대를 위한 고령친화산업으로서 노인여가산업과 관련된 정보기술(IT, CT)의 참여현황을 분석하고 노인을 포함한 소외계층을 타겟으로 한 '공공문화서비스' 분야의 CT R&D 로드맵과 현재의 기술현황을 제시함으로써 향후 베이비부머 세대 소비계층의 정보기술의 니즈를 충족시킬 수 있는 콘텐츠 기술(CT) R&D 분야의 정책적 방향을 제시하고자 한다. 고령친화 CT R&D의 수요측면에서 지식정보 고령친화산업의 성장과 정보통신기술, 문화콘텐츠 기술 참여 수요와 여가문화를 분석하여 디지털 기기와 서비스에 대한 중노년층의 참여현황을 분석하였다. 고령친화 문화콘텐츠산업의 기술 R&D 공급 분석에서는 문화관광부가 정한 주요 CT R&D 산업의 대분류 중 '게임'과 노인, 장애인을 타겟으로 한 '공공문화서비스 분야'의 기술공급 현황을 분석하였다. 고령친화 문화콘텐츠 산업의 기술 R&D는 창의적이고 감성적이고 경험에 기반 하는 소통할 수 있는 콘텐츠가 포함되어야 하며, 건강, 경제적 안정성과 정보의 공유와 같이 비 게임적 요소들에 대한 니즈를 충족시켜야 하는 것으로 나타났다.

  • According to increasing dependancy of national competitiveness on her level of science and technology, the Korean Government devote herself to expansion of technological capability in nation-wide. As a result, the numbers and sizes of national R&D programs, one of public technology policies, are abruptly increased. Recently, the government closely examines the introduction of performance-based budgeting regime as well as the accountability issue in public sector. In the fulfillment of accountability, it has considerable importance that the government executes measurement and strategic management of their performances of all the national R&D programs, how they are properly executed in conformity with respective missions and characteristics. It needs a tool for clearly measuring the programs' performances. In this study, the Balanced Scorecard (BSC) is suggested as an alternative. However, the logics of ordinary BSC cannot be directly applied to the program unit. This study reviews the basic concept and principles of BSC and discusses the necessary conditions for proper application of BSC into national R&D programs.

  • Nowadays the concern about development and diffusion strategies of new & renewable energy and its technologies is getting higher globally as Kyoto Protocol has taken effect this year and oil has been rising in price tremendously. Developed countries have already commenced the study and research for this problem and are looking for various solutions. In this paper, R&D environments and diffusion status solar thermal energy in the United States are analyzed and the probability of application into Korea case is observed. To achieve this observation, correlations between US case and Korea case is estimated and the variation of duration and amounts in R&D and the R&D contribution to national economic growth are considered.
